BISMARCK, N.D. (AP) — North Dakota legislators who already are dealing with a massive budget shortfall have learned they have even less money to spend due to the slumping oil and agriculture economies.
Newly updated forecasts of the state’s tax collections show North Dakota’s treasury expects to collect $46.3 million less than previously expected before its current two-year budget period ends on June 30.
The state treasury also is expected to collect $103.2 million less than previously expected for the next two-year budget, from this July through June 2019.
Lawmakers have been holding off on major appropriations bills until they knew how much money they would have available to spend.
Gov. Doug Burgum says the Legislature’s work ahead will be one of the biggest challenges ever faced by state lawmakers.
BISMARCK, N.D. (AP) — The North Dakota House has endorsed legislation that would allow communities to install parking meters on their streets if voters approve.
Representatives voted 53-38 on Thursday to lift the nearly 70-year-old ban on parking meters. The Senate approved the measure earlier, although the House amended it to specify that voters would have to agree to install parking meters if the city where they live wants to do so.
The Senate still must approve with the House amendment.
Parking meters were outlawed in 1948, after an angry farmer was ticketed for not feeding the meter. When the Legislature repealed it in 1951, Howard Henry led another successful referendum to reverse the decision.
North Dakota is the only state that bans the meters on public streets.
PISEK, N.D. (AP) — The Highway Patrol is investigating a crash in rural Walsh County that killed a 25-year-old Grafton man.
Authorities say an uninvolved motorist came upon the crash scene about 7 a.m. Thursday. The Grafton man’s pickup truck had gone off a gravel road about 7 miles east of Pisek and struck a row of trees.
The driver died on scene. His name wasn’t immediately released. The time of the crash isn’t known.
BISMARCK, N.D. (AP) — A Bismarck teenager has pleaded guilty in a crash that killed a woman in Bismarck last fall.
Nineteen-year-old Alexus Hankinson admitted to six charges this week, including vehicular homicide and fleeing police.
The Bismarck Tribune reports Hankinson could face up to 30 years in prison when she is sentenced May 19. South Central Judge John Grinsteiner ordered a pre-sentence investigation and drug and alcohol dependency evaluations.
Prosecutors say a Bismarck police officer was at a stoplight on Oct. 10 when he saw a 2010 Dodge Challenger speed past him when the light turned green. The officer started following the car but stopped pursuit under the police department’s policy on chases.
Authorities say shortly after fleeing, Hankinson rear-ended a car, fatally injuring the passenger, 65-year-old Janet von Ruden.
WASHINGTON (AP) — American Indians and their supporters are rallying in Washington against continued construction of the disputed Dakota Access pipeline.
A federal judge this week declined to halt construction of the final section of the $3.8 billion pipeline, meaning oil could begin flowing through it as early as next week.
Today protesters plan to march from the Army Corps of Engineers headquarters to the White House.
FARGO, N.D. (AP) — A man convicted of murder in a North Dakota drug conspiracy case tied to a major Mexican cartel has lost his appeal after asserting that his lawyers did a poor job and one of them was too chummy with a federal judge.
U.S. District Judge Ralph Erickson of North Dakota sentenced Gabriel Martinez to life in prison in 2008 for the shooting death of Lee Avila of East Grand Forks, Minnesota. The killing was tied to the violent Arellano Felix cartel based in Tijuana, Mexico.
Martinez said in his appeal that defense attorney Thomas Dickson told him Erickson “owed him favors” and Martinez should take a plea deal rather than go to trial.
U.S. District Judge Jeffrey Viken of South Dakota heard the appeal because Erickson was called to testify.
HORACE, N.D. (AP) — The Farm Rescue farm aid nonprofit in the Northern Plains is getting an annual day of recognition.
The National Day Calendar has proclaimed the third Thursday of March as “National Farm Rescuer Day,” beginning next year. It coincides with National Agriculture Week.
North Dakota-based Farm Rescue does physical labor for farmers in need in both Dakotas, Minnesota, Iowa and eastern Montana. Volunteer-based services including crop planting and harvesting, haying, hay bale-hauling and grain-hauling.
Founder Bill Gross says National Farm Rescuer Day provides a specific day to honor past, present and future supporters of the nonprofit, and generate more support.

SIOUX CITY, IOWA (VCSU-CSi) – The only unbeaten team in the country was just too good for VCSU Thursday morning.
