Valley City (CSi) On Monday July 31, 2017 work starts on the Valley City Parking Lot Improvement Project.
On Tuesday August 1st, three parking lots will close for a mill and overlay. The work is scheduled to last approximately a week.
The three parking lots include: The City Hall parking lot, the city lot north of Our Savior’s Lutheran Church and the city parking lot south of the VFW Club.

Valley City (CSi-VCSU) Valley City State University has set summer enrollment records with 633 students registered for the 2017 summer term in undergraduate and graduate programs. That figure surpasses the previous high of 613 students in 2014.
The summer enrollment numbers were bolstered by record enrollment in VCSU’s graduate programs, which established a summer record of 166 students and an FTE record of 62. The university offers two online master’s programs: a Master of Education (M.Ed.) degree and a Master of Arts in Teaching (M.A.T.) degree.
VCSU director for graduate studies, James Boe says, the online offerings are becoming increasingly popular. “Offering our graduate programs online allows our students to advance their educations in a manner that’s convenient for them while maintaining academic rigor. Individuals who want to add a master’s degree to their credentials are able to do that while continuing their day jobs, and the summer sessions are attractive to teachers who can pursue professional development more freely in the summer.”

Bismarck (CSi) The NDDOT informs motorists that the Jamestown rest areas located on eastbound and westbound I-94 approximately four miles west of Jamestown are temporarily closed for maintenance work.
They will remain closed until further notice.
Jamestown (CSi- NDFU) North Dakota Farmers Union (NDFU) has announced that it has invested $500,000 in a soybean crushing facility and refinery to be located near Spiritwood, N.D. The facility, a North Dakota Soybean Processors’ (NDSP) project, will utilize 125,000 bushels of soybeans per day once completed.
NDFU President Mark Watne says, “Having a commodity processing facility like this in North Dakota is essential to helping farmers and ranchers. We’ll have another avenue to market soybeans in state, and value is being added to that crop. Anytime we add value to a commodity, we enhance farm income.”
Scott Austin, general manager of Minnesota Soybean Processors which is the majority investor and managing member of the project, said the facility will have a major impact on value-added agriculture in the state. “It is great to have an organization like NDFU, that represents producers from all over the state, be a part of this.Throughout this process, NDFU has provided great support to NDSP. We are grateful and look forward to our partnership with them for years to come.”
Watne says he hopes the project paves the way for more processing facilities in the state, especially those that are farmer-owned.

Stirum ND (CSi) A two vehicle crash in Sargent County Saturday claimed the life of a 19 year-old West Fargo man.
The North Dakota Highway Patrol says the male was traveling north on 123rd Avenue on a Honda dirt bike at around 11:26 PM. The bike was not equipped with a headlight and the speed of the dirt bike is unknown. Clayton Hoffman, 56, of Oakes was driving south in a UTV when he failed to avoid the dirt bike and struck it head on.
The 19 year-old was thrown from the bike. He was transported to the Oakes Community Hospital where he died from his injuries sustained in the crash. Hoffman and his passenger, Julie Serfoss, 55, of Oakes were not injured in the crash.
Hoffman was taken into custody after the crash and charges are pending against him in the investigation. Alcohol was a factor in the crash.
The crash remains under investigation.
FARGO, N.D. (AP) — Authorities are investigating the death of a person who was struck by a vehicle on a runway at Hector International Airport in Fargo.
Airport Executive Director Shawn Dobberstein says construction was underway on the runway at the time.
Police confirmed the fatality early Monday and planned a midmorning news conference to release details.
The incident did not delay any air traffic.
DUNN CENTER, N.D. (AP) — Authorities have identified a Killdeer man who died in a crash involving two motorcycles.
The Highway Patrol says 54-year-old Kenneth Whelchel lost control of his motorcycle on a rural road north of Dunn Center, and it went in the ditch shortly before 10:30 p.m. Friday. He was pronounced dead at a Dickinson hospital.
A motorcycle that was following Whelchel also went in the ditch. That driver was flown to a Minneapolis hospital for treatment of what the patrol says are serious injuries. He was identified as 23-year-old Zachary Pavlicek, of Dunn Center.
BISMARCK, N.D. (AP) — Most adult North Dakotans will soon be able to carry a hidden gun without a permit.
The new measure that goes into effect on Tuesday August 1, 2017, allows law-abiding adults to forgo background checks and classes that are now required to carry a concealed gun.
The measure is among more than 400 new laws about to take effect.
One new law reduces penalties for first-time drug offenders.
Another says students can’t be prohibited from participating in student-initiated prayer at school activities.
Bismarck (CSi) – North Dakota is granted an emergency declaration providing regulatory relief for commercial motor vehicle operations.
The North Dakota Highway Patrol says, direct assistance with emergency relief efforts transporting hay, feed, livestock, supplies and equipment into or from the state, or providing other assistance in emergency services during the severe drought emergency is allowed.
North Dakota is exempted from parts 390-399 of title 49 code of federal motor carrier regulations through August 26, 2017.
Direct assistance terminates when a driver or commercial motor vehicle is used in interstate commerce to transport cargo or provide services not directly supporting the emergency relief effort. A copy of the federal declaration must be carried in the vehicle providing direct relief.
Current state waivers for permits, permit fees, and weight exemption remain in place as stated by the executive order.

