Valley City (CSi) Meeting in Special Session, the Valley City Commission has, on a 4-0 vote, approved an agreement with residents who live in three Cul De Sacs on Central Avenue, North.
Commissioner Mike Bishop abstained from voting, saying he had a conflict of interest because he lives in the neighborhood.
The resolution, calls for residents not having to pay for additional assessments associated with a future repair project or attorney fees.
Under the agreement, the Valley City will pay for one-third of the costs associated with the estimated $87,500 repair. The remaining two-thirds is being negotiated by KLJ Engineering and the contractor Knife River Inc.
Valley City Administrator David Schelkoph adds Interstate Engineering was hired by the city to help resolve differences residents had with the original project that was completed in 2015.
Valley City (CSi) The “What in the World Is Going On? “ Program will sponsor a forum, Thursday July 27, 2017 at 7-p.m. at the Hi-Liner Activity Center, in Valley City.
The program will address impacts that the 2017 legislature will have on the community.
Co-event coordinator Sharon Buhr says community leaders and legislators have been invited to share what they believe these effects will be. She adds, “we believe that the community will be interested in learning about what the legislature did in a variety of areas including spending cuts.”
Invited are Senator Larry Robinson and Representatives Dwight Keifert and Daniel Johnston. Also asked to participate are representatives from the city and county, local health and human services agencies, educational planning and development, water control issues, senior care facilities and others.
Residents will have the opportunity to understand the issues and discuss them with legislators and others who have been affected by legislative action. The interactive plan for the forum calls for short summaries followed by audience questions.
The event will be moderated by Dr. Luis Da Vinha, professor of Political Science at Valley City State University.
What in the World Is Going On? is a campus-community group of volunteers organized several years ago for the purpose of addressing and discussing issues of local, national and international importance. The event is free and open to all.

If you litter or dispose of cigarette butts on a North Dakota highway, you’ll face a much higher fine than in the past.
During the last legislative session, House Bill 1311 was passed and raises the fine for littering on a publicly maintained roadway from $100 to $500.
The NDDOT and NDHP reminds motorists about the dangers of improperly disposing of cigarettes out the window of a vehicle, especially during dry conditions, as it can easily cause a roadside fire which can be catastrophic.

GRAND FORKS, N.D. (AP) — Authorities say a Minnesota man has been arrested for allegedly setting off a large firework in a North Dakota bar while it was full of people.
The Grand Forks Police Department says the incident occurred early Sunday morning. Police say the 20-year-old Crookston man has been preliminarily charged with offenses including endangering by fire or explosion and criminal mischief.
Officials say the firework caused moderate damage to the inside of the bar and several customers were hit with flying glass. North Dakota online court records don’t yet list charges against the man in the case.
WATFORD CITY, N.D. (AP) — Authorities believe the death of a Williston woman whose body has been found in McKenzie County is tied to a deceased man connected to a Williston shooting last week.
The sheriff’s office says the body of 28-year-old Lindsay White was found in a rural area Thursday night. Her death is being treated as a homicide.
Authorities list the primary suspect as Jonah Hendricks. He was found dead of an apparent self-inflicted gunshot wound on July 18. He was considered a person of interest in a shooting in Williston that day that injured two other people. Their wounds were not considered life-threatening.
NEW TOWN, N.D. (AP) — The body of a New Town man who went missing in June while operating a personal watercraft on a Missouri River reservoir has been found.
The Mountrail County Sheriff’s Office says anglers on Lake Sakakawea found the body of 41-year-old Chad Kanine on Sunday. He was positively identified through a tattoo.
Kanine had been missing since June 11. Preliminary results from an autopsy indicate he drowned.
WILLISTON, N.D. (AP) — A downtown building that many consider a Williston landmark caught fire for the second time in two weeks.
Firefighters believe a hot spot from the July 10 fire at the Hedderich’s building flared up again Monday afternoon.
The blaze was brought under control, and firefighters remained on scene to guard against more flare-ups.
The former Hedderich department store is an antiques shop and museum on Main Street and also houses a dental practice.
BISMARCK, N.D. (AP) — The Civil Air Patrol is helping authorities keep tabs on developing wildfires in drought-stricken North Dakota.
Patrol Capt. Larry Regorrah says infrared cameras are used to find hot spots. That information is passed to firefighters on the ground who can then respond accordingly. Regorrah says the North Dakota Civil Air Patrol is one of only two wings of volunteer service in the country that have access to infrared cameras. The patrol is the volunteer civilian branch of the U.S. Air Force.
With the ongoing drought, the Civil Air Patrol is on high alert for the wildfire missions.
BISMARCK, N.D. (AP) — Some North Dakota pilots are speaking out against a U.S. House bill that would privatize air traffic control.
Aviators fear that turning air traffic control operations over to a private company could mean major airlines would dominate the air travel industry and the smaller airports would become less of a priority.
Jon Simmers of the North Dakota Aviation says the 89 airports in the state are vital to rural lifestyle. Pilot Marc Taylor says the move would turn a public interest entity into a monopoly.
The concept of splitting off air traffic control from the Federal Aviation Administration faces longer odds in the Senate. But supporters are counting on backing from President Donald Trump and House Speaker Paul Ryan to move the legislation forward and keep prospects for privatization alive.
BISMARCK, N.D. (AP) — Geologists are searching for rare earth elements in the eastern part of North Dakota in an attempt to end foreign dependence on the valuable materials used in several forms of modern technology.
The Bismarck Tribune reports that 90 percent of the world’s supply of batteries, hard drives, magnets and other goods are controlled by China.
Since 2015, researchers have taken more than 470 samples of elements, including europium, holmium and scandium, from 60 sites across the Little Missouri Badlands.
The North Dakota Department of Mineral Resources geologists have found all of the elements in every sample, but they hope to find concentration of heavy elements.
Researchers are expected to publish their results in the fall.

