UPDATE

Jamestown (CSi)  The Jamestown City Fire Department was called to a detached garage, fire, just before noon, Tuesday at 1213 5th Avenue Southeast.

City Fire Chief Jim Reuther, on scene said the fire was contained to the two stall garage, with concrete block walls and a wooden upper structure, with extensive fire damage to the garage, destroying the contents.

Fire fighters brought out at least one small propane tank that was stored in the garage, without incident.

Otter Tail Power Company was on the scene to disconnect electricity to the garage.

Fire fighters extracted heavy smoke from the garage.

No other structures were involved.  A car parked adjacent to the garage was not fire damaged.

Reuther said it’s not known if the garage was occupied at the time of the fire.

He said the garage was recently being occupied as a living space.

No cause of the fire was immediately determined, as the investigation continues by the Jamestown City Fire Department and Jamestown Police Department.

JFD was assisted at the scene by the Jamestown Police Department, and the North Dakota BCI, who Reuther says partners with the fire department as part of a task force.

No injuries reported.

On the scene were six city fire units, and 30 fire fighters who cleared the scene at 1:10-p.m.

 

 

Jamestown  (CSi)  The Jamestown Police Department is warning residents regarding a convicted sex offender who had changed his  Jamestown address.

Bradley Wills now resides at 403 1st Avenue, North, Apartment No. 12 Jamestown, ND

He presently has no vehicle.

He is a 43 year old white male five feet nine inches tall weighing 180 pounds with blue eyes and brown hair.

Wills has been assigned a High Risk Assessment by the North Dakota risk level committee of the North Dakota Attorney General’s Office.

Offense: Luring a minor by computer.

Conviction Date: September 2014, in Burleigh County, ND District Court.

Disposition:  10 years, 6 years suspended, 207 days credit, 5 years supervised probation.

Offense: Luring a minor by computer.

Conviction Date: May, 2006 in Morton County, ND, District Court.

Disposition: 5 years,2 years suspended, 7 days credit, 5 years supervised probation.

Wills is currently on probation with North Dakota Probation and Parole.

He is currently on GPS monitoring.

Wills is not wanted by police at this time and has served the sentence imposed by the court.

Approved a Resolution approving the sale of Refunding Improvement Bonds of 2017, at an interest rate of 2,91 %, at $2,150,000.  Valley City has an A-1 rating with Moody’s.

 

NEW BUSINESS

Approved an Image Enhancement Grant Application from Arc of Barnes County in the amount of $437.63.

ARC has a new logo to be incorporated in a new sign to be installed.

 

The City Commission approved a Request for Funds from Valley City-Barnes County Development Corporation in the amount of $150,000 for purchase of land from North Dakota Winter Show.  Valley City Barnes County Development Director, Jennifer Feist said the dollars come from the Economic Development Sales Tax.

The land is east of the Regional Technology Center, and then owned by the VC/BC Development Corporation, to be used for future economic development.

She added that North Dakota Winter Show building will also benefit from the purchase, including improvements to the fire doors.

She said the Barnes County Commission has also approved funding.

 

Approved Amended Funding Options for Winter Show Road Fire Protection Loop Project, a water main extension previously approved by the City Commission.

City Administrator Schelkoph said, a committee has determined the course of action to make the improvements, including funding.  The North Dakota Winter Show will pay $25,000 toward the project for fire hydrants around the Winter  Show Building.

City Building and Fire Inspector Dave Andersen said a representative from the National Flood Insurance program and FEMA will visit Valley City, to present a plaque to the city, noting participation in programs.

 

KLJ gave a report on updates on the progress of city construction projects, and city parking lot improvements.

 

Mayor Carlsrud said the 2018 budget meetings are continuing, and is balancing the budget challenging in light of cuts from funding sources.

He added that Department heads are cooperating in paring their budget request.

The meeting was shown live on CSi Cable 68 followed by replays.

 

 

Bismarck  (CSi)   The  NDDOT informs motorists that Jamestown rest areas located on eastbound and westbound I-94 approximately four miles west of Jamestown are now open.

The rest areas were temporarily closed for maintenance work.

Jamestown  (CSi)   —Jamestown Regional Medical Center is the first hospital in North Dakota to install a GE Revolution CT Scanner – a high performing, low-dose CT Scanner. This scanner is the most advanced CT Scanner in the state of North Dakota.

