A High Wind Warning means a hazardous high wind event is expected
or occurring. Sustained wind speeds of at least 40 mph or gusts
of 58 mph or more can lead to property damage.

In addition to the High Wind Warning, there are other impacts to consider as well.

Wind chill readings are expected to dip into the single digits above zero by Friday morning. Ground temperatures will be warm initially, but as air temperatures fall Thursday night into Friday morning, and with the continued gusty north winds, roads could become slick in spots. Light snow falling with strong winds could also result in low visibilities. Stay tuned for additional information on this system over the next few days, but be prepared.

Bismarck  (CSi) The North Dakota Highway Patrol is urging all motorists to travel with care Thursday  and Friday  High winds are expected across the state, while winter storm conditions are possible in eastern North Dakota.

During inclement weather, high-profile, long-load type, and permitted over dimensional vehicles have restricted travel. North Dakota law restricts movement for these vehicles when wind or other conditions may cause the vehicle or attachment to swerve, whip, sway, or fail to follow in the path of the towing vehicle.

Federal regulations direct the operators of commercial motor vehicles (CMV) to reduce speeds when hazardous conditions such as snow, ice, sleet, fog, mist, rain, dust or smoke adversely affect visibility or traction. These same regulations direct CMV drivers to cease operations altogether if conditions become sufficiently dangerous, such as during a no travel advisory.

Jamestown (CSi)  Jamestown Police continues to investigate what is termed as an accidental shooting in Jamestown that occurred Tuesday evening.

Lt. Robert Opp confirms that police were called to the 1100 block of 12th Street Southeast at 11:09-p.m.

The call from a  27-year-old Jamestown man indicate that  he had accidentally shot himself in the leg with a handgun.

He was taken to Jamestown Regional Medical Center, and later flown to a Fargo hospital, for treatment.

Foul play is not suspected, however alcohol may have been a factor.

 

 

Valley City  (CSi)  The North Dakota Highway Patrol reports a car, pickup head-on crash about 12:23-a.m. Wednesday killed two people and injured another.

The report says the crash happened on I-94 about 12 miles west of Valley City.

A Hyundai operated by a 35 year male from Fargo,  was westbound in the left eastbound lane.  A Ram pickup, operated by a 31 year old male from Crane Lake, Minnesota, was traveling eastbound  12 miles west of Valley City.  The Ram was passing in the left lane when it encountered  the Hyundai traveling the wrong way.

A head on collision  occurred, with a slight offset to the drivers side of each vehicle.

The Hyundai continued west into the median.  The Ram pickup continued east onto the shoulder of the eastbound lanes.

Both vehicles remained upright with the driver of Hyudai, not seat belted, ejected.

The driver of the Ram was extricated and both drivers were transported to Mercy Hospital in Valley City, where they were pronounced dead.

A male passenger in the Ram pickup, from Orr, Minnesota, who was seat belted, was taken to Mercy Hospital, for treatment of injures and released.

Names of the victims will be released later.

The crash remains under investigation by the Highway Patrol.

Assisting at the scene were: The Barnes County Sheriff’s Office, Sanborn Fire Department, and the Valley City Fire Department.

FORT YATES, N.D. (AP) — The FBI says a suspect was shot dead after a confrontation with officers of the Bureau of Indian Affairs on the Standing Rock Indian Reservation.

The FBI’s Minneapolis Division says BIA officers assigned to the reservation responded to a call of shots fired at a gas station Monday. After a short vehicle chase, BIA officers tried to take the suspect into custody. During the incident, the BIA shot and killed the suspect.

FBI agents were called to the scene. No other details were released.

An investigation is pending. The Standing Rock Reservation straddles the North Dakota and South Dakota border.

 

BISMARCK, N.D. (AP) — A jury has convicted a Bismarck man accused of firing a shotgun at a law enforcement officer during a 15-hour standoff two years ago.

Jurors deliberated about 90 minutes Wednesday before delivering a guilty verdict for 38-year-old Brandon Lyon on charges of attempted murder, terrorizing and illegally possessing a weapon. He could face up to 35 years in prison.

Lyon took the stand and made his own closing argument. He told the jury he had no intention of hurting anyone. A judge has ordered a pre-sentence evaluation.

