Jamestown (CSi) The Jamestown City Planning Commission has tabled a proposed Ordinance change.
The change is designed to reduce the number of hearings from two to one for simple plat changes not involving changes in public right of way and public access and to nor have implications for future street planning.
The Planning Commission has approved the final plat for Loose Subdivision at 81st Avenue Southeast.
The plat was change allows the sale of property.
The property, zoned for agricultural use, and has no changes to roads or utility easements included in the plat.
Jamestown (CSi) University of Jamestown Alumnus, Greg Ross, has been named the Vice President for Finance and Business Affairs at the University. He will join UJ and begin his new role on January 15, 2018.

Valley City (CSi) Valley City State University and USDA Rural Development will be hosting a free home ownership event on November 16, 2017, from 1-p.m., to 2-p.m., at VCSU’s Vangstad Auditorium, open to the public.
Presenters will review financial planning, home and student loan options and provide an overview of the housing market in Jamestown and Valley City.
Representatives are scheduled from Valley City State University, USDA Rural Development, NDSU Extension Service, Gate City Bank, Jamestown Board of Realtors and Remax Realty.

Jamestown (CSi) The City of Jamestown informs residents that the city Board of Adjustment will meet at 8 a.m. Thursday at City Hall to review a variance request.
The request is for 907 14th Ave. SE for a 10-foot front yard and 15-foot rear yard variance.
MINTO, N.D. (AP) — Authorities have identified a 30-year-old Forest River woman who died in a single-vehicle crash in Walsh County.
The Highway Patrol says Elizabeth Knecht was driving a sport utility vehicle that went off a rural road about 7:40 a.m. Monday.
The SUV went through a ditch and over a riverbank, overturned, broke through the ice and came to rest upside down partially submerged in the water.
Knecht was alone in the vehicle. She died at the scene, about a mile south of Minto.
FARGO, N.D. (AP) — The North Dakota Highway Patrol says it is transitioning from white to black patrol vehicles.
Capt. Bryan Niewind that trooper safety was a consideration. He says darker patrol cars are more visible during the snowy winter months.
The first black patrol vehicle is on the road around Jamestown. Niewind says replacing all the vehicles will be a four-year process.

