NEW YORK (AP-CSi)) — J.C. Penney said Friday that it will be closing anywhere from 130 to 140 stores as well as two distribution centers over the next several months as it aims to improve profitability in the era of online shopping.

The closures represent about 13 percent to 14 percent of the department store operator’s current store count, and less than 5 percent of total annual sales.

Management at J.C. Penney in the Buffalo Mall has no word at this time if the Jamestown store will be affected by thr announcement.

The company said that it would also initiate a voluntary early retirement program for about 6,000 eligible employees.

The news came as the Plano, Texas-based chain posted a profit in the fourth-quarter compared to a loss a year ago. But total sales were down slightly, and a key revenue metric declined slightly as well.

Valley City  (CSi)  Barnes County Highway  Department advises motorists that the Faust Dam bridge will be closed for removal and reconstruction on Monday, February 27, 2017.

Superintendent Kerry Johnson says, Swingen Construction of Grand Forks will begin removal at 7-a.m.

The bridge and a portion of the County Road 17 will be closed until the project is completed, with the anticipated finish date August 15th.

Johnson says the Highway Department knows that motorists may be inconvenienced by the road closures and bridge replacement, and appreciates the public’s patience and cooperation and will continue to keep motorists informed. He reminds motorists that to ensure safety to be especially cautious in construction zones.

“…A  group of volunteers headed down to the DAPL campsite and brought back some of the abandoned animals – 2 dogs and 6 puppies.  They received immediate vet care, were given a bath and love, and will now remain in quarantine until we know they are healthy enough to be with other animals.

They thank  volunteers for their help, to their fosters and to the Bismarck Animal Impound for helping with the quarantine.

Donations area asked to help with the care of these animals. There will be many more where they came from.”  http://www.furryfriendsrockinrescue.org/donation/

They went on to say “We are not accepting applications on these puppies. Your heartfelt response is appreciated but we are overwhelmed with generosity. Thank you for the understanding. “

Additional rescue trips will occur if they can gain access to the area and if enough volunteers are available.

MADISON, Wis. (AP) — Seventeen Wisconsin State Patrol troopers sent to North Dakota to help disperse oil pipeline protesters aren’t wearing name tags or numbers on their uniforms.

The Wisconsin State Journal reports the anonymity is intended to protect the officers but faces criticism from civil rights advocates.

Molly Collins of the American Civil Liberties Union of Wisconsin says law enforcement shouldn’t intimidate free-speech rights by covering up their name tags. She says it’s an implicit threat that police will engage in practices for which they don’t want to be held accountable.

Jim Palmer of the Wisconsin Professional Police Association says officers generally should wear name badges or unique identifying numbers. But he says there should still be adequate means for the Patrol to effectively identify and investigate any matter involving the troopers.

BISMARCK, N.D. (AP) — A Bismarck woman has died in a rollover accident.

The North Dakota Highway Patrol says 27-year-old Rebecca Gerenz was heading north on Highway 1804 in Burleigh County early Saturday when her car crossed the center line, hit the ditch, vaulted over an approach to a pasture and rolled. She was thrown from her car.

Gerenz was pronounced dead at Sanford Hospital.

The crash remains under investigation.

BISMARCK, N.D. (AP) — The U.S. Army Corps of Engineers has moved into the evacuated Dakota Access pipeline protest camp to finish the cleanup started weeks ago by the Standing Rock Sioux Tribe.

A Florida-based company is providing trash removal and environmental cleanup on the federal land.

Authorities this week cleared the last holdouts from the camp near the Standing Rock Reservation, which straddles the North Dakota and South Dakota border. Thousands stayed there when the protest heated up in August.

Corps officials say about 240 dumpsters have been hauled from the main camp, each brimming with debris of old food stores, structures, tents, building materials and personal belongings, much of which was buried under winter blizzards.

Officials predict about 240 more will get the job done.

FARGO, N.D. (AP) — Fargo police are planning to give officers cultural sensitivity training following the arrest of a man at a Native American sweat lodge in the southwest part of town.

