The Open House will provide opportunity for public input on the vision, challenges, and opportunities for these systems in the future. If unable to attend the Open House, written statements or comments can be sent to Steve Mullen, Project Manager at smullen@nd.gov.

Jamestown (CSi)  The U.S. Department of Housing and Urban Development recently approved the transfer for the Foster County Housing Authority’s voucher program to Stutsman County Housing Authority effective January 1, 2018.  HUD also approve the transfer of Wells County’s voucher program to Stutsman, and Sheridan County’s program to Burleigh County.  The housing voucher program is a federally funded assistance program that subsidies qualified participants rent.

SCHA Executive Director David Klein, says, “The housing voucher program is vital to rural residents, and we want to help preserve that program.  Regulations and funding cuts make it difficult to operate these programs separately, and we were able to develop a method to create a stronger program for our region.   There are approximately 30 residents in Foster County that receive assistance, and they will see no change how this operates.  We have been operating the program for several years.”

One key piece in the transfer was a recent North Dakota Century Code that allows Stutsman County Housing Authority to expand their board and add a Foster County representative.

Stutsman County Housing Authority will continue to operate their satellite office from the Foster County Courthouse.  For more information, contact David Klein at 701.252.1098 or david@gphc.biz.

Stutsman County Housing Authority jurisdiction will be Stutsman, Logan, Foster, and Wells Counties.  SCHA also administers vouchers programs in Dickey and Sargent Counties, and provides technical support for multiple housing agencies.

Stutsman County Housing Authority administers Section 8 Housing assistance and HOME deposit assistance across multiple counties in the South Central Region of North Dakota.  It is the mission of the Stutsman County Housing Authority to provide safe, affordable housing opportunities for persons with low and moderate income and to promote economic self sufficiency of families.

JAMESTOWN, N.D. (AP) — A traffic stop on Interstate 94 in southeastern North Dakota ended with officers seizing nearly 200 pounds of marijuana.

Stutsman County Sheriff’s Sgt. Matt Thom stopped a van Monday about 9 miles east of Jamestown, and smelled marijuana. A search turned up 198 pounds of the drug and nearly $5,000 in cash.

Thirty-one-year-old Mae Thao (tow), from St. Paul, Minnesota, and 30-year-old Xang (zang) Thao, of Redding, California, face drug charges. Court documents don’t list attorneys for them.

Sheriff Chad Kaiser says the bust likely was the largest in county history.

CRARY, N.D. (AP) — A Fordville man is dead after a pickup truck crash in Ramsey County.

The Highway Patrol says 90-year-old Edgar Behm lost control of his truck on an icy county road east of Crary about 8:30 a.m. Monday, and the vehicle overturned in the ditch.

Behm died at the scene. There were no passengers.

BISMARCK, N.D. (AP) — Police say a man who had a loaded gun in his carry-on bag at Bismarck Municipal Airport was not arrested.

Bismarck Police Sgt. Mark Buschena says the 43-year-old man apparently had forgotten that he had the handgun in his bag Monday afternoon. The Bismarck Tribune reports Buschena says the man had no arrest warrants and the handgun had not been stolen.

So a report of the incident was simply sent to the city attorney for review.

BISMARCK, N.D. (AP) — A new law in North Dakota will end monthly child support obligations of parents sentenced to jail or prison for 180 days or longer.

The Legislature recently approved the change to prevent the accumulation of past-due child support owed by incarcerated parents. The law takes effect Jan. 1.

The law allows a child support obligation to be re-established if an incarcerated parent has more than $750 of net monthly income from outside sources. It does not apply to parents on work release or probation.

Leann Bertsch is the director of the state Department of Corrections and Rehabilitation. She says the law will help facilitate successful re-entry into the community by reducing debt that could set former inmates up for failure and possible re-incarceration.

State records show about 330 inmates will have their child support obligations terminated.

MANFRED, N.D. (AP) — The village of Manfred in Wells County has been listed in the National Register of Historic Places.

The register is the federal government’s list of properties it considers worthy of preservation and recognition.

The State Historical Society of North Dakota says the Manfred Historic District is an example of the rise and decline that was common of rural towns across the state.

Many of Manfred’s buildings are being preserved by Manfred History and Preservation Inc., in an effort to maintain an authentic settlers’ community.

BISMARCK, N.D. (AP) — An acclaimed Bismarck police dog has died.

The police department says Luna became seriously ill earlier this month, and veterinarians found a tumor during surgery. The dog did not recover from surgery and died Saturday.

Luna had served with the department since December 2012. Police say she located an “enormous amount” of illegal drugs during her career, including cocaine, heroin, marijuana and methamphetamine.

She won several regional and national awards and was inducted into the North Dakota Animal Hall of Fame in 2014.

