BISMARCK, N.D. (AP) — New changes to North Dakota’s child passenger safety law take effect Aug. 1, 2017.

The state Department of Health says children younger than 8 years will be required to ride in a car seat or booster seat unless they’re 4 feet, 9 inches (22.86 centimeters) or taller. The revision extends the time a child is required to ride in a restraint seat by one year.

Violating drivers could be fined $25 and lose a point on their licenses. Health officials recommend all children younger than 13 years ride in the back seat. And, children should ride rear-facing until at least two years of age.

In world and national news…

WASHINGTON (AP) — The Republican plan to replace the Affordable Care Act, now awaiting a delayed analysis from the Congressional Budget Office and a delayed vote, hinges in part on enticing young adults into the insurance market with cheap, bare-bones plans. But some young adults would rather play the odds than buy insurance. And other young adults, especially ones with low incomes or pre-existing conditions, could see their costs soar or drop out of the market, analysts say.

MINNEAPOLIS (AP) — Relatives of an Australian woman who was fatally shot by police in Minneapolis say they’ve lost “a loving free spirit.” Justine Damond was shot by an officer late Saturday night. The officer was responding to a 911 call about a possible assault. It’s not clear what led to the shooting, which is being investigated by state authorities. Damond spent some of her early childhood years in the Buffalo, New York, area.

TONTO NATIONAL FOREST, Ariz. (AP) — Authorities say the person who is still missing from a flash flood in central Arizona that killed nine other people isn’t a 13-year-old boy. Detective David Hornung of the Gila County Sheriff’s Office says Monday that the missing victim is a 27-year-old man. The boy’s body was found Sunday. Hornung says the error in characterizing who was still missing was attributed to miscommunications due to the large number of victims.

CARACAS, Venezuela (AP) — Venezuelan opposition leaders are calling for a 24-hour national strike starting Thursday to protest government plans to rewrite the constitution and consolidate political power. The opposition-controlled National Assembly also says it will name new members of the country’s supreme court, a move certain to be blocked by President Nicolas Maduro’s administration.

WASHINGTON (AP) — A robotics team of six girls from Afghanistan is competing in an international competition in Washington, after clearing visa obstacles that prompted intervention from President Donald Trump. The team’s ball-sorting robot played in its first game on Monday morning.