Jamestown (CSi-JRMC) Team Jerry’s Kids retained its first-place title in 2017 in Jamestown Regional Medical Center’s GOLF “fore” GOOD tournament held July 21, 2017 at Jamestown Country Club.
The team’s name, “Jerry’s Kids,” is in memory of the late Jerry Baenen. Baenen had played in each GOLF “fore” GOOD tournament since the event’s origin seven years ago.
After his death in December 2016, JRMC organized this summer’s GOLF “fore” GOOD in Baenen’s memory. The tournament benefits the upcoming JRMC Cancer Center.
Baenen is remembered as a loveable golfer who was generous with both his time and money. A cancer survivor, Baenen knew that cancer is not an illness you fight alone. To help, Baenen volunteered his time with Stutsman County Relay for Life. He’d also drive people to their oncology treatments in Bismarck, if they needed it.
Team Jerry’s Kids consisted of Baenen, who was in his 80s, Orr, age 54, as well as Orr’s stepson, Brent Giesler, and friend, Michael Nogosek, who are both in their 20s.This year, Baenen’s daughter, Julie Jeske, played in his honor. She also took top prize for the Jerry Baenen Longest Putt Contest. Jerry’s Kids took first place in the contest with a score of 48. Team Layered – Cody Champagne, Lucas Morken, Brian Meyer and Cody Lausch – took second with a score of 49.
Julie says “I will always remember my dad saying ‘Drive for show, putt for dough.”
Thirty-four teams competed in this year’s tournament, raising more than $28,000.
JRMC Foundation director, Lisa Jackson says, “GOLF “fore” GOOD is a great excuse to support a great cause. Miles matter when it comes to cancer care.”
Each year, the JRMC Cancer Center will provide chemotherapy infusions for more than 100 residents of Jamestown and the surrounding communities. Currently, those people travel more than 100 miles for that care. This will eliminate more than 160,000 miles of travel per year.
Julie adds, Jerry Baenen knew that those miles matter, saying, “Cancer is a battle you don’t fight by yourself. It pretty much takes a village to help you through it.”
The JRMC Cancer Center will include six infusion rooms, a consultation area and space for nurses and staff. Last year’s GOLF “fore” GOOD netted more than $26,000.
So far, JRMC Foundation has raised more than $900,000 of its $1.5 million goal.