 

 

ST. PAUL, Minn. (AP) — The Minnesota  Public Utilities Commission has canceled public hearings scheduled this week in St. Cloud on Enbridge Energy’s proposal to replace its aging Line 3 crude oil pipeline across northern Minnesota.

In a news release, the PUC says the city of St. Cloud advised the commission of “logistical and safety issues” related to many events being held Thursday at River’s Edge Convention Center.

The commission is reviewing options for rescheduling the two hearings in St. Cloud.

Last week, protesters cut short a hearing in Duluth on the Line 3 project.

Tribal and environmental groups say the project threatens pristine waters where wild rice grows.

Enbridge and its supporters say Line 3 is a needed piece of infrastructure, and that replacing it will make it safer while creating jobs.

 

 

BISMARCK, N.D. (AP) — An oil and gas trade association is seeking to highlight what it says is an increase in protester attacks on energy infrastructure such as oil pipelines.

The Energy Equipment and Infrastructure Alliance announced an online database Wednesday. It catalogues incidents of what the group calls “eco-terrorism, sabotage, arson, vandalism and violence.”

Greenpeace USA Executive Director Annie Leonard calls it “more fear-mongering by corporate bullies hoping to see what they can get away with in Trump’s America.”

The announcement comes two days after a bipartisan group of 84 members of Congress sent a letter to Attorney General Jeff Sessions expressing concern about recent incidents.

The mounting pressure comes as protests against energy projects have spread across the country in the wake of last year’s large-scale protests in North Dakota against the Dakota Access pipeline.

 

 

MINOT, N.D. (AP) — Vice President Mike Pence is planning a visit to North Dakota.

U.S. Sen. John Hoeven says Pence will visit Minot Air Force Base on Friday.

Hoeven is a member of the Senate Appropriations Committee on Military Construction and Veterans Affairs and co-chairman of the Senate Air Force Caucus. He and Pence will review the Minot base’s nuclear missions.

The base is home to B-52 bombers and also oversees Intercontinental Ballistic Missile silos throughout the North Dakota countryside.

Air Force Secretary Heather Wilson and Defense Secretary James Mattis visited the Minot base earlier this month.

 

WASHINGTON – Senator John Hoeven has announced that the United States Senate has again honored the men and women of the United States’ armed forces who are deployed by designating today, October 26th as the “Day of the Deployed.”

Hoeven says, “Deployed service members and their loved ones make untold sacrifices in the service of our nation,. Today, on the Day of the Deployed, we honor those Americans who have left the comforts of home to bravely and willingly answer the call to serve. We pay tribute to these brave men and women, along with their families, and thank them for the many sacrifices they make on our behalf.”

More than 2 million individuals currently serve in the U.S. Armed Forces, including those in the active duty, Guard and Reserve components. Several hundred thousand members are deployed each year to 150 countries around the world.

As Governor of North Dakota, Hoeven launched the first Day of the Deployed on October 26, 2006. Hoeven has continued to spearhead the effort in the U.S. Senate, and in 2011 he sponsored the first Senate resolution calling for a national Day of the Deployed.

 

 

MINOT, N.D. (AP) — Contractors are putting the final touches on Ward County’s $38 million jail expansion, with approvals from building inspectors expected early next month.

The project manager says it will be completed this fall with the exception of a small bit of landscaping to be done next spring. Remodeling of the existing jail also should be completed by spring.

Adolphson and Peterson Construction hopes to obtain a certificate of occupancy as early as Nov. 1. Sheriff Bob Barnard says the new facility won’t be taking inmates until about mid-December, after staff training is complete.

The project will increase jail capacity from 104 beds to 300 beds.

UNDATED (AP) — The Houston Astros climbed out of a two-run hole on Wednesday, then blew a two-run lead in extra innings before knotting the World Series at a game apiece.

George Springer unloaded a two-run homer off Brandon McCarthy in the 11th inning to lift the Astros past the Dodgers, 7-6 in Los Angeles. Cameron Maybin started the rally with a leadoff single and stole second before scoring on Houston’s fourth home run since the ninth inning.

The Astros stormed back from a 3-1 deficit, tying the game on a solo shot by Marwin Gonzalez in the ninth before Josh Fields served up back-to-back homers by Jose Altuve (al-TOO’-vay) and Carlos Correa in the top of the 10th. Yasiel Puig (YAH’-see-ul pweeg) countered with a solo blast leading off the bottom of the 10th, but Houston was one out from a 5-4 win until Enrique Hernandez poked an RBI single to extend the game.

