From snow reports that have been received so far, it appears that

a large area of 2 to 6 inches of snow has fallen across much of

western and central ND mainly north of I-94…with lesser amounts

south….including  3 inches in Jamestown…

 

Much colder weather will be seen in the extended period as

temperatures steadily decreases as a deep and cold upper low migrates southwest of Hudson Bay.

 

The primary concern will be the cold temperatures and the associated bitter

wind chills that arrive Christmas eve through Christmas Day and

beyond. The chances for measurable snow continue to be low due to

the dry nature of the arctic airmass.

 

Jamestown city crews have begun clearing snow from the Emergency Snow Routes Thursday morning.

Crews will begin  snow removal in the DOWNTOWN area beginning approximately at 11:00 p.m.,Thursday, December 21, 2017, and continue during the night.

Downtown merchants and all public/private schools are asked to have their sidewalks shoveled by 9 p.m, Thursday, December 21, 2017.

Jamestown  (CSi)  The North Dakota Highway Patrol reports that on Wednesday about 12:17-p.m. a NDHP Trooper attempted to stop a 1999 Chevrolet Silverado for speeding, westbound I-94 about 15 miles east of Jamestown.

Captain Bryan Niewind reports, the Silverado fled from the trooper westbound at speeds in excess of 100 miles per hour before exiting I-94 at exit 272 and traveling north on the gravel Barnes County roadway.  A short distance north of the exit ramp, the Silverado came to a stop.  As the trooper approached the vehicle, the Silverado fled again northbound on the gravel county road.  The Silverado fled north three more miles before crossing railroad tracks and coming to a stop near an intersection close to the railroad tracks.

The trooper stopped his patrol car prior to the railroad tracks to await back-up and to observe the driver of the Silverado.  Seconds later, the Silverado accelerated rearward at a high rate of speed toward the trooper’s vehicle.  Shortly after crossing the tracks, the Silverado veered toward the trooper’s patrol vehicle.  The trooper evaded a collision by backing onto a nearby approach.  The Silverado slid into the ditch filled with snow and became stuck.

A short time later, the driver of the Silverado was arrested without further incident.  The driver was Levi David Thene,  from West Fargo, ND.  Thene was charged with the following:  Felony Reckless Endangerment and Misdemeanor Fleeing A Police Officer, Carrying a Concealed Weapon and Unlawful Display of License Plates.  Thene is currently in custody at the Stutsman County Correctional Center.

The NDHP was assisted on scene by deputies from the Stutsman County Sheriff’s Office and an officer from the US Fish and Wildlife Service.

 

Jamestown  (CSi)  The South Central Dakota Regional Council has approved a loan to the Recycling Center of North Dakota LLC, Jamestown’s recycling center.

The Executive Board unanimously approved the $553,703 loan to recycling center partners Ralph Friebel and Ron Schmidt.

Friebel told the City Council this week that residential recycling is expected to start in Jamestown February 1, 2018.

Earlier this year the City Council on a 3-2 voted moved to stop the recycling center’s subsidy.

The 84-month loan will be used to purchase trucks, GPS software, curotto cans, curb carts and dumpsters.

The Regional Council’s risk, with the loan includes  Friebel and Schmidt show equity including Frst Position with the equipment and vehicles and then a second position with any lien on other assets.

 

 

Jamestown  (CSi)  The 3rd Annual Jamestown “Battle of the Badges Blood Drive” will be Thursday January 4 2018, from 11:30-a.m., to 6-p.m., Friday January 5th 11:30-a.m., to 5:30-p.m., and Saturday January 6th from 7:30-a.m., to 11:30-a.m., at the Jamestown Civic Center Exchequer Room.

Team Law vs. Team Fire. The goal is to have 250 donors give blood, to United Blood Services.

WEST FARGO, N.D. (AP) — A Minnesota woman has been cited after rear-ending a North Dakota Highway Patrol squad car.

The patrol says the squad was parked with its emergency lights flashing on the median shoulder of westbound Interstate 94 in West Fargo at the scene of another incident Wednesday night. It says a westbound car in the left lane came upon the scene. The driver braked, lost control, and rear-ended the squad car.

