Jamestown (CSi) Changes in the releases from Jamestown Dam and Pipestem Dam were made Monday afternoon.
Pipestem Dam Manager Bob Martin with the U.S. Army Corps of Engineers says, the release from Pipestem Dam was decreased from 100 cfs, to Zero, while the Jamestown Dam release was increased from 100 cfs. To 450 cfs
The new release of 450 cfs will raise the level of the James River through Jamestown by at least a foot. No action is required by the city with that level.
Martin says over this past weekend, run off from the upper basin above Jamestown Dam increased to 2600 cfs.
He points out that the goal, depending on any major rain event that may occur, is to keep the Jamestown Dam release at 450 cfs, and Pipestem Dam at a zero release until June 1, 2017 and bring down the Jamestown Reservoir flood storage by seven feet, to near the freeze up level. Currently Jamestown Reservoir is 12-percent in the flood storage area. Pipestem Dam is 16 percent in the flood storage area, both acceptable at this time.
Jamestown (CSi) The North Dakota Highway Patrol reports a semi-trailer accident, about 12:19 pm, Monday at the junction of Highway 281 North and the by-pass.
The rig was hauling an industrial picker on the flatbed trailer.
As it was turning on to Highway 281 the unit flipped its load.
Damage was reported to the trailer and picker.
The Jamestown Rural Fire Department assisted at the scene cleaning up hydraulic fluid.
Local wreckers were called to the scene to assist.
Jamestown (CSi) The Jamestown Rescue Unit was called to 17th Street Southwest and Highway 281 South about 10:06 a.m., Monday to extricate an occupant of a vehicle, involved in a crash at that location.
The crash involved a pick up truck, and a Dodge Durango SUV.
The driver of the Durango was extricated and taken to the hospital by Jamestown Area Ambulance Service with unknown injuries.
City Fire Chief Jim Reuther says two units including the Rescue Unit were on the scene, including 10 City Fire Department personnel.
Jamestown Police was assisted at the scene by the North Dakota Highway Patrol.
The accident remains under investigation.
Jamestown (CSi) The intersection of 10th Street Southeast and 7th Avenue Southeast is being temporarily controlled by 4-way stop signs.
The Jamestown Street Department reports sometime in the 11-a.m. hour Monday a vehicle skimmed the top part of the control box above the protective guard rail on the northeast corner of the intersection, disabling the traffic signals.
The intersection will be controlled by the stop signs until further notice.
Due to age and the unavailability of parts a new unit may have to be ordered, or possibly parts from other units that were in use in the past may be used.
Jamestown (CSi) The Jamestown/Stutsman Development Corporation has approved economic incentives for the planned Minnesota Soybean Processors crushing plant.
JSDC CEO Connie Ova says, the $282,000 in funding would be repaid from the North Dakota income tax withholding on the new employees of the plant when it starts up in 2018 and 2019,addng that Minnesota Soybean Processors is likely to hire a project manager and assistant to work in Jamestown in May, this year, and that the bulk of the new jobs at the plant would be created in 2018 and 2019. The plant is expected to employ about 55 people.
The project’s construction cost of $240 million is anticipated to annually process 42 million bushels of soybeans.
The plant to be located south of the Spiritwood Energy Park connecting to the SEPA rail loop with added track.
Jamestown (CSi) The National Weather Service has set its SKYWARN weather severe weather training classes in North Dakota.
In Jamestown, the class is set for Tuesday April 11, 2017, at 7-p.m., at the Law Enforcement Center, lower level meeting room.
The session is free and open to the public.
There is no need to register. Sessions this year will last about an hour and forty-five minutes.
The session will include interaction with the audience on thunderstorm formation and storm hazards, flash floods, lightning, tornadoes, hail and high wind.
Information will include how to be prepared and how to stay safe. Storm structure and strength will be discussed and of course the important differences between WATCHES and WARNINGS.

Jamestown (CSi) The University of Jamestown faculty’s Honors Committee has worked diligently over the past two years to undertake major revisions in the way the University handles honors education. Next fall, the University will introduce a course-based Honors Program that will challenge students with interdisciplinary courses on a broad range of topics.
Dr. Michelle Solensky, UJ Professor of Biology, will serve as the Honors Program Director. She commented, “The Honors Program features interdisciplinary, discussion-based seminars that focus on a variety of intriguing topics. Students who complete the program will graduate with University Honors, which will be recognized on the student’s official transcript and at commencement.”
The mission of the Honors Program is to challenge students to explore and integrate ideas from multiple disciplines, and to think critically and creatively. Admitted students will be required to take ten credits of honors courses. Course topics covered include Monsters and Mayhem (Exploring the History of Science through Fiction), Good Vibrations (The Art and Physics of Music), and Feeding Mars (Understanding the Impact of War on Humanity through Literature and Film).
The Honors Program will admit approximately 20 students each year. Students who have been accepted to the University of Jamestown, and have earned a 28 or higher ACT score AND a 3.5 or higher high school GPA are automatically invited to join the UJ Honors Program.
Other students who have been admitted to the University of Jamestown are encouraged to apply to the Honors Program:
- Incoming freshmen with a 26 or 27 ACT score AND a 3.2 or higher high school GPA
- Current UJ students with a 26 or 27 ACT score AND a 3.0 or higher UJ GPA
- Transfer students with a 26 or 27 ACT score AND a 3.2 or higher high school GPA AND a 3.0 or higher post-secondary GPA
Dr. Solensky is a member of the Education Committee of the Animal Behavior Society, and co-advises the Science Club and Beta Beta Beta, which is a national biological honor society. She was one of four women to be honored as Outstanding Women Leaders 2016 by The Zonta Club of Jamestown.

