Valley City (CSi) Slick road surfaces in the Valley City area stemming from a mix of precipitation led to crashes, Wednesday morning.
Barnes County Sheriff Chief Deputy Don Fibiger said on I-94, eight miles west of Valley City a semi lost control and blocked an I-94 lane.
In another incident, a semi went into the median near mile maker 283.
In addition, other vehicles slid off the interstate east of Valley City, in the area of mile marker 300.
There were no indications of injuries.
Jamestown (CSi) The Jamestown Police Department warns the public about a convicted sex offender who has changed his Jamestown address.
Nelson Whitetail, Sr., now resides at 505 4th St., NW, Jamestown, ND
He presently has no vehicle.
He has been assigned a high risk assessment by the North Dakota risk level committee of the North Dakota Attorney General’s Office.
Whitetail is a 61 year old American Indian Male, 5 feet 11 inches tall, weighing 258 pounds with brown eyes, and gray hair.
Offense: Gross sexual imposition, involving two girls age 13 and 11
Conviction Date: March, 1997 in Mercer County, ND, District Court.
Disposition: 10 years
Offense: Gross Sexual Imposition
Conviction Date: September 1988, Burleigh County, ND District Court
Disposition: five years, five years suspended.
Whitetail is currently on GPS Monitoring.
Whitetail is not wanted by police at this time, and has served the sentence imposed by the court.

Jamestown (CSi) Stutsman County Emergency Manager, Jerry Bergquist says, “As part of the awareness week activities, April 24-28, the annual statewide tornado exercise will be conducted. The exercise is scheduled to begin at about 11:15 a.m. Wednesday, April 26, with a simulated tornado warning issued by the National Weather Service. In response to the simulated warning, a countywide exercise of the emergency operations plan will take place. The plan is designed to warn the greatest number of people in the least amount of time.”
The week of April 24th has been designated, “Severe Summer Weather Awareness Week,” for the entire state of North Dakota. This annual event is designed to remind the public of the dangers associated with severe summer weather including: lightning, high winds, large hail, flash floods and tornadoes, all of which can cause severe property damage, personal injury, and even death.
As part of the exercise, sirens will be activated in many area communities including the City of Jamestown. In most communities, sirens will be activated for approximately 3 minutes. In addition, the simulated warning
will be broadcast over the National Weather Service all-hazards weather radio system, local AM/FM radio stations and the CSi cable television interrupt system.
The most common reason a community’s warning sirens are activated is to warn the public of a possible tornado. However, sirens could also be activated to alert the public of other types of events that could be a danger to the
community. Hearing the sirens is the signal to either tune into a local radio station or turn on the television, CSi Cable subscribers can to listen for official instructions.
Information may also be provided via the CodeRED notification system, which Stutsman County subscribes to, and the Stutsman County Facebook page.
Jamestown (CSi) Jamestown’s very own, Steve Kuykendall and the Jamestown Arts Center will present, a live solo concert by Steve, “For Love of Guitar, at 7pm Thursday April 27, 2017.
Steve will present ‘finger-style,’ renderings of classic favorites, original compositions, Blues, and solo vocal songs from a variety of genres.
During the 90 minute concert, Steve will carry the audience with the beauty of simplicity and exciting technical intensity as he blends well loved melodies and the excitement of the unexpected, into an intimate and captivating guitar journey.
On Tuesday’s Wayne Byers Show on CSi Cable 2, Steve said his love of guitars started at a young age, picking up playing the instrument from his father and grandfather, learning three basic chords and then self-taught after that.
He added that guitars range not only from acoustic to electric, but also in the types of woods used.
During his concert, his wife Nancy will MC the evening introducing various musical selections and narrating.
His concert will feature a total of 24 guitar numbers, 13 will include vocals by Steve.

Jamestown (CSi) The Annual City Wide Clean Up in Jamestown is set for the week of May 1-6, 2017.
The week starts on Monday with pick up in the Southeast section, followed on consecutive days in Southwest, Northwest and Northeast Jamestown.
All items must be placed IN THE STREET, close to the curb, at occupied residential dwellings, only. Commercial, Educational and Religious Entities are NOT included.
Certain items will not be picked up, and must be taken to locations listed in the city flyer.
During Clean Up Week, the City Baler will be open from 8-a.m., to 6-p.m., Monday Through Friday, AND 8-a.m., to 12 Noon, Saturday. Bring proof of city residency such as a utility bill or drivers license.
The Recycling Center will be open normal hours 9-a.m., to 6-p.m., on Tuesday and Thursday AND Saturday from 9-a.m., to 2-p.m.
The City Beautification Committee and Jamestown Area Chamber of Commerce urges residents to participate, in the clean up effort, along with organizations.

