Jamestown (CSi) The Jamestown Police Department is warning residents of a convicted sex offending, living in Jamestown.
Patrick Wayne Schmitz has changed addresses and now resides at 316 4th Avenue, SW #2, Jamestown, ND
His vehicles are a green/blue 1995 Saturn SW2 with North Dakota license, KOU 872, and a 2005 Ford truck, North Dakota license plate 411 BUU.
Schmitz is a 31 year old white male six feet tall, weighing 210 pounds with blue eyes and brown hair.
Schmitz has been assigned a high risk assessment by the North Dakota risk level committee of the North Dakota Attorney General’s Office.
Offense: Gross Sexual Imposition, when he was 23 years old involving a 14 year old girl he met on line.
He also kissed and fondled another 14 year old girl.
Conviction Date: July 27, 2010 Cass County, ND District Court.
Disposition: Count 1&2 10 years, 7 years 3- months suspended, 5 years supervised probation, count 1&2 concurrent.
Offense: Luring a minor by computer, when he was 23 years old.

Schmitz is currently on probation with North Dakota Parole and Probation.
Schmitz is not wanted by police at this time and has served the sentence imposed by the court.

Valley City (CSi) Three people from Valley City were seriously injured in a rollover crash involving a pickup truck, Sunday evening about 10:30-p.m., five miles south of Valley City on County road 21.
Barnes County Sheriff Randy McClaflin says two occupants were ejected and another was trapped inside.
He says fire and rescue crews extricated one of the occupants. A male and a female were air lifted to a Fargo hospital for treatment. Their condition has not been released.
McClaflin says another male was transported to CHI Mercy Hospital for treatment of injuries.
His condition has also not been released.
The cause of the crash remains under investigation.
Jamestown (CSi) The Jamestown Public School Board has unanimously approved a draft budget.
At Monday evening’s meeting recorded by CSi 10 The Replay Channel, the revenue as of June 30 this year, stands at $28.88 million, with $29.13 million in total expenditures.
The General Fund balance is $3.13 million.
The previous year’s total revenue as of June 20, 2016, was $27.57 million with $28.04 million in expenditures and a general fund balance of $3.38 million.
Superintendent Robert Lech pointed out that a final budget is yet to be approved at this time with too many variables that still exist.
Yet to be added to the budget scenario include late federal funding , along with around $500,000 less state aid than the previous year, and a zero increase bill from the2017 session of the North Dakota Legislature.
That will result in a negative if the student population remains the same or less and if state deductions increase at the same time.
Meanwhile the school board approved the certificate of levy request with the anticipated percentage increase on the school district’s property taxes.
The zero mill calculation is based on the mill levy a changing factor annually and the result of assessor valuation of a lot or tract of land.
The school district budget will not likely be in a final form until September, and so the draft budget is estimating a 5 percent increase in local revenues
The mill levy hearing was set for 6 p.m. Oct. 2 at the middle school.

School Board President Roger Haut and Vice President Heidi Larson were re-elected by a 7-0 vote for 2017.
The School Board members annual compensation was approved remaining at $4,000 per member and $4,600 for the president.

Valley City (CSi) Valley City Public Schools is requesting applications for substitute teachers for the 2017-2018 school year.
A valid North Dakota Teaching License or an Interim Substitute teaching license is required.
An individual is eligible to obtain an interim substitute teaching license after completing 48 semester hours of college coursework.

Jamestown (CSi) The James River Valley Library System Library Board has approved the revised 2018 budget including a 2.4 percent decrease in spending in the 2017 budget.
James River Valley Library System director, Joe Rector pointed out that the proposed 2018 budget needed to be adjusted after it was announced that there would be no revenue increases from the county for 2018.
Overall JRVLS expenditures for 2018 are $999,650, down from $1,017,849.
Total 2018 revenues are $999,650, down from $1,024,415 for 2017.
Included in the 2018 budget is $20,000 more for cost-of living increases for the staff at Alfred Dickey Public Library and Stutsman County Library.
Jamestown (CSi) An outdoor music event promises to hit the high note for healthcare in the community.
Concert for Care is set for Thursday, July 27, 2017. The evening features entertainers Matt Aakre and Jeb Reinhiller and includes an all-ages rib-fest style barbecue and street dance.
Jamestown Elks sponsors Concert for Care, which raises funds for both the Anne Carlsen Center and Jamestown Regional Medical Center.