KFGO reports the patrol says the trooper saw the car approaching and put his vehicle in drive to try to avoid the collision, but couldn’t.

The car’s driver was taken to a hospital with minor injuries. The trooper was unhurt.

Twenty-year-old Tabetha Fenner, of Barnesville, Minnesota, was cited for careless driving.

 

 

BISMARCK, N.D. (AP) — The year in news in North Dakota began with the end of a yearlong protest against the Dakota Access oil pipeline that attracted thousands of demonstrators to the Standing Rock Indian Reservation. The year ended with attempts to settle a protest against another massive project, the Red River diversion.

In addition to protests, there were vigils after a pair of shocking killings in a state known for its low crime rate. Rolette County Sheriff’s Deputy Colt Allery was slain in a shootout after a stolen car chase. He is believed to be the 57th officer in the state to die while on duty.

And residents were trying to come to grips with the death of a pregnant Fargo woman allegedly killed by neighbors who wanted to keep her baby.

 

BISMARCK, N.D. (AP) — The U.S. Census Bureau says North Dakota’s population shrank slightly over the last year after several years of growth.

According to a census estimate released Wednesday, North Dakota was among a handful of states that lost population. As of July 1, North Dakota’s population was estimated at 755,393, down 155 from a revised estimate of 755,548 the same time a year ago.

North Dakota’s estimated population has grown since the 2010 Census pegged it at more at 672,000. The state’s population grew as the Bakken oil boom peaked.

According to North Dakota Census Office manager Kevin Iverson, figures suggest some young adults who moved into the state have left.

North Dakota’s population is still near an all-time high, and has grown by an estimated 83,000 residents since the 2010 census.

 

BISMARCK, N.D. (AP) — The North Dakota Department of Agriculture says its disbursed funds to eligible producers for a portion of hay transportation expenses incurred between June and mid-November.

Producers applied for about $4 million in assistance. The state Department of Emergency Service approved $1.5 million for the emergency hay transportation assistance program.

So producers are getting about 36 percent of their eligible application costs.

 

WILLISTON, N.D. (AP) — Technical issues with a correctional facility’s video visitation system have left some inmates in western North Dakota unable to receive visitors for about two months.

KXMB-TV reports that the video visitation system in the older part of the Williams County Correctional Center is inoperable for more than two dozen inmates. County Sheriff Verlan Kvande says the technical issues come from system upgrades.

Kvande says that jail standards prohibit inmates in the older part of the facility to transfer to the newer part for visitation purposes. He says it’s unfair to inmates and an unfortunate circumstance.

There is no time frame for when the video visitation system will be fully operational again.

Construction to expand the correctional facility has also led to other issues, including plumbing and door and camera electronics.

 

 

MINOT, N.D. (AP) — State corrections officials have ended special monitoring at the Ward County Jail which had been in place since 2015 following the death of an inmate.

Sheriff Bob Barnard told commissioners he has received a letter from the North Dakota Department of Corrections that says the jail will now have only routine, annual inspections.

Minot Daily News says the jail had been under full-time compliance monitoring following the October 2014 death of Dustin Irwin. He died in Bismarck after he was transferred from the Ward County Jail. An investigation revealed a pattern of jail compliance violations.

The jail has since developed a training program for correctional officers. Previously cited for overcrowding, the jail has moved most inmates to a floor in the building’s new addition.

Jamestown  (CSi)  The University of Jamestown men’s basketball program hosts the First Annual high school boys Holiday Classic Friday, December 22, 2017 at Harold Newman Arena on the UJ campus.

The boys basketball includes a top 10 showdown in North Dakota Class B basketball.

Second-ranked Beulah (1-0) taking on 10th-ranked Fargo Oak Grove (1-0) at 7:45 p.m.

Park Christian Minnesota will play Solen (3-0) at 6:15 p.m. Admission is $7 for adults and $3 for students and seniors.

 

(VCSU) – The North Star Athletic Association is proud to announce the listing of fall sports Champions of Character.  Each fall sports head coach nominated a recipient for the NSAA Champions of Character award.