Valley City (CSi) The NDDOT informs motorists that construction is underway on I-94 westbound from Valley City east to the Hill Interchange. The project will consist of milling, concrete work, approach slabs and work on the guardrail. This project will be done in three phases. Motorists are asked to use caution when traveling through the construction zone.
During construction:
- Traffic may be reduced to one lane through construction zone
- Speeds will be reduced to 65 mph or less in some areas
- Width restrictions will be in place
- Flaggers may be present to help direct traffic
- Motorists may experience delays
All phases of the project are expected to be completed late this summer.

LaMoure (CSi) The North Dakota Highway Patrol reports a two vehicle crash on Monday just after 10-a.m. seriously injured a 76 year old Oakes woman.
The report says a 2002 Dodge pickup operated by 37 Ty Kirby, of Edmore, Michigan, was eastbound on a gravel road at Highway 1 at the intersection with Highway 27, when the vehicle failed to yield at the intersection with Highway 1. The vehicle crossed Highway 1 in front of a northbound Chrysler driven by 76 year old Mary Miller of Oakes.
The Chrysler struck the Dodge, as the Dodge entered the northeast ditch, with the Chrysler coming to rest on the roadway.
Kirby suffered minor injuries, while Miller sustained significant injuries. Miller was taken to Mercy Hospital in Valley City for treatment, and transferred to a Fargo hospital.
The crash remains under investigation by the Highway Patrol.
Assisting at the scene were: LaMoure Fire & Rescue, Verona Fire & Rescue, and the LaMoure County Sheriff’s Office.
TOWER CITY, N.D. (AP) — Voters in the Maple Valley School District in southeastern North Dakota have rejected a bond measure to fund a reorganization plan for the fourth time.
Just under 59 percent of the 925 voters in Tuesday’s election favored the $14.3 million bond referendum, and it needed 60 percent to pass.
If the measure had passed, the school district would have closed schools in Buffalo and Oriska and brought all students into a renovated school in Tower City. Similar proposals were narrowly defeated by voters twice last year and once in 2015.
BISMARCK, N.D. (AP) — The North Dakota Legislature continues to slog through most remaining measures.
The Legislature earlier had hoped to be done on Tuesday but Senate-House haggling continues over several final two-year budgets for agencies.
Lawmakers are now hoping to finish their work Wednesday night, the 76th day of the 2017 session. The North Dakota Constitution limits the Legislature to 80 days of meetings every two years.
Only a few bills remain, but they are among the state’s most important, including new two-year budgets for human services, higher education and the Office of Management and Budget, which serves as the Republican-controlled Legislature’s last-minute catchall bill.
BISMARCK, N.D. (AP) — North Dakota Supreme Court Justice Carol Ronning Kapsner says she will retire at the end of July after more than 18 years on the bench.
Kapsner delivered her letter of resignation to Gov. Doug Burgum on Tuesday. She gave no reason for her early retirement but says it has been a “great privilege to serve.”
Former Gov. Ed Schafer appointed Kapsner in 1998. She was elected to 10-year terms in 2000 and 2010. She has about three years remaining on her 10-year term.
Burgum will appoint Kapsner’s successor and will convene a judicial nominating committee to interview candidates for the job.
Under state law, the person appointed to the judgeship would serve until the 2018 general election and, if elected, the remainder of Kapsner’s unexpired term.
BISMARCK, N.D. (AP) — North Dakota Health Department officials are monitoring cleanup of a 1,050-gallon oil pipeline spill in Bowman County that reached a tributary of the Little Missouri River.
No oil reached the river, but a 14-mile stretch of Little Beaver Creek was polluted.
The Health Department says an estimated 756 gallons of oil and 294 gallons of saltwater leaked from a pipeline operated by Continental Resources. The spill was discovered Saturday about 5 miles southwest of Marmarth, and 20 of the 25 barrels of oil and saltwater believed spilled had been cleaned up as of Sunday.
There was no immediate word on the cause of the leak.
The spill was much smaller than a December leak on the Belle Fourche (foosh) Pipeline in Billings County that spilled about 530,000 gallons of oil.
FARGO, N.D. (AP) — The fire department in North Dakota’s largest city had a record number of calls in 2016.
Fargo Fire Chief Steve Dirksen says at his department responded to nearly 10,500 calls last year, including 234 house fires.
Fire calls were less than 3 percent of the total. More than 60 percent of the calls were medical or rescue responses.
False alarms including many at apartments added to the call numbers. Dirksen says fire officials next week plan to meet with the area apartment owners group to discuss reducing those calls.
BISMARCK, N.D. (AP) — North Dakota’s congressional delegation is praising the Senate’s confirmation of former Georgia Gov. Sonny Perdue as agriculture secretary.
Perdue has assured nervous farm-state senators that he’ll advocate for rural America, even as President Donald Trump’s administration has proposed deep cuts to some farm programs. His promise to reach across the aisle won him several votes from Democrats, including North Dakota Sen. Heidi Heitkamp’s.
Heitkamp says Perdue will be “a strong voice for agricultural trade in the administration.”
Republican Rep. Kevin Cramer touted Perdue’s experience as the governor of a farm state and his understanding of the agriculture industry.
Republican Sen. John Hoeven says Perdue will be a strong leader for the federal Agriculture Department, which has about 100,000 employees and is in charge of the nation’s food and farm programs.