ST. PAUL, Minn. (AP) — Minnesota Gov. Mark Dayton is set to name his choice to replace Al Franken in the U.S. Senate, with the top contender seen as Democratic Lt. Gov. Tina Smith.

Dayton was expected to make the appointment Wednesday, nearly a week after Franken announced his plan to resign over allegations of sexual misconduct.

Dayton’s pick will serve until a special election next year to decide who completes Franken’s term ending in 2020.

Smith didn’t respond to messages Tuesday seeking comment about the possible appointment.

Packers …

GREEN BAY, Wis. (AP) — The Green Bay Packers say former kicker Ryan Longwell and tackle Mark Tauscher will be inducted into the team’s Hall of Fame. Longwell was the Packers’ all-time scoring leader with 1,054 career points until he was surpassed by Mason Crosby in 2015. Tauscher played in 134 games during an 11-year career.

UNDATED (AP) — Green Bay Packers quarterback Aaron Rodgers says on Instagram that he has been “medically cleared to return” to action after missing seven games with a broken right collarbone. Rodgers was hurt during a loss to Minnesota on Oct. 15 and had surgery five days later. He could suit up for Sunday’s big game against Carolina as the 7-6 Packers try to grab a playoff berth.

The Packers went 3-4 in Brett Hundley’s seven starts, including back-to-back overtime wins over Tampa Bay and Cleveland.

MLB-PADRES-YANKEES TRADE

UNDATED (AP) — The New York Yankees have given themselves payroll flexibility by sending third baseman Chase Headley, pitcher Bryan Mitchell and cash to the San Diego Padres for outfielder Jabari Blash.

The deal comes a day after the Yankees finalized the acquisition of NL MVP Giancarlo Stanton from Miami. Yankees owner Hal Steinbrenner is intent on getting under the $197 million tax threshold next year, and New York still may attempt to re-sign left-hander CC Sabathia or add another starting pitcher.

Also in the majors:

— Reliever Brandon Morrow has agreed to a two-year contract with the Cubs. Morrow was one of the National League’s top setup men last season, going 6-0 with a 2.06 ERA and two saves in 45 appearances for the pennant-winning Dodgers. He could step into the closer role for Chicago if Wade Davis leaves via free agency.

— Longtime major league umpire Dale Scott has retired at age 58, telling The Associated Press it was a pretty easy decision. The veteran crew chief missed nearly the entire 2017 season after a foul ball him hard in the mask during an April 14 game in Toronto, causing Scott’s second concussion in nine months and fourth in five years. Scott worked 3,897 regular-season games and was a crew chief for 16 seasons, half his career.

The 2012 and ’13 Australian Open champion has been involved in a custody dispute involving her son Leo, who was born last Dec. 19. She hasn’t competed anywhere since Wimbledon, where she lost to Simona Halep (HA’-lehp) in the fourth round on July 10.

Azarenka has played only six matches this year and is ranked 208th.

In world and national news…

WASHINGTON (AP) — President Donald Trump is defending his decision to initially back Sen. Luther Strange against Roy Moore, saying in a predawn tweet that “Roy worked hard but the deck was stacked against him.” “I was right!” the president said in a pre-dawn Twitter post Wednesday, a day after Democrat Doug Jones narrowly defeated Moore, a former state Supreme Court chief justice, in Alabama’s special Senate election.

NEW YORK (AP) — The man accused of setting off an explosion in the New York City subway is expected to make his first court appearance Wednesday. Prosecutors say Akayed Ullah, a Bangladeshi immigrant, made it clear from a hospital bed that he was on a mission to punish the United States for attacking the Islamic State group. Ullah sustained burns Monday from the pipe bomb strapped to his body.

WASHINGTON (AP) — Sen. Kirsten Gillibrand got a fight she wants after President Donald Trump attacked her in a provocative tweet that claimed she’d begged him for campaign contributions and would “do anything” for them. Gillibrand, a New York Democrat, is up for re-election next year and is considered a possible presidential contender in 2020. She has been a leading voice in the national debate over how to confront sexual assault and harassment.

ISTANBUL (AP) — Iran’s President Hassan Rouhani says the only reason Donald Trump “dared” recognize Jerusalem as the capital of Israel was because some in the region sought to establish ties to Israel. Rouhani’s comments on Wednesday came during the extraordinary summit of the Organization of Islamic Organization following Trump’s decision.

MOSCOW (AP) — President Vladimir Putin’s Russia has emerged as a key stakeholder in the Middle East. Putin has brokered deals with Iran, Saudi Arabia, Turkey and Israel. Russia now has a regional footprint that even the Soviet Union couldn’t dream of during the Cold War era. Putin sought to save an ally from imminent collapse and break Russia’s international isolation over a crisis in Ukraine when he launched a military campaign in Syria two years ago. He has achieved that and more.
