Jamestown (CSi)  The Stutsman County Commission, Tuesday unanimously ratified the Drought Emergency Declaration signed July 25th by Stutsman County Commission Chairman Mark Klose.

Tuesday’s action by commission will continue the declaration from it’s original seven day approval period.

The declaration says that since early Spring 2017, Stutsman County has experienced very limited rainfall with some areas approaching six inches below average rainfall and worsening.

Stutsman County Assistant Emergency Manager Kim Franklin reports the county has remained the same since the July declaration.

She said, there have been no large fires since the drought declaration.

The commission unanimously approved the declaration, which will continue it from its original 7 day approval period.

Valley City (CSi)  The Valley City Commission met in Regular Session Tuesday evening at City Hall.

All members were present.  City Administrator Schelkoph was not present.

Presentation of Block Parties, from Barnes County, On The Move with Andrea.

She said Tuesday was National Night Out Day.

She pointed out that block parties help neighbors to get to know each other watch out for each other, concerning possible needs.  She suggests inviting local law enforcement to the parties.

Block Parties may also stem crime.

She gave possible ideas, noting the Valley City web site has information on starting a block party.

Mayor Carlsrud read the Proclamation, proclaiming this summer as Block Party time in Valley City.

CITY UPDATES & COMMISSION REPORTS

Mayor Carlsrud asked resident to make VCSU new and returning students feel welcome to the community.

He reminded citizens to use discretion in water usage, and water lawns early morning, or in the evening hours.

City Auditor Richter said the preliminary 2018 city budget is being prepared and will be given to City Commissioners next week to start budget talks.

City Assessor Hansen next week will attend the North Dakota Assessors Conference and workshops along with attending the State Board of Equalization meeting in Bismarck.

KLJ gave an update on projects with the City Parking Lot improvements starting this week.

The meeting was shown live on CSi Cable 68 followed by replays.

 

 

 

Kulm  (CSi)  The Kulm Community Development Corporation (CDC) will be hosting a housing development forum on August 16 from 10 a.m. to noon at the Kulm Community Center. No registration is required and there is no fee for this event, which is open to the public.

 

The forum will bring together rural communities and partners to share ideas on how to strengthen their economies and build on local assets. As access to affordable housing impacts economic development, discussion will focus on rural housing and shared challenges and opportunities. Not only will Kulm’s efforts be highlighted, but regional representatives will share how they have successfully addressed their community’s housing stock, infrastructure needs and their plans for the future.

 

Kulm Mayor Tony Buerkley will kick-off the meeting by showcasing community successes. Then, Andrew McDermid, president of the Kulm CDC, will moderate a panel of community representatives who include: Dan McKeever, the Mayor of Gwinner; Carol Peterson, Milnor Economic Development Coordinator; Bruce and Emery Lindgren, business owners in Kulm; and Dale Gackle, Kulm Housing Authority President. There also will be several agencies sharing resources to help meet individual and community housing goals through either financing or planning. Agencies participating include: USDA Rural Development, the U.S. Department of Housing and Urban Development, the North Dakota Housing Finance Agency, Lutheran Social Services, the North Dakota Department of Commerce and the Bank of North Dakota.

Valley City  (CSi)  The North Dakota State Historical Society is interested in displaying  the over 126 year old Barnes County jail, first jail registry book, at the Bismarck Museum.

The Barnes County Commission voted unanimously, Tuesday to retain the book at Barnes County, and allow the Historical Society to showcase it in the museum for a short period of time, if it is still interested in doing so in the future.

The Barnes County jail registry includes entries going back to 1891..

 

 

FARGO, N.D. (AP) — Police have arrested a 23-year-old man after a nearly five-hour standoff in Fargo.

Officers were called to a residence on a report of an assault Tuesday afternoon. Authorities say when police arrived a female victim jumped out of a window and told officers the man still inside had warrants for his arrest. The female was treated for injuries at a hospital.

Police entered the house and found a second female who was taken out of the residence. Officers then heard what they believed was a gunshot, backed out of the house and called for assistance from tactical officers.

The suspect surrendered to police about 7 p.m. Police searched the house but say they didn’t find a gun.

 

 

BISMARCK, N.D. (AP) — A female sergeant who was fired from the Bismarck police force is accusing the department of discriminating against women.

Police say 37-year-old Robyn Krile was fired from her post in March as the result of an independent letter from a local prosecutor challenging her credibility as a witness.

