Valley City (CSi) The Valley City Commission met in Special Session Monday at 7-a.m.
All members were present.
The only agenda item was to consider separation agreement with City Attorney Russell Myhre.
The Commissioners voted 3-1 with Mayor Carlsrud voting in opposition.
Mayor Carlsrud said he “Didn’t like the mess that brought us together, today.”
He added that separating with Myhre three months early means added cost to the city during the transition process.
Carlsrud feels Myhre would have conducted himself professionally through the transition period, adding that Myhre has done so during his years serving the City Attorney.
Commissioner Magnuson said the process should have started in January this year.
He asked City Administrator Schelkoph to address the effects and costs to the city on Myhre’s leaving.
He said the payout is $17,100 over the next three months, at minmium, including the Municipal Court.
The City Municipal Court will have a replacement prosecutor with a pay of $3,500 per month over the next three months less if a replacement is found.
He said a City Attorney replacement is running according to the time frame.
He added a replacement to handle the City Attorneys duties will be handled, including flood control property buyouts.
The delay in handling day to day issues that come up for legal assistance is not known at this point.
Magnuson added the city should contact law offices in time to temporarily handle issues.
Commissioner Bishop added that the City Commission’s action is based on actions by Myhre and not a movement by the City commission to replace him.
The city of Valley City is in the process of searching for a new City Attorney to represent the city.
Valley City (CSi) The Valley City Public School District will hold a public Meeting this (Mon) evening at 5-p.m., at the board room, to receive public input.
Superintendent Josh Johnson says the meeting is in conjunction with the school district finalizing the five year strategic plan, and the public is encouraged to attend, and give input.
Jamestown (CSi) The Jamestown Police Department warns the public about a convicted sex offender who has changed his Jamestown address.
Nelson Whitetail,Sr., now resides at 1610 Business Loop East #5, Starlight Motel #5.
He presently has no vehicle.
He has been assigned a high risk assessment by the North Dakota risk level committee of the North Dakota Attorney General’s Office.
Whitetail is a 62 year old American Indian Male, 5 feet 11 inches tall, weighing 258 pounds with brown eyes, and gray hair.
Offense: Gross sexual imposition, involving two girls age 13 and 11
Conviction Date: March, 1997 in Mercer County, ND, District Court.

