Jamestown (CSi) Jamestown Police warns the public about two high risk sex offenders living in Jamestown.
21 year old Taylor Nare Tabcum, resides at 606 4th St. SE.
He has been assigned a high risk assessment by the North Dakota risk level committee, Office of the Attorney General.
He presently does not have a vehicle.
Tabcum is a white male, 5 feet 10 inches tall, weighing 260 pounds with brown hair and brown eyes.
Tabcum was convicted of sexual contact – no consent in 2013 in Douglas County District Court in Colorado and in 2009 for sexual assault on a child/indecent exposure in Adams County District Court in Colorado.
Tabcum is on probation with North Dakota Probation and Parole.
38 year old James Michael Brown II, resides at 414 4th St. NE, No. 2.
Brown has been assigned a high-risk assessment by the North Dakota risk level committee, Office of the Attorney General.
His vehicle is a silver 2005 Ford Taurus, North Dakota license 916ANV.
Brown is a white male, 5 feet 8 inches tall, weighing 210 pounds with blue eyes and red hair.
Brown was convicted of sexual assault, gross sexual imposition and simple assault in 2000 in Grand Forks County. Authorities said he had sexual contact with a 16-year-old girl in 1999, and two years later with a 15-year-old and a 13-year-old.
Tabcum and Brown are not wanted by law enforcement and have served the sentences imposed by the courts.

Jamestown (CSi) Stutsman County Emergency Manager and 9-1-1-Coordinator, Jerry Bergquest says Stutsman, Barnes and Richland counties, will change emergency notification providers from CodeRED to Everbridge, in 2018.
He says CodeRED is not user friendly, adding that and the company has not provided software improvements over the past five years.
He adds, that North Dakota State Radio now uses Everbridge, and that 23 North Dakota counties now use the system.
The Stutsman County has approved expending the county’s share, $2,600, of the $8,000 to train local officials in Stutsman, Barnes, and Richland Counties. Barnes County also took action to approve the local costs.
The emergency notification systems contacts subscribers by phone or E-Mail about severe weather or other emergency events that may occur.
Jamestown (CSi) Jamestown Public Works reports crews have begun residential clearing of snow.
Crews will continue until all the residential streets have been cleared of the five inches of snow in Monday’s storm.
On Monday crews started early in the day clearing Emergency Snow Routes, and then downtown.
Valley City (CSi) The Valley City Commission met in Regular Session Tuesday evening at City Hall.

The City Commission approved the second and final reading of an Ordinance, repealing, amending, and re-enacting Title Four, Alcoholic Beverages. City Attorney Mertins said the Ordinance is part of the recodification process.
Approved the second and final reading of an Ordinance creating a perpetual restrictive covenant for structures to be removed in accordance with the State Water Commission.
Approved the second and final reading of an Ordinance amending and reenacting Chapter 8-6, Businesses and Occupations—Tree trimming, Tree preservation, and Protection. City Attorney Mertins fees and administrative costs for non compliance was added.
RESOLUTIONS:

The City Commission approved a Recommendation from Renaissance Zone Board for 754 8½ Ave NW.
The Renaissance Zone Committee recommends approval of the application for a 5 year property tax and 5 year income tax exemption up to $250,00 to purchase a new home.
The City Commission awarded a bid for a 2018 police patrol vehicle with delivery in 2018. Police Chief Hatcher, said the 2018 Dodge Charger’s bid was from Miller Motors of $26,482, with delivery in eight weeks.
CITY ADMINISTRATOR’S REPORT:
David Schelkoph said the 2018 Public Works Budget has been introduced.
He said the second Transportation Plan meeting is set for Thursday December 7, 2017, with public input encouraged.

He added employee evaluations for 2018 will be performed.
He said throwing snow into city streets is a violation of the City Code, and a finable offensive and subject to a clean up by the offender.

Valley City (CSi) The Valley City Area Chamber of Commerce reminds residents that on Wednesday, December 6, 2017 and Monday, December 11th public meetings will be held to discuss the proposed streetscape project.
Both meetings will run from 5:30 – 7:30 p.m. at the HAC lobby.
The Chamber Board with the help of the City, KLJ and members of the Streetscape Committee have compiled information regarding the project in the letter attached with an E-Mail sent from the Chamber.
The goal is to help the community be as informed as possible prior to the public meetings, and the Chamber encourages the community to bring questions and concerns to one of the public meetings offered.
Valley City (CSi) Santa Cops and Kids will be held all day on Thursday December 7, 2017, at the James Valley Fraternal Order of Police Lodge No. 4, in Valley City.
Personnel from the Valley City Police Department along with area law enforcement agencies will pair with a child from the Valley City community for a meal together then start shopping for Christmas gifts for the child and their family.
The children are selected on a criteria basis, like a financial hardship, family loss, military deployment, or other circumstances that can make the holiday season a little harder to endure.
Gifts are also purchased for other children in the community, such as children who are in foster care.
Event coordinator Lt. Dana Rustebakke adds that because of generous donations from the community last year, donation request letters will NOT be sent out this year.
If an individual or business would still like to donate, they will continue to accept these donations.

