Jamestown  (CSi)  Jamestown Police informs the public of a convicted sex offender who has again changed his Jamestown address.

Allen Luke Jamgochianis a 31 year old white male five feet nine inches tall, weighing 160 pound with blue eyes and brown hair.

He now resides at 1213 11th Street SE Apt 3,  Jamestown, ND

He presently does not have a vehicle.

He has been assigned a high risk assessment by the North Dakota Risk Level Committee, of the North Dakota  Attorney General’s Office.

Offense:  Gross sexual imposition involving a 13 year old girl since she was eight or nine years old, when he was 19 years old at the time of the report.

Conviction Date:  April 2007 in  Morton County, North Dakota District Court.

Disposition:  Five years, four years suspended, 263 days credit, five years supervised probation.

Offense:  Corrupt/Solicitation of a Minor involving a 15 year old girl when he was 18.

Conviction:  July 2005, Morton  County, North Dakota, District Court.

Disposition:  Six months, six months suspended two years supervised probation.

Jamgochian is not wanted by police at this time and has served the sentence imposed by the court.

This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.

Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.

Jamestown Police also report High Risk Sex offender, Taylor Nare Tabcum has again changed his address to 606 4th Street SE, Jamestown, ND

He has been assigned a high risk assessment by the North Dakota risk level committee, Office of the Attorney General.

He presently does not have a vehicle.

Tabcum is a white male, 5 feet 10 inches tall, weighing 260 pounds with brown hair and brown eyes.

Tabcum was convicted of sexual contact – no consent in 2013 in Douglas County District Court in Colorado and in 2009 for sexual assault on a child/indecent exposure in Adams County District Court in Colorado.

Tabcum is on probation with North Dakota Probation and Parole.

 

 

Bismarck  (CSi)   A Public Open House will be held from 4:00pm to 7:00pm on Wednesday, December 13, 2017 at the Stutsman County Law Enforcement Center, Lower Level (206 6th Street SE, Jamestown, ND 58401).

The purpose of the Public Open House is to provide input on ND Moves, a statewide active and public transportation plan for North Dakota. The plan will review and identify existing and emerging needs and recommend strategies for the future of biking, walking, rolling, and transit across the state. The Open House will provide opportunity for public input on the vision, challenges, and opportunities for these systems in the future. Representatives from the North Dakota Department of Transportation (NDDOT) and its consultant team will be on-hand to answer questions and discuss concerns.

BISMARCK, N.D. (AP) — The North Dakota Legislature has filed a lawsuit challenging Gov. Doug Burgum’s veto powers.

Burgum was served with the lawsuit Friday.

The dispute arose when the governor used his line-item veto in April to change parts of several spending bills after the Legislature adjourned.

Legislators argue that Burgum went beyond his powers by deleting words or phrases in a way that changed intent.

Burgum has defended the vetoes. He says the lawsuit is a waste of taxpayer money.

It’s not a partisan dispute. Burgum is a Republican and the Legislature is controlled by Republicans.

 

 

BISMARCK, N.D. (AP) — Gov. Doug Burgum says he will “respond accordingly and firmly” to a lawsuit filed by the Republican-led Legislature challenging his veto powers.

The GOP governor was served with the lawsuit Friday. The dispute stems from the governor using his line-item veto in April to change parts of several spending bills after the Legislature adjourned.

The lawsuit asks the state Supreme Court to determine the legal effect of the partial vetoes, including the current status of each affected bill.

Burgum says in a statement that the intent of the vetoes was to protect his executive branch authority and to prevent the “spending of limited state resources.”

Burgum spokesman Mike Nowatzki says the governor has not decided whether to use his general counsel or to hire a private attorney to fight the lawsuit.

 

 

BISMARCK, N.D. (AP) — Two more suspects have pleaded guilty in a Jamaican lottery scam that authorities say bilked at least 90 Americans out of more than $5.7 million.

O’Neil Brown and Dahlia Hunter earlier reached plea deals with prosecutors. They pleaded guilty to conspiracy in separate hearings this week. The government dropped dozens of fraud and money laundering counts.

Seven other defendants have pleaded guilty in recent months, including Hunter’s son, Lavrick Willocks, who authorities say masterminded the scam.

Four suspects are still scheduled for trial in January and two others remain fugitives in Jamaica.

The case is being prosecuted in federal court in North Dakota. Prosecutors believe it to be the first large-scale Jamaican lottery scam prosecuted in the U.S. The investigation dating to 2011 resulted in charges against 27 people.

 

 

 

FARGO, N.D. (AP) — Two sunflower seed competitors in the Dakotas are accusing each other of false advertising.

Wahpeton, North Dakota-based Giant Snacks, Inc. filed a lawsuit against Mount City, South Dakota-based Wild Dutchman Products, Inc. last month. It alleges that Wild Dutchman is misleading consumers about the amount of salt in its products. Wild Dutchman’s packaging has a statement that reads “Half the salt. All the flavor.”

Wild Dutchman says it’s not the company that’s making bogus claims. It has filed a countersuit criticizing Giant Snacks for saying it’s the “only U.S. company to work directly with our own farmers and fields to ensure you are receiving GREAT GIANTS seeds in every bag.”

Each company wants the other to drop packaging claims and pay the other damages to be determined by the court.

 

 

SEATTLE (AP) — Officials say two men who are members of tribes in Washington state and North Dakota were sentenced to federal prison in separate sex crime cases.

The Department of Justice said Thursday that Develin Howtopat was sentenced to 12 years in prison and 20 years of supervised release for the rape of a child in Taholah, Washington. The molestation was reported to the Hoquiam Police Department in 2015 and was investigated by Hoquiam Police, the Quinault Nation Police Department and the FBI.

In an unrelated case Aaron Mitzel of the Spirit Lake Tribe of North Dakota was sentenced to five years in prison and five years of supervised release for the 2015 sexual assault of a 19-year-old woman on the Puyallup Indian Reservation in Washington. His case was investigated by the Puyallup Tribal Police Department and the FBI.

Retirees Dick and Joan Marsala found the wreckage of their mobile home still smoldering Friday morning. They escaped Thursday’s inferno with only a change of clothing and their medications.

WASHINGTON (AP) — President Donald Trump has signed a spending bill to avoid a government shutdown and keep the federal government running through Dec. 22. The president signed the two-week spending bill at the White House after the House and Senate acted to prevent a government shutdown this weekend. The White House and congressional leaders are negotiating a longer-term agreement.

JERUSALEM (AP) — The Grand Imam of Al-Azhar in Egypt, the Sunni Muslim world’s leading religious institution, says he will not meet with Vice President Mike Pence because of the U.S. decision to recognize Jerusalem as the capital of Israel. Sheikh Ahmed al-Tayeb said in a statement Friday that he had earlier accepted an invitation to meet with Pence later this month but reversed his decision after President Donald Trump announced he would move the U.S. Embassy to contested Jerusalem.

AZTEC, N.M. (AP) — Authorities say heroes helped save lives during a deadly shooting at a New Mexico high school. San Juan County Sheriff Ken Christesen told reporters Friday that a substitute teacher heard the gunshots Thursday at Aztec High School but didn’t have a key to lock the door to the computer lab. So she took students into an office or storage area and barricaded the door with a couch.

SPINDALE, North Carolina (AP) — North Carolina’s child welfare agency will now review every new allegation of abuse involving a controversial church that has been the focus of an Associated Press investigation exposing years of physical and emotional mistreatment of congregants. At issue is a 2005 agreement between Word of Faith Fellowship church and a county social services agency that former members of the sect say crippled investigations involving children. The state acknowledges that the review is unprecedented.
