With that now completed the roadway is set to open, including the first two lifts of pavement which have been striped.
The remaining asphalt lifts will be installed next spring, and then restriped.
The project included installing infrastructure to a portion of the area, for future development in the area.
Menards officials are offering a portion of their property for sale to interested developers.

Anyone receiving such a call is asked to call Jamestown Police Department 701-252-1000 and report the call.
Jamestown (CSi) Jamestown Public Works informs residents, that City Street Department crews will be working throughout the city trimming trees & shrubbery in alleyways in anticipation of the recycling program to prevent interference with maintenance equipment. Trees must be trimmed up to 16 feet high.
The city points out that it is the homeowner’s responsibility to maintain the trees and shrubbery adjacent to the alley ways. When this responsibility is neglected, it becomes the duty of the City to clear overgrowth that threatens public safety.
This is a clearance procedure and should not be mistaken for a complete pruning of trees and/or shrubbery. That procedure should be done by a local tree service.

BISMARCK, N.D. (AP) — A New York woman who suffered a serious arm injury while protesting the Dakota Access pipeline in North Dakota is preparing for her fifth surgery, even while she’s still under investigation.
Sophia Wilansky was injured in an explosion during a violent clash between protesters and police last November. Protesters allege the blast was caused by a concussion grenade thrown by officers. Police maintain it was caused by a propane canister protesters rigged to explode.
Recently unsealed court documents indicate the government last spring sought evidence that might implicate Wilansky by searching her Facebook account. Eight months later, no charges have been filed against her. Federal authorities say the investigation is ongoing.
Wilansky’s father says she has limited use of her left arm and hand. She’s scheduled for another surgery Dec. 12.
BISMARCK, N.D. (AP) — North Dakota legislative leaders will review anti-sexual harassment policies for state lawmakers.
The Legislative Procedure and Arrangements Committee will meet Dec. 6 at the Capitol to discuss the policies that have been in place for almost 30 years.
Republican House Majority Leader Al Carlson of Fargo heads the bipartisan committee of legislative leaders. He says the time is right to review — and perhaps update — the state’s polices since many allegations of sexual harassment are coming to light in political and entertainment circles.
Carlson and other North Dakota legislative leaders say they are not aware of any sexual harassment allegations ever occurring in the Legislature.
Carslon says sexual harassment won’t be tolerated.
BISMARCK, N.D. (AP) — A contractor who supervised the $52 million upgrade of North Dakota’s Heritage Center has won a lawsuit against the State Historical Society.
Wahpeton-based Comstock Construction Inc. alleges in court documents that the state still owed it more than $1.5 million in damages and unpaid bills.
A jury sided with the company on Wednesday after a three-day trial. It is unclear if the state will appeal. Officials did not immediately return telephone calls for comment Wednesday.
Historical Society Director Claudia Berg has said the agency withheld payment to the company because it had not finished some work.
The revamped Heritage Center opened in 2014. State lawmakers approved about $40 million for the 97,000-square-foot expansion in 2009. The Historical Society raised an additional $12 million from private sources.
BOWBELLS, N.D. (AP) — Grammy-winning rock singer Melissa Etheridge has pleaded guilty to a misdemeanor charge of possessing marijuana in North Dakota.
KMOT-TV reports an attorney for the California musician entered the plea on her behalf Tuesday. Under a proposed order, Etheridge would pay a fine of $750 and serve unsupervised probation.
Etheridge was arrested in August when investigators found marijuana on her tour bus as it crossed from Canada into the U.S. Etheridge, who is a cancer survivor, has said she believes in the medicinal applications of cannabis.
Etheridge’s attorney, Thomas Dickson, says the musician has a legal permit allowing her to use medical marijuana in California. If Etheridge meets conditions of the proposed order over the next six months, the charge will be dismissed.
BISMARCK, N.D. (AP) — North Dakota’s oil production rose slightly in September and remained above 1 million barrels per day for the eighth consecutive month.
The Department of Mineral Resources says the state produced an average of 1.1 million barrels of oil daily in September. That’s up from 1.08 million barrels in August.
North Dakota also produced 1.94 billion cubic feet of natural gas per day in September, which equaled August production.
There were a record 14,190 producing wells in September, up 101 from August.
The September tallies are the latest figures available.
There were 55 drill rigs operating in North Dakota on Wednesday, down one from the September average.
BISMARCK, N.D. (AP) — The North Dakota Attorney General’s office is investigating a Bismarck stem cell clinic.
The Bismarck Tribune reports that the attorney general’s Consumer Protection Division initiated a formal investigation of West 2 North Medical Solutions after receiving consumer complaints.
The clinic has been offering stem cell injections for about a week and a half. Consumer Protection Division Director Parrell Grossman says there are concerns about alleged misrepresentations and questions over whether all available information is being given to potential patients.
Grossman says officials “are initially very alarmed.”
Clinic leadership characterizes the concerns as unfounded and unfair. Dean Jones says there is a lack of information because no other clinics are offering this type of service in the area. Jones says he’s passionate about the field and disappointed by the investigation.
MINOT, N.D. (AP) — Officials are preparing to dedicate Ward County’s $38 million jail expansion.
A ribbon-cutting ceremony is set Monday, with public tours scheduled the following Monday, Nov. 27.
The expansion project increased jail capacity from 104 beds to 300 beds. Sheriff Bob Barnard has said the new facility won’t be taking inmates until about mid-December, after staff training is complete.
There is a small bit of landscaping to be done next spring. Remodeling of the existing jail also should be completed by spring.