Joc Pederson and Corey Seager also went deep for the Dodgers, who were coming off a 3-1 victory in the opener.

Astros starter Justin Verlander had a no-hitter until Pederson’s solo shot in the fifth inning. Verlander also surrendered Seager’s two-run homer but no other hits in his six innings of work.

Winning pitcher Chris Devenski worked out of the 10th-inning jam but gave up Charlie Culberson’s blast in the 11th before closing out the win, striking out Puig to end it.

The teams set a World Series record by combining for eight home runs, six coming in the last three innings. Each team had four homers, but the Dodgers were outhit 14-5.

Astros manager A.J. Hinch has announced his starting pitchers for the next two games, saying Lance McCullers will pitch Friday and Charlie Morton will take the mound Saturday. The two were outstanding in Game 7 of the AL Championship, combining on a three-hit shutout in a 4-0 win over the Yankees.

Yu Darvish is slated to start Game 3 for the Dodgers, followed by Alex Wood.

DETROIT (AP) — Minnesota Timberwolves shooting guard Jimmy Butler will miss his second straight game because of an upper respiratory infection. The Wolves ruled Butler out before playing at Detroit. Butler sat out the night before against Indiana. He has 40 points over his first three games with the Wolves. Shabazz Muhammad started in his place against the Pacers.

EDEN PRAIRIE, Minn. (AP) — Minnesota Vikings kicker Kai Forbath has been named NFC special teams player of the week after kicking six field goals in Sunday’s victory over Baltimore. Forbath had a career-best 18 points in the Vikings’ 24-16 victory. His six field goals included a 52-yarder and a 51-yarder.

 

UNDATED (AP) — Dwight Freeney’s retirement from football is on hold after the three-time All Pro signed a one-year deal with the Seattle Seahawks Wednesday.

Freeney had given himself one more week before deciding the rest of the season would likely be spent on the golf course. Seattle needed a defensive end after Cliff Avril was placed on injured reserve due to a neck injury.

UNDATED (AP) — Astros second baseman Jose Altuve (al-TOO’-vay) and Miami Marlins outfielder Giancarlo Stanton are the recipients of the Hank Aaron Award in their respective leagues.

Altuve won the AL batting championship for the third time in four years, hitting a major league-best .346 with 24 home runs, 81 RBIs and 112 runs scored. The five-time All-Star also led his league with an 8.3 wins above replacement.

Stanton was the majors’ top power hitter this year, belting 59 home runs and 132 RBIs with an NL-leading .631 slugging average. Like Altuve, Stanton paced his league in wins above replacement at 7.6.

— Red Sox second baseman Dustin Pedroia (peh-DROY’-uh) is expected to miss more than a month of the 2018 season. The team said on Wednesday that Pedroia had surgery to restore the cartilage in his left knee and will return to major league action in seven months, which would put him back in the lineup in late May.

WASHINGTON (AP) — House Republicans are focusing squarely on tax cuts rather than deficit discipline as they look to shoehorn a GOP budget plan through the House. WASHINGTON (AP) — President Donald Trump is being coy about what people will see from long-secret JFK assassination files. A law requires the release Thursday of all files that are still hidden on Kennedy’s killing. Only the president can decide to hold some back. Trump’s tweet on the eve of the release did not tip his hand. He merely said the release will be “so interesting.” Scholars want every scrap of information out. But intelligence agencies are said to be pushing back against full disclosure.

UNDATED (AP) — A computer server crucial to a lawsuit against Georgia election officials was quietly wiped clean in July just after the suit was filed. The server made headlines in June after a security expert disclosed a gaping security hole that wasn’t fixed six months after he reported it to election authorities. Data on the server could have indicated whether Georgia elections were manipulated by malicious hackers.

NAIROBI, Kenya (AP) — Kenyan police say one man shot by police during violent protests against the repeat presidential election has died at a hospital. The shooting occurred in the city of Kisumu, an opposition stronghold. Three other people were admitted to a hospital with gunshot wounds. An Associated Press journalist in Kisumu saw ambulances transporting several people from the protests.
