A cold front will sweep through Friday night, producing a chance of showers, then another chance for showers Saturday. Windy Saturday and much cooler with highs in the 50s.

 

Hannaford  (CSi)  The North Dakota Highway Patrol reports two semis crashed  about 4:45-p.m., Tuesday on County Road 26, seven miles west of Hannaford, injuring two individuals.

North Dakota Highway Patrol Sgt. Tom Herzig says 60 year old Patrick Kraemer, of McHenry was westbound and 29 year old Taylor Rose, of Wimbledon was eastbound.

The report says, visibility was greatly reduced due to calm conditions holding road dust in the air. Both trucks entered the area of reduced visibility,and the drivers were unable to evade the crash.

Both trucks and trailer combinations entered the north ditch and came to rest.

Both men were taken by Cooperstown Ambulance to Cooperstown.

Kraemer was flown to a Fargo Hospital by Sanford LifeFlight and Rose was flown to a Grand Forks Hospital by Valley Med Flight.

The crash remains under investigation by the North Dakota Highway Patrol.

Assisting at the scene were:  The Griggs County S.O., Steele County S.O,. Hannaford Fire, Cooperstown EMS, Cooperstown Rescue.

 

 

Jamestown  (CSi)  Boardings at Jamestown Regional Airport in September this year were up just over 4-percent from September 2016.

The North Dakota Aeronautics Commission reports, in September this year there were 969 Jamestown boardings compared to 930 in September of 2016.

Year to date numbers show through September this year 9,848 boardings compared to 8,360 through the first 9- months of 2016.

 

Valley City  (CSi)  The Valley City Commission met in Regular Session Tuesday evening at City Hall.

All members were present.

 

A PRESENTATION WAS MADE TO VALLEY CITY OF THE TREE CITY USA AWARD.

The presentation was made by Bobby Koepplin, who recognized others in the audience that contributed to Valley City receiving the award.

PUBLIC COMMENTS   No one spoke

 

A presentation was made on Solar Gardens, where a savings on electricity can be made by installing a solar panel.

100 solar panels are now in use in Valley City.  A community solar garden would be available for the community to tap into, if approved in the future.  Petitions have been circulating in Valley City to determine support of residents.

City officials will review the materials.

 

 

RESOLUTION

Following an October 3, 2017Public Hearing for an Application for Property Tax Incentives for New or Expanding Businesses (PILOT- Payment In Lieu Of Taxes) for Meridian Apartments II City Commissioners tabled a Resolution approving Property Tax Incentives to review materials.

Apartment building owners and developers spoke in opposition at that time.

 

The item was reconsidered at Tuesday’s meeting.  Developer Paul Diegel spoke, commenting on bringing more residents to Valley City with jobs development.  He said if jobs come, then apartment units will have a better opportunity to be occupied.

Others spoke about a number of apartment vacancies in Valley City, and take that into consideration when planning future apartment buildings, adding that existing units should be remodeled.

Commissioner Magnuson noted that a number of apartment units were lost due to being razed with permanent flood protection.

He says new businesses can be attracted with living units available.

Jim Knutson with Valley Reality, who made the PILOT application pointed out risk taking that has occurred in Valley City, and noted businesses looking at locating in Valley City.

Commissioner Bishop stated that the North Dakota Century Code says action should be based on what’s best for the municipalities.

Mayor Carlsrud said the issue is not “black and White,” and took several items under consideration.

The Commissioners voted unanimously to approve the PILOT application.

 

NEW BUSINESS

City Commissioners received the 2017 Tree Report from City Forester Willis Wagar.   He said in 2017, 75 elm diseased trees were marked, with 50 removed through September.  He said Black Ash trees are being insect killed.

He pointed out a spray can be used to combat the disease.

He added that the Emerald Ash Borer insect has not yet appeared in North Dakota.

 

City Administrator David Schelkoph announced the city’s Energy Efficiency Promotion.

Valley City is placing a blue bag with light bulbs on residential doors of residence with electrical service this month, in recognition of October as Energy Awareness Month and to promote energy conservation.  He said over 7,000 LED light bulbs have been purchase, for just under $2 per bulb.  Rebates will be offered to consumers.

