Bismarck  (CSi)  The National Weather Service reports, north winds gusting to 40 to 50 mph are expected along and west of the Red River Valley Thursday into Thursday evening. These strong winds will also bring down colder air, allowing the light rain to mix with and change to light snow, especially Thursday afternoon into Thursday evening. At this point, it appears that most of the area can expect a dusting to an inch or two of snow during this time frame.

There are other impacts to consider as well. Wind chill readings are expected to dip into the single digits above zero by Friday morning. Ground temperatures will be warm initially, but as air temperatures fall Thursday night into Friday morning, and with the continued gusty north winds, roads could become slick in spots. Light snow falling with strong winds could also result in low visibilities. Stay tuned for additional information on this system over the next few days, but be prepared.

Jamestown (CSi)  Jamestown Police is warning the public about a convicted sex offender living in Jamestown.

35 year old Clifford Rockwell Moody lives at 102 4th Avenue, SW, Jamestown, ND

He presently has no vehicle.

Moody is a 35 year old white male, weighing 175 pounds with brown eyes and brown hair.

He has been assigned a  high risk assessment by the North Dakota Risk Level Committee, of the North Dakota Attorney General’s Office.

 

Offense: Luring minors by computer, communicating with an undercover officer posing as a 14 year old female, discussing sexual acts with the victim.

 

Conviction Date:  September 2015, in Burleigh County ND, District Court.

 

Offense:  Sexual contact with a female under 16 years old.

 

Conviction Date: January 2001 in Walworth, SD, District Court.

 

Disposition: 60 days in jail, with 50 days suspended.

 

Moody is currently on probation with North Dakota Parole and Probation, and is currently on GPS Monitoring.

 

Moody is not wanted by police at this time and has served the sentence imposed by the court.

 

This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.

Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.

Jamestown  (CSi)  The Jamestown City Council’s Finance & Legal, Building, Planning & Zoning, and Civic Center & Promotion Committees met Tuesday evening at City Hall.  All members were present.

 

FINANCE & LEGAL COMMITTEE

The committee recommends authorizing the issuance and sale of Water Treatment Assessment Warrant, Series 2017C, in the amount of $1,538,000, issuing bonds for the Northwest Water Main Rehab project.

 

Discussion was held concerning the adoption of a Busking Ordinance for the City of Jamestown.

Assistant City Attorney, Abby Gerioux said the city current has an ordinance that generally encompasses busking, that says no busking is allowed with first have the permission of the city.

She looked at the Fargo Busking Ordinance which is extensive in allowing cultural street performances.

Mayor Andersen said the purpose is to regulate the activity, and not allowing harassing of the public, such as for tips, or selling such items as CDs on public property.

Police Chief Edinger said the present Ordinance is being enforced, and a case is under investigation that allegedly is in violation of the current Ordinance.

He said a busking ordinance would be beneficial to the Hansen Arts Park, and performances.

Jamestown Arts Center Director, Larry Kopp,  said an Ordinance would possibly prohibit individual for asking for money for that type of activity.

The committee on Tuesday directed the City Attorney’s Office to draft an Ordinance to present to the next committee meeting.

 

The committee recommends the acceptance of the 2016 City Audit Report as prepared by Schauer & Associates, PC.

 

The committee talked about matching funds required to pursue CDBG funding, in the amount of $150,000, for the purpose of James River clearing and snagging dead trees and branches.

The County Water Resource District applied for a grant from the State Water Commission which was denied due to budget cuts.

It was decided by the state, to possibly make available dollars from a governor’s fund, utilizing CDBG funds, with local matching dollars.

Neither the city of Stutsman County has yet earmarked dollars for matching funds, as of yet.

Mayor Andersen suggested looking at funding sources such as utilities, infrastructure or vector control for matching funds.

City Administrator Jeff Fuchs said calculations should be ready for the November 6, 2017 City Council meeting for possible matching funds.

The committee on Tuesday made no recommendation.

BUILDING, PLANNING & ZONING COMMITTEE

Informational: Minutes of the October 9, 2017, Planning Commission Meeting were presented.

The committee recommends approval of the plat of R.H. Rebel Addition, a replat of Lots 4, 5, and 7, Block 2 of First Northwest Addition; Lots 4 and 5, Block 2 of Fourth Northwest Addition; and Block 3 of Fourth Northwest Addition.

The recommends  approval of the plat of Menards Second Addition, Lots 1 and 2, Block 1, a replat of Lot 3, Block 1 of Menards Addition, within Section 2, T139N, R64W, City of Jamestown.