WILLISTON, N.D. (AP) — Authorities have filed a murder charge against a Minot man accusing of killing a man in Williston.
Twenty-seven-year-old Alex Eggleston is accused in the Friday fatal shooting of 43-year-old Vance Neset. He could face life in prison if convicted of murder. He also faces a felony weapons charge.
Court documents don’t list an attorney for Eggleston. A message left at a telephone listing for him in Minot wasn’t immediately returned.
Neset is the stepson of former North Dakota Board of Higher Education Chairwoman Kathleen Neset.
FAIRMOUNT, N.D. (AP) — No one was hurt when a freight train crashed into a semitrailer in Richland County.
The sheriff’s office says the semi driven by a farm laborer stalled on the tracks near Fairmount on Monday afternoon, and the worker jumped out of the cab to safety as the train approached.
The semi was destroyed. The train suffered damage but was able to continue on. The intersection was blocked for several hours.
BISMARCK, N.D. (AP) — A Jamaican man accused of masterminding a lottery scam that victimized dozens of Americans out of millions of dollars has agreed to plead guilty to a conspiracy charge in federal court in North Dakota.
Prosecutors will dismiss numerous other counts of fraud and money laundering against Lavrick Willocks.
Willocks will face a maximum prison sentence of 40 years, though prosecutors in court documents say they’ll recommend a shorter term in return for Willocks’ admission of guilt.
The government also will recommend Willocks pay restitution. Authorities say the scam bilked at least 90 mostly elderly Americans out of more than $5.7 million.
Fifteen people are charged in a case that’s dragged on for more than five years. It isn’t clear whether Willocks has agreed to testify against his co-defendants.
MINOT, N.D. (AP) — An Alaskan hiker says he’s lucky to be alive after a bison gored his thigh in North Dakota.Michael Turk tells the Minot Daily News that if the giant animal had hit his femoral artery, the largest artery in the body, he would have died.The 51-year-old former Army combat medic was camping June 30 in Theodore Roosevelt National Park. He says he passed the bison on Buckhorn Trail when he went to photograph the sunset. He encountered the same bison on his return, but didn’t keep the recommended 25-yard (23-meter) distance as he walked by. Turk says the bison rammed him and that he regained consciousness in the bushes.Turk says he stopped the bleeding before nearby campers, including airmen from Minot Air Force Base, rescued him.
BISMARCK, N.D. (AP) — North Dakota Agriculture Commissioner Doug Goehring says the federal Organic Certification Cost Share Program is now accepting applications for fiscal 2017.Organic producers, processors and handlers can apply for reimbursement of up to $750 of their certification costs from last October through this coming September.
About $229,000 is available for North Dakota producers, on a first-come, first-served basis. The deadline to apply is Oct. 31.
Certification enables producers to label and sell their organic products with a federal seal assuring they were produced with recognized organic methods.
BISMARCK, N.D. (AP) — New changes to North Dakota’s child passenger safety law take effect Aug. 1.The state Department of Health says children younger than 8 years will be required to ride in a car seat or booster seat unless they’re 4 feet, 9 inches (22.86 centimeters) or taller. The revision extends the time a child is required to ride in a restraint seat by one year.
Violating drivers could be fined $25 and lose a point on their licenses. Health officials recommend all children younger than 13 years ride in the back seat. And, children should ride rear-facing until at least two years of age.

LONDON (AP) — Roger Federer’s eighth Wimbledon title has pushed him back up to No. 3 in the ATP rankings after ending last season at No. 16. And, because Federer sat out the last half of 2016, his points will only continue to accumulate, making a return to No. 1 a real possibility.
Garbine Muguruza’s (GAHR’-been-yuh MOO’-guh-roo-sahz) first championship at the All England Club returned her to the WTA’s top 10 at No. 5, a rise of 10 spots, while runner-up Venus Williams goes from No. 11 to No. 9.
Karolina Pliskova became the 23rd woman to be ranked No. 1, a debut for her that was guaranteed last week, based on results at Wimbledon. She had been No. 3, and swaps positions with former No. 1 Angelique Kerber.

BOSTON (AP) — Paul Pierce is retiring as a member of the Boston Celtics. The Celtics announced they have signed Pierce to a contract so the 10-time All-Star can retire with the team where he spent his first 15 seasons in the NBA. Pierce helped bring Boston a championship in 2008 as part the “Big Three” of Kevin Garnett and Ray Allen. Pierce previously said that last season would be his final one in the NBA.HOUSTON (AP) — The Houston Rockets are going up for sale. Rockets CEO Tad Brown made the announcement hours after owner Leslie Alexander made the decision. Alexander took over as owner on July 30, 1993, and the Rockets went on to win back-to-back titles in 1994-95 behind the likes of Hakeem Olajuwon and Clyde Drexler. In 24 seasons under Alexander, the Rockets have won 56.9 percent of their games, fifth-highest in the league.

WASHINGTON (AP) — The next step on health care for congressional Republicans may be a vote on an outright repeal of much of the Obama health law. Republicans’ effort to write a new health care law collapsed Monday after defections by two more Senate Republicans sealed the bill’s fate. But Republicans have tried to repeal the Obama law before, without success. Many Republicans are worried that an outright repeal would cause chaos in insurance markets.
WASHINGTON (AP) — House Republicans have unveiled a 10-year budget blueprint that would dramatically increase military spending while putting the GOP on record favoring Medicare cuts opposed by President Donald Trump. The GOP plan, authored by Budget Committee Chairman Diane Black, would also pave the way for overhauling the U.S. tax code this fall, and would pair that effort with cuts to benefit programs such as food stamps.
WASHINGTON (AP) — The Trump administration is making a decision that preserves the status quo on the Iran nuclear deal even though President Donald Trump says it’s a bad deal that mustn’t stand as is. Senior U.S. officials say the Trump administration is certifying to Congress for a second time that Iran is technically complying with the 2015 nuclear deal. But they say Iran is “unquestionably in default of the spirit” of the agreement.
MINNEAPOLIS (AP) — Relatives and neighbors want answers after a Minneapolis police officer fatally shot a pajama-clad Australian women who called 911 to report what she believed was a sexual assault behind her home. Don Damond says he’s desperate to know why his wife-to-be, Justine Damond, was killed late Saturday. There are no known witnesses to the shooting except two police officers in a squad car. It’s unclear why their body cameras were turned off.
VATICAN CITY (AP) — Two former executives of the Vatican’s pediatric hospital are going on trial on charges they diverted nearly a half-million euros (dollars) in hospital donations to renovate the retirement home of the Catholic Church’s retired second-in-command. Former hospital president Giuseppe Profiti and ex-treasurer Massimo Spina face between three to five years in prison and fines starting at 5,000 euros if found guilty of embezzlement.
