Jamestown (CSi) The Jamestown Police Department is warning residents of a high risk sex offender living in Jamestown.
Nathan Paul McNelis resides at 1610 Business Loop East #14, Jamestown, ND
He presently has no vehicle.
McNelis has been assigned a high risk assessment by the North Dakota Risk Level Committee, of the North Dakota Attorney General’s Office.
He is a 29 year old white male 5 feet 10 inches tall, weighing 175 pounds with hazel eyes and brown hair.
Offense: First degree Rape, involving a juvenile male.
Conviction Date: February, 1999, in Brown County Juvenile Court
Disposition: Juvenile custody until 21 years of age
McNelis is currently on probation with North Dakota Probation and Parole.
He is currently on GPS Monitoring.
McNelis is not wanted by police at this time and has served the sentence imposed by the court.
This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.
Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.

City Commissioners approved the First reading of an Ordinance to create a perpetual restrictive covenant for structures to be removed for Permanent Flood Protection Phase III, in accordance with the State Water Commission.
NEW BUSINESS
The City Commission Adopted a Valley City 100 Year Event Flood Protection: Citywide Planning Report.
City Adminstrator Schelkoph said copies are available at City Hall, adding that public meetings input has been received.
Moved to a Special City Commission Meeting, March 7th a contract renewal for City Administrator Dave Schelkoph, which will be discussed at the 4-p.m. Finance Committee Meeting, then forwarded to the 5-p.m., City Commission meeting.
Approved the Barnes County Mutual Aid Agreement. City Administrator Schelkoph said the agreement concerns entities working with each other in times of an emergency.
Approved a Special Alcohol Beverage Permit Request for the Valley City Eagles at the ND Winter Show during March 4-11.
The City Commission considered a five year property tax exemption on 100% of the improvements to lots 4 & 5 & East 35’ of Lot 3, Block 1 NP East 3rd Addition to the City of Valley City, Barnes County (AKA 1017 East Main Street Valley City, ND) and a five year income tax exemption for Renaissance Zone applicant, Valley Bluff, LLC and designate it as VC-105. Jim Knutson explained the Renaissance Zone program is an incentive for development. He asked that this exemption be approved.
The City Commissioners voted to approve.
The City commission approved a Preliminary Engineering Agreement for Urban Roads Reconstruction Project on 3rd Ave SE in an amount not to exceed $44,500.
City Commissioners approved an Engineering Agreement for Geotechnical Evaluation for the Urban Roads Reconstruction Project on 5th Ave NW in an amount not to exceed $12,500. KLJ said both projects are in the near future.
Commissioners approved an alcohol beverage permit for the Valley City VFW, for the North Dakota Winter Show.

Fire Chief Gary Retterath reported a record low number of fire calls in 2016, and urges the public to stay aware of fire safety.