The Blue Jays girls’ soccer team’s road game at Mandan was moved to Saturday, May 6.
The Blue Jays are scheduled to host the East-West Crossover on Friday, playing the Grand Forks schools at 4 p.m. (Red River) and 6 (Central) at Rotary Field.
The Blue Jays baseball game was at Bismarck Century postponed . No makeup date was announced. The Blue Jays’ next game is Friday against Williston, if Jack Brown Stadium is ready.
In Softball the Jays’ doubleheader at Turtle Mountain was moved to May 15.
The Blue Jays track and field team at the Fargo Shanley Invite on Thursday, has been moved to May 2.
The University of Jamestown track and field team Cobber Twilight meet in Moorhead Tuesday night, was canceled. The Jimmies are set to host the Al Cassell Relays on Saturday.

Bismarck (CSi) North Dakota Game & Fish announces that North Dakota’s paddlefish snagging season opens May 1, 2017, and is scheduled to continue through the end of May. However, depending on the overall harvest, an early in-season closure may occur with a 24-hour notice issued by the state Game and Fish Department.
Although there are no regulation changes from last year, snaggers should note that North Star Caviar, which in previous years would clean all legally taken paddlefish in exchange for the eggs from the females, is not operating its station at the Confluence this year.
The Game and Fish Department is in the process of trying to establish an alternative fish-cleaning service at the Confluence this year. In addition to providing free cleaning paddlefish cleaning services, the Game and Fish would be able collect important biological information as well as monitor the ongoing harvest. Game and Fish will let snaggers know prior to the season opener if the fish cleaning station will be in place.
As in past years, snag-and-release of all paddlefish is required on Sundays, Mondays and Thursdays. Since opening day of the 2017 snagging season falls on a Monday, that is a snag-and-release only day.
Mandatory harvest of all snagged paddlefish is required on Tuesdays, Wednesdays, Fridays and Saturdays. On these days, all paddlefish caught must be kept and tagged immediately.
All paddlefish snagged and tagged must be removed from the river by 9 p.m. of each snagging day.
Those planning to participate during snag-and-release-only days need to have in their possession a current season, unused paddlefish snagging tag. Use or possession of gaffs is prohibited on snag-and-release-only days, and, if it occurs, during the snag-and-release extension period.
Legal snagging hours are from 8 a.m. to 9 p.m. daily. One tag per snagger will be issued. Snagging is legal in all areas of the Yellowstone River in North Dakota, and in the area of the Missouri River lying west of the U.S. Highway 85 bridge to the Montana border, excluding that portion from the pipeline crossing (river mile 1,577) downstream to the upper end of the Lewis and Clark Wildlife Management Area (river mile 1,565).
If the season closes early because the harvest cap is reached, an extended snag-and-release-only period will be allowed for up to four days immediately following the early closure, but not to extend beyond May 31. Only snaggers with a current season, unused paddlefish snagging tag are eligible to participate. Only a limited area at the confluence of the Missouri and Yellowstone rivers is open to this extended season snagging opportunity.
All paddlefish snaggers must possess a paddlefish tag in addition to a valid fishing license. Cost of a paddlefish tag is $10 for residents and $25.50 for nonresidents.

ARLINGTON, Texas (AP) — Ervin Santana delivered his fourth straight outstanding start, Miguel Sano sparked a seven-run fifth inning with a leadoff homer and the Minnesota Twins pounded the Texas Rangers 8-1 on Tuesday night.
Santana (4-0) allowed a run, four hits and one walk with six strikeouts in seven innings. He went into the game leading major league starters in ERA (0.64) and opponents’ batting average (.099).
Santana’s standout performance came at a venue that had previously frustrated him. In 17 previous starts at Globe Life Park, he was 6-7 with a 6.93 ERA.
Kennys Vargas also homered for Minnesota, his first since being recalled from Triple-A Rochester last Sunday.
Both homers came off Andrew Cashner (0-2), who labored through his four-plus innings. He matched a career high with six walks, allowed five hits, had a wild pitch and threw 92 pitches.

