BELCOURT, N.D. (AP) — Authorities had identified a man who died in a head-on collision near New Town.
The North Dakota Highway Patrol says 31-year-old Christian Wolf, of New Town, died Tuesday when his Chevrolet Spark crossed the center line of state Highway 23 and struck a Ford pickup driven by a 59-year-old Sheila Winkleman, of Seligman, Missouri.
Wolf died at the scene. Winkleman was transported to a Minot hospital for medical treatment. Her condition is not known.
Both drivers were wearing seatbelts.
OMAHA, Neb. (AP) — A monthly survey of business leaders suggests more economic growth lies ahead for nine Midwest and Plains states.
A report released today says the Mid-America Business Conditions Index rose to 57.5 in August from 56.1 in July. Creighton University economist Ernie Goss oversees the survey, and he says it “points to solid growth for both manufacturing and nonmanufacturing for the rest of 2017.”
The survey results are compiled into a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests growth in that factor. A score below that suggests decline.
The survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.
BISMARCK, N.D. (AP) — President Donald Trump is planning a trip to North Dakota to talk about tax reform.
Spokesmen for both the White House and North Dakota Republican Sen. John Hoeven confirmed Thursday that Trump is planning to visit the Bismarck-Mandan area on Wednesday, but would not give any further details.
Trump rolled to victory in North Dakota with nearly 63 percent of the vote, the largest margin of victory in a presidential race since Ronald Reagan in 1980. Trump also made a campaign stop in Bismarck.
BISMARCK, N.D. (AP) — North Dakota’s attorney general says a financially troubled independent foundation of Dickinson State University is officially shut down.
Wayne Stenehjem filed legal action last year in Stark County District Court seeking to dissolve the Dickinson State University Foundation. The attorney general’s complaint came after a court-appointed receiver for the foundation issued a report calling for it to be dissolved because of financial issues.
Stenehjem says a Stark County judge on Wednesday approved a settlement reached between the attorney general’s office and the foundation’s major creditors.
Assets from the old foundation will be transferred to the newly established Dickinson State University Heritage Foundation.
Stenehjem says the resolution of the issue and the transfer of assets will help “kick start the new foundation and help restore confidence of potential donors.”

NBA…
UNDATED (AP) — The NBA has fined the Los Angeles Lakers $500,000 for their handling of talks involving Paul George.
The league said new Lakers general manager Rob Pelinka violated anti-tampering rules by making contact with George’s agent while the player was still under contract with the Indiana Pacers.
The NBA said a law firm’s independent investigation didn’t find evidence of an agreement or an understanding that the Lakers would sign or acquire George. He was eventually traded to Oklahoma City.
The league had warned the Lakers about tampering following comments by president of basketball operations Magic Johnson about George on national TV on April 20.
In other NBA news:
— Cavaliers owner Dan Gilbert is promising to “never” move his NBA team from Cleveland. Earlier this week, he scrapped plans for a $140 million renovation of Quicken Loans Arena, prompting speculation he might leave the city when his lease expires in 2027. He says on Twitter he wants to “put any silly rumors to rest.

The team says six weeks of rest in a boot was prescribed, but a subsequent scan and examination this week revealed the foot hasn’t healed. Surgery is scheduled for Wednesday.

NEW YORK (AP) — Roger Federer entered Thursday’s U.S. Open action 16-0 against Mikhail Youzhny (YOOZ’-nee) and 16-0 in second-round matches at Flushing Meadows. He needed to rally before extending both streaks.
The third-seeded Federer has moved into the third round with a 6-1, 6-7, 4-6, 6-4, 6-2 triumph over the 101st-ranked Youznhy. It was the second consecutive five-set match for the 19-time Grand Slam champion, who struggled against American Frances Tiafoe (TEE’-ah-foh) in the opening round.
Sixth seed Dominic Thiem (teem) also advanced to the third round, as did No. 9 David Goffin and No. 11 Roberto Bautista-Agut (ah-GOO’).
Seventh seed Grigor Dimitrov wasn’t as fortunate, falling to Andrey Rublev in straight sets. The loss further diminishes a field that lost second seed Andy Murray, fourth seed Stan Wawrinka (vah-VRIHN’-kah), No. 5 Novak Djokovic and No. 10 Kei Nishikori (kay nee-shee-KOHR’-ee) due to injuries before the tournament began. Sixth seed Alexander Zverev was ousted on Wednesday.
Women’s top seed Karolina Pliskova has advanced to the third round by rallying for a 2-6, 6-3, 6-4 victory over American Nicole Gibbs.
Other second-round winners on the women’s side include fourth seed Elina Svitolina (svih-toh-LEE’-nah), 10th seed Agnieszka Radwanska (ag-nee-EHSH’-kuh rad-VAHN’-skah) and 12th seed Jelena Ostapenko. No. 15 Madison Keys also reached Round 3, and American Jennifer Brady knocked out No. 23 Barbora Strycova, 6-1, 6-1.
American Shelby Rogers won the longest women’s singles match in U.S. Open history, beating Daria Gavrilova, 7-6, 4-6, 7-6 in three hours and 33 minutes.
Kurumi Nara pulled off the biggest stunner of the women’s bracket by eliminating eighth seed Svetlana Kuznetsova in three sets.

HOUSTON (AP) — Houston officials are turning their attention to finding temporary housing for those in shelters and getting enough gasoline for people to fill up their cars. They are also considering the city’s long-term recovery from the record-breaking rainfall of Harvey, which will take years and billions of dollars. Authorities raised the death toll from the storm to 39 late Thursday. And the latest statewide damage surveys revealed the staggering extent of the destruction.
NEW ORLEANS (AP) — As the murky flood waters of Hurricane Katrina were slowly pumped out of New Orleans in 2005, the challenges the city faced were only beginning to come into focus. Housing, health and public safety, what and where to rebuild _ all were questions faced by local, state and federal authorities who, it soon became obvious, had not been prepared to deal with the aftermath of levee failures that led to catastrophic flooding.
UNDATED (AP) — Explosions that rocked a Texas chemical plant inundated by Harvey’s floodwaters are raising questions about the adequacy of industry preparations for the monster storm and stoking fears of more accidents. The owners of the plant in Crosby, Texas, warned further explosions could come as the unstable chemicals there warm up and degrade following a power loss. Meanwhile, the scope of the storm’s damage continues to expand as companies report spills and toxic air pollutant releases.
NAIROBI, Kenya (AP) — Kenyan opposition leader Raila Odinga is calling for the election commission to be disbanded after the Supreme Court nullified last month’s presidential election as unconstitutional. The court says the commission “committed illegalities and irregularities … in the transmission of results” and will give details in its full ruling within 21 days. Odinga says the opposition will ask that electoral officials be prosecuted and says he has lost faith in the current commission.
MOSCOW (AP) — Russian Foreign Minister Sergey Lavrov says Moscow will prepare a “tough response” to the United States’ decision to shut its consulate in San Francisco. The U.S. has ordered Russia to shut its San Francisco consulate and close offices in Washington and New York within 48 hours in response to Russia’s decision last month to cut U.S. diplomatic staff in Russia. Lavrov said Moscow “will have a tough response to the things that come totally out of the blue to hurt us.”
