The Highway Patrol says Blanche White Eagle was driving a pickup truck and failed to yield at a state Highway 1804 intersection west of White Shield about midday Tuesday.

The Morton County Sheriff’s Office says a deputy stopped 29-year-old Jacob Todd, of Loveland, Colorado, for speeding on Wednesday. A police dog indicated there were drugs in the vehicle, and authorities say they found bags of marijuana worth about $30,000 on the street.

BISMARCK, N.D. (AP) — North Dakota Attorney General Wayne Stenehjem (STEHN’-juhm) says a loaded gun may be stored in a vehicle but proper identification must be revealed to law enforcement during a traffic stop.

Stenehjem says in a written opinion issued Thursday that a valid state driver’s license or other proper identification “is the equivalent of a valid concealed weapons license” under North Dakota’s so-called constitutional carry law.

The law took effect in August and allows law-abiding adults to forgo background checks and classes.

Mandan Republican Rep. Todd Porter and some other GOP lawmakers asked for the opinion, after some law enforcement and prosecutors raised questions if it was legal to have a loaded weapon in a vehicle without a permit.

MOORHEAD, Minn. (AP) — Police say a birthday party attended by young children in Moorhead erupted into a physical fight and an arrest on possible assault charges.

KFGO says authorities arrested the 39-year-old man on possible charges of assault and making terroristic threats. Police say there were 10 children at the party, most under the age of 10.

BISMARCK, N.D. (AP) — Bismarck is exploring funding options to address the area’s homeless crisis after the only men’s shelter in the city closed several months ago.

The Bismarck City Commission directed its budget committee to determine the amount of money needed to secure a shelter for Bismarck-Mandan’s homeless population.

The Bismarck Tribune reports that Commissioner Josh Askvig says the budget committee should look to offer between $5,000 and $10,000 as support. Commission members are asking for help from the private sector and faith-based communities.

The Ruth Meiers Hospitality House closed its men’s emergency shelter in Bismarck on Oct. 27.

The United Way has been filling the area’s emergency housing gap since then. Agency officials say it will cost over $260,000 to manage emergency housing needs through June 2018.

Kilzer represents District 47, which covers northwestern Bismarck and is heavily Republican. Kilzer says he’s talked to about five people who are interested in the seat.

One contender is Tom Trenbeath (TREN’-beth), who retired last year as North Dakota’s chief deputy attorney general. Trenbeath previously served in the state Senate from 2000 to 2006, before joining the attorney general’s office.

ST. PAUL, Minn. (AP) — The Minnesota Wild will be without goalie Devan Dubnyk for at least another week because of a lower-body injury that forced him out of a game earlier this week. The team says Dubnyk’s status is “week to week.” Alex Stalock started in his place against Toronto. The Wild have five games in a seven-day stretch starting this weekend. In world and national news…

WASHINGTON (AP) — Republican Marco Rubio’s potential defection over a tax credit for low-income parents has put a speed bump into GOP leaders’ drive to push their big tax package through the Senate, but it’s a complication that’s likely to be resolved. The Florida senator says he’ll vote against the $1.5 trillion bill unless House and Senate negotiators expand the tax credit that low-income Americans can claim for their children. That puts the Republicans’ razor-thin margin in the Senate closer to the edge.

CHARLOTTESVILLE, Va. (AP) — The man accused of driving into a crowd of counterprotesters in Charlottesville, Virginia, in August is now charged with first-degree murder. James Alex Fields appear in court for a hearing Thursday. Prosecutors allege that Fields rammed his vehicle into a crowd protesting a white nationalist rally. One woman was killed and several people were injured.

LOS ANGELES (AP) — More women are accusing Dustin Hoffman of sexual misconduct. A playwright tells the trade magazine Variety that the actor exposed himself to her in a New York hotel room in 1980 when she was 16-years-old. She confirmed the story in an email to The Associated Press. Another woman said the actor pushed his hand down her pants while they were in a recording studio. Hoffman’s publicist and attorney did not return email messages seeking comment Thursday.

NEW YORK (AP) — The propriety of consensual work relationships is getting renewed attention this week, after PBS announced it was suspending TV host Tavis Smiley after a sexual misconduct investigation. Smiley denied the allegations, saying the yearsold relationship was consensual. Experts say workplace romances have gotten more anguished following the uncovering of abuses at offices nationwide.

BRUSSELS (AP) — British business groups are welcoming the EU’s decision to greenlight phase two of the Brexit talks. They warn, however, that any delays in starting trade negotiations will add to economic instability. In a joint statement, groups including the Confederation of British Industry say a delay in beginning trade talks “could have damaging consequences for business investment and trade, as firms in 2018 review their investment plans and strategies.”