Bismarck (NDHP) The North Dakota Highway Patrol (NDHP) responded to 35 crashes along I-94 and 1-29 in Barnes, Stutsman and Cass counties on Monday, December 4, 2017. The majority of the crashes in Barnes and Stutsman counties involved commercial motor vehicles which were unable to maintain their lane of travel.
A travel alert was issued at 9:46 a.m., Monday, which became a no travel advisory in the south central part of the state at 2:33 p.m. and extended to the northeast region at 4:18 p.m. The travel advisory was lifted Tuesday morning at 7:00 a.m., however difficult driving conditions still exist. These conditions include ice covered roads and strong winds blowing snow over roadways.
Motorists are encouraged to check road conditions before traveling and to drive appropriate speeds for road conditions. In addition, please do not use your vehicle’s cruise control on ice and snow covered roads and always wear your seat belt.
The Minnesota Department of Transportation says blowing snow and whiteout conditions made travel treacherous. The Minnesota State Patrol says it responded to 410 crashes statewide, including one on Highway 12 near Benson that killed an 87-year-old woman and 36 others that resulted in injuries.
BISMARCK, N.D. (AP) — Top North Dakota lawmakers have hired their own economic consultancy to give the Legislature a second opinion on revenue forecasts.
The Legislative Revenue Advisory Committee on Tuesday unanimously approved the $49,200 contract for Colorado-based IHS Inc. The eight-member legislative panel includes majority and minority leaders.
Revenue estimates signal how much money legislators may have to spend in the future. Analysts compile information to estimate the state’s tax collections and to gauge the health of North Dakota’s economy.
State budget analysts and the economic consultancy Moody’s Analytics have been working together for nearly two decades on the revenue forecasts. But they’ve missed projections by hundreds of millions of dollars in recent years due to slumping energy and agriculture prices.
TIOGA, N.D. (AP) — A citywide outage has knocked out natural gas service to 1,100 customers of Montana-Dakota Utilities in Tioga.
MDU spokesman Mark Hanson says the utility’s supply was disrupted Tuesday afternoon. Hanson says he did not know the cause, though the supplier had been conducting maintenance.
Fifty technicians were on their way to Tioga to restore natural gas service. The Bismarck Tribune reports MDU planned to have all the gas meters shut off in Tioga by late Tuesday night before relighting anything.
Tioga Police Officer Mia Lefever says the city’s high school, which has coal heat, has been opened as a shelter for residents without heat.
Tioga is a city of about 1,600 residents in northwestern North Dakota about 40 miles (64 kilometers) east of Williston.
FARGO, N.D. (AP) — Fargo commissioners have approved a master plan for the city’s downtown.
KFGO radio reports that the “Downtown InFocus” project was a year-long process to outline future planning and development. It includes recommendations for housing, parking, street design and financing, among other things.
City Commissioner Dave Piepkorn (PEP’-korn) says the concepts are not mandatory but give the city direction on what needs to be done. He says it will “set the course for 100 years of what our downtown will look like.”?
Consultants considered comments from hundreds of residents who attended public forums in the state’s largest city.
BISMARCK, N.D. (AP) — It’s the last week for people to apply to serve on North Dakota’s industrial hemp advisory board.
The seven-member board provides advice and expertise to the state Agriculture Department for its industrial hemp research program.
Board nominations are open to producers, processors, researchers and others in the industrial hemp industry. The deadline for applications is Monday.
The advisory board will convene in January to review proposals for 2018.
FARGO, N.D. (AP) — Cass County Sheriff Paul Laney says he’ll retire from law enforcement rather than seek a fourth term in the position.
Laney sent an email to staff saying that after nearly three decades in law enforcement, he and his family feel it’s time to hang up his gun belt.
Laney has one year left on his term and plans to retire at the end of next year. He’s been the sheriff of North Dakota’s most populous county since 2006.
Laney also has been on the national stage a couple of times, during recent flood battles in the Red River Valley and during protests in southern North Dakota against the Dakota Access oil pipeline.
The National Sheriff’s Association named Laney its sheriff of the year in 2012.

LINCOLN, Neb. (AP) — Glynn Watson Jr. scored 20 of his 29 points in the second half and Nebraska opened up a 16-point lead early in the second half en route to a 78-68 win over No. 14 Minnesota. Watson scored seven straight points to open the second half, and Duby Okeke’s dunk put Nebraska up 48-32 with 15:35 left. Minnesota made two of its first 10 shots in the half and struggled against the Huskers’ switching man-to-man defense.