Valley City (CSi) Craig Cobb, the white supremacist convicted of terrorizing residents in Leith, ND, is now the co-owner of an abandoned church in Barnes County.
KFGO reports, the Barnes County Recorder’s office says a deed was filed Tuesday that lists Cobb as one of two people who own the former Nome Zion Evangelical Free Church. The Barnes County Treasurer’s office also confirms that Cobb submitted a check for his share of the property tax bill.
City leaders in Nome have expressed concern about what Cobb plans to do with the church. In 2013, Cobb tried to establish an all-white community in Leith, ND.
Cobb is now living in Sherwood, ND. He’s serving four years of probation for terrorizing and menacing Leith residents.
BISMARCK, N.D. (AP) — Authorities in North Dakota are offering assistance and services to Dakota Access pipeline protesters as they close a longstanding encampment near the Standing Rock Sioux reservation.
Up to 300 people remain at the camp, down from thousands at the protest’s peak. The Army Corps of Engineers has ordered the camp closed at 2 p.m. Wednesday, citing the dangers of impending spring floods.
North Dakota state officials have set up a travel assistance center. They’re offering personal kits, water and snacks, health assessments, bus fare for protesters to travel home, and food and hotel vouchers.
They’re planning to start buses from the camp to Bismarck at 9 a.m. But law enforcement officials say they expect some protesters won’t leave without being arrested.
BISMARCK, N.D. (AP) — The North Dakota House has passed a package of gun-rights measures, including a so-called “constitutional carry” bill that would allow most people 21 and older to carry concealed firearms without a permit.
The House on Tuesday also approved a measure that allows carrying a gun in church if the church allows it. Another measure approved would allow firearms in schools for trained and permitted “armed responders.”
The bills now go to the Senate for consideration.
Representatives killed two gun measures on Tuesday. One would have allowed people with concealed carry permits to have firearms in government buildings. The other would have exempted North Dakota-made firearms, ammunition and accessories from federal regulation.
BISMARCK, N.D. (AP) — A North Dakota organization is being honored with the state’s first FBI Director’s Community Leadership Award that recognizes groups for public service.
Sanford Health Dakota Children’s Advocacy Center was tapped as the 2016 recipient Tuesday for its work with child abuse victims by helping them through the process of social services, crime investigation and mental health care.
According to the FBI, Jessica Ahmann and Shannon Hilfer were specifically recognized for their work. Ahmann examines and collects information from child victims, leading to the identification and conviction of abusers. Hilfer has worked with children from the Standing Rock Indian Reservation and has broken open abuse investigations there.
The award was established in 1990 and annually recognizes groups and individuals for their contributions to civil rights and violence prevention and education.
BISMARCK, N.D. (AP) — The state Health Department estimates that five out of every 1,000 North Dakotans will use medical marijuana when it’s available, and the agency has built a budget around that.
Voters in November backed a measure that allows patients to use marijuana with a qualifying medical condition. Republican and Democratic leaders are sponsoring a bill that establishes rules for the oversight of medical marijuana.
The Senate Appropriations Committee on Tuesday voted to approve a little more than $1 million to oversee the medical marijuana program over the next two years.
Deputy State Health Officer Arvy Smith says the state does not expect any revenue from medical marijuana this year while the program is being established. She says the agency expects the program to be funded by user fees after that.
FARGO, N.D. (AP) — The Fargo Police Department has made changes aimed at getting more officers on the street when they are needed the most.
The department is in a month into a patrol shift change that’s also aimed at shortening response times and boosting officer safety. The change comes as the police department set a record for calls in 2016.?
Deputy Fargo Police Chief Ross Renner says the department spent time to study data to determine when the overlapping shifts would work best.?
In the past, as few as 10 officers were on the street. Renner says the department now is able to deploy as many as 12 to 28 officers at peak times.
He says the department will evaluate the new police schedule to see if it needs tweaking.

ST. PAUL, Minn. (AP) — Jonathan Toews had three goals and two assists and the Chicago Blackhawks beat rival Minnesota 5-3 on Tuesday night for their second win over the Western Conference-leading Wild in less than two weeks.
Toews notched his fourth career hat trick on an empty-netter with 1:02 left to stave off a spirited rally by the Wild, who began a franchise-record eight-game homestand on Feb. 8 with a 4-3 overtime loss to the Blackhawks. Toews had a goal and two assists in that one and has 37 points in 35 career games against Minnesota.
Chicago’s captain has been chewing up almost everyone else, too, with 20 points in his last 12 games. Toews’ wing men Nick Schmaltz and Richard Panik had the other goals, giving the Blackhawks 34 goals in their last eight games. Their first line totaled nine points.
Mikael Granlund’s second power-play goal for the Wild brought them within 4-3, before Ryan Suter hit the crossbar with a shot that nearly tied it.