MANKATO, Minn. (AP) — The Minnesota Vikings placed running back Latavius Murray on the physically unable to perform list Monday, and put defensive tackle Sharrif Floyd on the non-football injury list. Murray was signed away from Oakland for a three-year, $15 million deal as a free agent, with $8.55 million guaranteed.
ENGLEWOOD, Colo. (AP) — John Elway has agreed to a new five-year contract with the Denver Broncos.
The deal ends a long-running saga that had fans wondering if their Hall of Fame quarterback-turned-front office executive would leave the franchise he’s led to three Super Bowl titles.
Elway was set to enter the final year of his contract as general manager and executive vice president of football operations before agreeing Monday to the extension through 2021.
The club first approached him about a new deal last October. The issue loomed as the second-biggest question entering training camp behind the quarterback competition between Trevor Siemian and Paxton Lynch.
Elway led Denver to Super Bowl wins after the 1997 and ’98 seasons to cap his Hall of Fame playing career.
The Broncos are 77-33 with five playoff appearances in six seasons under Elway’s leadership. Only New England (86-26) is better over that span.

NBA-CAVALIERS-ROSE
CLEVELAND (AP) — For the moment, the Cavaliers have one content, proven point guard.
Free agent Derrick Rose agreed Monday to sign with Cleveland. That’s according to a person familiar with the decision.
The person, who spoke on condition of anonymity because the team has not announced the signing, said that Rose, a former NBA MVP who has battled knee injuries, will get a one-year contract at the veteran’s minimum of $2.1 million.
The deal is expected to be finalized and announced Tuesday.
Rose played for the New York Knicks last season and averaged 18 points and 4.4 assists. The 28-year-old’s role with the Cavs is still to be determined. He could be used as a backup or even start depending on what the team does with All-Star Kyrie Irving, who recently asked for a trade.
SWIMMING-WORLDS
BUDAPEST, Hungary (AP) — With Katie Ledecky taking the night off, Adam Peaty and Sarah Sjostrom shared the spotlight Monday at the world championships.
Peaty romped to victory in the 100-meter breaststroke, while Sjostrom just missed breaking her own world record in the 100 butterfly.
Now sporting a massive lion tattoo on his left arm, Peaty made the turn under his world-record pace from last summer’s Rio Olympics but faded a bit on the return lap to touch in 57.47 seconds. The British star missed his mark of 57.13 yet still turned in the second-fastest time ever in the event.
Having already set a world record with her leadoff leg in the 4×100 freestyle relay, Sjostrom nearly took down another mark in the fly with a winning time of 55.53. That was just 0.05 seconds off the Swede’s gold-medal triumph at Rio.

JERUSALEM (AP) — Hundreds of mourners have attended the funeral of a 16-year-old Jordanian who was killed after an altercation with a guard at the Israeli Embassy. The incident led to a 24-hour diplomatic standoff between Jordan and Israel that complicated efforts to defuse a crisis over a Jerusalem shrine, home to the Al Aqsa Mosque. Jordan is the Muslim custodian of the site that is also holy to Jews. Mourners portrayed the teen as a “martyr” who died for Muslim rights at the Jerusalem shrine.
SAN DIEGO (AP) — The acting director of U.S. Immigration and Customs Enforcement says, “It is sad that 14 years later people are still being smuggled in tractor-trailers.” Thomas Homan says when he learned that migrants were found dead inside a tractor-trailer in San Antonio, his mind flashed back to 2003, when 19 migrants southeast of the city died in the back of a truck. Homan says the criminal organizations that do the smuggling are “all about making money.”
