Valley City (CSi) The Valley City Commission met in Special Session at 7-a.m., Thursday.
All members were present.
The Commissioners approved a Resolution approving the Final Plans and Specifications and Authorize for Bid for Permanent Flood Protection Phase II.
KLJ reported that this phase will be the most challenging, starting this year and wrapping up in 2018.
The area to be started this year is on Main street, and includes the nursery area, wrapping around the river, and east.
It requires the purchase of three properties in that area, along with the purchase of one property to include 200 feet near the substation, which requires the relocation of a power pole in that area.
The initial demolition starts in May this year with project work this year to start in June.
The $14 million project is slated to be finished in June of 2018.
Material includes lots of steel sheeting for a coffer dam which will this year requires minor temporary closures of Main street.
The major construction on Main Street will occur in 2018, and will include the installation of new lighting.

Jamestown (CSi) The Jamestown Regional Airport Authority voted to approve a pay increase and title change for Sam Seafeldt.
Seafeldt’s annual wage goes from $54,864 to $65,000, annually, with the pay hike taking effect retroactive to the start of this year. The Airport Authority changed Seafeldt’s job title from airport manager to airport director.
The Airport Authority reappointed Jim Boyd as Chairman, and Keith Veilvice chairman.
Seafeldt was appointed secretary/treasurer.

CANNON BALL, N.D. (AP) — Public officials in North Dakota are pleading with the remaining protesters at the Dakota Access oil pipeline camp to pack up and leave so authorities can resume cleaning up the premises without any further arrests.
Most of the campers marched out of the area ahead of a Wednesday deadline to get off the federal land, and authorities arrested 10 people who defied the order in a final show of dissent. North Dakota Gov. Doug Burgum says none of the law enforcement officers left the main highway outside the camp.
Burgum says between 25 and 50 people are left at the camp. He says they will “have every opportunity” to leave without getting arrested.
The governor says the ongoing cleanup at the camp is scheduled to resume at 9 a.m. today.
DRAYTON, N.D. (AP) — North Dakota’s two U.S. senators will be in Drayton today to discuss flood preparation in northeastern North Dakota this spring.
Sens. John Hoeven and Heidi Heitkamp will meet with federal, state and local officials in the afternoon. The meeting is aimed at making sure communities are prepared for possible flooding.
After the flood outlook meeting, Hoeven and Heitkamp will tour Drayton’s earthen levee.
The recent flood outlook from the National Weather Service shows an increased risk for moderate to major flooding in the northern Red River Valley. The outlook also projects near-record runoff for the Devils Lake Basin.
Washington (CSi) Senator John Hoeven Wednesday participated in a health care reform meeting along with Congressman Kevin Cramer, Governor Doug Burgum, North Dakota health care officials and Congressman Michael Burgess (R-Texas). The roundtable provided an opportunity to bring together health care professionals, advocates and other stakeholders in order to receive their input on how best to ensure a smooth transition away from Obamacare.
Burgess is the chairman of the Health Subcommittee of the House’s Energy and Commerce Committee, which is one of two committees with primary jurisdiction in developing health care reform legislation in the House.
BISMARCK, N.D. (AP) — A North Dakota group is launching a campaign to bring awareness to traumatic brain injuries and help those impacted find care.
Officials of the North Dakota Brain Injury Network have started awareness advertising through television, radio, print and online media that will run through June. The advertisements depict the warning signs of brain injury and provide information on how to stay safe.
The campaign is called “Know Your Noggin” and will coincide with Brain Injury Awareness Month in March. The effort is funded by a $325,000 one-time federal grant.D
Data from the Centers for Disease Control and Prevention show about 13,000 North Dakotans have long-term disabilities rooted in traumatic brain injuries and there are about 3,700 new injuries in the state each year.
MINOT, N.D. (AP) — The 5th Bomb Wing at Minot Air Force Base has won the 2016 Omaha Trophy as the best strategic bombing wing in the U.S. Strategic Command.
The award was announced Tuesday. It was the fifth time the bomb wing has won an Omaha Trophy, and the second time in three years.
The trophy is awarded to the best performing wings in five categories. The 5th Bomb Wing won in the strategic bomber category.
The Omaha Trophy was created in 1971. The 5th Bomb Wing operates the B-52 bomber.

Bismarck (CSi) The Western Dakota Association basketball tournaments will begin at the Bismarck Event Center on March 2, 2017.
The Blue Jay boys need to play St. Mary’s this Saturday afternoon to get the Number 7 Seed. They took the season series from Jamestown. The Saints won in Bismarck in December, 77-51 and then in Jamestown, 75-52.
If the Blue Jay boys beat St. Mary’s, they play 2nd seeded Dickinson on March 2nd at 6:30pm in the Bismarck Event Center’s main arena.
The Blue Jay girls play Mandan in the opening round at 7:15-p.m. in the Exhibit Hall.

