BISMARCK, N.D. (June 30, 2017 CSi) – Gov. Doug Burgum Friday amended his June 22 Executive Order on drought assistance for livestock producers, expanding coverage by five counties in response to the June 29 U.S. Drought Monitor.
The amendment provides aid to livestock producers through the Drought Disaster Livestock Water Supply Program (Program) overseen by the State Water Commission. The additional areas include counties designated as extreme drought classification, or “D3,” and adjacent counties, including: Stutsman, Logan, McIntosh, LaMoure and Dickey.
The amendment allows the State Water Commission to expand the number of counties eligible for the Program if additional areas are added to the D3 classification in the future. Gov. Burgum last week also activated the State Emergency Operations Plan and initiated intragovernmental support for drought planning and response activities through a unified command structure, which meets weekly to coordinate statewide resources and response activities.
“A whole-of-government approach is critical to helping impacted communities as we face moderate to extreme drought conditions across the state,” said Gov. Burgum. “We will continue to work proactively with state and federal partners to ensure affected individuals have access to the resources they need to protect livestock, crops and their livelihoods.”

OMAHA, Neb. (AP) — A monthly survey of business leaders suggests the economy will pick up over the next few months in nine Midwest and Plains states because manufacturing remains strong.
The overall economic index for the region increased to 62.3 in June from May’s solid 55.5. Any score above 50 suggests growth.
The survey results are compiled into a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests growth in that factor, while a score below that suggests decline.
Creighton University economist Ernie Goss says the Federal Reserve’s recent interest rate hike didn’t dampen business leaders’ confidence in the economy.
The survey released Monday covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.
BISMARCK, N.D. (AP) — A North Dakota woman, who is disabled as a result of surgery, is challenging a state law that limits medical malpractice damages she can receive.
The Bismarck Tribune reports Chenille Condon was awarded $3.5 million by a jury in April. She is arguing that a 1995 state law capping “noneconomic damages” for her pain and suffering at $500,000 is unconstitutional.
CHI St. Alexius Health, the hospital that operated on Condon, says the law creates certainty in the medical malpractice insurance market and keeps premiums low and affordable for doctors.
The hospital recently made a motion in May to reduce Condon’s verdict by $1 million.
Condon’s attorneys say the cap is arbitrary and punishes the people who are most seriously injured by limiting the damages they can receive.

FARGO, N.D. (AP) — The University of North Dakota has unveiled part of a branding initiative meant to help unify the message of a school that has been torn apart over the years by a nickname controversy.
New school president Mark Kennedy says the $3 million plan is meant to create a balance between athletics and academics. He says the athletic logo was merely “filling the cavity” of an undefined brand.
The state retired the Grand Forks school’s Fighting Sioux nickname in 2012 after years of debate over the moniker deemed by the NCAA to be hostile and abusive. It was replaced two years ago by Fighting Hawks.
Kennedy says that fans have been split in their logo allegiance among Sioux, Hawks and an interlocking ND moniker. He calls that “brand confusion on steroids.”

Clint Bowyer was second, followed by Paul Menard, Michael McDowell, Ryan Newman and Ragan.
Brendan Gaughan, AJ Allmendinger, Erik Jones and Chris Buescher rounded out a bizarre top 10. Many of the top contenders were knocked out in accidents, including Stenhouse’s girlfriend, Danica Patrick.
She also was out of the race when he won at Talladega.

MINNEAPOLIS (AP) — A person with knowledge of the negotiations says Taj Gibson is reuniting with coach Tom Thibodeau, agreeing on a two-year, $28 million deal to join the Minnesota Timberwolves. Gibson has spent the bulk of his career in Chicago, including five seasons under Thibodeau. The Bulls traded him to Oklahoma City late last season.
A person with knowledge of the situation says the Cleveland Cavaliers have agreed to terms with shooter Kyle Korver on a three-year, $22 million contract. Korver was dealt to the Cavs by Atlanta last season and is one of the league’s best outside shooters. Korver led the league in 3-point percentage and averaged 10.8 points in 35 games for the Cavs.

CHICAGO (AP) — The Blue Jays have traded right-handed pitcher Jason Grilli to the Rangers for minor league outfielder Eduard Pinto and cash.
Grilli was 2-4 with a 7.97 ERA and one save in 26 games this year before being designated for assignment. The 40-year-old Grilli was an All-Star in 2013 when he had 33 saves for Pittsburgh.
(AP) Washington Nationals outfielder Bryce Harper and New York Yankees rookie outfielder Aaron Judge are the top vote-getters in their respective leagues for the upcoming Major League All-Star game in Miami.
Harper led all players with over 4.6 million votes and is joined in the National League starting outfield by Colorado’s Charlie Blackmon and Marcell Ozuna (oh-ZOO’-nuh) of the Marlins.
The NL starting infield has first baseman Ryan Zimmerman and second baseman Daniel Murphy, both of the Nationals. Rockies third baseman Nolan Arenado (ar-eh-NAH’-doh) and Reds shortstop Zack Cozart fill out the infield, with Giants catcher Buster Posey behind the plate.
Judge was the AL’s top vote-getter and will be part of a starting outfield that includes Houston’s George Springer and Mike Trout of the Angels. Trout is currently injured and plans to begin a rehab assignment this week.
A pair of Astros are part of the AL’s starting infield after shortstop Carlos Correa and second baseman Jose Altuve (al-TOO’-vay) were chosen in the balloting, along with Indians third baseman Jose Ramirez and Toronto first baseman Justin Smoak. Kansas City’s Salvador Perez will be the starting catcher for the Junior Circuit, and Tampa Bay’s Corey Dickerson will serve as the designated hitter.
The 12 first-time starters are the most since voting was returned to fans in 1970.
Reliever Wade Davis was the only player chosen from the defending World Series-champion Cubs, and he wasn’t with the team last season. The Cubs had seven All-Stars in 2016.

ROME (AP) — An AP Investigation has found that the mission of the “pope’s hospital” for children shifted under a past administration to put profits before patients. To maximize operating room turnover, children sometimes came out of anesthesia early. To save money, disposable equipment was used improperly. Poor hygiene contributed to deadly infections. A Vatican task force reported the problems, but a second probe found the hospital “best in class.” The hospital says nothing is amiss.