Valley City State’s run at the NAIA National Tournament lasted just one game as the Vikings ran into the hottest team in the country, No 5-ranked Southeastern University. The Fire broke open a tight game with a 22-5 third-quarter run, downing the Vikings 87-58 in the first round of the NAIA Division II Women’s Basketball National Tournament.
VCSU trailed just 36-33 at the half, but Southeastern outscored VCSU 32-13 in the third quarter to break the game open and earn the victory. Southeastern (27-0) moves on to the round of 16 on Friday. VCSU ends its season with a 24-9 overall record, making the fourth national tournament appearance in program history.
Georgia Williams scored VCSU’s first eight points as the Vikings and Fire played to an 8-8 tie through the first six minutes of play. The Fire followed with a 9-0 run to build their biggest lead of the first quarter at 17-8. VCSU’s Rebecca Eberle beat the first-quarter buzzer inside to pull the Vikings within 17-10 at the quarter break. VCSU shot just 24 percent in the first quarter (4-17) while the Fire went 7-for-14 from the field.
VCSU’s offense started to come alive in the second quarter as the Vikings went 9-for-16 from the field, including a 5-for-9 quarter from 3-point range. Kennedy Henningsgard and Lexi Lennon both knocked down a pair of 3’s in the quarter, with Lennon’s last 3 beating the halftime buzzer and pulling the Vikings to within three points at 36-33. The Fire led 36-27 with 42 seconds left in the quarter, but Williams nailed a 3 with 34 seconds left and Lennon followed with her buzzer-beater to make it tight at the half.
The momentum did not carry over to the second half though. The Sun Conference champions showed why they are unbeaten this season and had won their last 10 games by an average of 33.6 points. The Fire opened the third quarter with a 13-2 run, building a 49-35 lead, and then extended the run to 22-5 for a 58-38 lead with 3:09 left in the quarter. Southeastern ended the quarter with a 68-46 advantage, outscoring VCSU 32-13. The Fire shot 12-for-18 in the quarter, including 4-for-4 from 3-point range.
The Vikings would get no closer than 20 points in the fourth quarter. Only five teams this season have finished the game within 20 points of Southeastern, and the Fire have had only had two games within 10 points.VCSU actually beat the buzzer at the end of each of the first three quarters. Rebecca Eberle hit shots inside at the end of the first and third quarters, while Lennon nailed a 3 at the halftime buzzer.
Eberle was one of four Vikings to scored double-digits, giving VCSU 10 points off the bench. Senior guard Georgia Williams finished her career with a strong game, posting 18 points and knocking down four 3’s. She finishes her career as the all-time leader in 3-pointers at VCSU, making 185 throughout her career.
Lexi Lennon had 10 points and nine rebounds in the loss, and Kennedy Henningsgard added 10 points off the bench. The Vikings shot 37 percent overall (24-65), 30 percent on 3’s (8-27) and went 2-for-4 at the free throw line. After going 7-for-15 from 3-point range in the first half, the Vikings were just 1-for-12 in the second half.
Southeastern University shot 56 percent for the game (34-61), including 63 percent in the second half. The Fire went 10-for-18 on 3’s (56 percent) and were 9-for-19 at the free throw line. Sarah Green had a double-double of 15 points and 10 rebounds to lead five Southeastern players in double figures. Alyssa Ramos added 14 points.
VCSU’s 24 wins this season tied the school record set by the 2012-13 team, which finished with a 24-8 record and also lost in the first round of the NAIA National Tournament. Valley City State graduates three seniors from this year’s squad: guards Georgia Williams, Nisja Bass and Sara Schwanke.
BISMARCK, N.D. (AP) — Authorities have charged four men in two separate deer poaching incidents late last year in or near the camp in southern North Dakota that housed Dakota Access pipeline protesters.
The state Game and Fish Department says charges of unlawful possession of big game have been filed against men from New Hampshire and Idaho and two men from New York. Arrest warrants have been issued for all four suspects, none of whom is believed to be in North Dakota.
Authorities are still trying to identify other suspects.
The charge against the men is a misdemeanor punishable by up to a year in jail and a $3,000 fine.

TRAIL BLAZERS-TIMBERWOLVES MAKEUP
MINNEAPOLIS (AP) — The game between the Minnesota Timberwolves and Portland Trail Blazers that was postponed because of a wet court has been rescheduled for April 3rd.