COLLEGE PARK, Md. (AP) — Dupree McBrayer scored 14 of his 18 points in the second half, and Minnesota beat struggling No. 24 Maryland 89-75 on Wednesday night for its sixth straight victory.
The Golden Gophers (21-7, 9-6 Big Ten) are undefeated since losing to Maryland (22-6, 10-5) on Jan. 28. It was Minnesota’s third consecutive road win, its longest run in the conference since 1989-90.
Down 53-50, the Gophers got 12 points from McBrayer in a 20-7 run that broke open a game that had gone back and forth to that point.
Nate Mason scored 17 points and Akeem Springs added 16 for Minnesota, which committed only six turnovers — two after halftime.
Maryland standout guard Melo Trimble went 4 for 12 from the field and the Terrapins went 7 for 27 beyond the arc in losing for the fourth time in six games. Backup center Ivan Bender scored a career-high 15 points for Maryland and Trimble and Anthony Cowan each had 11.
TULSA, Okla. (AP) — Khy Kabellis had 18 points, Paul Miller had a double-double and North Dakota State held off Oral Roberts 82-80 on Wednesday night.
Miller had 16 points and 11 rebounds and Carlin Dupree had 15 points for the Bison (19-9, 11-4 Summit League), who moved a half-game in front of South Dakota with one game to go.
Oral Roberts battled back, after being down 48-36 at halftime, with a Jalen Bradley 3-point play and two free throws from Albert Owens with 1:33 left. But Dexter Werner came up with a big block and the Golden Eagles had to foul three times before Dupree made two free throws with 21.5 seconds to go.
Werner added two more free throws with 6.7 to go before ORU hit a 3 at the buzzer.
Miller’s jumper tied it at 72, Carlin had a pair of free throws, A.J. Jacobson scored and then Dupree had a standout assist to Kabellis for a 3-pointer to cap a 9-0 with 2:19 left.
Owens had 23 points and Bradley 16 for Oral Roberts (8-22, 4-12).

Second-ranked Villanova was stunned at home by No. 22 Butler, 74-66. Kelan Martin scored 22 points and fueled a stunning second-half rally. That ends the Wildcats’ on-campus home winning streak at 48 games.
John Gillon canned a 3-pointer from the top of the key at the buzzer and Syracuse upset No. 10 Duke 78-75 on as the Orange kept alive their postseason hopes. Syracuse ended a three-game losing streak and is 17-12 overall and 9-7 in the Atlantic Coast Conference.
Frank Mason III scored 20 points, Carlton Bragg a boost off the bench with 15 and No. 3 Kansas pulled away in the second half to beat TCU 87-68 to clinch a share of its 13th consecutive Big 12 championship. MLB-RULES CHANGE
NEW YORK (AP) — In an attempt to speed up the game, baseball has eliminated the four-pitch intentional walk. Now when a team wants to walk a player, all the manager will have to do is signal the intent to the umpire. The player will then get first base.
The players’ association approved the move, which was proposed by Major League Baseball.
Agreement with the union is required for changes in playing rules unless MLB gives notice one year in advance, in which case it can unilaterally make alterations.
There were 932 intentional walks last year, including 600 in the National League, where batters are walked to bring the pitcher’s slot to the plate.
SURPRISE, Ariz. (AP) — Josh Hamilton has left the Texas Rangers’ spring training camp to have his reconstructed left knee examined after he experienced pain. The 2010 American League MVP is at spring training with a minor league contract. The 35-year-old felt discomfort in the knee during the Rangers’ first full-squad spring training workout Tuesday.
Hamilton has not played in the major leagues since 2015, when he hit .253 with eight home runs and 25 RBIs in 50 games.

UNDATED (AP) — The Clippers and Warriors are expected to have key players return tonight when they meet on the first day back from the All-Star break.
Los Angeles star guard Chris Paul has been cleared to play by doctors. He’s been sidelined with a torn ligament in his left thumb and having surgery in January. He was expected to be out six to eight weeks.
Golden State is expecting center Zaza Pachulia and forward David West to return.
OBIT-ED GARVEY
MADISON, Wis. (AP) — Ed Garvey, the lawyer who led the National Football League Players Association through strikes in 1974 and 1982, has died at age 76.
Garvey was the players’ union counsel and executive director from 1971-83.
Garvey graduated from the University of Wisconsin Law School in 1969 and joined the Minneapolis firm that later represented the fledgling NFLPA. Neither of the player strikes was particularly effective, and the 1982 walkout resulted in the season being shortened from 16 to nine games.
The nationally known labor attorney was a political heavyweight in Wisconsin, where he returned in 1983. Garvey ran unsuccessfully as a Democrat against incumbent Republican U.S. Sen. Robert Kasten. In 1998, he took on incumbent Gov. Tommy Thompson, but lost after a tough campaign.
He later created a website that featured progressive political content.

WASHINGTON (AP) — LGBT advocates are denouncing while conservatives are praising the Trump administration’s decision to lift Obama-era federal guidelines concerning transgender students. The guidelines allowed students to use school bathrooms and locker rooms corresponding to their gender identities. It will now be up to states and school districts to decide the issue of bathroom access.
MEXICO CITY (AP) — President Donald Trump’s secretary of state and homeland security chief are in Mexico on a fence-mending mission complicated by the actual fence the president wants to build along the southern border. Relations between the countries have soured since Trump took office a month ago, punctuated by his insistence that Mexico pay for a border wall.
ANAHEIM, Calif. (AP) — Dozens of people were arrested early today after clashing with Southern California police. The confrontation took place outside a home in Anaheim where a Los Angeles policeman fired a single round during an off-duty tussle with a 13-year-old boy. A police spokesman tells The Orange County Register the incident occurred over ongoing issues with children walking across the officer’s property.
PARIS (AP) — Paris teenagers have blockaded 16 city high schools with burning garbage cans and makeshift barricades. They’re protesting the alleged rape of a young black man with a police baton and other police abuse. A crowd of students also marched in a square in eastern Paris. Images on social networks showed some carrying a banner reading “Vengeance for Theo,” the name of the alleged victim.
NEW YORK (AP) — Conservative activist James O’Keefe has announced plans to release recordings this morning that he says were made secretly inside CNN. O’Keefe tells the cable network the media is a “huge target” of his and that he’s targeting CNN specifically because it “has a very important role as an arbiter of news.” The network has drawn the ire of President Donald Trump, who has repeatedly labeled it “fake news.”