MAX, N.D. (AP) — Bystanders rescued a woman and three children after their sport utility vehicle overturned in a slough in central North Dakota.
The Highway Patrol says the 22-year-old woman driving the SUV and towing a car lost control on U.S. Highway 83 near Max Sunday afternoon, and the vehicle ended up in the water.
Authorities say six bystanders stopped and were able to flip the vehicle upright, break out windows and rescue the woman and her passengers — a 5-year-old girl, a 2-year-old girl and 3-month-old boy.
One of the bystanders performed CPR on one of the children until help arrived. All of the people in the vehicle were taken to a Minot hospital with unknown injuries.
The patrol says the woman is being charged with driving under suspension and reckless endangerment.
FARGO, N.D. (AP) — There’s an ongoing national debate on life-without-parole sentences for juveniles, but it’s no longer an issue in North Dakota.
Recent U.S. Supreme Court decisions regarding life sentences for juveniles led state lawmakers to pass a bill this year banning life sentences without the possibility of parole for those under 18. It provides a chance for release to offenders who as juveniles were convicted of crimes such as murder and sexual assault resulting in injury. Offenders can petition for a judicial sentencing review after 20 years in prison.
North Dakota has one inmate who was sentenced to life without parole as a juvenile. Barry Garcia was 17 when he was convicted of shooting and killing a West Fargo woman. A Fargo judge in January rejected Garcia’s appeal requesting a second chance.
WILLOW CITY, N.D. (AP) — The remains of a North Dakota sailor who was killed at Pearl Harbor will soon be coming home for burial.
Navy Fireman 1st Class Lawrence Fecho will be buried with full military honors during a service in Willow Creek on Aug. 13.
According to the Minot Daily News , Fecho was on the USS Oklahoma in Pearl Harbor when the ship was attacked on Dec. 7, 1941. It was hit by multiple torpedoes and capsized. A total of 429 crewmen died, including Fecho.
Many of the deceased were not immediately identified.
In 2015, the Department of Defense ordered that unidentified remains from the USS Oklahoma be exhumed and analyzed.
Fecho’s remains were recently identified through DNA analysis and circumstantial evidence.
FARGO, N.D. (AP) — Two Muslim women subjected to a threatening rant that was recorded and widely circulated online say they have forgiven the woman who verbally attacked them.
Sarah Hassan is one of the women who was threatened in a Walmart parking lot in Fargo. She says she and Leyla Hassan have forgiven Amber Hensley and she wants people to know that forgiveness matters most.
Sarah Hassan says “We forgive her … because we are all human beings in the end.”
Hensley has said she was upset that the women were parked too close to her car and she lost her cool. One of the women recorded video of Hensley shouting “We’re going to kill all of you.”
The women met last week with Fargo police Chief David Todd to reconcile.
FARGO, N.D. (AP) — Students at North Dakota State University in Fargo are working with NASA scientists to develop a better technique for 3D printing in space exploration.
The Wahpeton Daily News reports that the 11 students working with a NASA field center in California called Jet Propulsion Laboratory range from freshmen to graduate students. They’re pursuing majors in mechanical engineering, computer science and electrical engineering.
They’re working on developing a software algorithm, which will reduce the number of support structures required to fill an object.
The students meet once a week with the lab’s staff through videoconferencing.
Dr. Jeremy Straub, an assistant professor at NDSU, says having students assist in resolving actual problems NASA faces is inspirational.

NEW YORK (AP) — The Yankees bolstered their rotation a day before the non-waiver trade deadline as they acquired Jaime García from the Minnesota Twins for a pair of minor league pitchers. The Twins received left-handed pitcher Dietrich Enns and right-hander Zack Littell.
WASHINGTON (AP) — The playoff-contending Colorado Rockies acquired catcher Jonathan Lucroy from the Texas Rangers on Sunday night for a player to be named.
The deal was announced while the Rockies were playing the second game of a day-night doubleheader against Washington. Colorado had a solid lead for an NL wild-card spot.
Monday is the deadline for teams to make trades without waivers.

