Valley City (CSi) On Monday July 31, 2017 work starts on the Valley City Parking Lot Improvement Project.
On Tuesday August 1st, three parking lots will close for a mill and overlay. The work is scheduled to last approximately a week.
The three parking lots include: The City Hall parking lot, the city lot north of Our Savior’s Lutheran Church and the city parking lot south of the VFW Club.
Updated maps for all parking lot closures to be posted on the City of Valley City’s website www.valleycity.us asthey take affect.

Jamestown (CSi) Jamestown Public Works reports, beginning on MONDAY, July 31, 2017 – 5th St NE between 17th Ave NE & Eastwood Dr NE will be closed to through traffic due to road construction. The closure will continue for approximately 3 – 4 weeks.
Motorist should use extreme caution in this area and use alternate routes as necessary.
Valley City (CSi-VCSU) Valley City State University has set summer enrollment records with 633 students registered for the 2017 summer term in undergraduate and graduate programs. That figure surpasses the previous high of 613 students in 2014.
The summer enrollment numbers were bolstered by record enrollment in VCSU’s graduate programs, which established a summer record of 166 students and an FTE record of 62. The university offers two online master’s programs: a Master of Education (M.Ed.) degree and a Master of Arts in Teaching (M.A.T.) degree.
VCSU director for graduate studies, James Boe says, the online offerings are becoming increasingly popular. “Offering our graduate programs online allows our students to advance their educations in a manner that’s convenient for them while maintaining academic rigor. Individuals who want to add a master’s degree to their credentials are able to do that while continuing their day jobs, and the summer sessions are attractive to teachers who can pursue professional development more freely in the summer.”

Bismarck (CSi) The NDDOT informs motorists that the Jamestown rest areas located on eastbound and westbound I-94 approximately four miles west of Jamestown are temporarily closed for maintenance work.
They will remain closed until further notice.
Bismarck (CSi) – North Dakota is granted an emergency declaration providing regulatory relief for commercial motor vehicle operations.
The North Dakota Highway Patrol says, direct assistance with emergency relief efforts transporting hay, feed, livestock, supplies and equipment into or from the state, or providing other assistance in emergency services during the severe drought emergency is allowed.
North Dakota is exempted from parts 390-399 of title 49 code of federal motor carrier regulations through August 26, 2017.
Direct assistance terminates when a driver or commercial motor vehicle is used in interstate commerce to transport cargo or provide services not directly supporting the emergency relief effort. A copy of the federal declaration must be carried in the vehicle providing direct relief.
Current state waivers for permits, permit fees, and weight exemption remain in place as stated by the executive order.

FARGO, N.D. (AP) — A pastor at two Catholic parishes in southeastern North Dakota who was investigated for his conduct with children will not face any criminal charges.
The Catholic Diocese of Fargo placed the Rev. Thomas Feltman on administrative leave in May and turned the matter over to Richland County Social Services for review.
County State’s Attorney Ron McBeth says Feltman’s touching of girls was socially inappropriate but that there was no evidence of a sex offense.
Feltman’s attorney, Bruce Quick, says that Feltman has always denied any wrongdoing.
Feltman is the pastor at St. John the Baptist’s Catholic Church in Wyndmere and St. Arnold’s Catholic Church in Milnor. The diocese in a statement says Feltman will remain on administrative leave until an internal investigation is completed.
BISMARCK, N.D. (AP) — Most adult North Dakotans will soon be able to carry a hidden gun without a permit.
The new measure that goes into effect on Tuesday allows law-abiding adults to forgo background checks and classes that are now required to carry a concealed gun.
The measure is among more than 400 new laws about to take effect.
One new law reduces penalties for first-time drug offenders.
Another says students can’t be prohibited from participating in student-initiated prayer at school activities.

MEDORA, N.D. (AP) — A golf course in the Badlands of western North Dakota is coping with its driest season yet.
The Little Missouri State Scenic River is flowing by the Bully Pulpit Golf Course at a significantly below average rate as the region experiences extreme drought.
The course isn’t in danger of running out of irrigation water because water from the river was pumped and stored in ponds this spring.
The Theodore Roosevelt Medora Foundation has a permit from the North Dakota State Water Commission that allows the golf course to acquire water from the river from March 1 to July 1.
The permit gives priority to other irrigators that have held water permits longer. It says the golf course’s irrigation can’t exceed 3 acre-feet (3,700 cubic meters) of water per acre.

WASHINGTON (AP) — President Donald Trump says Gen. John F. Kelly is his new White House chief of staff.
That means Reince Priebus is out.
Trump tweeted: “I am pleased to inform you that I have just named General/Secretary John F Kelly as White House Chief of Staff. He is a Great American.”
Kelly is currently the secretary of Homeland Security.
Trump tweeted that Kelly “has been a true star of my administration.”
Priebus traveled with Trump earlier in the day to an appearance in Brentwood, New York. Trump thanked him for his service and “dedication to his country.”
LONDON (AP) — Charlie Gard, the critically ill British baby at the center of a legal battle that attracted the attention of Pope Francis and U.S. President Donald Trump, has died. He would have turned 1 next week. Charlie suffered from a rare genetic disease and his parents fought to take him to the U.S. for an experimental treatment they believed could prolong his life. The hospital that was treating him objected, saying the treatment wouldn’t help.
PYONGYANG, North Korea (AP) — The Pentagon says North Korea has apparently test-fired its second intercontinental ballistic missile, which flew longer and higher than its first ICBM launched earlier this month. The missile landed in the ocean off Japan, and Japanese Prime Minister Shinzo Abe called it a “serious and real threat” to the country’s security. North Korea’s development of ICBM technology is a major step toward its goal of developing nuclear-armed missiles capable of reaching as far as the United States.
WASHINGTON (AP) — A Republican congressman is lashing out at two Senate Republicans who helped defeat the Senate GOP health care bill. Iowa’s Steve King says in a statement that the Affordable Care Act is a “law that ought not exist, and I will continue to advocate for its complete repeal.”
MOSCOW (AP) — Russia’s Foreign Ministry says Minister Sergei Lavrov has told Secretary of State Rex Tillerson in a phone call that Moscow was forced to respond to the new package of U.S. sanctions and that it is still willing to improve ties with Washington. The Foreign Ministry says Lavrov told Tillerson Russia’s decision was “triggered by a number of hostile steps” the U.S. has recently taken.
WASHINGTON (AP) — The United States is slapping Iran with new ballistic missiles sanctions in response to its launch of a satellite-carrying rocket into space a day earlier. The sanctions target six Iranian entities that are part of the Shahid Hemmat Industrial Group. The Treasury Department describes the group as “central” to Iran’s ballistic missiles program.