TWINS-O’ROURKE SURGERY
MINNEAPOLIS (AP) — Minnesota Twins reliever Ryan O’Rourke will have surgery for a partially torn ligament in his left elbow. There is no timetable for his return.
Twins general manager Thad Levine announced the decision before Tuesday’s game at Texas.
O’Rourke began the season on the 10-day disabled list because of a strained forearm. A persistent sore elbow prompted his transfer Monday to the 60-day disabled list.
Twins team doctors as well as Rangers team physician Dr. Keith Meister all recommended surgery for the partial tear of the ulnar collateral ligament.
O’Rourke appeared in 54 games for the Twins over the last two years, with a 4.98 ERA, 34 hits, 25 walks and 48 strikeouts in 47 innings.
Twins right-hander Trevor May had surgery last month for a torn ulnar collateral ligament and will be sidelined for the season.
NFL…
NEW ORLEANS (AP) — Running back Adrian Peterson has accepted a two-year deal with the New Orleans Saints after playing his first 10 NFL seasons with the Minnesota Vikings. Peterson has played just 21 games over the last three seasons, although he had 1,485 yards and 11 touchdowns rushing in 2015. Peterson will have a chance to face his old team in Week 1 of the upcoming season, Sept. 11 at Minnesota.

CHARLOTTE, N.C. (AP) — Dale Earnhardt Jr. has announced that he is retiring as a NASCAR driver at the end of the season, saying he wants to go out on his own terms. Earnhardt missed much of the 2016 season due to concussion-like symptoms, and he acknowledged Tuesday that the time off played a role in his decision. Dale Earnhardt Jr. says he is committed to participating in two Xfinity Series races next year and wants to remain active in NASCAR for many years to come.

UNDATED (AP) — Baseball Commissioner Rob Manfred has shot down a Bloomberg report that says a group led by former Yankees shortstop Derek Jeter and ex-Florida Gov. Jeb Bush have won an auction to buy the Florida Marlins.
Manfred says multiple groups have submitted bids, but added that none have been accepted. Bloomberg said the Bush-Jeter bid was $1.3 billion.
Completion of any sale by Marlins owner Jeffrey Loria could take months and would require approval by at least 75 percent of the major league teams. MLB’s debt service rule could require that more than half of the winning bid involve cash, meaning the Bush-Jeter group would need to raise a lot of money.
Bush and Jeter initially had competing interests in efforts to buy the team before joining forces.
SHARAPOVA RETURNS…
STUTTGART, Germany (AP) — Maria Sharapova returned to professional tennis today after a 15-month doping ban. She completed a one-hour training session on an empty center court in Stuttgart, Germany, less than 10 hours before her first competitive match since January 2016.
Handed a much-debated wild card, Sharapova will play Roberta Vinci in the opening round of the Porsche Grand Prix.
The five-time Grand Slam champion and former No. 1 hasn’t played since losing to Serena Williams in the quarterfinals of last year’s Australian Open. Today’s match will be her first on clay since the 2015 French Open.
Sharapova will find out next month if she can compete at the French Open.

WASHINGTON (AP) — The wide-ranging tax cut plan that campaigning presidential candidate Donald Trump promised repeatedly to voters is coming into shape. But Trump’s ambitious program of steep rate cuts may be on a collision course with the worsening national debt. Trump is scheduled later today to unveil the broad outlines of his tax overhaul which, among other things, slash the top corporate rate from 35 percent to 15 percent.
SAN FRANCISCO (AP) — President Donald Trump took to Twitter in reaction to a federal judge’s ruling that knocked down an immigration order, calling the decision “ridiculous.” A day after a judge issued a decision to block the president’s order to withhold funding from “sanctuary cities” that do not cooperate with U.S. immigration officials, Trump said he would take his fight to the highest court, tweeting, ” … See you in the Supreme Court.”
SEOUL, South Korea (AP) — North Korea will no longer host this year’s judo world junior championships because of security risks amid rising tensions with South Korea and the United States. The International Judo Federation said Wednesday “this situation is alarming, and the outcomes are difficult to predict.”
BOSTON (AP) — The rate at which minorities are subjected to stops, searches and frisks by police doesn’t appear to be improving in Boston. The police department last year said it was narrowing racial disparities in their policing tactics. But an Associated Press review of the most recent data available suggests the rate at which blacks and other minorities are stopped has either remained the same or increased.
WASHINGTON (AP) — Leading House conservatives are saying good things about a plan to revive the GOP health care bill. But an influential GOP House moderate is opposing the proposal. That’s leaving party leaders to assess whether the idea could help one of President Donald Trump’s premier but most problematic priorities to spring back to life. At the same time, bipartisan bargainers are working toward agreement on a massive spending bill that would avert a federal shutdown this Saturday.