Fargo Mayor Tim Mahoney says  the incident was the result of a misunderstanding between the man who was arrested and the officer who didn’t know about the sweat lodge. Mahoney says the man arrested has been released from jail and will not be charged.

A sweat lodge is a covered dome, sometimes a tent-type structure, used in Native American cultural ceremonies. Willow branches are used and water is poured over heated rocks to produce steam.

The sweat lodge in Fargo was approved by the city’s Native American Commission and has been at the same location for several years.

MINOT, N.D. (AP) — The Minot real estate market is seeing a slower pace of sales and a leveling off of property prices, after frenzied activity prompted by a flood and energy development.

The  number of Minot homes being sold is down about a third from its peak but prices have seen only a small decline.

Cindy Harvey, Realtor with Elite Real Estate and past president of the North Dakota Association of Realtors, says the market is balanced, with steady prices and more inventory.

A balanced market is considered to have five to eight months of inventory. Harvey says Minot is at 5.5 months of housing inventory.

Earlier this month, Minot had 49 active single-family houses, townhomes or condos on the market between $100,000 and $250,000.

Unranked Syracuse was trying to improve to 4-2 against Top 10 schools this season, but the Louisville Cardinals would have none of that.

BINGHAMTON, N.Y. (AP) — An Erie Community College hockey player left the penalty box and attacked a referee Sunday, ending the school’s 7-4 loss to Dakota College of Bottineau in the final National Junior College Athletic Association championship game.

Freshman defenseman Brandon Day went after the referee with 39 seconds left and the officials decided to end the game at that point.

Bottineau won its 10th title, beating Erie in the championship for the second straight year. Erie won in 2015.

Harrison Aide gave Bottineau a 5-4 lead with a power-play goal at 39 seconds of the third period. Charles Joly and Andrew Carriere finished the scoring.

The game marked the end of the NJCAA hockey championship, with the competition being dropped because of a lack of teams.

COYOTES-WILD TRADE

UNDATED (AP) – A person with knowledge of the trade says the Minnesota Wild have acquired Czech center Martin Hanzal from the Arizona Coyotes.

The person spoke to The Associated Press Sunday on condition of anonymity because the deal had not been announced. Details on the return to Arizona were not immediately available.

Hanzal was considered one of the top rental players available ahead of Wednesday’s NHL trade deadline. The 30-year-old pending unrestricted free agent has 16 goals and 10 assists in 51 games this season and 313 points in 608 NHL games, all with the Coyotes.

The move signals an aggressive approach from the Wild, who lead the Central Division and Western Conference by three points over the Chicago Blackhawks.

DAYTONA BEACH, Fla. (AP) — Kurt Busch and Tony Stewart can cross a Daytona 500 victory off their wish list.

Busch was an also-ran following his first 15 starts in NASCAR’s season-opening race before taking the checkered flag with a surge on the last lap. It’s also the first Daytona 500 win for Stewart-Haas Racing, and the first for Stewart as an owner or driver.

However, the race appeared to be Chase Elliott’s to lose as the pole-sitter found himself ahead of the field late in the race, just three days after winning one of the Twin 150s. But Elliott ran out of fuel with three laps remaining, and Kyle Larson ran out of gas two laps later after taking the lead from Martin Truex Jr. Paul Menard was also victimized by an empty gas tank, allowing Busch to win.

Ryan Blaney was second, followed by AJ Allmendinger and Aric Almirola.

The race was slowed by wreck after wreck after wreck, including a 17-car accident at the start of the final stage that ended the race for seven-time and reigning series champion Jimmie Johnson and Danica Patrick. Dale Earnhardt Jr. was among 15 drivers who were knocked out of the race by wrecks.

GOLF-HONDA CLASSIC

PALM BEACH GARDENS, Fla. (AP) — Rickie Fowler has ended a lengthy winless drought on the PGA Tour by holding on to take the Honda Classic.

