Jamestown  (CSi)  The Stutsman County Narcotic Task Force was called about 9-a.m. Wednesday to a residence in Northeast Jamestown to execute a search warrant at the residence.

Three males in the home were considered high risk to law enforcement, based on previous information.

Jamestown Police Lt. Justin Blinsky says at 11:51 a.m., The James Valley Special Operations Team, consisting of Jamestown Police, Valley City Police, the Stutsman County Sheriff’s Office and Barnes County Sheriff’s Office discharged two “flash bang” devices, as a distraction to the males and entered the residence without incident.

Blinsky says no gun shots were fired, as the men surrendered without resistance.

They were detained, for questioning, and remanded to the Stutsman County Correctional Center but not immediately charged, as a search continued.

The exact location of the residence was not immediately disclosed, being part of the investigation.

Blinsky says one of the suspects complained of a leg injury, and was treatment by Jamestown Area Ambulance Service first responders and released.

The name of the males and more information will be released as the investigation continued.

 

Jamestown  (UJ) An announcement from the University of Jamestown indicates that, “On August 16th, 2016, the U.S. Department of Education issued a Program Review Report regarding the University of Jamestown’s 2013, 2014, and 2015 compliance with the requirements of the Jeanne Clery Disclosure of Campus Security and Campus Crime Statistics Act.”

The Department of Education addressed the compliance issues in a letter to the University of Jamestown President Dr. Robert Badal.

The UJ Statement says,  “Many of the Clery Act findings identified in this report were procedural or clerical in nature, such as missing reporting deadlines or misinterpretation of the regulation. After retaining a consultant, the University submitted what was reported as an “acceptable response” on October 14th, 2016.”

Possibly the  University of Jamestown could be required to pay $210,000 in fines for violating the Clery Act by the U.S. Department of Education.

The University will have until October 20th to decide if it will appeal the fine.

Created in 1990, the Clery Act requires colleges and universities that receive federal funding to disseminate a public annual security report (ASR) to employees and students every October 1st. The ASR must include statistics of campus crime for the preceding 3 calendar years, plus details about efforts taken to improve campus safety.

University of Jamestown VP of Marketing and Communications Tena Lawrence stated that the safety of students is of the utmost importance to the University.

She said in the statement, “The University places student safety as an important priority and takes the violations identified seriously. On October 1, 2017 the current Annual Security and Fire Safety Report has been properly published on the University’s web site as required.”

 

Jamestown  (CSi)  The All Vets Club in Jamestown is hosting two events in October, The Korean/Viet Nam Era Reunion on October 13 & 14, 2017, and the Patriot’s Banquet on October, 19,  at 5:30-p.m.

The 28th Annual North Dakota Korean and Viet Nam Era  Veterans Reunion honors and commemorates the service and sacrifice  of those veterans who answered the call to duty between 1950 and 1953, and, 1963 to 1975.

Spouses and guests are welcome to attend all programs and the Saturday night banquet.

Officials at the All Vets Club, says that proceeds from the annual club fundraiser are much needed, due to a slow summer season. All organizations are encouraged to buy or sell banquet tickets, and solicit or donate new auction items and perhaps volunteer to help.

Proceeds will be used to help support patriotic activities , veterans functions, and club operations.

Jamestown (CSi)  Jamestown Police reminds residents that a city of Jamestown ordinance bans all motorhomes, camper trailers, RVs or trailers of any type from city streets that takes effect November 1st each year.

After November 1st,  any vehicles will be tagged and impounded,

The motorhomes and camper trailers may be parked on city streets for 14 days in front of an owner’s residence provided it is not violating other laws between April 1 and October 31 each year.

 

 

Jamestown  (CSi)  The Department of Veterans Affairs has announced that it has selected Delta Dental of California and MetLife, to once again offer private dental insurance plans as part of the VA Dental Insurance Program.

On Wednesday’s Wayne Byers Show on CSi Cable 2, Stutsman County Veterans Service Officer, David Bratton said, the program was extended until December 31, 2021.

He said that veterans enrolled in the VA health care system and beneficiaries of the Civilian Health and Medical Program of the VA can enroll in the program starting November 15, 2017, for coverage to start December 1, 2017.

VADIP offers eligible individuals the opportunity to purchase discounted dental insurance coverage, including diagnostic services, preventive services, endodontic  and other restorative services, surgical services and emergency services.

Individuals who enroll in one of the dental insurance plans will pay the entire premium in addition to the full cost of any co-payments.  Enrollment is voluntary and does not affect eligibility for VA outpatient dental services and treatment.

WILLISTON, N.D. (AP) — A collision in the North Dakota oil patch involving a semitrailer and a sport utility vehicle has killed an 83-year-old Williston man.