JRMC’s system offers low radiation doses, short exam times, high resolution, and quiet ambient noise during the exam. Its former scanner offered 64-slice images. The new system offers 128-slice images.

Jamestown  (CSi) The Jamestown Municipal Swimming Pool closes for the final time this Friday.

Public swimming now at the outdoor pool, and at Jamestown High School’s indoor pool will available at the Two Rivers Activity Center, which opens on September 5th this year.

The last day Jamestown Parks and Recreation Department will be offering lap swimming at the Jamestown High School swimming pool will be August 31, 2017.

Jamestown Parks & Recreation Director, Doug Hogan says the outdoor pool at the University of Jamestown will be demolished as the lease with UJ ends.

 

Jamestown  (CSi)  The Valley City and Jamestown Adult learning centers have been consolidated into Region VI.

The Valley City site is located at the Sheyenne Valley Area Career and Technology Center.

The Jamestown is at the James Valley Career and Technology Center.

The Jamestown learning center will begin classes on Monday, Aug. 28. The hours of operation will be from 7:45 to 11:45 a.m., and 12:30 to 3:30 p.m. Monday through Thursday.

Kim Thoele will continue to serve as instructor for the Jamestown program. The Jamestown center will operate as a satellite center of the Sheyenne Valley Career and Technology Center, Valley City.

MANDAN, N.D. (AP) — A 19-year-old Bismarck man is dead after a two-vehicle crash in Morton County.

The Highway Patrol says the man was driving a car that collided head-on with a pickup truck on state Highway 25 about 10 miles northwest of Mandan. The crash happened about 6:15 a.m. Tuesday.

The Bismarck man was dead at the scene. He wasn’t immediately identified.

The 39-year-old Center man driving the pickup was taken to a Bismarck hospital with unspecified injuries.

 

MINOT, N.D. (AP) — A Dunseith man was taken to a hospital after an armed standoff in a highway ditch in the Minot area that lasted 3 ½ hours.

The Ward County Sheriff’s Office says officers responded to a report of a man walking in a ditch along the U.S. Highway 83 bypass and yelling at people about 8:15 p.m. Monday.

Authorities say that as officers approached, the man brandished a handgun and threatened to shoot himself. Officers closed the area to traffic, and SWAT team negotiators talked with the man until he surrendered without incident about 11:45 p.m. and was hospitalized.

No one was hurt. The sheriff’s office says there are no charges pending.

 

 

FARGO, N.D. (AP) — The superintendent of a rural Cass County school district is accused of driving under the influence.

42-year-old Cory Steiner, of Arthur, was arrested near Mapleton over the weekend. He also was cited for speeding.

Steiner referred questions about his arrest to his attorney, who declined comment.

School Board President Susie Carlson says the group has full confidence in Steiner. The board plans to discuss the matter at its regular meeting Wednesday night.

 

BILLINGS, Mont. (AP) — Federal officials say a fugitive who escaped custody in Wyoming four years ago is being sought for the illegal dumping of radioactive oilfield waste in North Dakota.

The U.S. Environmental Protection Agency said Tuesday that James Kenneth Ward is considered violent and dangerous and should not be approached.

Ward was indicted in April in U.S. District Court in Montana on charges of wire fraud and conspiracy to commit wire fraud.

Prosecutors say he was paid by a company to dispose of hundreds of pieces of radioactive oil field waste known as filter socks, which are used to strain the sometimes-radioactive fluids produced during oil and gas exploration.

Instead of bringing the socks to a licensed landfill, prosecutors say Ward dumped them inside an abandoned North Dakota gas station.

 

BISMARCK, N.D. (AP) — U.S. Sen. John Hoeven says North Dakota will receive $10 million from the federal government to help pay state law enforcement bills related to months of protests over the Dakota Access pipeline.

The state applied to the Justice Department’s Emergency Federal Law Enforcement Assistance Program in late June. Hoeven announced the $10 million award on Tuesday.

North Dakota is facing a $38 million bill for protest-related costs, and taxpayers could end up footing the bulk of the bill. Gov. Doug Burgum asked President Donald Trump for a disaster declaration in late April, to pave the way for federal aid. The Trump administration denied the request in May.

There also is a longstanding offer from pipeline developer Energy Transfer Partners to pay the state’s costs. North Dakota hasn’t yet ruled that offer out.