MOORHEAD, Minn. (AP) — An acquaintance of a man fatally shot in Moorhead is now charged with second-degree murder.
Twenty-five-year-old Neil Johnson made his first appearance in Clay County Court on Monday. Bail was set at $750,000 with no conditions.
Prosecutors allege Johnson shot 28-year-old Jacob Glover, a father of three from West Fargo, North Dakota. The complaint says Glover was shot twice with a handgun last Thursday.
Johnson told investigators he had recently fired Glover from a car wash that Johnson managed, but was letting Glover to live in his garage.
The complaint says Johnson told authorities he had snorted methamphetamine earlier in the day.
Officers found Glover wounded in the driveway of Johnson’s neighbor. He was taken to Sanford Medical Center where he died.
Johnson is due back in court April 27.
NEW TOWN, N.D. (AP) — Court documents show a man accused of assaulting a federal officer on the Fort Berthold Reservation has reached a plea agreement with prosecutors.
Max Garett Moede is expected to change his plea Tuesday in federal court in Bismarck to acknowledge assaulting a Three Affiliated Tribes officer in January.
The Minot Daily News reports Moede was detained by police after a fire started in his trailer at the 4 Bears Casino and Lodge RV Park. Moede is accused of resisting arrest and assaulting Officer Andres Martinez after he was taken to the police station.
A plea agreement filed ahead of Moede’s court appearance says prosecutors could recommend a year to 18 months in prison.
MANDAN, N.D. (AP) — Authorities say the death of a Southern California man who was known to be at camps protesting the Dakota Access pipeline does not appear suspicious.
The Morton County Sheriff’s Office says a fisherman found the body of 35-year-old Damjan Nedelkovski of Glendale, California, floating near the shoreline of the Cannonball River in North Dakota on Sunday.
An autopsy found no trauma to the body. The cause of death is pending.
Friends and family last had contact with Nedelkovski in late October. His stepbrother filed a missing person report in November.
Protesters staged months of demonstrations to try to stop the flow of oil through the four-state pipeline, saying the pipeline will pollute water and damage Native American sacred sites. Dallas-based Energy Transfer Partners says the line is safe.
NECHE, N.D. (AP) — U.S. officials say commercial and passenger vehicles that normally travel through the Neche Port of Entry in northeastern North Dakota will have to take another route because flooding has closed state Highway 18.
U.S. Customs and Border Protection said Sunday that vehicles can go through ports at Pembina, which is east of Neche, and Walhalla, which is west of Neche, as an alternate travel route.
Officials say water crossing the highway south of the port of entry at Neche has made the roadway impassable.
FARGO, N.D. (AP) — City commissioners in Fargo have cleared the way for homeowners to keep chickens on their property.
A new ordinance approved by commissioners clears up conflicting city codes regulating chicken coops and chickens. the new local law includes specifications for size, construction and location of chicken coops, caps the number of chickens at four and bans roosters because of the noise.
A permit to keep chickens will cost $15 to $20. The ordinance becomes law after a second reading.

Jamestown (CSi) The Jamestown Park Board has approved a change of rental rates for John L. Wilson Arena.
Arena Manager, Junior Kautz, says the rental rates now are divided into a $55 prime and $50 non-prime hourly fees.
Kautz suggested dropping those rates and adopting a $55 per-hour rate for November through February and a $70 per-hour rate for September, October, March and April. He says the costs of operating the arena are higher when the weather is nicer, so it makes sense for the rate to match .

CHICAGO (AP) — Anthony Rizzo hit a game-winning single off Kenley Jansen in the ninth inning, and the Chicago Cubs beat the Los Angeles Dodgers 3-2 on Monday night after raising a World Series championship banner for the first time at Wrigley Field.
Pinch-hitter Jon Jay started the winning rally with a leadoff single against Sergio Romo (0-1). With two outs and Jay on third, Rizzo sliced a 1-1 pitch from Jansen into left field for his first RBI this season.
Wade Davis (1-0) pitched a scoreless inning for his first win with the Cubs, who blew a 2-0 lead before claiming a dramatic victory in their rain-delayed home opener.
Rizzo also heard wild cheers earlier in the night when he started the 2016 flag toward the top of a pole in right-center before handing the reins over to his smiling teammates. Rizzo then emerged from under the bleachers with the championship trophy, drawing another big ovation from the sellout crowd of 41,166.
Bryce Harper tied a career high with four hits and reached base in all six plate appearances as the Washington Nationals routed the St. Louis Cardinals 14-6. Harper drove in three runs. The Nationals overcame four errors by breaking open the game in a seven-run eighth inning.