Through the Champions of Character program, the NAIA and the North Star schools provide training for student-athletes and professional development for coaches and staff by emphasizing the five core values of integrity, respect, responsibility, sportsmanship and servant leadership. The North Star Champions of Character Team is comprised of the student-athletes who best represent these five core values.

Earning the award for Valley City State University during the fall semester were: Polette Medina (volleyball), Jalen Pfeifer (football), Julianne Wilson (women’s cross country) and Dylan Olson (men’s cross country).

Valley City State University senior lineman Avery Lock has been named to the Associated Press NAIA All-America Team.

A native of Sunrise, Fla., Lock was named to the AP All-America 2nd Team as an offensive lineman. He was a three-time 1st Team All Conference selection during his VCSU career. Lock was one of just 10 offensive linemen selected to the AP All-America Team.

The NAIA AP All-America Team was selected by media members and sports information directors familiar with NAIA football. This was the first year that the Associated Press has named an NAIA Football All-America Team.

 

 

Class A Basketball Polls…

Minot dropped from from No. 1 to No. 5 in the third Class A boys basketball poll released Wednesday.

The Magicians lost to Bismarck Century 79-50 last week to fall to 3-1. Bismarck High (5-0) enters the poll at No. 4 and Fargo Davies (5-0) is the new No. 1.

The top four spots in the third Class A girls basketball poll of the season remained unchanged. Bismarck St. Mary’s (5-0) enters the poll at No. 5.

SAN FRANCISCO (AP) — The San Francisco Giants have acquired infielder Evan Longoria and cash from the Tampa Bay Rays for outfielder Denard Span, infielder Christian Arroyo and two minor league pitchers.

The 32-year-old Longoria leaves Tampa as the longest-tenured player in franchise history, after spending nearly 10 seasons in a Rays uniform. He is the club’s all-time leader with 1,435 games played, 261 home runs and 892 RBIs.

Arroyo is the Rays’ No. 1-ranked prospect. Tampa also is sending right-hander Stephen Woods and left-hander Matt Krook to San Francisco.

 

VENUS WILLIAMS-CRASH

FORT LAUDERDALE, Fla. (AP) — Florida police say no charges will be filed against tennis star Venus Williams or the other driver for their crash last June that killed a man.

A Palm Beach Gardens police report has cleared Williams and Linda Barson in the June 9 accident that fatally injured Barson’s 78-year-old husband, Jerome.

But Barson’s estate is suing Williams.

WASHINGTON (AP) — House Republicans have unveiled a new, stripped-down spending bill to prevent a government shutdown this weekend and allow lawmakers to head home for the holidays. The GOP bill, released early Thursday, paves the way for quarreling lawmakers to punt most of their unfinished business into the new year, especially battles over the budget and immigration.

WASHINGTON (AP) — One key GOP lawmaker says there’s no path forward yet on a temporary funding measure to keep the government from grinding to a halt at midnight Friday. Some Republicans who left a private meeting on Wednesday say there are wide differences. There is said to be division on defense spending. Other lawmakers want to nail down an $81 billion disaster aid bill before heading home for the holidays. Democrats charge that their input is being ignored.

GUANTANAMO BAY, Cuba (AP) — U.S. Defense Secretary Jim Mattis is visiting the American Navy base at Guantanamo Bay, Cuba. It’s the first trip there by a Pentagon chief since 2002. The trip comes amid uncertainty over the Trump administration’s policy on continued use of the military prison. Mattis arrived Wednesday evening. An Associated Press reporter accompanied him. He’s visiting specifically to offer Christmas greetings to U.S. troops, not to tour the detention facilities or to discuss detainee policy options.

SYDNEY (AP) — Police say the driver of a vehicle that rammed into pedestrians in Melbourne is an Australian citizen of Afghan decent who has a known history of drug use and mental health issues. Police said in news conference late Thursday that there was no evidence or intelligence to indicate that the incident was connected to terrorism, but they believe the act was deliberate. They said counter-terror officials would remain involved in the investigation to be sure there was no connection.