He said an LED light bulb uses one-sixth the energy of an incandescent light bulb.

The energy efficient light bulbs will be distributed through November 14, 2017.

 

CITY ADMINISTRATOR’S REPORT

David Schelkoph said the Valley City telephone system is being reviewed with a committee appointed.

He said its an old computer based system.  With reliability issues the city is looking a purchasing a new telephone,  system with BEK Communications the least costly plan for replacement.

Over the next few weeks the city will work with BEK to replace and install the new system.

Missouri River Energy Systems  has implemented a three year rate freeze.

He pointed out the Transfer station is the new drop off point for yard wastes including trees, wood, and leaves, open 24/7.

City Fire Chief Gary Retterath reminded the Battle of the Badges Blood drive is this week, Wednesday and Thursday at Stoudt Ross Ford showroom in Valley City.

KLJ reported on public hearings that will be held on pavement projects, on Wednesday October 25, 2017 at City Hall.

Mayor Carslrud thanked the commission members for their research on the PILOT application before Tuesday’s vote.

The meeting was shown live on CSi Cable 68 followed by replays.

Gladstone   (CSi)  On Tuesday the North Dakota Highway Patrol responded to a vehicle fire on Interstate 94 MP 75, 3 miles east of Gladstone. Hay bales being hauled by a westbound semi started on fire. The driver of the semi was able to disconnect his truck from the trailers and was not injured in the fire. The Gladstone and Taylor Fire Departments responded to the scene.

The westbound lanes of Interstate 94 were closed at the Taylor exit. Traffic was re-routed to Old Highway 10 to the Gladstone exit during the closure. The eastbound lanes of Interstate 94 were not shut down during this incident. The westbound lanes of Interstate 94 were shut down for approximately four hours until the fire was extinguished and the scene was cleared.

The Stark County Sheriff’s Department and the North Dakota Department of Transportation assisted with the closure and the re-route of westbound traffic.

 

BISMARCK, N.D. (AP) — A California man who authorities say was caught in North Dakota with 183 pounds of marijuana has been sentenced to serve 1 ½ years in prison.

Seventy-one-year-old Harold Miller, of Sacramento, California, was arrested Aug. 8 after being pulled over on Interstate 94 near Bismarck. Authorities say he was traveling to Illinois with $700,000 worth of marijuana.

Miller recently pleaded guilty to felony and misdemeanor drug possession charges and was sentenced.

 

BISMARCK, N.D. (AP) — North Dakota Insurance Commissioner Jon Godfread says he will deny any additional rate increases to individual health insurance premiums under the Obama health care law.

Godfread said last week that President Donald Trump’s plan to halt payments to insurers under the law could potentially raise health insurance costs as much as an additional 10 percent for up to 42,000 North Dakotans.

He said Tuesday he won’t allow that. He said the issue is between insurance carriers and the federal government, and it’s his duty to look out for consumers.

Medica says Godfread’s move cements its decision to withdraw its individual health plans from the federal marketplace in North Dakota.

Blue Cross Blue Shield says it will stay in the federal marketplace, and absorb the loss of the federal payments.

 

 

BISMARCK, N.D. (AP) — Hundreds of Upper Midwest farmers are reporting damage from the controversial herbicide dicamba.

The agriculture departments in North Dakota, South Dakota and Minnesota this fall all asked farmers to respond to surveys so they could gauge the amount of damage in their states. More than 200 farmers in each state indicated damage.

State officials are considering restrictions for the 2018 growing season that might surpass even new federal rules.

Dicamba has been around for decades, but complaints surfaced across the country this summer over drifting of newly registered formulations onto neighboring crops.

The federal government on Friday released new label language classifying the new formulations as restricted-use products. That means additional requirements for applicators and limitations on when and how the herbicide can be sprayed.

FARGO, N.D. (AP) — A pair of Chinese nationals has been indicted on charges that they manufactured tons of fentanyl and other powerful narcotics that were peddled in the United States and flowed, in part, through North Dakota.