It’s the same night as the NCAA men’s national championship game, a night the NBA typically avoids scheduling games. The Blazers will play in Utah the next night, while the Wolves have to fly to the Bay Area to play the Golden State Warriors.
The two teams were supposed to play in Minnesota on Monday. But unseasonably warm temperatures caused the ice rink that had been placed under the court to melt, making the playing surface too slippery for a game. The ice is under the Target Center court so the arena could host a college hockey tournament when the Wolves are away.
PANTHERS-KALIL REUNION
CHARLOTTE, N.C. (AP) —A person familiar with the situation says the Carolina Panthers have agreed to terms with unrestricted free agent left tackle Matt Kalil from the Minnesota Vikings on a five-year deal worth $55.5 million.
Of that, $25 million is guaranteed.
The person spoke to The Associated Press on Thursday on condition of anonymity because the move can’t officially be announced until later in the day.
Kalil, who spent five seasons in Minnesota after being selected fourth overall in 2012, will play with older brother Ryan Kalil, Carolina’s two-time All-Pro center.
The 27-year-old Kalil played in all 64 games his first four seasons in Minnesota, but missed 14 in 2016 due to a hip injury that required surgery.
Carolina needed a left tackle with Michael Oher’s career uncertain due to a concussion.
UNDATED (AP) — The Washington Redskins have fired general manager Scot McCloughan after two seasons at the helm.
Club president Bruce Allen announced the firing and said the team will have no further comment on McCloughan’s departure. McCloughan did not attend the NFL Combine this month, with a spokesman only saying his absence was due to family matters.
PGA-VALSPAR…
PALM HARBOR, Fla. (AP) — Jim Herman was the clubhouse leader when the first round of the PGA’s Valspar Championship was suspended by darkness at Palm Harbor, Fla.
Herman missed the course record by one stroke, firing an 8-under 62 that leaves him two shots ahead of British Open champion Henrik Stenson and Russell Henley. Herman has only one top 10 finish since his victory in Houston last year and has slipped to No. 89 in the world.
OLYMPICS…
NEW YORK (AP) — Two people with knowledge of the decision say Dawn Staley will be the next U.S. women’s basketball Olympic coach.
The South Carolina head coach helped the U.S. win gold medals as a player in 1996, 2000 and 2004. Staley also was an assistant coach on the 2008 and 2016 teams that won golds at the Olympics.
In world and national news…
WASHINGTON (AP) — If the predictions are right for a relatively robust employment report for February, all eyes will shift to next week’s meeting of the Federal Reserve where interest rates will likely be raised. A positive job report will put the Fed in a position of confidence about the state of the U.S. economy. Economists have forecast a job gain of 186,000 and a decline of one-tenth of a percentage point in unemployment to 4.7 percent.
WASHINGTON (AP) — American Indians and their supporters have scheduled a march to the White House today in protest of continued construction of the disputed Dakota Access oil pipeline. A federal judge this week declined to halt construction of the final section. The Standing Rock Sioux and other tribes say the pipeline threatens their sovereignty, religious rights and water supply. The final section of the pipeline would pass under a reservoir on tribal land.
SEATTLE (AP) — The legal challenges aren’t going away since President Donald Trump issued a revised ban on travel from certain Muslim nations. Washington, Minnesota, Oregon, New York and Massachusetts plan to file a new complaint on Monday. Hawaii has filed its own law suit. Washington state Attorney General Bob Ferguson and his fellow Democratic attorneys general are now doing what Republicans did when President Barack Obama was in office — filing lawsuits to block policies.
RAMALLAH, West Bank (AP) — President Donald Trump plans to have a talk today with Palestinian President Mahmoud Abbas. The phone conversation will be the first contact between the two leaders since Trump took office in January. Trump is unpopular among Palestinians because he appeared to break from his predecessor and adopt friendlier positions toward the Israeli government.
BANGKOK (AP) — A sea turtle in Thailand that swallowed almost a thousand coins thrown into its pool by people seeking good luck is recovering well, four days after an operation that removed the 11 pounds of money from its stomach. Veterinarians in Bangkok put the green sea turtle nicknamed “Bank” back into water for the first time today. The turtle very quickly began swimming as best as she could in the restricted space.