But Krile tells the Bismarck Tribune that her termination felt like a final blow after years of perceived discrimination based on her gender, which she disputed in a complaint filed with the state department of labor in January.

Krile says she’s fighting to take back her career and even the playing field for women.

Police Chief Dan Donlin says Krile’s termination had nothing to do with the January complaint she filed.

 

 

GRAND FORKS, N.D. (AP) — A Grand Forks man accused of shooting another man at a convenience store has been charged with attempted murder and reckless endangerment in the incident authorities say stemmed from a case of road rage.

24-year-old Jody Bergland Jr. maintains he pulled the trigger to defend himself from an angry driver with a knife.

Police allege Bergland shot a man Monday afternoon and then fled. Officers caught up with him a short time later and arrested him.

The man who was shot was taken to a hospital with a shoulder injury not believed to be life-threatening.

Bergland made his initial court appearance Wednesday but didn’t immediately enter a plea. Court documents don’t list an attorney for him. He could face up to 25 years in prison if convicted.

 

 

FARGO, N.D. (AP) — The North Dakota Air National Guard has received its first new plane in more than 60 years — and it’s unmanned.

The MQ-9 Reaper drone was unveiled Tuesday in a ceremony at the 119th Wing in Fargo.  It’s the first new aircraft flown by the unit since the base received T-33 trainers in the 1950s.

The Reaper is an armed, remotely-piloted aircraft that also conducts surveillance and search and rescue missions.

Col. Britt Hatley, the base commander, says the first flights over the Fargo area should take place later this month. The plane will eventually be flown to Camp Grafton in northeastern North Dakota, where airspace has been marked for training.

 

 

MINOT, N.D. (AP) — Attendance at this year’s North Dakota State Fair fell just shy of the 300,000 mark, but was still up 2 percent from last year.

Figures released by the fair show 299,077 people attended over the event’s nine-day run that ended Sunday, up from 293,123 last year.

The fair reached a peak attendance of 320,485 in 2013.

Headline performers at this year’s fair included Little Big Town, Jason Aldean, Thomas Rhett, Fergie and Paramore. The fair also had its usual rodeo events, animal and car shows, carnival rides, food vendors and 4-H exhibits.

 

 

In Sports…

Valley City  (CSi-VCSU)  –  Valley City State University senior linebacker Nicholas McBeain has been named to the College Football America 2017 Yearbook NAIA Starting Lineup.

The honor is the CFA version of a pre-season All-America Team.

A native of Shakopee, Minnesota, McBeain is the all-time leading tackler in VCSU history. McBeain posted a school-record 188 tackles last season and led the NAIA in tackles per game (18.8). He broke five different season and career tackle records at VCSU during the 2016 season. His 446 career tackles are 80 more than the second best career total in Viking football history.

McBeain was named 2nd Team AFCA NAIA All-American and was a finalist for the Cliff Harris Award, which recognizes the best small college defensive player in the nation. He was also named 1st Team All Conference last season and has earned All Conference awards each of his three seasons at VCSU.

Valley City State University is coming off a 6-4 record, which included two victories over Top 25-ranked teams. The Vikings open the 2017 season on September 2, 2017,  hosting Dickinson State University.

 

 

Jamestown  (CSi) The University of Jamestown has hired Megan Kuehl (Keel)  as as head women’s track and field coach, succeeding Jim Clark,  who founded the women’s program in 1979.  Clark remains the Jimmies women’s cross country coach.

The 29 year old Kuehl, had been an assistant track and field coach the past five years at NCAA Division III St. Norbert College in Green Bay.

She is originally from DeWitt, Iowa, and competed collegiately at NCAA Division I University of Montana from 2006-10.

 

BISMARCK, N.D. (AP) — Time is running out to apply for a North Dakota pronghorn license.

The Game and Fish Department is reminding hunters that Wednesday is the deadline for the 2017 season. Only North Dakota residents can apply.

A total of 410 licenses are available in five open units. Two units are closed this year due to a decline in the pronghorn population.

Hunting of the animals that resemble the African antelope is popular in North Dakota, with thousands of hunters applying for the limited licenses that are doled out through a lottery process.

This year’s bow season is Sept. 1-24. The gun season is Oct. 6-22. Both seasons start at noon the first day.