BISMARCK, N.D. (AP) — An appeals court ruled Tuesday that a federal judge in North Dakota was correct in not barring police from using harsh methods against Dakota Access pipeline protesters.
There have been no protests since February, but the decision will allow a lawsuit to proceed in which pipeline opponents allege they were subjected to police brutality and their civil rights were violated. They seek unspecified money damages.
Plaintiffs asked federal Judge Daniel Hovland in November 2016 to bar officers from using tactics such as chemical agents and water sprays. He refused and protesters appealed, putting their lawsuit on hold for nine months. It can now proceed.
Law enforcement earlier asked Hovland to dismiss the lawsuit. He hasn’t ruled, though he indicated earlier that protesters are unlikely to succeed.
The Attorney General’s Office of North Dakota’s Consumer Protection Division started an investigation after a consumer complained that she was contacted by phone, even though her phone number is registered on the Do Not Call list. The consumer also complained Rhoden’s company offered to sell her an extended warranty for a vehicle she did not own, according to the attorney general’s office. The consumer said when she questioned the caller, he responded with a threat, telling her he knew where she lived.
Rhoden also runs a website, vehicleprotectiondepartment.net,on which he sells supposed extended warranties.
The state attorney general’s office said Rhoden ignored all efforts by investigators to contact him over several weeks. Rhoden also did not respond to demands for information about solicitation calls his company made to North Dakota residents. He has been banned from making any more solicitations in North Dakota, including selling extended vehicle warranties to North Dakota residents through his website.
BISMARCK, N.D. (AP) — North Dakota’s Agriculture Department is extending for a second time the application deadline for a hay transportation aid program.
Monday was the deadline for the program approved by the state Emergency Commission in late August in response to summer-long drought. The group made $1.5 million available to reimburse eligible ranchers for personal and commercial hay-hauling expenses.
Initially, the program was for expenses incurred between June 1 and Oct. 20, and the application deadline was Nov. 3. Late last month the Agriculture Department extended the hauling cutoff date to Nov. 6 and the application deadline to Nov. 13.
Both the application deadline and the hauling cutoff date have now been extended to Friday. State Agriculture Commissioner Doug Goehring says many ranchers are still transporting hay from long distances.
BISMARCK, N.D. (AP) — North Dakota’s first family won’t be having Thanksgiving dinner at the new governor’s mansion.
Capitol Facilities Manager John Boyle says officials had hoped for Gov. Doug Burgum to move into a new home by next week. But he says construction of the new 13,600-square-foot home is running a few weeks behind schedule.
Boyle says the completion date is now set for next month.
The Legislature authorized $4 million from the state’s Capitol Building Fund and $1 million from private donations to construct the building.
Boyle says about $850,000 in private money has been raised so far.
Supporters say building a new official home for the governor was more cost-effective than renovating the current mansion, which will be torn down.
BISMARCK, N.D. (AP) — Airline passenger numbers declined in North Dakota in October.
State Aeronautics Commission data show that boardings at the eight commercial service airports in the state dropped nearly 5 percent from the previous year. Year-to-date boardings were down a little less than 2 percent.
Airports in the state’s four largest cities all saw decreases in boardings in October — Fargo down 3 percent, Minot down 5 percent, Grand Forks down 7 percent and Bismarck down 11 percent.
Devils Lake also saw a decrease, of 4 percent, while Williston and Jamestown both saw 5 percent increases and Dickinson had a 20 percent rise.
In October 2017 Jamestown Regional Airport boarded 1,042 passengers, compared to 991 in October 2016, and increase of 5.15%.
Year to date, through October 2017, Jamestown boardings were at 10,980, an increase of over 16-percent from the 9,351 through the first 10 months of 2016.
(CSi) Drivers have been identified by The North Dakota Highway Patrol, which investigated a crash Thursday, November 9, 2017, about 3:53 p.m., between a semitrailer and an SUV, six miles northeast of Edgeley, that claimed the life of Monango man.
The Patrol says 79 year old Coral Bardell of Monango was driving a 1995 Chevrolet Blazer SUV south on 85th Avenue Southeast and continued through the intersection with LaMoure County Road 34. The Chevrolet was struck by a 2001 Peterbilt semitrailer that was hauling a full load of corn on County Road 34.
The semitrailer was driven by 41-year-old Brandon Sanderson from Stirum, N.D. The semitrailer entered the south ditch and rolled, coming to rest on the driver’s side. The Chevrolet went into the north ditch and rolled.
Bardell was killed. It was undetermined if he was wearing a seat belt.
Sanderson wore a seat belt. He was transported by ambulance to Jamestown Regional Medical Center where he was treated for minor
The Highway Patrol is continuing to investigate the crash.
The LaMoure County Sheriff’s Office, Edgeley Ambulance and LaMoure Ambulance assited at the scene.
MINOT, N.D. (AP) — A trial date is set for the dispute over whether a pioneer village museum can be evicted from the North Dakota State Fairgrounds.
The Minot Daily News reports the civil trial will be held Jan. 30 in the fight between the State Fair Association and the Ward County Historical Society, which runs the Pioneer Village Museum.
The association wants to remove the museum from the fairgrounds to use the property for different purposes. The historical society defends the museum’s right to stay under a 1966 agreement.
Judge Rhonda Ehlis says she’ll decide which entity has rights to the State Fairgrounds property because of the case’s complexity and emotionally charged nature.
The historical society is also seeking money damages to be decided by a jury. Ehlis says those arguments would be considered at a later date.
MINOT, N.D. (AP) — A Minot woman accused of helping her husband plan and clean up after the stabbing death of his ex-wife wants to change her plea.
Cynthia Wilder has pleaded not guilty to conspiracy to commit murder and accomplice to escape. Authorities say she helped clean blood evidence from a car after Richie Wilder Jr. killed his ex-wife, Angila Wilder, in November 2015.
Richie Wilder was convicted of murder and sentenced to life in prison.
Cynthia Wilder also is accused of trying to help Richie Wilder in his aborted escape from the Ward County Jail.
The Minot Daily News reports that a change of plea hearing for Cynthia Wilder is scheduled Thursday in Minot.

MINNEAPOLIS (AP) — Fox is limiting the amount of pre-game access to the Minnesota Vikings this week for guest analyst Greg Olsen. The decision comes in response to concerns raised by the Vikings about an opposing player on the broadcast crew. Olsen will help call the Vikings’ game this weekend against the Los Angeles Rams, with the Carolina Panthers on their bye and Olsen out with a broken foot. The Vikings play at the Panthers in December. Fox officials say they “fully respect” the concerns raised by the Vikings.
MINNEAPOLIS (AP) — Unionized transit workers in the Twin Cities metro have rejected a final contract offer and authorized a strike during Super Bowl festivities in February. The Amalgamated Transit Union Local 1005 represents about 2,500 bus drivers, light trail operators and other Metro Transit workers.