The committee recommends approving the First Reading of an Ordinance to change the zoning of Tahran Trailer Court, Block 1, Lots 12-13 and Tahran Trailer Court 2nd Addition, Block 1, Lots 5-9 & Block 2, Lots 1-3, located within the extraterritorial jurisdiction of the City of Jamestown, Stutsman County, from C-2 (General Commercial District) to R-1 (One Family Residential District). The zone change would better suit residential development.

The Zoning Administrator Jamison Veil said, the City Planning Commission was not unanimous in recommending approval, because the entire area was not included in the proposed zone change, just for the applicants lots.

Informational: One application has been received for appointment to the Planning Commission.

Casselton  (CSi)  The North Dakota Highway Patrol reports a Valley City woman was injured when she tried to avoid debris on the roadway while driving her car on I-94.

The report says, 39 year old Margie Carlson of Valley City was operating her Chevrolet,  Monday about 4:50-p.m., at the Maple River bridge westbound on I-94 in the left lane. She came across a large piece of debris on the roadway in the left lane.  Because of other traffic, Carlson was unable to swerve right to avoid the debris.  She attempted to swerve left toward the median, struck the debris and lost control of the vehicle.  After losing control, the front of the Chevrolet struck a guardrail on the east side of the Maple River bridge and then rolled onto its driver’s side.  The Chevrolet came to rest on its driver’s side facing north.

Carlson was able to extricate herself from the vehicle.  She was transported after the crash by personal vehicle for medical treatment of minor injuries.

The Highway Patrol says the debris she struck was the step system from the side of a semi tractor, most likely the driver’s side.  It consisted of aluminum steps and fiberglass paneling about 12-14 feet long.  The fiberglass was a light, mint green color with a thin darker green pin strip down the center of the fiberglass.

The crash remains under investigation.

Assisting at the scene were:  The Cass County Sheriff’s Office, Casselton Ambulance, and Casselton Fire Department.

 

Linton  (CSi)  The North Dakota Highway Patrol says, a Linton  man was injured in a two vehicle crash on Highway 13 two miles east of Linton on Monday about 12:35-p.m.

The report says a Honda Insight operated by 29 year old Anthony Mulske was westbound and his vehicle crossed over the center side and sideswiped an eastbound semi hauling a  belly-dump trailer, driven by 56 year old Barry Schulz of New Salem, and Mulske’s vehicle then entered the south-ditch.

Mulske’s vehicle was totaled with minor damage to the semi and trailer.

He was transported by Sanford Air Med to Sanford Hospital, with Emmons County Ambulance on the scene.

The crash remains under investigated by the North Dakota Highway Patrol.

 

Valley City  (CSi)  The Valley City High School student council and the Junior High student Council in conjunction with t with Leevers and Marketplace Foods are holding the  “Stuff a Truck with Holiday Spirit” food drive for the Barnes County Food Pantry.

A student’s food collection competition is  now thru November 9, 2017, with the Stuff a Truck collection day on November 9th from 8:30am to 3:30pm in the Hi liner Activity Center Lobby.

The  two Valley City drop off locations are  at Leever’s and MarketPlace Foods now thru November 9th

Pizza Corner/Bernatello’s is providing  a truck on collection day to deliver the food items to the Barnes County Food Pantry.

BISMARCK, N.D. (AP) — A Bismarck man is on trial for allegedly firing a shotgun at a law officer during a 15-hour standoff two years ago.

Thirty-eight-year-old Brandon Lyon is charged with attempted murder, terrorizing and a weapons count. He could face up to 35 years in prison if convicted.

His is trial began Tuesday, with attorneys arguing over whether evidence shows Lyon intended to kill the officer during the October 2015 standoff that eventually ended with Lyon being taken into custody without incident.

The trial is scheduled through Thursday.

 

 

MINOT, N.D. (AP) — A Minot man has been sentenced to 20 years in prison for sexually abusing a 13-year-old boy who has a developmental disability and autism.

Judge Stacy Louser sentenced 54-year-old Darrell Midkiff on Tuesday. KXMB-TV reports the judge said she strongly opposed any possibility of early release for Midkiff.

Prosecutors say the boy was playing with Midkiff’s grandson at Midkiff’s trailer in Minot last February when he was assaulted. Court documents say Midkiff’s son called police to report the crime.

Midkiff pleaded guilty in June for sexual assaulting the boy. He will be on probation for 10 years after serving his prison sentence.