WEST PALM BEACH, Fla. (AP) — The Washington Nationals have reportedly filled their void behind the plate. According to two people familiar with the deal, free-agent catcher Matt Wieters (WEE’-turz) has agreed to a one-year, $10.5 million deal with the Nats, pending a physical.
The people spoke to The Associated Press on condition of anonymity because nothing had been announced yet.
Wieters is a four-time All-Star who has played his entire career with the Baltimore Orioles after being taken with the No. 5 overall pick in the 2007 amateur draft.
Wilson Ramos (RAH’-mohs), an All-Star in 2016, left Washington in the offseason as a free agent, signing with the Tampa Bay Rays.
SARASOTA, Fla. (AP) — The Yankees and Orioles have worked out a trade. The deal sends pitcher Richard Bleier from the Yankees to the Baltimore for a player to be named or cash. In 23 games last season with New York Bleier had a 1.96 ERA in 23 games.
He was designated for assignment last week when New York finalized a contract with first baseman Chris Carter.
NEW YORK (AP) — Major League Baseball has served notice is may circumvent the players union in order to make some rules changes.
Commissioner Rob Manfred says steps are being taken to clear the way to unilaterally change the strike zone, install pitch clocks and limit trips to the pitcher’s mound starting in 2018.
The collective bargaining agreement requires baseball to get union approval before making rule changes, unless it gives the union a one-year notice.
Manfred has served notice the league intends to do that.
Union head Tony Clark recently indicated opposition to the proposed changes for this season.
NEW YORK (AP) — Jim Joyce has joined John Hirschbeck, Tim Welke (WEHL’-kee) and Bob Davidson in retiring from Major League Baseball’s umpire staff.
The commissioner’s office said Adam Hamari, Pat Hoberg, Gabe Morales and Carlos Torres have been promoted to the full-time staff.
Hirschbeck, the crew chief in last year’s World Series and a big league umpire since 1984, had announced his planned retirement last year. So did Welke and Davidson. Hirschbeck and Welke — who was sidelined by knee injuries — were 33-year veterans. Davidson worked his first big league game in 1982.

LOS ANGELES (AP) — Magic Johnson is now running the basketball side of things for the Los Angeles Lakers.
Owner Jeanie Buss has named the former Laker great as the new president of basketball operations after firing general manager Mitch Kupchak and her brother Jim, who had been the Lakers’ executive vice president of basketball operations.
The moves come two days before the NBA’s trade deadline. The Lakers are in the midst of the worst four-year stretch in the team’s history, including a 19-39 record this season.
Kupchak was the Lakers general manager since 2000. The team has started the search for a new GM.
First year coach Luke Walton got a vote of confidence from Buss.
LOS ANGELES (AP)— The Los Angeles Lakers have swung their first deal of the Magic Johnson Era, agreeing to send Lou Williams to the Houston Rockets for Corey Brewer and a future draft pick. Brewer’s agent Wallace Prather confirmed the terms of the trade.
Williams led the Lakers in scoring at 18.6 points per game, playing off the bench. Brewer was averaging 4.2 points for Houston.
Williams announced he was leaving Los Angeles on Twitter, saying “Thanx for the love L.A., I’ve enjoyed my stay.”
NFL-BRADY-MISSING JERSEY
BOSTON (AP) — The value of Tom Brady’s missing Super Bowl jersey is listed as $500,000 on a Houston Police Department report.
The New England Patriots quarterback is listed as the complainant in the report dated Feb. 6, that was released on Tuesday.
That was the day after the Patriots came back from a 25-point deficit to defeat the Atlanta Falcons 34-28 in overtime.
Investigators have been working to identify who was in the locker room at the time the jersey was taken. A Houston police officer was stationed outside the locker room on the day of the game, but access to the location was controlled by Patriots team security.

WASHINGTON (AP) — Millions of people living in the United States illegally could face deportation under a sweeping rewrite of U.S. immigration enforcement policies by the Trump administration. That includes people arrested for minor offenses. Previously, the focus was on immigrants convicted of serious crimes or considered threats to national security.
PARIS (AP) — Amnesty International says “toxic” fear-mongering by anti-establishment politicians is contributing to a global pushback against human rights. Among the politicians named in Amnesty’s annual report: the leaders of Turkey, Hungary, the Philippines — as well as President Donald Trump. No comment from the White House.
CANBERRA, Australia (AP) — Israeli Prime Minister Benjamin Netanyahu is praising Australia for being “courageously willing to puncture U.N. hypocrisy” on anti-Israel resolutions. Netanyahu is making the the first visit to Australia by a serving Israeli leader. Prime Minister Malcolm Turnbull told Netanyahu that Australia is a committed and consistent friend of Israel.
CAPE CANAVERAL, Fla. (AP) — A navigation error forced SpaceX to delay its shipment to the International Space Station today, following an otherwise flawless flight from NASA’s historic moon pad. Just a few hours earlier, Russia successfully launched a cargo ship from Kazakhstan, its first since a failed launch in December.
BERLIN (AP) — Local authorities say an alert about a possible attack at a school in western Germany that prompted a major police operation was a false alarm. Armed officers rushed to the vocational school in Menden after receiving an alert before noon.
