BEULAH, N.D. (AP) — Drought in North Dakota is laying waste to crops and searing pasture and hay land.

Some longtime farmers and ranchers say it’s the worst conditions they’ve seen in decades and possibly their lifetimes. Rancher Dawn Martin and her husband have had to sell off about one-third of their cattle herd. Farmer John Weinand isn’t expecting his crops to amount to much at all.

Nearly all of western North Dakota is in either severe or extreme drought, conditions that also extend into northern South Dakota and northeastern Montana. The U.S. Agriculture Department estimates crop production in all three states this year will be down dramatically.

North Dakota leads the nation in production of nearly a dozen crops. Agriculture Commissioner Doug Goehring says the drought’s impact likely will be felt by consumers.

A federal judge in Minnesota will hear arguments Tuesday on whether construction of the project should be halted until developers receive the necessary permits from the Minnesota Department of Natural Resources.

The 36-mile channel is envisioned as the solution to the frequent flooding threat to Fargo and neighboring Moorhead, Minnesota. But a group of residents sued in 2013 because it likely would mean floodwaters cover farmland outside the city instead.

The North Dakota Industrial Commission has granted the company a $500,000 grant to help cover the project’s $3.5 million cost.

The project will use 16,800 gallons per day of vegetable oils to create a 5 percent renewable diesel mix. It will also provide an added market for regional oil seed processing facilities.

The diesel mix is expected to be marketed in North Dakota by the end of 2017.

MINOT, N.D. (AP) — A North Dakota city is alleging its intermodal facility breached its lease as landlord by failing to maintain the property that may now be foreclosed upon.

The Minot Daily News reports that First Western Bank is seeking to foreclose up North Dakota Port Services.

Minot is claiming the operator breached its lease by failing to pay $92,500 in rent and falling behind on taxes.

But in a complaint filed in June, North Dakota Port Services says the city failed to return the leased property to its original condition after construction occurred on the property.

Minot will have until July 19 to respond to the crossclaim.

The city has requested the court to order North Dakota Port Services to pay the amounts the city says it’s owed as well as its legal costs.

By the time Froome replaced the wheel and got going again, Bardet’s group was already way ahead. Froome had to work furiously to catch them.

By recovering from the mishap, Froome now takes the jersey and an 18-second overall lead into Monday’s rest day.

The strong but not overwhelming showing left the opposition facing tough choices two weeks before the socialist leader seeks to reshape the political system. The 300-square-meter (3,230-square-foot) bachelor pad, belonging to the previous pope’s second-in-command, looked even better after undergoing a 422,000-euro ($481,000) face-lift.