NEW YORK (AP) — Oshae Brissett had 16 points and 10 rebounds and Tyus Battle scored 22 points to lead Syracuse past UConn 72-63 on Tuesday night in the Jimmy V Classic at Madison Square Garden.
The former Big East rivals failed to play a familiar classic at the Garden that had defined their series as one of the best in basketball. But fans of both teams enjoyed the give-and-take chants that filled a mostly full MSG on the night.
The Orange, coming off a 16-point loss to No. 2 Kansas, controlled from tipoff in a sloppy outing where they made only four 3-pointers and had nine assists.
Matthew Moyer scored 18 points and the Orange scored some easy buckets late in the second half to never let this win get away from them.

GRONK SUSPENDED
BOSTON (AP) — The NFL has denied Patriots tight end Rob Gronkowski’s appeal of a one-game suspension for a late, gratuitous hit to the head of Bills defensive back Tre’Davious White.
The league announced the decision of appeals officer Derrick Brooks today.
White was face down on the sideline after intercepting a pass in Buffalo on Sunday when Gronkowski body-slammed him, driving his forearm into White’s back and head. Gronkowski was called for unnecessary roughness, but not kicked out of the game. White went into the concussion protocol.
Gronkowski, who apologized for the hit, will serve his suspension against Miami next Monday night.
NFL-STEELERS-BENGALS SUSPENSIONS
NEW YORK (AP) — Pittsburgh Steelers rookie wide receiver JuJu Smith-Schuster and Cincinnati Bengals cornerback George Iloka have been suspended one game each by the NFL for violating league safety rules.
Smith-Schuster was flagged for unnecessary roughness and taunting after a blindside hit on Bengals linebacker Vontaze Burfict in the fourth quarter of Pittsburgh’s 23-20 victory Monday night. Iloka was penalized for unnecessary roughness for a helmet-to-helmet hit on Steelers wide receiver Antonio Brown.
Jon Runyan, the NFL’s vice president of football operations, ruled that Smith-Schuster “delivered a violent and unnecessary blindside shot to (Burfict’s) head and neck area.” Burfict left the game on a stretcher and did not return.
Runyan suspended Iloka for striking a defenseless receiver in the head and neck area. Brown, who caught the game-tying pass on the play, remained in the game.
MLB-ROYALS-PERALTA
KANSAS CITY, Mo. (AP) — Right-hander Wily Peralta and the Kansas City Royals have agreed to a one-year contract worth $1,525,000, a deal that includes a club option for 2019.
The 28-year-old gets a $1.5 million salary next year and the chance to earn $1.25 million annually in performance bonuses. The option is for $3 million with a $25,000 buyout. If the Royals decline the option, he would be eligible for salary arbitration.
Peralta went 5-4 with a 7.85 ERA in 19 appearances for Milwaukee this year and was designated for assignment in July. He is 47-52 with a 4.88 ERA over his six-year big league career, all with the Brewers. His best season was 2014, when he went 17-11 with a 3.53 ERA as a starter.

The move is being welcomed in Israel but is drawing fierce criticism from American friends and foes alike. Palestinian officials declared the peace process “finished” and Turkey announced it would host a meeting of Islamic nations to give Muslim countries’ leaders an opportunity to act together and coordinate following Trump’s move.
JERUSALEM (AP) — President Donald Trump’s expected declaration of Jerusalem as Israel’s capital is likely to have a seismic effect and will carry deep symbolic meaning by essentially imposing a solution for one of the core issues in the decades-long Israeli-Palestinian conflict. Israel claims all of Jerusalem as its capital, while the Palestinians claim the city’s eastern sector, captured by Israel in the 1967 Mideast war, as the capital of a future independent state.
WASHINGTON (AP) — Doctors treating the U.S. Embassy victims of mysterious, invisible attacks in Cuba have discovered brain abnormalities as they search for clues to explain hearing, vision, balance and memory damage. The Associated Press has learned that medical testing has revealed the embassy workers developed changes to the white matter tracts that let different parts of the brain communicate. It’s the most specific finding to date about physical damage.
VENTURA, Calif. (AP) — The same vicious winds that were making three Southern California wildfires so destructive were also making the firefight itself more difficult. Water-dropping planes and helicopters that have been mostly grounded because it is too dangerous to fly them in the strong gusts. Commanders hoped to have them back in the air on Wednesday morning, but all indications are the winds will be whipping then too. The blazes spurred evacuation orders for nearly 200,000 people and burned nearly 200 homes.
MOSCOW (AP) — A spokesman for Russian President Vladimir Putin says the Kremlin needs to analyze the International Olympic Committee’s ruling to bar Russia and its sports officials from the upcoming Pyeongchang Games before making any decisions regarding the country’s participation. Dmitry Peskov says “we need to put emotions aside” and “make a serious analysis” of the ruling before taking any steps.