UNDATED (AP) — Alabama has replaced Georgia as the No. 1 team in the College Football Playoff rankings.
The 10-0 Crimson Tide took the top spot their win over Mississippi St. and the Bulldogs’ 23-point loss to Auburn last weekend.
Clemson is second, with Miami and Oklahoma joining the Tigers and Crimson Tide among the top four for the first time. Wisconsin was fifth, and Auburn climbed to sixth.
Georgia dropped to seventh, and Notre Dame slipped from third to eighth following its blowout loss to the Hurricanes.

UNDATED (AP) — The Baseball Writers’ Association of America has announced the winners for the American and National League managers of the year.
The Minnesota Twins’ one-year turnaround has led Paul Molitor to be named the AL Manager of the Year. The Twins went 85-77 this past season and earned their first playoff spot since 2010 after losing 103 games in 2016.
Molitor received 18 of 30 first-place votes. Cleveland Indians manager Terry Francona received 11 first-place votes to finish second in the balloting, one spot ahead of Houston’s A.J. Hinch.
Torey Lovullo is the NL Manager of the Year after guiding the Arizona Diamondbacks to a 93-69 record and a wild-card berth in his first year at the helm. Lovullo received 18 of 30 first-place votes and 111 points in voting by the Baseball Writers’ Association of America.
Dave Roberts of the pennant-winning Los Angeles Dodgers was second, and Colorado’s Bud Black was third.

BOSTON (AP) — Hall of Fame second baseman Bobby Doerr (dohr) has died at age 99.
Doerr was dubbed the “Silent Captain” by longtime Boston Red Sox teammate and life-long friend Ted Williams.
Doerr played 14 seasons with the Red Sox from 1937 to 1951, posting a .288 career average with 2,042 hits, 223 home runs, and 1,247 RBIs. He had six 100-RBI seasons, an accomplishment that was not matched by another second baseman for 25 years.

CHICAGO (AP) — Former Chicago White Sox outfielder “Jungle Jim” Rivera has died at age 96.
Rivera played for Chicago from 1952-61 and was a member of the “Go-Go” Sox team that won the 1959 AL pennant, ending the club’s 40-year postseason drought.
Rivera led the league in steals in 1955, two years after topping the circuit in triples. He batted .256 in a career that included short stints with the St. Louis Browns and Kansas City Athletics.

HARARE, Zimbabwe (AP) — South Africa’s president says he hopes Zimbabwe’s military will respect the constitution “so the situation will not go beyond the situation where it is now.” President Jacob Zuma addressed the nation on television not long after speaking with Zimbabwe President Robert Mugabe. Zuma said Mugabe is “fine” but confined to his home after the army appeared to take control. Zuma says he hopes the situation in the neighboring country “is going to be controlled.”
WASHINGTON (AP) — Fox News Channel (CSi 32) host Sean Hannity has given Republican U.S. Senate candidate Roy Moore 24 hours to explain “inconsistencies” in his response to allegations of child molestation false or exit the Alabama race. Hannity called on Moore during his show Tuesday night to “immediately and fully come up with a satisfactory explanation” for “inconsistencies.”
RANCHO TEHAMA RESERVE, Calif. (AP) — Authorities in Northern California say police responded to a domestic violence call at the home of a man the day before he went on a rampage, shooting 14 people and killing four of them. Kevin Neal had been out on bail for also allegedly stabbing a neighbor, and some in his community would complain to the sheriff’s department that they’d hear constant gunfire near his house.
HOUSTON (AP) — Allegations that former President George H.W. Bush inappropriately touched six women involve potential crimes punishable by fines or jail time, if they had been prosecuted. All but one case is ineligible under state laws that limit when a prosecution can begin after an alleged crime. And several lawyers say it would be difficult to win a conviction against Bush, who has a rare syndrome that mimics Parkinson’s disease. There’s no indication prosecutors plan to pursue any charges.
CANBERRA, Australia (AP) — Australians supported gay marriage in a postal survey that ensures Parliament will consider legalizing same-sex weddings this year. The Australian Bureau of Statistics said 62 percent of registered voters who responded in the unprecedented survey favored reform. The government promised to allow a bill creating marriage equality to be considered in Parliament in the final two-week session that is due to end on Dec. 7.