Authorities said the men controlled one of the most prolific international drug-trafficking organizations but with no extradition treaty with China, the changes are slim they will ever be brought to the U.S. to face the charges.

One of the two, 38-year-old Jian Zhang, was indicted in the District of North Dakota, along with eight others accused in the conspiracy.

North Dakota U.S. Attorney Christopher Myers says the whole investigation began in January 2015 with the overdose death of 18-year-old Bailey Henke in Grand Forks. Officials say American customers could purchase pure fentanyl and other dangerous drugs online, directly from Chinese factories. Inexperienced users don’t know the drug is pure and overdose.

MINNEAPOLIS (AP) — A Minnesota judge has taken the unusual step of allowing four protesters to use a “necessity defense,” enabling them to present evidence that the threat of climate change from Canadian tar sands crude justified their attempt to shut down two Enbridge Energy pipelines last year.Emily Johnston and Annette Klapstein acknowledge they turned the shut-off valves on two pipelines in Minnesota as part of a coordinated action against five pipelines in northern states. A total of 11 activists were charged.

Johnston and Klapstein, of the Seattle area, say that as far as their team knows, this is the first time a judge has allowed a full necessity defense on a climate change issue. They’re due to go on trial Dec. 11. Two co-defendants who filmed them will stand trial later.

Madison SD  —  (PlayNorthStar.com) – The eighth edition of the Dacotah Bank/North Star Athletic Association (NSAA) Football Players-of-the-Week honors were announced by the conference office Monday.  Jake Peterson of Valley City State (N.D.) was selected to the Offensive Player-of-the-Week, while his teammate Landon Arredondo was named to Special Teams Player-of-the-Week.  Eric Bell of Presentation (S.D.) was chosen as the Defensive Player-of-the-Week.

Jake Peterson – Valley City State (N.D.) – 6’4″ – 198 lbs., Sophomore – wide receiver – Larimore, N.D. – Peterson caught three touchdown passes and had career-highs with seven catches for 143 yards in Valley City State’s (N.D.) 58-0 romp over Mayville State (N.D.).  His touchdowns came on catches of 42 yards, 30 yards and 13 yards.

Eric Bell – Presentation (S.D.) – 5’10” – 180 lbs., Junior – defensive back – New Orleans, La. – Bell collected seven tackles (6 solo, 1 assist), an interception and a pass break-up in helping Presentation (S.D.) to a 40-22 homecoming victory over Jamestown (N.D.).  He had a pick-six where he intercepted UJ Dylan Klatt’s pass and returned it for 40 yards to extend Saints’ lead to 13-0 in the first quarter.

NSAA Football Special Teams Player of the Week
Landon Arredondo – Valley City State (N.D.) – 5’10” – 201 lbs., Sophomore – kicker – Rancho Cucamonga, Calif. – Arredondo was 1-of-1 field goal and went 7-of-8 on PAT extra-point kicks in fueling Valley City State (N.D.) to a 58-0 rout over Mayville State (N.D.).  He converted a 28-yard field goal for the Vikings.  Arredondo recorded 10 kickoffs for a total of 459 yards (45.9 yards average per kickoff).

Madison  SD  —  (PlayNorthStar.com) – Jamestown (N.D.) is the coaches’ favorite to win the 2017-18 North Star Athletic Association Women’s Basketball league title, the preseason poll was announced Monday by the conference office.  The Jimmies received eight (8) first-place votes and 80 points to top the preseason poll.

Bellevue (Neb.) edged out Valley City State (N.D.) 60-59 to finish third in the poll.  Dakota State (S.D.) was picked to finish fifth after recording 44 points.  Presentation (S.D.) finished sixth with 32 points, followed by Dickinson State (N.D.) seventh with 27 points, Viterbo (Wis.) eighth with 23 points and Waldorf (Iowa) ninth with 12 points.

Points are awarded on a 9-1 basis and coaches could vote for their own team.

Bellevue (Neb.) is the unanimous pick to win the 2017-18 North Star Athletic Association Men’s Basketball conference title, the coaches’ preseason poll was announced Monday afternoon.  The Bruins collected all nine first-place votes and tallied 81 points to top the preseason poll.

