GRAND FORKS, N.D. (AP) — Grand Forks police are investigating the death of a woman found along a sidewalk in the city.

Authorities say 75-year-old Bisnu Kami was found dead about 5 a.m. Sunday next to the sidewalk. She was from Grand Forks.

Investigators haven’t said how she died, But they say foul play is not suspected.

FARGO, N.D. (AP) — Officials say a fire has caused significant damage to a lab at North Dakota State University.

Fargo firefighters responded to a firm alarm at Dunbar Hall on Saturday evening. Crews found a fire in a lab in the basement.

Firefighters were able to control the fire within 15 minutes. Because Dunbar Hall holds chemistry classes, crews checked and found several chemicals in the room. While the chemicals were found to be low hazard, a hazardous materials team checked the building and found no chemical hazard.

Authorities are investigating the cause of the fire. No damage estimate was available yet, but authorities say there was significant fire damage to the lab and light smoke damage on three floors.

ST. CLOUD, Minn. (AP) — Authorities in North Dakota are holding a 20-year-old man after another man was fatally shot at an apartment in central Minnesota.

Police say the shooting happened in Waite Park near St. Cloud. The victim was shot in the upper body. Friends brought the unconscious man to St. Cloud Hospital on Saturday afternoon, but he was pronounced dead at the hospital.

The Minneapolis Star Tribune reports the suspect was spotted by law enforcement about 1 a.m. Sunday about 360 miles (579 kilometers) to the west near Bismarck, North Dakota. He was arrested after a chase and remains in the Burleigh County Jail.

Authorities have not disclosed a motive for the shooting. Names of the victim and the suspect have not been released.

BISMARCK, N.D. (AP) — The North Dakota Legislature has set the stage for a rare state Supreme Court challenge of some vetoes issued by Gov. Doug Burgum.

The Republican-led Legislature — with support from Democrats — filed the lawsuit Friday, alleging the first-term GOP governor overstepped his authority and infringed on their power. Burgum says he’s protecting his executive authority and that the lawsuit is a waste of taxpayer money.

Burgum used his line-item veto to change parts of several spending bills in the week after the Legislature adjourned. The state Constitution gives the governor power to do that on spending measures. But legislators say Burgum went farther, deleting words or phrases in a way that changed intent.

Supreme Court officials say the case likely will be considered by the end of June.

BISMARCK, N.D. (AP) — North Dakota’s Agriculture Department is hosting a meeting later this week for people interested in growing industrial hemp.

Next year will be the third year of the state’s industrial hemp research program. Its goal is to determine whether hemp can be a successful crop in North Dakota, and which varieties work best in the state’s climate.

Producers planted more than 70 acres of hemp in 2016 and more than 3,000 acres this year.

The meeting is 10 a.m. Friday in the Brynhild Haugland Room at the state Capitol in Bismarck.

Grower proposals for next year’s program are due at 5 p.m. on Dec. 29. Proposals will be ranked by a committee appointed by Agriculture Commissioner Doug Goehring, who will make the final choices.

BISMARCK, N.D. (AP) — Thirteen oil companies failed to meet North Dakota’s natural gas flaring goals in September.

The state Industrial Commission adopted gas capture targets in 2014 aimed at reducing the wasteful flaring of excess natural gas in the oil fields. But The Bismarck Tribune reports operators in September burned off more than 300 million cubic feet of natural gas daily — a level not seen since the summer of 2015.

Regulators attribute September’s uptick to maintenance issues with pipeline systems and other infrastructure outages. State Mineral Resources Director Lynn Helms says gas capture targets are working “extremely well.”

He says they’ve brought the percentage of gas flared down from the peak of 36 percent in September 2011. Flaring is expected to be down to 12 percent by November 2018 and 9 percent by November 2020.

MINOT, N.D. (AP) — North Dakota will accept bids for a $24.5 million expansion project for a water treatment plant in Minot.

The Minot Daily News reports that the expansion will increase the Minot Water Treatment Plant’s capacity from 18 million gallons per day to 26 million gallons daily in order to meet the growth outlook for the five-county regional area.

The project will build an addition to the facility and two new treatment basins, chemical feeds and a new lime storage system. Construction will likely take about 18 months.

The expansion will help with the struggle to keep pace during peak summer usage.

Minot Public Works Director Dan Jonasson says bids will open Dec. 19. The state will award the project in February for a spring start.

UNDATED (AP) — The Philadelphia Eagles were able to wrap up the NFC East title on Sunday, but they now face the prospect of spending the rest of the season and the playoffs without their starting quarterback.