CHICAGO (AP) — The on-again, off-again Chicago Bulls are on again. Whether that’s enough for a postseason berth won’t be known until the final day of the regular season.
Emergency starter Jerian Grant had 17 points and a career-high 11 assists on Monday night, and the Bulls routed the Orlando Magic 122-75 in their largest margin of victory this season.
The Bulls will be guaranteed a playoff spot if they beat the Brooklyn Nets in their finale.
“I just want everyone to lock in and realize how important this game is,” All-Star Jimmy Butler said. “We’re not counting on anyone else. We control our own destiny.”
Chicago remained No. 8 in the Eastern Conference, one game behind Indiana after the Pacers beat the 76ers in Philadelphia. They own the tiebreaker against the Pacers as a result of a better division record.
The Bulls (40-41) also would advance in the event of a tie with the Pacers (41-40) and Heat (40-41), which outlasted the Cleveland Cavaliers in overtime in Miami.

VANCOUVER, British Columbia (AP) — The Vancouver Canucks are trying to jumpstart their stalled rebuild with a new head coach.
Willie Desjardins was fired by Vancouver on Monday after missing the postseason for the second consecutive season. The team announced the move a day after ending the season with its eighth straight loss.
In three years with Vancouver, Desjardins went 109-110-27. The 60-year-old led the club to the playoffs as a rookie NHL head coach in 2014-15, but the Canucks took a big step backward last season and then finished 29th out of 30 teams in the NHL standings this season.

LOS ANGELES (AP) — The Los Angeles Kings have fired coach Darryl Sutter and general manager Dean Lombardi, who led the franchise to its only two Stanley Cup championships.
The Kings on Monday also promoted former defenseman Rob Blake to vice president and general manager, while longtime executive Luc Robitaille will be their new team president in charge of all hockey and business operations.

EUGENE, Ore. (AP) — Oregon sophomore Tyler Dorsey says he will declare for the NBA draft and hire an agent.
Dorsey was a key to the Ducks’ run to the Final Four this past season. It was the first time Oregon had made it to the national semifinals since they won the first NCAA Tournament in 1939.

HOUSTON (AP) — In a match representing the largest age gap between players in more than a quarter-century, 39-year-old Tommy Haas edged 19-year-old Reilly Opelka 7-6 (5), 4-6, 6-3 on Monday at the U.S. Men’s Clay Court Championship.
It was the first ATP tour-level victory since Wimbledon in 2015 for Haas, once ranked as high as No. 2, but now semi-retired and outside the top 800. Opelka is ranked 168th.
Haas earned his lone service break of the 6-foot-11 Opelka in the third set. Overall, Haas was 1 for 10 on break chances.
According to the ATP World Tour, the roughly 19½-year gap between Haas and Opelka is the biggest in a tour match since Jimmy Connors, at age 38, stopped playing because of a bad back while tied at two sets apiece against Michael Chang, 19, in the third round of the 1991 French Open.
In a first-round match earlier Monday in Houston, Nicolas Kicker advanced when qualifier Noah Rubin retired while trailing 5-3 in the first set.

WASHINGTON (AP) — Russia’s foreign ministry says it hopes for “productive talks” with U.S. Secretary of State Rex Tillerson, as Tillerson heads to Moscow in his first visit as the top U.S. diplomat. The ministry said in a three-page statement that the outcome of the talks is important not only for the Russia-U.S. ties but “for the overall atmosphere on the world stage.” Tillerson is traveling to Russia several days after a U.S. air strike on a Syrian air base, which Moscow called “an act of aggression.”
LUCCA, Italy (AP) — U.S. Secretary of State Rex Tillerson says Russia must choose between aligning itself with the U.S. and the West or embracing Syrian President Bashar Assad, Iran and the militant group Hezbollah. Tillerson says it’s unclear whether Moscow failed to take seriously its obligations in Syria or has been incompetent.
LOS ANGELES (AP) — Authorities say a brief marriage and quick estrangement came before a man walked into his wife’s elementary school class and opened fire without saying a word, killing her and an 8-year-old student and wounding a 9-year-old student before fatally shooting himself. Some six weeks earlier, 53-year-old Cedric Anderson was a newlywed calling his 53-year-old wife Karen Smith an “angel” on social media. But Smith left him about a month and a half after their marriage.
SAN BERNARDINO, Calif. (AP) — It was an agonizing four-hour wait for the parents of students who survived yesterday’s shooting at a San Bernardino, California, elementary school. Elizabeth Barajas says her daughter had been sitting at her desk Monday morning when a gunman stormed into her classroom, shot and killed her teacher, a classmate and wounded another child before the man killed himself. Parent Holly Penalber wiped away tears as she waited to hear the fate of her 9-year-old son and 7-year-old daughter. They were OK.
CHICAGO (AP) — Video of police officers dragging a male passenger from an overbooked United Express flight at Chicago’s O’Hare airport has sparked outrage and scorn on social media. United Airlines’ parent company CEO Oscar Munoz defended the conduct of his employees, saying they followed procedures. But Chicago’s aviation department placed on leave a security officer who dragged the man from the plane, leaving him with a bloody lip.