 

BISMARCK, N.D. (AP) — A Bismarck man has undergone surgery to remove pellets from a BB gun inflicted by an unknown shooter.

Police say the 30-year-old man had dropped off a friend Monday night when an unknown man walked up to him and shot him with the BB gun. The Bismarck Tribune says the shooter was with a woman in a silver sedan with Colorado license plates.

Sgt. Mark Buschena says the victim had 10 visible wounds from the pellets.

 

 

BISMARCK, N.D. (AP) — An American Indian activist and former U.S. congressional candidate in North Dakota accused of inciting a riot during protests against the Dakota Access pipeline says he’ll seek to present a “necessity defense.”

That’s justifying a crime by arguing it prevented a greater harm.

Chase Iron Eyes has pleaded not guilty to inciting a riot and criminal trespass. He could face more than five years in prison if convicted at trial in February.

Pipeline protesters who try the necessity defense typically argue they’re combatting climate change. Iron Eyes, a member of the Standing Rock Sioux tribe, says he hopes to show that civil disobedience was his only option to resist a threat to drinking water from the pipeline.

A judge will hear arguments Nov. 3.

 

BISMARCK, N.D. (AP) — An $11.4 million construction project on Interstate 94 between Bismarck and Mandan is wrapping up.

All four lanes of the interstate are expected to open sometime this week. The five-mile stretch of I-94 has been narrowed to two lanes since last spring, with reduced traffic speeds.

The construction project included concrete and asphalt repairs and bridge work.

Ninety percent of the project was federally funded, with the rest covered by the state.

 

FARGO, N.D. (AP) — A week of warm, dry weather has helped North Dakota farmers make significant progress with their harvest of late-season crops.

The federal Agriculture Department says in its weekly crop report that harvesting of soybeans, dry beans, potatoes and sugar beets is wrapping up.

The sunflower harvest is about one-third done, and the corn harvest about one-fifth complete.

Winter wheat planting is 91 percent done, and about three-fourths of the crop has emerged.

In the ranching community, pasture and range conditions are rated 54 percent poor or very poor. Stock water supplies are 52 percent short or very short. Ranchers are busy marketing spring calves and preparing to wean calves for backgrounding.

 

 

BISMARCK, N.D. (AP) — Drought-stricken North Dakota ranchers are being given more time to apply for state aid to help them pay the cost of hauling in hay to maintain their herds through the winter.

The state Agriculture Department is extending the application deadline for the hay-hauling aid program from Nov. 3 to Nov. 13.

Agriculture Commissioner Doug Goehring says the program also will now reimburse eligible ranchers for hay transportation expenses incurred between June 1 and Nov. 6.

The state Emergency Commission in late August approved $1.5 million for the program, in response to the worst drought in decades over the summer. Alfalfa hay production in North Dakota is down 30 percent from last year, and production of all other hay is down 43 percent.

Madison SD  (PlayNorthStar.com) Two Valley City State athletes have received recognition with North Star Athletic Association (NSAA) honors.

NSAA Volleyball Attacker-of-the-Week  is Clarissa Olson a 5’9″, Junior, middle blocker, hit a blistering .639 for the week and racked up 24 kills as VCSU split a pair of North Star volleyball home matches.

The NSAA Football Defensive Player of the Week is Travon Smith a 6’3″ – 194 lbs., Sophomore – defensive back who was a game-changer for Valley City State despite a 31-28 North Star football home loss to Dakota State.  He had an interception in the end zone and blocked a punt, both of which led to Vikings’ second-half touchdowns and a comeback that came up just short.

 

Valley City  (CSi-Mark Potts,VCSU)   Valley City State University has been named an NAIA Champions of Character Five-Star Institution for the 2016-17 academic year, the NAIA national office has announced.

The NAIA Champions of Character program provides training for student-athletes and professional development for coaches and staff. It places an emphasis on providing character-driven athletics programs. The five core values of integrity, respect, responsibility, sportsmanship and servant leadership are put into play and accounted for as part of the Champions of Character program at NAIA schools.

Valley City State has earned the honor 15 straight years. VCSU earned the honor at the “silver” level for 2016-17, improving upon its “bronze” level from previous years. VCSU is one of five North Star Athletic Association schools recognized at the “silver” level.

World Series…

LOS ANGELES (AP) — Clayton Kershaw and the Los Angeles Dodgers have opened the World Series with a victory over the Houston Astros.