Carson Wentz threw for 291 yards and four touchdowns before leaving with a knee injury late in the third quarter of Philadelphia’s 43-35 win ober the Rams at Los Angeles. Two sources familiar with the injury tell The Associated Press that doctors believe Wentz tore his left anterior cruciate ligament and will be out until training camp. That would leave the offense in the hands of Nick Foles, who led the Eagles on a fourth-quarter comeback as they improved to a conference-leading 11-2.

CHARLOTTE, N.C. (AP) — Jonathan Stewart ran for 103 yards and three touchdowns and the Carolina Panthers snapped the Minnesota Vikings’ eight-game win streak with a 31-24 victory. Cam Newton threw for 137 yards and a touchdown and ran for 75 yards as the Panthers racked up 216 yards on the ground against the league’s No. 2 ranked defense to pull even with the Saints atop the NFC South standings. Carolina’s defense sacked Case Keenum six times and forced three turnovers.

The Packers improved their fading playoff hopes and kept the Browns winless on Brett Hundley’s 25-yard scoring strike to Davante Adams in overtime, giving Green Bay a 27-21 victory at Cleveland. Adams also grabbed a one-yard TD toss that tied the game with 17 seconds left in regulation before Hundley finished 35 of 46 for 265 yards and three touchdowns for the 7-6 Packers. DeShone Kizer threw for three touchdowns but was intercepted just before the game-ending TD that dropped the Browns to 0-13.

Demaryius (deh-MAR’-ee-uhs) Thomas had eight receptions for 93 yards and a touchdown as the Broncos blanked the Jets 23-0 to stop an eight-game losing streak. Trevor Siemian had 200 passing yards for Denver, which ended its longest losing skid in 50 years. The Broncos’ defense gave up just 100 total yards and knocked quarterback Josh McCown from the game twice by hard hits.

The Bengals destroyed their slim playoff hopes by dropping a 33-7 decision to the Bears. Jordan Howard ran for 147 yards and a pair of touchdowns as the 4-9 Bears dropped Cincinnati to 5-8. Chicago piled up a season-high 482 yards, while rookie Mitchell Trubisky threw for a touchdown and ran for another in his best showing of the season.

In World and national news…

NEW YORK (AP) — A law enforcement official says what is believed to be an explosive device has been set off on Manhattan subway platform.

The explosion happened around 7:30 a.m. Monday. Details were still developing.

A person was arrested and has non-life-threatening injuries.

There was no immediate word of any other injuries.

The official spoke to The Associated Press on condition of anonymity because they were not authorized to speak publicly about the incident.

Passengers were evacuated as a precaution from the subway line where the explosion happened, near 40th Street and Eighth Avenue.

MOSCOW (AP) — Russian President Vladimir Putin has made a brief stop at a Russian military air base in Syria while en route to Egypt. The Tass news agency said Putin’s plane landed at the Hemeimeem air base in Syria’s coastal province of Latakia, the heartland of Syrian President Bashar Assad’s Alawite minority. The visit marked Putin’s first trip to Syria and came as Assad’s forces retook control over most of Syria, with the help of Russian airstrikes.

HUNTSVILLE, Ala. (AP) — Republican Roy Moore and Democrat Doug Jones are making their final pushes ahead of Tuesday’s special Senate election in Alabama. Jones and Democrats are framing the election as a way for Alabama to reject its history of politicians with baggage that hampers the state. Moore is pushing traditional values and says he reflects them. Meanwhile, President Donald Trump recorded an audio message that went out to Alabama voters Monday.

UKHIA, Bangladesh (AP) — The Associated Press has interviewed 29 Rohingya women and girls who say they were raped by Myanmar’s armed forces, and found distinct patterns in their accounts. Each victim said multiple men participated in the assaults, and that extreme violence was often employed. The most common attack involved groups of soldiers storming into a house, beating any children inside and then beating and gang raping the women.

WASHINGTON (AP) — Start the countdown clock on a momentous two weeks for President Donald Trump and the GOP-run Congress. Republicans are determined to deliver the first revamp of the nation’s tax code in three decades and prove they can govern after their failure to dismantle Barack Obama’s health care law this past summer. They also need to produce a broad budget deal by Dec. 22.

NEW YORK (AP) — Some people worry that the same climate that’s embolden women to speak out against sexual harassment could make some men wary of female colleagues. The Miami-based owner of a food line says her business involves working mostly with men, and business often ends over lunch or drinks. But Ana Quincoces says those opportunities are dwindling because many of the men she encounters on the job “are terrified.”
