BISMARCK, N.D. (AP) — North Dakota Tax Commissioner Ryan Rauschenberger says he regrets lying to a Highway Patrol trooper about the amount of alcohol he had consumed prior to being arrested for drunken driving.

In a video released Tuesday by the patrol, Rauschenberger told Trooper Tarek Chase that he had “like one drink …. like three hours ago.”

The 34-year-old Republican was arrested in Mandan on Sept. 30. An arrest report showed he had blood alcohol content of 0.206 percent, which is more than twice the state’s 0.08 legal limit.

Rauschenberger says he should have been “more upfront with the trooper.”

Rauschenberger pleaded guilty last week to misdemeanor driving under the influence. He was given a 10-day suspended jail sentence and put on unsupervised probation for a year.

BISMARCK, N.D. (AP) — Four more suspects this month either pleaded guilty or agreed to do so in a large-scale Jamaican lottery scam in the U.S.

That leaves just five of the 15 defendants still scheduled for trial in January.

Prosecutors believe it’s the first large-scale Jamaican lottery scam prosecuted in the U.S. Authorities allege it bilked at least 90 Americans out of more than $5.7 million. It’s being prosecuted in North Dakota, where authorities began investigating after a woman lost her life savings of more than $300,000 in 2011.

Two suspects remain fugitives. Thirteen others have been arrested and brought to the U.S. to face charges. Six of them have pleaded guilty to conspiracy in the past four months. In return for the guilty pleas, the government is dropping fraud and money laundering counts.

OMAHA, Neb. (AP) — A monthly survey of business leaders suggests economic conditions continue to improve for nine Midwest and Plains states.

A report released Wednesday says the Mid-America Business Conditions Index rose to 58.8 in October from 58.2 in September. The August figure was 57.5.

Creighton University economist Ernie Goss oversees the survey, and he says national and regional indices indicate the manufacturing sector is expanding at a very healthy pace.

The survey results are compiled into a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests growth in that factor. A score below that suggests decline.

The survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.

President Benjamin Harrison signed the Proclamation of Admission for North Dakota and South Dakota on Nov. 2, 1889. The formal official process toward statehood began on Feb. 22, 1889, when President Grover Cleveland signed the Enabling Act that was passed by the Congress.

 (State Historical Society of ND)

North Dakota and South Dakota were part of the Dakota Territory created in 1861, which included much of the present-day states of Montana and Wyoming. History did not record whether North Dakota or South Dakota was signed into statehood first by Harrison.

An election was held on May 14, 1889, to elect 75 delegates to a Constitutional Convention, which was held in Bismarck from July 4 to Aug. 17. The voters approved the new constitution, which was a requirement for admission on Oct. 1, 1889.

Statehood passed with 77 percent of 35,548 voters. The population of the state was approximately 190,000 but women did not have the right to vote until 1920.

World Series….

LOS ANGELES (AP) — Dodger Stadium will be hosting Game 7 of a World Series for the first time in its storied history.

The Los Angeles Dodgers have stretched the Fall Classic to the limit by rallying for a 3-1 win over the Houston Astros. The Dodgers were baffled by Justin Verlander over the first five innings before surging ahead in the sixth and smacking the 24th home run of the series.

Chris Taylor tied the game with an RBI double and Corey Seager immediately followed with a sacrifice fly that put the Dodgers ahead to stay later in the sixth. Joc Pederson padded the Dodgers’ lead with a solo blast off Joe Musgrove in the seventh.

Verlander starter struck out eight while allowing just one hit through five frames. The Dodgers’ fortunes began to turn when Austin Barnes led off the sixth with a single and Chase Utley was hit by a pitch before Taylor’s two-bagger knotted the score.

Astros outfielder George Springer hit a third-inning homer off Dodgers starter Rich Hill, who was lifted after allowing four hits while striking out five over 4 2/3 innings. It was Springer’s fourth home run of the Fall Classic.

The Dodgers’ much-maligned bullpen allowed just two hits while tossing shutout ball over 4 1/3 innings. Tony Watson retired one batter in the sixth inning to pick up the victory. Kenley Jansen retired all six batters he faced to pick of the save, one game after taking the loss in the Astros’ 13-12, 10-inning victory.

It was the first loss for Verlander since joining the Astros from the Tigers on Aug. 31.

Yu Darvish will start for the Dodgers against Lance McCullers in Game 7 Wednesday. Darvish couldn’t get out of the second inning of Game 3, while McCullers was reached for three runs over 5 1/3 innings to get the victory in the Astros’ 5-3 victory.

The Astros have never won a World Series since entering the majors in 1962. The Dodgers are seeking their seventh championship and first in 29 years.

In world and national news…

NEW YORK (AP) — The suspect accused of killing eight people and injuring others along New York’s Hudson River in Tuesday’s vehicle attack is from Uzbekistan and has been living legally in the U.S. since 2010. Officials believe 29-year-old Sayfullo Saipov first lived in Ohio, but they say recently he was living in New Jersey, where he allegedly rented the Home Depot truck that plowed into people along the Hudson River bike path.

NEW YORK (AP) — The Argentine foreign ministry says victims of the bike path attack included five of its citizens who were among a group of friends celebrating the 30th anniversary of their high school graduation with a trip to New York City. In addition, one man in the group is recovering from his injuries at Manhattan’s Presbyterian Hospital.

NEW YORK (AP) — France’s prime minister says the deadly truck attack on a New York bike path is a reminder that the threat level is high everywhere, and that authorities must remain “as humble as we are determined” to fight extremism. Prime Minister Edouard Philippe says ordinary people must remain vigilant.

WASHINGTON (AP) — House Republicans have struggled to complete work on a sweeping tax proposal, delaying its public release by a day. President Donald Trump has set an ambitious, by-Christmas timetable for the politically driven legislation. The GOP tax-writers strained to make last-minute changes to the proposed legislation, working Tuesday through the day and night to produce the first major overhaul of the U.S. tax system in three decades. But they couldn’t finalize details in time so moved it to Thursday.

WASHINGTON (AP) — Newly unsealed court papers outline a former Trump campaign adviser’s frequent contacts with senior campaign officials, along with foreign nationals who promised access to the highest levels of the Russian government. And George Papadopoulos is cooperating with Special Counsel Robert Mueller. President Donald Trump is dismissing him as a liar and a mere campaign volunteer.