The Highway Patrol says the man drove his SUV into the path of the semi at a U.S. Highway 2 intersection north of Williston about 12:45 p.m. Wednesday.

The man was declared dead at a Williston hospital. He wasn’t immediately identified.

The semi driver wasn’t injured.

 

MOORHEAD, Minn. (AP) — The governors of Minnesota and North Dakota are forming a 16-member task force to try to revive a stalled flood control project in the Fargo-Moorhead area.

Minnesota Gov. Mark Dayton and North Dakota Gov. Doug Burgum said Wednesday after meeting behind closed doors in Moorhead that they will each appoint eight members to help resolve differences over construction of the Red River diversion project. No other details were released.

A group of upstream residents in the two states has filed a lawsuit opposing the diversion, saying there is a cheaper option that doesn’t flood farmland. A federal judge last month stopped construction of the channel over complaints that project managers did not obtain the necessary permits from Minnesota.

Construction of the first phase of the project began earlier this year.

 

WAHPETON, N.D. (AP) — Wahpeton officially has a new mayor.

City Councilman Steve Dale had been handling the mayoral duties since Mayor Meryl Hansey resigned in late summer in the midst of a battle with cancer.

The Daily News reports that the City Council on Monday voted 8-0 to appoint Dale as mayor, and he was sworn in. He’ll fill out the rest of Hansey’s term, which expires in June.

 

 

FARGO, N.D. (AP) — The North Dakota Air National Guard has sent about 80 tons of equipment to the U.S. Virgin Islands to support hurricane relief efforts.

Twenty members of the 119th Wing loaded temporary emergency shelter equipment onto six C-130s Hercules aircraft this past weekend for transport to the Virgin Islands. The shelter unit houses 150 people and includes showers, latrines, water purification, laundry facilities, generators and power distribution.

Unit deployment manager Senior Master Sgt. Tim Laney says the water purification units can produce up to 2,200 gallons of water an hour. The temporary housing units will help people impacted by Hurricanes Maria and Irma.

The units were developed after Hurricane Katrina when need arose for rapidly-deployable housing with in areas with little or no infrastructure.

 

NEW ROCKFORD, N.D. (AP) — Residents of the New Rockford-Sheyenne school district will vote later this month on a proposed $3.2 million renovation.

The project would replace all exterior walls, complete with new electrical wiring, windows and ventilation. The goal is to address rot and mold problems at the 63-year-old school.

The bond issue election is Oct. 17.

GRAND FORKS, N.D. (AP) — Federal officials have dismissed two complaints against the University of North Dakota over intercollegiate sports programs.

The university said Wednesday that the U.S. Department of Education’s Office for Civil Rights found no evidence of discrimination.

The complaints were filed last spring after the university announced it was dropping women’s hockey and men’s and women’s swimming.

In one complaint, the federal office determined that the university’s elimination of its women’s hockey program after the 2017 season was due to the state’s budget problems and was not discriminatory.

The office also dismissed a Title IX complaint, determining that students on the women’s hockey team were not treated differently because of gender.

Athletic director Brian Faison says the school strives “to be as fair and equitable as possible” in its sports programs.

MINNEAPOLIS (AP) — Sylvia Fowles had 17 points and broke her own WNBA Finals record by grabbing 20 rebounds to lead the Minnesota Lynx to their fourth championship in seven years with an 85-76 victory over the Los Angeles Sparks in Game 5. Maya Moore had 18 points and 10 rebounds and hit a huge runner with 26 seconds to play, Lindsay Whalen had 17 points and eight assists to help the Lynx move into a tie with the Houston Comets for most titles in league history.

PHOENIX (AP) — The Arizona Diamondbacks have moved into the NL Division Series for the first time in six years by putting the “wild” in the wild-card game.

Paul Goldschmidt belted a three-run homer and Jake Lamb was 4-for-4 with three runs scored as the DBacks outscored the Rockies, 11-8 at Phoenix. Goldschmidt opened the scoring with a first-inning blast, but the Diamondbacks squandered most of a 6-0 lead before getting two-run triples from pitcher Archie Bradley in the seventh inning and A.J. Pollock in the eighth.

UNDATED (AP) — The Chicago Cubs have set their rotation for their NL Division Series against Washington, but the Nationals have a major question mark among their starters.

Kyle Hendricks is expected to pitch the opener on Friday, followed by Jon Lester, Jose Quintana and Jake Arrieta (ar-ee-EH’-tah). Hendricks missed part of June and July with pain in the middle finger of his right hand, but he had a 2.19 ERA in his final 13 starts after the All-Star break. Hendricks is 2-2 with a 2.67 ERA in five career starts against Washington.

Lester started the opener in each of Chicago’s three playoff series last year and is 9-7 with a 2.63 ERA in 22 career postseason games.