Valley City State (N.D.) registered 66 points to finish second in the preseason poll, followed by Dickinson State third with 62 points.  Jamestown was fourth with 54 points, while Dakota State (S.D.) collected 48 points to finish fifth.  Waldorf (Iowa) recorded 35 points to place sixth, Viterbo (Wis.) seventh with 31 points, Presentation (S.D.) eighth with 16 points and Mayville State (N.D.) ninth with 12 points.

Faison retiring….

FARGO, N.D. (AP) — University of North Dakota athletic director Brian Faison is retiring at the end of December. Faison was named athletic director in 2008. He oversaw the program’s move from NCAA Division II to Division I athletics, first helping to secure membership in the Big Sky Conference and then announcing a move to the Summit League. He was also on the job when the school dropped the controversial Fighting Sioux nickname in the face of criticism by the NCAA and American Indian tribes.

 

ALCS…

NEW YORK (AP) — The American League Championship Series is tied at two games apiece following the New York Yankees’ greatest postseason comeback since Aaron Boone’s walk-off homer in the 2003 ALCS against Boston.

The Yanks scored six times over their final two at-bats to erase a 4-0 deficit and earn a 6-4 win over the Astros. Gary Sanchez delivered the tiebreaking, two-run double while New York scored four times in the eighth.

Aaron Judge sparked the rally with a solo homer in the seventh, one day after slamming a three-run shot in New York’s 8-1 victory. Judge also tied the game with an RBI double before scoring the go-ahead run.

The Astros appeared to be in control heading into the bottom of the seventh. Yuli Gurriel (YOO’-lee gur-ee-EHL’) opened the scoring with a three-run double in the sixth off reliever David Robertson. Houston made it a four-run lead on Starlin Castro’s error at second base.

The Yankees were held to just one hit by Astros starter Lance McCullers over the first six innings. McCullers was pulled once he surrendered Judge’s homer.

The rally made a winner out of Chad Green, who allowed an unearned run and one hit over two innings.

Astros closer Ken Giles retired just one of the five batters he faced to take the loss.

Aroldis Chapman worked the ninth to get the save.

Game 5 is Wednesday in the Bronx as the Yankees send Masahiro Tanaka (mah-sah-HEE’-roh tah-NAH’-kah) to the mound against Dallas Keuchel (KY’-kul) in a rematch of the series opener.

 

NLCS…

CHICAGO (AP) — The Los Angeles Dodgers stayed perfect in this postseason by earning a relatively easy win at Wrigley Field.

Chris Taylor went 2-for-5 with a solo homer and an RBI triple as the Dodgers whipped the Cubs, 6-1. Taylor’s blast snapped a 1-1 tie in the top of the third, one inning after Andre Ethier (EE’-thee-ur) went deep to tie it.

Winning pitcher Yu Darvish blanked the Cubs following Kyle Schwarber’s first-inning homer. Darvish was reached for just five other hits while striking out seven over 6 1/3 innings.

The Dodgers’ bullpen followed with 2 2/3 scoreless innings to help the team take a three-games-to-none lead in the National League Championship Series. Kenley Jansen entered with runners on second and third with nobody out in the ninth before getting the save.

Losing pitcher Kyle Hendricks gave up both Dodger homers and was reached for three earned runs and six hits over five-plus innings.

The Dodgers will try to close out the National League pennant Wednesday in Chicago. Alex Wood is scheduled to start for Los Angeles against Jake Arrieta (ar-ee-EH’-tuh).

 

NBA…OPENING NIGHT…

UNDATED (AP) — The NBA season opener was supposed to feature a matchup between LeBron James and former teammate Kyrie (KY’-ree) Irving. Instead, a gruesome injury overshadowed an otherwise entertaining game as the Cleveland Cavaliers beat the Boston Celtics 102-99.

Gordon Hayward had to be carted off the floor after breaking his ankle in the first quarter of his Celtics debut. He went up for an alley-oop pass and fell awkwardly following a collision with James.

Hayward had his leg wrapped in an air cast as he left the arena.

