The 34-year-old Republican says he was arrested by the North Dakota Highway Patrol in Mandan on Sept. 30. A report provided by Rauschenber showed he had blood alcohol content of 0.206, which is more than twice the state’s 0.08 legal limit.

Rauschenberger called The Associated Press to report his arrest. Troopers say the case is still under investigation and it can’t provide details.

Rauschenberger says he showed poor judgment. He says he’s taking steps including treatment for alcoholism.

Rauschenberger publicly revealed his alcoholism soon after he was appointed in 2014 by then-Gov. Jack Dalrymple. He underwent treatment at a Minnesota facility that same year during a successful run to be elected to the post.

FARGO, N.D. (AP) — A proposal by the North Dakota Board of Higher Education that would cut down on the number of face-to-face meetings and take those gatherings off the campuses is being criticized by college professors and others.

The board next month will approve meeting plans for 2018.

Chairman Don Morton is proposing the board come together four times a year in Bismarck. Other regularly scheduled meetings would be held via video network.

BISMARCK, N.D. (AP) — The Smithsonian Institution’s National Museum of the American Indian is adding some history from the recent protests in North Dakota against the Dakota Access pipeline.

The museum is adding a nearly 12-foot-tall mile-marker post created by activists to its exhibit on treaties called “Nation to Nation: Treaties Between the United States and American Indian Nations.”

Museum Director Kevin Gover says treaties were at the heart of the protest, which maintained the $3.8 million pipeline to move North Dakota oil to Illinois violated Native rights. He calls it “truly a historic event.”

The protest camp at times held thousands of people. Between August 2016 and February 2017 there were 761 arrests.

The mile-marker post was constructed by protesters to show how far they had traveled. It’ll remain on exhibit through 2021.

Drug offenses are up statewide, but in Mandan they increased 43 percent last year. Assaults in the city were up 33 percent. Domestic violence cases are separate from assaults, and the department added a domestic violence detective this year.

MLB-MANAGERS

UNDATED (AP) — Astros bench coach Alex Cora just helped the team knock out the Red Sox in the AL Division Series earlier this month. He’ll be changing sides after the World Series.

The Red Sox have announced that they have hired Cora to replace John Farrell as manager. He played four of his 14 major league seasons with Boston before retiring in 2011. The Puerto Rico native becomes the first Hispanic manager in Red Sox history.

Meanwhile, it appears the Mets have selected a manager as several media outlets are reporting that Indians pitching coach Mickey Callaway has been offered the job. The New York Post was the first to report the Mets were in talks with Callaway, saying a deal is being finalized.

Terry Collins stepped down after seven seasons as manager and accepted a position as a special assistant to general manager Sandy Alderson.

The 42-year-old Callaway spent five years as pitching coach under Cleveland skipper Terry Francona. The Indians led the major leagues with a 3.30 ERA this season, one year after reaching the World Series.

Like Cora, Callaway has never managed at the big league level.

Kurt Busch finished second before a wave of playoff contenders headed by Ryan Blaney, whose car failed post-qualifying inspection.

Chase Elliott was fourth and Denny Hamlin fifth to advance to the next playoff round. Kevin Harvick, Kyle Busch and Jimmie Johnson also reached the Final 8. Brad Keselowski, Matt Kenseth, Jamie McMurray and Ricky Stenhouse Jr. were eliminated.

In world and national news….

BEIRUT (AP) — Pro-government media is reporting that Syrian troops have taken up a position allowing them to fire down on a supply route between an Islamic State-held town on the Iraqi border and a nearby desert outpost. Pro-government forces are closing in on the frontier town of Boukamal, the last major IS stronghold in the country after the militants were driven from their de facto capital in the northern city of Raqqa as well as the eastern town of Mayadeen.

WASHINGTON, D.C. (AP) — House Republicans leaders are hoping to pass a budget bill this week so they can turn their attention to tax reform. WASHINGTON (AP) — U.S. Sen. John McCain has taken what appears to be a veiled shot at President Donald Trump’s medical deferments that kept him from serving in the Vietnam War. In an interview with C-SPAN recorded Wednesday, McCain lamented that the military “rafted the lowest income level of America and the highest income level found a doctor that would say they had a bone spur.” One of Trump’s five draft deferments came as a result of a physician’s letter stating he suffered from bone spurs in his feet.