 

FARGO, N.D. (AP) — A North Dakota family has disowned an adult son who attended a gathering of white supremacists that turned violent over the weekend in Charlottesville, Virginia.

Pearce Tefft says in a letter to The Forum newspaper of Fargo that he and his family “loudly repudiate” the “vile, hateful and racist rhetoric and actions” of his 30-year-old son, Peter Tefft. He says his son isn’t welcome at family gatherings until he renounces his “hateful beliefs.”

The son, Peter Tefft, says  that he didn’t want to say much about his family’s denunciation.

While he denied his father’s account about him once joking about fascists throwing people into ovens, he acknowledged that he did make a joke about ovens. He called it “a way to get under people’s skin.”

 

Fargo  (CSi- Hanson news release)   Lifelong North Dakotan Ben Hanson announced Wednesday morning his intention to run for North Dakota’s lone seat in the United States House of Representatives, the seat currently held by Republican Kevin Cramer.

With family from Crosby to Casselton, Ben Hanson is a lifelong North Dakotan with deep roots in this community. Ben grew up in the Red River Valley, attending Fargo South High School, and he is a graduate of Minnesota State University-Moorhead.

As a North Dakota State Representative, Ben was focused on making North Dakota a leader in creating good-paying technology jobs and making state government more transparent.

Ben currently works as a Commercial Broker for Archer Real Estate Services and lives in Fargo.

 

MINOT, N.D. (AP) — Correctional officers from eight agencies in North Dakota are working toward their certification through a program created by Ward County to address its own training concerns.

The Minot Daily News reports that 23 correctional officers are wrapping up their three-week, 120-hour training program. It’s the first course to serve a large number of correctional officers from outside agencies. The correctional officers represent agencies in northern North Dakota, from Williston to Grafton.

The program was developed after the state issued an order of noncompliance to the Ward County Jail in December 2014 for violations that included lack of adequate staff training.

Ward County Sheriff Bob Barnard says the North Dakota Department of Corrections and Rehabilitation has discontinued providing courses, prompting agencies to seek other options. He says the program has also served to train the department of corrections’ staff.

MADISON, S.D. (PlayNorthStar.com) – Viterbo (Wis.) is the unanimous coaches’ favorite to win the North Star Athletic Association (NSAA) Volleyball conference title, the conference office announced Monday.

It’s the third straight year that Viterbo was picked as the league favorite to win the North Star conference title.  The coaches’ preseason poll was voted by the league head coaches.

Since joining the North Star conference in 2015, the V-Hawks remained undefeated in all 24 conference matches.  VU finished the 2016 season with an astounding overall record of 42-3 and 16-0 record in the NSAA conference play.

Viterbo collected all nine first-place votes, tallying a total of 81 points in the poll.  Jamestown (N.D.) recorded 70 points to finish second, followed by Bellevue (Neb.) third with 64 points.  Viterbo, Jamestown and Bellevue qualified for the NAIA Volleyball National Tournament in Sioux City last season.

Valley City State (N.D.) finished fourth in the preseason poll with 51 points, followed by Dickinson State (N.D.) fifth with 41 points and Dakota State (S.D.) sixth with 38 points.  Waldorf (Iowa) was picked to finish seventh (29 points), Mayville State (N.D.) eighth (19 points) and Presentation (S.D.) ninth (12 points).

The North Star Athletic Association volleyball conference matches begin on Tuesday, Sept. 12 with Dickinson State hosting Presentation.  All NSAA conference members will be playing a 16-match schedule (8 matches at home and 8 matches on the road).

The top six teams will qualify for the North Star conference postseason tournament.  The postseason tournament will be held at the No. 1 seed on Nov. 10-11.

The NSAA postseason tournament’s champion will receive an automatic bid to the NAIA Volleyball National Tournament.  The national tournament opening round is slated for Nov. 18 at campus sites, with each opening round winners advancing to the NAIA Volleyball National Tournament in Sioux City, Iowa on Nov. 28-Dec. 2.

 

FORT YATES, N.D. (AP) — State and tribal authorities will collaborate on an elk hunting season within the Standing Rock Reservation in southwestern North Dakota.

Gov. Doug Burgum and Standing Rock Sioux Chairman Dave Archambault signed a memorandum of understanding on the new elk season Tuesday.