BISMARCK, N.D. (AP) — Prolonged protests in North Dakota have failed to stop the flow of oil through the Dakota Access pipeline, but they’ve provided inspiration for protests against pipelines around the country.
Tactics used in North Dakota such as resistance camps, social media and online fundraising are now being used against pipeline projects in nearly a dozen states.
Dallas Goldtooth with the Indigenous Environmental Network says organizers want to use the momentum of the anti-Dakota Access movement to further the cause for cleaner energy and greater respect for the rights of indigenous people.
Some people don’t think that will pan out under the Trump administration, which has taken steps favorable to the fossil fuel industry. Congressman Kevin Cramer thinks the anti-pipeline movement will fade if protesters don’t achieve their goals and get discouraged.
BISMARCK, N.D. (AP) — North Dakota lawmakers are beginning to feel deadline pressure.They don’t have to adjourn until May 1, but are hoping to be out 10 days earlier to give themselves room to respond to any worsening of the state’s budget picture or any federal policy changes.
Most of their remaining time will be in conference committees to reconcile different versions of bills that have passed both chambers.
Work on the budget continues, as lawmakers struggle with a balance sheet that shows revenues falling nearly $500 million short of what’s needed to support a more than $4 billion spending plan.
WAHPETON, N.D. (AP) — A suspect is under arrest after authorities raided a Wahpeton home and found methamphetamine with an estimated street value of more than $1 million.
The Southeast Multi-County Agency Drug Task Force says agents executed the search warrant on Friday and found about 13 pounds of meth. Agents also seized drug paraphernalia, two handguns and an assault rifle.
A 29-year-old man was arrested. He’s in the Richland County jail facing possible charges of possession of controlled substance with intent to distribute and possession of drug paraphernalia. His bond is set at $50,000 cash only.
The North Dakota Bureau of Criminal Investigation assisted in the search. The case remains under investigation.
FARGO, N.D. (AP) — A Fargo woman is accused of trying to kill her husband by pouring battery acid in his beer.
Nyabenda Spes has been charged with one count of reckless endangerment.
Spes allegedly told authorities she was unhappy in her relationship and also wanted to kill herself by drinking from the same bottle. She told them she felt it was her only option.
Nicholas Thornton, the defendant’s court-appointed attorney, could not be reached for comment on Saturday.
BISMARCK, N.D. (AP) — A Bismarck development group is taking steps to protect its grant investments, after providing money for improvements to a building that was eventually torn down.The Renaissance Zone Authority is adding language to grant applications, giving officials the authority to ask for repayment of grants if the changes they pay for aren’t left in place for at least five years.
In 2014, then-restaurant owner Reza Kamranian, who planned to invest $160,000 into his business, became eligible to receive $30,000 in reimbursements for improvements made to the outside of the building. Kamranian later sold the property in 2016 to First Western Bank & Trust, which demolished the building.
BISMARCK, N.D. (AP) — North Dakota is one of seven states selected to participate in a study meant to find ways to improve rural health care.The Rural Health Learning Collaborative is an initiative of the National Governors Association, which selected North Dakota, Kentucky, Michigan, Nevada, New York, North Carolina and Pennsylvania as participants.
The group is looking to identify and deploy strategies that will help deliver high-quality, cost-effective health care to rural areas. It will study increased use of telemedicine, increased funding for youth and adult services, and increased mental health prevention services.
North Dakota Gov. Doug Burgum says rural states faces unique challenges to health care access and delivery of services. He says the state is honored to be selected to the collaborative.
FARGO, N.D. (AP) — North Dakota farmers are planning to seed less wheat this year but more soybeans.
It’s a trend playing out in many states, with more than 1 billion bushels of surplus wheat in storage in the U.S.
The Agriculture Department says in its prospective plantings report that it expects North Dakota farmers to seed 5.4 million acres of spring wheat, down 10 percent from last year.
Soybean acres in the state are expected to hit a record, up 14 percent to 6.9 million acres.
Other crops with expected increases in the state are canola and chickpeas.
Crops with expected acreage decreases are durum wheat, corn, sunflowers, sugar beets, barley, dry beans, dry peas, lentils, flaxseed and oats.
BISMARCK, N.D. (AP) — State wildlife officials are asking North Dakotans to report nests where bald eagles are present.
Game and Fish Department conservation biologist Sandra Johnson says eagles are actively incubating eggs in March and April, and it’s easy to distinguish an eagle nest by its enormous size.
Bald eagles once flirted with extinction. Johnson estimates there are now about 215 active bald eagle nests in the state.
Nests have been observed in more than three-quarters of the state’s 53 counties, mostly near streams and mid- to large-size lakes. They are also found in unique areas such as shelterbelts surrounded by cropland or pasture.
Game and Fish is seeking reports of active nests — not individual eagle sightings. Observers are asked to not disturb the nests.

NCAA-WOMEN’S CHAMPIONSHIP
DALLAS (AP) — Dawn Staley finally has her first NCAA women’s basketball championship after coaching South Carolina to a 67-55 victory over Mississippi State at Dallas.
Staley had reached the Final Four three times as a player and once previously as a coach without capturing a title. She watched as A’ja Wilson scored 23 points to give the Gamecocks their first championship.
South Carolina saw a 14-point, second-half lead cut to 54-50 before Wilson following her blocked shot with a short jumper that started a game-clinching, 12-2 run.
South Carolina handled a Bulldogs squad that ended Connecticut’s 111-game winning streak Friday on Morgan William’s buzzer-beating basket in overtime. William was held in check by the Gamecocks, scoring just eight points.

UNDATED (AP) — The Chicago Cubs’ first World Series title defense in 108 years got off to an exciting yet disappointing start.
Randal Grichuk (GRIH’-chuhk) capped his three-RBI night by lining an RBI single in the bottom of the ninth to give the Cardinals a 4-3 thriller against the Cubs in St. Louis. Grichuk also belted a two-run homer that put the Redbirds ahead 3-0 in the bottom of the eighth, but Chicago prolonged the game on a three-run blast by Willson Contreras off Seung Hwan Oh in the top of the ninth.
Oh spoiled a strong outing by Carlos Martinez, who scattered six hits and walked none while striking out 10 over seven innings.

ST. PAUL, Minn. (AP) — Erik Haula had a goal and assist, Devan Dubnyk stopped 30 shots and the Minnesota Wild beat the Colorado Avalanche 5-2 Sunday.
Martin Hanzal, Jared Spurgeon, Zach Parise and Jordan Schroeder also scored for Minnesota, which recovered from a tough 3-0 loss at Nashville a day earlier with a resounding win against the NHL’s worst team.
The Wild remained seven points ahead of St. Louis for second place in the Central Division and closed to within seven points of first-place Chicago.
Gabriel Landeskog and Mikko Rantanen scored for Colorado, which has lost eight of nine overall and 10 in a row on the road. The Avalanche have a league-low 45 points this season.

