BISMARCK, N.D. (AP) — North Dakota courts, Stutsman County and the Jamestown Police Department have agreed to make policy changes after failing to provide an interpreter for a deaf Bismarck woman following her arrest.

Christine Stein sued the court system, the county and the city of Jamestown last year. She said she was wrongfully arrested after calling 911 to report a man who was threating to kill himself. She was held in solitary confinement but the charges were later dropped.

The $90,000 settlement finalized Friday requires Stutsman County and Jamestown to improve their procedure for interacting with deaf and hard-of-hearing people, including annual training for law enforcement officers and on-call sign language interpreters.

Stein’s attorney, Heather Gilbert, says the county and city will jointly pay $75,000 while the state court system will pay $15,000.

The plane took off Saturday morning from Ainsworth Regional Airport in Brown County, heading to North Dakota. Authorities say the wreckage was found Saturday evening, just a few miles from the airport.

The name of the pilot, who was alone in the aircraft, has not been released.

The crash cause is being investigated.

CLEARBROOK, Minn. (AP) — Authorities say a pickup truck driver suspected of driving drunk crashed into the rear of an Amish buggy in northwestern Minnesota and killed a rider.

The State Patrol says the crash happened Saturday night on Highway 92 in Clearwater County.

The patrol says 23-year-old Elsie Yoder of Clearbrook was taken to a Fargo, North Dakota, hospital and later died.

Another rider in the horse-drawn buggy, 27-year-old Mervin Yoder, also of Clearbrook, was taken to a Bagley hospital with non-life-threatening injuries.

The Star Tribune reports a 27-year-old man from Nevis who was driving the Ford F-350 pickup was jailed Sunday pending charges.

TOKIO, N.D. (AP) — A church on the Spirit Lake Indian Reservation that was damaged by vandals is once again holding services.

Christ the King Catholic Church in Tokio was closed for two weeks after vandals on Aug. 20 set off fire extinguishers and broke windows. They also stole numerous items.

The Rev. Charles Leute says the mess has been cleaned up and the church is once again celebrating Mass.

No one has been charged in the vandalism.

GARRISON, N.D. (AP) — Two men including a McLean County sheriff’s deputy were injured in a weekend crash east of Garrison.

The Highway Patrol says Deputy Craig Salhus was responding to a call in Turtle Lake with his emergency lights activated about midday Saturday when his patrol vehicle collided with a pickup truck.

The crash happened at the intersection of state Highway 37 and U.S. Highway 83.

Salhus was taken to a hospital in Garrison and the 75-year-old Dunn Center man driving pickup was flown to a Minot hospital with unspecified injuries.

FARGO, N.D. (AP) — Some farmers in the northern Plains who are enduring the worst drought conditions in decades say a cloud-seeding program aimed at making it rain may be part of the problem.

The longstanding controversy reached a head in North Dakota this summer when Gov. Doug Burgum asked the state Water Commission to review the program. Promoters of weather modification say they welcome the questions and believe the science will support them.

North Dakota launched its program back in the 1950s. The state currently pays about $400,000 toward the program, or about one-third of the cost, and it operates in seven counties.

Northern North Dakota farmer Roger Neshem is leading the push to stop cloud seeding. He says the state has been spending money on it without any evidence it works.

PLAIN CITY, Ohio (AP) — Parental love. Women’s rights. The trust between doctor and patient. These are some of emotional issues at play as Ohio becomes the latest state to consider banning abortion if it’s based on a diagnosis that a baby would be born with Down syndrome.

Physicians convicted of performing an abortion under such circumstances could be charged with a fourth-degree felony, stripped of their medical license and held liable for legal damages under the proposal. The pregnant woman would face no criminal liability.

Backers argue terminating pregnancies in such cases is a form of discrimination stemming for misinformation and society’s growing perfectionism.

Opponents say the measure would undercut a woman’s legal right to an abortion and harm the doctor-patient relationship.

The National Down Syndrome Society has not taken a position.

MANDAN, N.D. (AP) — North Dakota has its first accredited FootGolf course.

The sport is similar to golf and involves kicking a soccer ball into 21-inch diameter cups, in as few shots as possible. Players wear golf, turf or athletic shoes. Cleats are prohibited from the course, as they could damage the greens.

Golf course operations manager Brad Olson says North Dakota was the last state in the nation to acquire an accredited course.

The course in Mandan has 18 holes with two sets of tees for any skill level.

The FootGolf season will end Oct. 15, to allow plenty of time to winterize the golf course.

UNDATED (AP) — A number of NFL players and teams used the national anthem to show their defiance to President Donald Trump’s criticism of the league.

Many teams locked arms in solidarity, and at least three team owners joined their players. However, the Steelers, Titans and Seahawks remained in the locker room as the national anthem was played.

The Seahawks announced nearly 30 minutes before kickoff that they would not stand for the national anthem because they “will not stand for the injustice that has plagued people of color in this country.”

Playoff drivers filled the top five spots, with runner-up Kyle Larson followed by Matt Kenseth, Brad Keselowski (kehs-LOW’-skee) and Truex.

The field will be cut from 16 drivers to 12 following next week’s race at Dover International Speedway.

Kennedy in 2009.