Kershaw tossed seven stellar innings and Justin Turner launched a tiebreaking homer in a 3-1 win against the visiting Astros. The three-time Cy Young Award winner struck out 11 and allowed only three hits, including Alex Bregman’s game-tying homer in the fourth inning.

L.A. took a very early lead as Chris Taylor homered on the first pitch thrown by losing pitcher Dallas Keuchel (KY’-kul). Taylor became the first player to homer in his first career World Series at-bat since teammate Chase Utley did it for the 2008 Phillies.

Bregman knotted the score three innings later but the Dodgers regained the lead on a two-run blast by the red-hot Turner in the sixth. Turner entered the series batting .387 with three home runs and 12 RBIs in 31 at-bats during the postseason.

Keuchel was reached for three runs and six hits over 6 2/3 innings.

Kenley Jansen worked the ninth to pick up the save.

The Astros are now 0-5 in World Series games, having been swept by the Chicago White Sox in their only other appearance 12 years ago.

Game 2 is Wednesday at Dodger Stadium. Rich Hill will start for the home team against Justin Verlander, who has won all nine of his appearances since being acquired by Houston on Aug. 31.

Karl-Anthony Towns had 28 points and seven rebounds for the Timberwolves, who came out flat after a thrilling last-second win at Oklahoma City on Sunday.

ST. PAUL, Minn. (AP) — Minnesota Wild left wing Zach Parise will miss at least two more months after surgery on his lower back. The microdiskectomy procedure is designed to repair a herniated disk. Parise has not played for the Wild yet this season. The 33-year-old is in the sixth season of a 13-year, $98 million contract.

MINNEAPOLIS (AP) — Brian Dozier has been named MVP of the Minnesota Twins for the second straight season. Dozier also won the leadership award for the second straight time. Right-hander Ervin Santana repeated as pitcher of the year. Reliever Trevor Hildenberger was named outstanding rookie. Center fielder Byron Buxton was voted defensive player of the year and most improved player.

UNDATED (AP) — The Philadelphia Eagles will spend the rest of the season without nine-time Pro Bowl Jason Peters and linebacker Jordan Hicks.

Peters tore his right ACL and MCL and Hicks ruptured his right Achilles tendon in Monday’s 34-24 win over the Washington Redskins, a game that left the Eagles with the best record in the NFL at 6-1.

Peters has anchored Philadelphia’s offensive line for a decade, and Hicks is a top playmaker on defense.

 

In world and national news…

WASHINGTON (AP) — The Democratic National Committee and Hillary Clinton’s presidential campaign helped fund a political research firm that produced a dossier of allegations about President Donald Trump’s ties to Russia. That’s according to a person familiar with the situation who spoke Tuesday evening to The Associated Press. The revelation is likely to fuel complaints by Trump that the dossier is a politically motivated collection of salacious claims, but the FBI has worked to corroborate the document.

BILLINGS, Mont. (AP) — Spurred by the chemical industry, the Trump administration is retreating from a review of some of the most dangerous chemicals in public use: millions of tons of asbestos, flame retardants and other toxins in homes, offices and industrial plants across the United States. Instead of looking at some of the most common exposures to those chemicals, the Trump administration wants to limit the review to chemicals entering the marketplace. Excluded would be chemicals already in public use.

RALEIGH, N.C. (AP) — Army Sgt. Bowe Bergdahl returns to a military courtroom at Fort Bragg Wednesday for his sentencing hearing, where prosecutors plan to present evidence that fellow service members were seriously wounded in a fruitless search for him after he abandoned his post in Afghanistan. The military judge has yet to rule on defense arguments that he can’t get a fair hearing with President Donald Trump as commander in chief.

BEIJING (AP) — China’s Communist Party leader Xi Jinping has unveiled the new lineup of six men who will assist him as he embarks on a second five-year term centered on protecting and projecting the party’s interests at home and abroad. Among them was a notable absence: an obvious successor to Xi, raising questions over how long he intends to rule. GRAMBLING, La. (AP) — A sheriff’s spokesman says a student and his friend have been fatally shot on the campus at Grambling State University, and the shooter fled the scene. Lincoln Parish Sheriff’s spokesman Stephen Williams says 911 calls from campus began at 12:04 a.m. on Wednesday. University spokesman Will Sutton told news outlets early Wednesday that one of the victims was a Grambling senior, Earl Andrews, and the other was Monquiarius Caldwell, both 23-year-olds from Farmerville, Louisiana.