MARTINSVILLE, Va. (AP) — Brad Keselowski passed Kyle Busch with 43 laps to go and pulled away to win for the first time in his career at Martinsville Speedway.
The victory was the 23rd for Keselowski, the 2012 Monster Energy NASCAR Cup Series champion, and his second in the first six races of this season. It made him just the eighth active driver with a victory in the top series on NASCAR’s oldest and shortest oval.
Keselowski and Busch swapped the lead several times during a green flag run that began with 64 laps to go.
Keselowski had the lead coming out of a caution, but Busch quickly slipped underneath him to go back in front. Keselowski stalked him for several laps, the nose of his Ford inches from the rear bumper of Busch’s Toyota.
When he finally got around Busch again, he gradually pulled away, opening a lead of nearly two seconds that helped him when he also had to navigate around lapped traffic.
TWINS…
MINNEAPOLIS (AP) — The Minnesota Twins have placed left-hander Glen Perkins on the 60-day disabled list with a left posterior shoulder strain, a byproduct of his recovery from surgery last season to repair a torn labrum.
Moving Perkins to the long-term disabled list on Sunday was necessary so the Twins could add backup catcher Chris Gimenez to the 40-man roster.
In finalizing their 25-man roster for opening day, the Twins also optioned first baseman/designated hitter Kennys Vargas to Triple-A Rochester. Vargas was limited during spring training by the World Baseball Classic and then an injury to his left foot. Backup outfielder Robbie Grossman will begin the year as the primary designated hitter.
Perkins, a three-time All-Star closer, joins pitcher Trevor May on the 60-day disabled list.

(AP) — So Yeon Ryu was able to win the ANA Inspiration after third-round leader Lexi Thompson received a four-stroke penalty for incorrect ball placement, an infraction that occurred in Saturday’s round. Ryu birdied the first playoff hole to take the LPGA’s first major of the season under bizarre circumstances. The 22-year-old Thompson had a three-shot lead and appeared to be cruising to her second major championship when Tour rules officials informed her of the penalty with six holes to play in regulation.
HUMBLE, Texas (AP) — Russell Henley has earned a berth in the Masters with a comeback win in the PGA’s Houston Open. Henley overcame a four-stroke deficit with a 7-under 65 that included 10 birdies. His 20-under total was three shots better than Sung Kang.

GLENDALE, Ariz. (AP) — Kansas guard Frank Mason III has won the James A. Naismith Trophy as the top college basketball player.
Mason led the Big 12 in scoring this year and averaged 20.9 points.

This comes as Democrats are steadily amassing the votes to block Neil Gorsuch and force Republicans to unilaterally change long-standing rules to confirm him. The Republican-led Judiciary Committee meets Monday and is expected to back Gorsuch and send his nomination to the full Senate, most likely on a near-party line vote.
NEW YORK (AP) — President Donald Trump’s son-in-law and senior adviser, Jared Kushner, is due to spend Monday in Iraq with the chairman of the Joint Chiefs of Staff, a senior administration official said. The official did not release additional details about Kushner’s trip with Joint Chiefs Chairman Gen. Joseph Dunford.
QUITO, Ecuador (AP) — Leftist candidate Lenin Moreno appears to have won Ecuador’s presidential election, but his opposition rival is refusing to recognize the results. With more than 97 percent of ballots counted, Moreno has garnered 51 percent of the vote. Conservative banker Guillermo Lasso has a little less than 49 percent, and he’s calling on his supporters to take to the streets to guard against “fraud.” About 224,000 votes separate the candidates.
MOCOA, Colombia (AP) — Survivors in the southern Colombian city of Mocoa are still desperately searching for loved ones following a devastating flood that’s claimed more than 200 lives. At least 43 of the dead were children, who were in bed when the floods surged through the city Friday night and early Saturday. One 52-year-old resident says two of her nephews, ages 6 and 11, were killed when their house was destroyed. But the boys’ mother managed to save her 18-month-old.
CAIRO (AP) — Egyptian President Abdel-Fattah el-Sissi visits the White House today. El-Sissi is a former general who was elected, but rules with a heavy hand. And he may find a kindred spirit in President Donald Trump. The two first met in September at New York’s Plaza Hotel, with Trump calling el-Sissi “a fantastic guy” and proclaiming they had “good chemistry.” His office says el-Sissi became the first foreign leader to congratulate Trump on his surprise electoral win.