MINNEAPOLIS (AP) — The Minnesota Wild have agreed to terms with standout forward Mikael Granlund on a three-year, $17.25 million contract. The Wild announced the deal Tuesday with the restricted free agent, whose 69 points last season ranked tied for fourth in franchise history.

MINNEAPOLIS (AP) — The Minnesota Timberwolves have signed forward Anthony Brown to a two-way contract. The 24-year-old Brown spent most of this past season with the Erie BayHawks in the NBA G League. He averaged more than 20 points and five rebounds in 24 games.

MINNEAPOLIS (AP) — A person with knowledge of the situation tells The Associated Press that the Denver Nuggets have hired former Minnesota Timberwolves executive Calvin Booth as an assistant GM. Booth spent the previous four seasons in the Timberwolves front office, serving as director of pro personnel last season.

MIAMI (AP) — Miami Marlins manager Don Mattingly says right-hander Edinson Volquez and shortstop J.T. Riddle will miss the rest of the season because of injuries that may require surgery.

Volquez is on the shelf with a left knee injury, and Riddle has an injured right shoulder. Volquez is 4-8 with a 4.19 ERA in 17 starts, and threw the only no-hitter in the majors this year.

OAKLAND, Calif. (AP) — The NBA-champion Golden State Warriors have re-signed JaVale McGee to a one-year pact for the veteran minimum of about $2.3 million.

The 29-year-old McGee averaged 6.1 points, 3.2 rebounds and 9.6 minutes in 77 games last season, making 10 starts and shooting a career-best 65.2 percent.

The signing means all three of the Warriors’ centers are returning.

MANHATTAN, Kan. (AP) — Kansas State basketball coach Bruce Weber has agreed a two-year contract extension that could keep him with the Wildcats through the 2020-21 season.

Weber had two years left on an extension he signed in April 2013.

Weber was on the hot seat last season before leading the Wildcats to 21 wins and a win over Wake Forest in a First Four game in the NCAA Tournament.

 

PARSEGHIAN PASSES…

SOUTH BEND, Ind. (AP) — Ara Parseghian, who took over a foundering Notre Dame football program and restored it to glory with two national championships in 11 seasons, has died. He was 94.

University of Notre Dame President Rev. John Jenkins announced in a statement that Parseghian died at home at 1:30 a.m. Wednesday.

Parseghian had recently returned to his home in Granger, Indiana, after spending more than a week in a nursing care facility in South Bend, Indiana. He was treated for an infection in his surgically repaired hip.

Parseghian and the Irish won titles in 1966 and 1973, but he abruptly retired after the 1974 season at age 51 with a record of 95-17-4.

NEW YORK (AP) — A lawsuit against Fox News has been filed by an investigator who had been looking into the killing of Seth Rich, a former Democratic National Committee staff member killed in 2016 in what police say was a botched robbery. The investigator claimed in a lawsuit filed Tuesday that Fox News made up quotes attributed to him suggesting a former Democratic official who was killed was behind the leaks of documents by WikiLeaks during the presidential campaign.

CARACAS, Venezuela (AP) — Venezuelan President Nicolas Maduro appears undeterred in his plans to seat a special assembly this week with powers to rewrite the constitution and override any other branch of the Venezuelan government. He has threatened to use those powers to go after his opponents. The arrests of two of his political foes appear to show Maduro is willing to proceed with full force.

BRASILIA, Brazil (AP) — Brazilian President Michel Temer appears to have the upper hand as the lower chamber of the country’s Congress prepares to vote on whether to suspend him and put him on trial over an alleged bribery scheme. Temer has been able to maintain most of his governing coalition in the Chamber of Deputies. Opposition lawmakers are hoping at least some of his support will be eroded by members having to publicly back a toxic president on national television.

WASHINGTON (AP) — Republican senators are bucking President Donald Trump’s calls to revive the health care debate. And Trump just ousted his only top White House aide with deep links to the GOP. But the president and his party won’t be calling it quits any time soon. Trump’s fundraising prowess is the engine of the Republican National Committee and a lifeline for every Republican planning to rely on the party for financial help during next year’s congressional races.

UNDATED (AP) — Older people are dying on the job at a higher rate than workers overall, even as the rate of workplace fatalities decreases. That’s according to an Associated Press analysis of federal statistics. The trend is particularly alarming as baby boomers reject the traditional retirement age of 65 and keep working. In 2015, about 35 percent of the fatal workplace accidents involved a worker 55 and older.