MANKATO, Minn. (AP) — The Minnesota Vikings have signed star cornerback Xavier Rhodes to a five-year contract extension. The deal was done on Sunday, with Rhodes entering his fifth NFL season on the final year of his rookie contract. Rhodes was picked for his first Pro Bowl in 2016, tallying a career-high five interceptions while regularly assigned to cover the opponent’s best wide receiver.

LEXINGTON, Ohio (AP) — Josef Newgarden dominated at the Mid-Ohio Sports Car Course on the way to his second straight IndyCar victory at the Honda Indy 200 on Sunday.
Newgarden was not challenged most of the day on the 90-lap, 2.2-mile course and finished 5.156 seconds ahead of Team Penske teammate Will Power, the pole-sitter. Newgarden won at Toronto on July 16 and has six career wins, three this season.
Local favorite Graham Rahal was third and 2016 champion Simon Pagenaud finished fourth.
Newgarden showed his intentions early when he made an inside pass on Power on the 14th lap. Rahal took a temporary lead when Newgarden pitted on lap 41 but when Rahal went in the next time around, Newgarden went to the front.
By lap 50, the Tennessee native had extended his lead over Power to 6.5 seconds.
GOLF-SENIOR BRITISH OPEN
BRIDGEND, Wales (AP) — Bernhard Langer won the Senior British Open on Sunday in rain and wind at Royal Porthcawl for his record-extending 10th senior major title and fifth in the last 10.
The 59-year-old German star closed with an even-par 72 to finish at 4-under 280 and beat American Corey Pavin by three strokes. Langer joined Jack Nicklaus as the only players to win three senior majors in a season, and won the event for the third time to match the tournament record. Tom Watson and Gary Player are the only other three-time winners.
Pavin closed with a 71. Fred Couples had a 68 to tie for third at even par with fellow American Billy Andrade (68) and Australia’s Peter Lonard (71).
Langer won the Regions Tradition and Senior PGA Championship — the first two of the PGA Champions Tour’s five majors — in consecutive weeks in May. Nicklaus won three of the then-four majors in 1991.
LADIES SCOTTISH OPEN
IRVINE, Scotland (AP) — Mi Hyang Lee took advantage of Hall of Famer Karrie Webb’s late double bogey to win the Ladies Scottish Open on Sunday for her second LPGA Tour title.
Lee shot a 6-under 66 to finish at 6-under 282. After playing the front nine in 5-under 31 with six birdies and a bogey, the South Korean player made eight straight pars before birdieing the last.
Webb closed with a birdie to tie for second with Mi Jung Hur.
RBC CANADIAN OPEN
OAKVILLE, Ontario (AP) — Jhonattan Vegas successfully defended his RBC Canadian Open title at Glen Abbey, beating Charley Hoffman with a birdie on the first hole of a playoff. Vegas closed with a 7-under 65 to match Hoffman at 21-under 267.
Vegas is paying close attention to the turmoil in Venezuela, where people stayed away from the polls in massive numbers Sunday in a show of protest against a vote to grant President Nicolas Maduro’s ruling socialist party virtually unlimited powers.

Pentagon officials say the policy will not change without official White House guidance.
CARACAS, Venezuela (AP) — Venezuelan authorities are claiming more than double the voter turnout reported by opponents and outside observers to create a constitutional assembly endowing President Nicolas Maduro’s ruling socialist party with virtually unlimited powers. That’s prompted opponents to call for protests Monday. Maduro said he would use the assembly’s powers to bar opposition candidates from running in gubernatorial elections in December unless they negotiate an end to months of protest.
DETROIT (AP) — An Associated Press investigation across all 50 states has found that the Supreme Court’s ban on mandatory life without parole for juvenile homicide offenders has resulted in an uneven patchwork of responses as officials wrestle with complicated cases. The odds of release vary by state and even county in a pattern that can make justice seem arbitrary. Some states have resentenced and released dozens. Others have delayed case reviews or fought to keep inmates locked up for life.