Irving scored 22 points and helped Boston overcome am 18-point, third-quarter deficit, but he missed a potential game-tying 3-point attempt at the buzzer. Irving received plenty of boos as he was introduced just two months after being traded by the Cavaliers.

James managed to play well despite missing all but one preseason game due to an ankle injury. James scored 13 of his 29 points in the fourth quarter and also fed Kevin Love for a 3-pointer that put the Cavs ahead 102-98 with 46 seconds to play.

Meanwhile, the Golden State Warriors raised their second NBA championship banner in three years before falling to the Rockies, 122-121.

The Warriors almost pulled out the victory, but Kevin Durant’s game-winning bucket was waved off after officials ruled his baseline jumper left his hands after the final buzzer.

James Harden had a team-high 27 points for Houston, which trailed by 13 heading into the final period. Eric Gordon finished with 24 points, but Chris Paul added just four on 2 of 9 shooting in his Rockets debut.

Nick Young had a more productive first game with his new team, leading the Warriors with six 3-pointers and 23 points. Curry scored 22 points and Durant had 20 after a slow start.

PACKERS QB…

GREEN BAY, Wis. (AP) — The Green Bay Packers have signed rookie quarterback Jerod Evans to the practice squad after Aaron Rodgers suffered a broken right collarbone against Minnesota.

The Packers announced Evans’ signing Tuesday. The 6-foot-3, 232-pound Evans originally was signed as an undrafted rookie by the Philadelphia Eagles out of Virginia Tech on May 12 but was placed on injured reserve four days later and later released.

Evans started all 14 games for Virginia Tech in 2016. He threw for 3,546 yards and 29 touchdowns while rushing for 846 yards and 12 TDs.

Rodgers landed on his throwing shoulder after being taken down by linebacker Anthony Barr on the second drive for the Packers in their 23-10 loss to the Vikings on Sunday. Rodgers faces surgery and may be out for the season.

Backup Brett Hundley is now the starting quarterback. The Packers promoted third-stringer Joe Callahan from the practice squad to back up Hundley.

A person with knowledge of the negotiations tells The Associated Press that veteran forward Richard Jefferson has agreed to a one-year deal with the Denver Nuggets. ESPN first reported the agreement, which the network said is worth $2.3 million. Jefferson was recently waived by Atlanta after being dealt to the Hawks from Cleveland.

His boast: “I think I’ve called every family of someone who’s died.” AP finds that Trump has not in fact spoken with the families of all the war dead on his watch. And there’s ample evidence that presidents Barack Obama and George W. Bush pulled their weight in offering condolences.

MIAMI (AP) — President Donald Trump is being taken to task for something a Democratic congresswoman says the president told a military widow. Congresswoman Frederica Wilson of Florida says she was in the car with the widow of Sgt. La David Johnson when she overheard Trump tell her on the phone that her husband “knew what he signed up for.” Johnson was one of four servicemen killed in the African nation of Niger earlier this month.

BEIRUT (AP) — Al-Qaida appears to be benefiting from the downfall of the Islamic State group. While the U.S.-led coalition and Russian-backed Syrian troops have been focused on driving IS from Syria’s east, an al-Qaida-linked insurgent group has consolidated its control over Idlib. And it may be looking to return to Osama bin Laden’s strategy of attacking the West. Professor Fawaz Gerges, the author of “ISIS: A History,” says al-Qaida will welcome any IS members who’ve escaped capture.

WASHINGTON (AP) — A bipartisan Senate deal to curb the growth of health insurance premiums is on shaky ground. President Donald Trump has reversed course and opposes the agreement and top congressional Republicans and conservatives are giving it a frosty reception. Tennessee GOP Sen. Lamar Alexander and Washington Democrat Patty Murray announced their accord after weeks of negotiations and five days after Trump said he was halting federal subsidies to insurers.

WASHINGTON (AP) — Dozens of U.S. cities are battling to become the location of Amazon’s second headquarters. The Seattle company is promising $5 billion of investment and 50,000 jobs over the next decade and a half. But the winning city would have to provide Amazon with generous tax breaks and other incentives that can erode a city’s tax base. Many economists say Amazon is a rare case in which a package of at least modest enticements could repay a city over time.