Vikings…
EDEN PRAIRIE, Minn. (AP) — Case Keenum will start again at quarterback this week for the Minnesota Vikings.
This time he’ll face his former team, the Los Angeles Rams.
Vikings coach Mike Zimmer announced Wednesday that Keenum will keep his place running an offense that produced a season-high 38 points in the previous game at Washington. The Vikings host the Rams Sunday.
With Teddy Bridgewater back on the active roster, he’s widely expected to take over sooner than later. The Vikings have won five straight games with some strong performances by Keenum, though, so a change now would be strange.
Keenum has started five and finished six of the team’s seven victories this season, relieving Sam Bradford because of knee trouble. Bridgewater has not played in a non-preseason game in more than 22 months.

Kluber, Scherzer claim more Cy hardware
UNDATED (AP) — The American and National League Cy Young awards have gone to a couple of hurlers who have won it before.
Indians ace Corey Kluber has won his second AL Cy Young Award after picking up 28 of 30 first-place votes from the Baseball Writers’ Association of America. Kluber led the majors with a 2.25 ERA and tied for the major league lead with 18 victories, three years after capturing the award.
Boston’s Chris Sale finished second and Luis Severino of the New York Yankees was third.
Nationals pitcher Max Scherzer is the NL Cy Young Award winner for the second straight year after going 16-6 with a 2.51 ERA and a league-leading 268 strikeouts in 31 starts.
Scherzer received 27 of 30 first-place votes to easily outdistance Los Angeles Dodgers ace Clayton Kershaw in the balloting by the Baseball Writers’ Association of America.
It’s the third Cy Young for Sherzer, who also claimed the American League honor in 2013.
In world and national news…
WASHINGTON (AP) — Republicans are muscling their massive tax bill through the House, with President Donald Trump urging them on to a critically needed legislative victory and GOP House leaders exuding confidence they have the votes. But the tax overhaul hit a roadblock Wednesday as Sen. Ron Johnson of Wisconsin became the first Republican senator to say he opposes his party’s politically must-do tax legislation. That signaled potential problems for GOP leaders.
BIRMINGHAM, Ala. (AP) — The divide between Alabama and the national Republican Party has reached new depths as more allegations of sexual conduct have surfaced against GOP Senate candidate Roy Moore. Already, the Republican National Committee, the Senate GOP campaign committee and the party’s leading voices in Congress have called on the 70-year-old former Alabama judge and outspoken Christian to quit the race. Moore tweeted top Senate Republican Mitch McConnell, indicating he has no intentions of backing out.
HARARE, Zimbabwe (AP) — South Africa’s president says it would be too early to take any “firm decision” on in Zimbabwe and that the political situation “very shortly will be becoming clear.” President Jacob Zuma has told Parliament he doesn’t want to speculate on Zimbabwe, where longtime President Robert Mugabe is in military custody amid calls for him to step aside after decades in power. Zuma calls for a peaceful resolution to the “ongoing” developments.
JOHANNESBURG (AP) — Zimbabwean President Robert Mugabe seemed almost untouchable for much of his nearly four-decade rule. Shrewd and ruthless, he managed to stay in power despite advancing age, growing opposition, international sanctions and the dissolving economy of a once-prosperous African nation. Now, the apparent abrupt end of the Mugabe era is launching Zimbabwe into the unknown. It’s a humbling close to the career of a man who crushed dissent or sidelined opponents after leading Zimbabwe since 1980.
HONOLULU (AP) — More than a dozen escapes have occurred over the past eight years at a Hawaii psychiatric hospital where a patient described as dangerous walked off the grounds and made it to California before he was captured this week. Information obtained by The Associated Press from the state Department of Health shows there were 17 escapes from the Hawaii State Hospital between 2010 and 2017.