Stephen Strasburg is likely to start Game 1 for the Nats, but manager Dusty Baker hasn’t set his rotation as he awaits a medical update on Max Scherzer. The two-time Cy Young Award winner tweaked his right hamstring in his last start on Sept. 30 and had to leave after 3 1/3 innings. He was expected to throw a bullpen session on Wednesday, but he instead worked off flat ground before a lengthy chat with the team trainer.

General manager Mike Rizzo said the team hasn’t determined when Scherzer will start against the Cubs.

 

CLEVELAND (AP) — Sonny Gray will make his postseason debut for the New York Yankees in Game 1 of the AL Division Series against the Indians.

Gray, who was acquired in a deadline trade in July from Oakland to help the Yankees‘ playoff push, will face Cleveland’s Trevor Bauer in the opener. Bauer was a surprise choice to pitch by manager Terry Francona, who elected to use the right-hander ahead of ace Corey Kluber.

Gray went 1-2 with a 4.86 ERA in three starts against the Indians this season. He went 4-7 with a 3.72 ERA in 11 outings for New York.

The Yankees will start CC Sabathia in Game 2 against Kluber. Sabathia spent eight seasons with Cleveland and twice pitched in the postseason for the Indians.

The 37-year-old Sabathia went 14-5 with a 3.69 ERA this season. He has a 9-5 record in 18 career postseason starts.

ST. PAUL, Minn. (AP) — The Minnesota Wild have signed left wing Daniel Winnik to a one-year, $660,000 contract. Winnik was in training camp on a tryout basis. He’ll give the Wild insurance while left wing Zach Parise works his way back from injury. Winnik had a career-high 12 goals last season for Washington. Minnesota will be his eighth NHL team. The Wild open the season on Thursday at Detroit.

CHARLOTTE, N.C. (AP) — Three-time Indianapolis 500 winner Helio Castroneves (EH’-lee-oh kas-troh-NEH’-vehs) will move to Team Penske’s sports car program next season, ending his 20-year full-time IndyCar career.

Castroneves will compete for Acura Team Penske in the IMSA SportsCar Championship beginning next season and will still drive for Penske at the Indianapolis 500.

Castroneves will race this weekend with Juan Pablo Montoya and Simon Pagenaud (PA’-zheh-noh) at the Petit Le Mans at Road Atlanta.

UNDATED (AP) — Justin Thomas has been voted PGA Tour player of the year for his remarkable season of five victories, his first major championship and the $10 million FedEx Cup title.

Thomas all but locked up the award when he closed with a 66 at East Lake and was runner-up at the Tour Championship to capture the FedEx Cup. His five victories included the PGA Championship and a FedEx Cup playoff event, and he set the tour’s 72-hole scoring record at the Sony Open.

Two-time PGA winner Xander Schauffele (SHOW’-flee) was voted tour rookie of the year.

LAS VEGAS (AP) — FBI Deputy Director Andrew McCabe says he’s surprised that investigators haven’t uncovered more information about Las Vegas gunman Stephen Paddock. Paddock led such a low-key, private life that no one seemed to know him well. The 64-year-old had nearly no close friends, social media presence or other clear connections to the broader world.

LAS VEGAS (AP) — Authorities trying to piece together the gunman’s final days before the Las Vegas attack are zeroing in on his gambling habits. Stephen Paddock’s brother has described him as a high-stakes video poker player who was routinely comped rooms, meals and drinks at casinos. Gaming regulators say they’re sorting through documents that can include suspicious transaction or currency reports.

WASHINGTON (AP) — The GOP is showing some willingness to consider a restriction on a gun accessory. Senior Republicans on Capitol Hill are expressing openness to the idea of a ban on “bump stocks” like the shooter in Las Vegas apparently used to make semi-automatic rifles perform more like fully automatic weapons. The comments from the No. 2 Senate Republican and others are an unusual departure from the GOP Congress’ general antipathy to gun regulations. But the comments don’t clear the way for action.

SHAH ALAM, Malaysia (AP) — A chemist has testified in a Malaysian court that rubbing VX nerve agent on the eyes and neck would be the fastest way to kill a person, compared to splashing or spraying the chemical. He said VX doesn’t vaporize quickly, making it a strategic choice because a person could be targeted without affecting the surroundings. His testimony earlier linked VX to both women accused of smearing Kim Jong Nam’s face with the nerve agent in a brazen assassination at the Kuala Lumpur airport in February.

WASHINGTON (AP) — Republicans are focused on cutting taxes instead of deficits as they look to power a $4.1 billion budget plan through the House on Thursday. The 2018 House GOP budget promises deep cuts to social programs and Cabinet agency budgets but its chief purpose is to set the stage for action later this year on a comprehensive Republican overhaul of the U.S. tax code that is the party’s top political priority as well as a longtime policy dream of key leaders like Speaker Paul Ryan.