The agreement was developed by the North Dakota Game and Fish Department and the Standing Rock Game, Fish and Wildlife Department.

Burgum says the new elk season “is the right thing for landowners, tribal members, wildlife and North Dakota hunting enthusiasts.”

The agreement establishes an elk hunting unit and emphasizes coordination among tribal and state wildlife officials and private landowners.

Archambault says the agreement establishes a single season on the reservation that is consistent for all hunters, and could lead to future collaboration on other hunting seasons.

With runners at first and second in the fourth inning, slow-footed St. Louis Cardinals catcher Yadier Molina grounded sharply to Red Sox rookie Rafael Devers at third base. He stepped on the bag and threw to second baseman Eduardo Nunez, who relayed to Mitch Moreland at first, where Molina was out on a close play.

It was the first triple play for Boston since Aug. 16, 2011, in Game 2 of a doubleheader against Tampa Bay.

NEW YORK (AP) — Maria Sharapova has been granted a wild-card invitation for the U.S. Open’s main draw.

Sharapova is among eight women who were given entry into the 128-player field by the U.S. Tennis Association on Tuesday — and by far the most noteworthy.

The former No. 1-ranked player and owner of five major titles, including at the 2006 U.S. Open, will be participating in her first Grand Slam tournament in more than 1½ years. Sharapova has not entered a major tournament since the Australian Open in January 2016, when she tested positive for the newly banned drug meldonium.

That led to a 15-month doping ban, which expired in April.

The U.S. Open starts in Flushing Meadows on Aug. 28.

 

MASON, Ohio (AP) — Juan Martin del Potro advanced to the second round of the Western & Southern Open with a 3-6, 7-6 (1), 6-0 upset of 10th-seeded Tomas Berdych on Tuesday.

The 30th-ranked del Potro shook off a first-set loss, jumping out to a 4-1 lead in the second set before settling for a win in the tiebreak, which he led 5-0 and clinched with an ace. He built on his momentum by rolling through the third set against the Wimbledon semifinalist, improving to 12-0 in first-round matches this season.

Berdych was playing his first match since withdrawing from last week’s Rogers Cup in Montreal with a rib injury.

Ninth-seeded David Goffin became the first seeded man to be knocked out in Cincinnati, falling to Nick Kyrgios, 6-2, 6-3 in a first-round match. Kyrgios will meet qualifier Alexandr Dolgopolov in the second round after Dolgopolov defeated Kevin Anderson 6-4, 7-6 (6).

NEW YORK (AP) — President Donald Trump is defiantly blaming “both sides” for the weekend violence between white supremacists and counter-demonstrators in Virginia and rebuffing the widespread criticism of his handling of the emotionally-charged protests. Trump spoke to reporters Tuesday in the lobby of his Manhattan skyscraper. He showed sympathy for the fringe group’s efforts to preserve Confederate monuments.

CHARLOTTESVILLE, Va. (AP) — A memorial service is scheduled in Charlottesville, Virginia, for the woman killed when a car rammed into a crowd of people protesting at a white nationalist rally. Mourners will gather Wednesday morning at a downtown Charlottesville theater to honor 32-year-old Heather Heyer. Those attending the service are asked to wear purple, Heyer’s favorite color, as they remember her.

MONTGOMERY, Ala. (AP) — Sen. Luther Strange and former Alabama Chief Justice Roy Moore are headed to a Republican primary runoff to fill the U.S. Senate seat previously held by Attorney General Jeff Sessions. The two men, who represent different factions within the Alabama Republican Party, will face off in a Sept. 26 runoff.

SALT LAKE CITY (AP) — A Utah mayor overcame $1 million in attacks from out-of-state groups to win a three-way Republican primary in the race to fill a seat in the U.S. House of Representatives vacated by Jason Chaffetz. The primary win puts Provo Mayor John Curtis on an easy path toward victory in the November general election. Republicans outnumber Democrats 5-to-1 in Utah’s 3rd Congressional District.

BEIJING (AP) — China has urged the United States and North Korea to “hit the brakes” on threatening words and work toward a peaceful resolution of their tense standoff created by Pyongyang’s recent missile tests and threats to fire them toward Guam. The dispute has also raised fears in South Korea, where a conservative political party on Wednesday called for the United States to bring back tactical nuclear weapons to the Korean Peninsula.