Fowler shot a 1-over 71 to score a four-shot victory for his first tour win in 13 months.

After Gary Woodland closed to within two shots of the lead, Fowler dropped birdie putts of 40 and 25 feet to pull away.

Morgan Hoffman fired a 68 to finish in a second-place tie with Woodland.

GOLF-MEXICO CHAMPIONSHIP-DAY

PONTE VEDRA BEACH, Fla. (AP) — Jason Day has withdrawn from the upcoming Mexico Championship because of an infection in both ears and the flu.

The World Golf Championship event was poised to have all the top 50 golfers in the world. Day is No. 2 in the world.

Day says the ear infections and flu have kept him from preparing properly.

LPGA-THAILAND

CHONBURI, Thailand (AP) — Amy Yang shot a final round 4-under 68 to win the LPGA Thailand by five strokes over So Yeon Ryu (soh yahn yoo).

Yang has now won three times on tour, adding the Thailand title to the one she won at the event in 2015.

SKIIING-WOMEN’S WORLD CUP COMBINED

CRANS MONTANA, Switzerland (AP) — A stunning slalom run from Mikaela Shiffrin saw her clinch a first Alpine combined win to extend her advantage in the overall standings.

The American rallied from seventh and 1.3 seconds behind after the super-G portion to open up a 300-point lead over Ilka Stuhec, who wound up third in the combined.

That was good enough for her to clinch the Alpine combined title — a first globe for the 26-year-old Slovenian.

In world and national news…

WASHINGTON (AP) — The nation’s governors meeting in Washington will hear from President Donald Trump today amid concerns about health care and the coming repeals of the Affordable Care Act. The governors have been given a sobering report about the potential consequences of repeal which warns that federal spending cuts probably would create funding gaps for states and threaten many people with the loss of insurance coverage.

CHICAGO (AP) — Pediatricians are raising the alarm today about marijuana’s potential harms for teens amid increasingly lax laws and attitudes on pot use. The advice comes in a new report from the American Academy of Pediatrics, published today in Pediatrics. The group opposes medical and recreational marijuana use for kids because the brain continues to develop until the early 20s, raising concerns about the potential short- and long-term effects.

WASHINGTON (AP) — President Donald Trump is set to find out today what the Pentagon’s military minds think is the best way to eliminate the Islamic State group and other extremists. Trump set today as a deadline for a plan to, as he put it, “obliterate” IS. Some recommendations are likely to include increased efforts to squeeze IS finances, limit the group’s recruiting and counter IS propaganda. One official says the report will present a broad overview of options.

LOS ANGELES (AP) — The 89th Academy Awards cut loose a stunner to end the show when the best picture Oscar was presented to the wrong movie. Faye Dunaway and Warren Beatty, holding an incorrect envelope, wrongly presented the top prize to “La La Land,” instead of “Moonlight.” The jaw dropping moment sowed confusion and left principals from both films on the stage. Oscar tabulators PwC are investigating why it happened.

LONDON (AP) — Neil Fingleton, a 7-foot 7-inch actor who played the giant Mag the Mighty in “Game of Thrones” has died at age 36. The Tall Persons Club says Fingleton, who was Britain’s tallest man, died Saturday. British media say Fingleton died of heart failure. Fingleton was recognized by Guinness World Records in 2007 as the U.K.’s tallest man.

LOS ANGELES (AP) — The coming-of-age drama “Moonlight” is the winner of the best picture Academy Award.

The film won after the end of the awards ceremony was plunged into chaos after “La La Land” was mistakenly announced as the best picture winner.

Presenter Warren Beatty says he paused so long before the name was read because the envelope read Emma Stone, “La La Land.” Actress Faye Dunaway read the name “La La Land” after chiding Beatty for taking so long to read the winner.

The film tells the story of a boy’s journey to adulthood through his rough upbringing in Miami. The film stars Naomie Harris as the boy’s drug-addicted mother, and Mahershala Ali as a drug dealer-turned mentor for the boy.
