Jamestown (CSi) Jamestown Police warns the public about a High Risk sex offender who has changed his Jamestown address.
22 year old Taylor Nare Tabcum,now resides at 1610 Business Loop East No.8, Starlight Motel Jamestown, ND.
He has been assigned a high risk assessment by the North Dakota risk level committee, Office of the Attorney General.
He presently does not have a vehicle.
Tabcum is a white male, 5 feet 10 inches tall, weighing 260 pounds with brown hair and brown eyes.
Tabcum was convicted of sexual contact – no consent in 2013 in Douglas County District Court in Colorado and in 2009 for sexual assault on a child/indecent exposure in Adams County District Court in Colorado.
Tabcum is on probation with North Dakota Probation and Parole.
Tabcum is not wanted by law enforcement and has served the sentences imposed by the courts.

STANTON, N.D. (AP) — A former Beulah police officer who investigators say admitted to sexual contact with a teenager has lost his request to have his statements thrown out in his upcoming trial.
Former officer Dustin Pekas argued his comments to North Datoka Bureau of Investigation agents in September are not admissible because he didn’t have an attorney. But South Central District Judge Bruce Romanick ruled last week that “the tenor of the interview was not a domineering situation.”
The Bismarck Tribune reports that Pekas is charged with felony sexual assault and is scheduled to go on trial Jan. 4 in Mercer County. The 36-year-old former officer had been with the department five years when he was fired after being charged.
Bismarck (NDDOT) NDDOT reports, that law enforcement agencies across the state participated in the Click It or Ticket enforcement campaign from November 1st through December 15, 2017, on North Dakota roads.
A total of 2,575 citations were attributed to the added enforcement patrols. Of the total citations, 924 were citations for failure to wear a seat belt and 30 were child restraint citations. Tickets for speeding totaled 941. The traffic stops also resulted in 31 drug arrests, nine citations for distracted driving and two driving under the influence (DUI) citations.
Failure to use a seat belt is the most significant factor associated with motor vehicle crash injuries and deaths in North Dakota. To date, nearly 61 percent of motor vehicle fatalities this year were not wearing their seat belt.
Funding for additional traffic safety enforcement is provided by federal grant money distributed through the North Dakota Department of Transportation. High-visibility enforcement for traffic safety is one element of a collaborative effort to eliminate motor vehicle deaths in North Dakota
BISMARCK, N.D. (AP) — The new year will bring North Dakota a new law blocking politicans from personal use of campaign contributions.
The legislation closes a loophole that could have allowed politicians to pocket campaign cash, a prospect that worried many newly elected lawmakers.
Republicans and Democrats both say that they don’t know of anyone using campaign funds for personal use.
Under the new law, candidates will be required to report all expenditures and maintain dedicated campaign accounts.
A violation of the law would be a misdemeanor, punishable by up to a year in prison and a $3,000 fine.
BISMARCK, N.D. (AP) — Agriculture officials say emerald ash borers are getting closer to North Dakota.
The Canadian Food Inspection Agency has confirmed the presence of emerald ash borer in Winnipeg, Manitoba.
State Agriculture Commissioner Doug Goehring points out that Winnipeg is only about 65 miles north of the North Dakota border. Goehring says even with added precautions on the international border, it’s more important than ever for North Dakotans to prevent emerald ash border from reaching the state.
The Winnipeg infestation is now the closest to North Dakota. The previous closest infestation was the Minneapolis-St. Paul area.
The insect’s larvae feed under the bark of ash trees, disrupting the movement of water and nutrients, and kill the tree within a few years.
North Dakota has more than 92 million ash trees.
BISMARCK, N.D. (AP) — North Dakota’s labor commissioner will now have the additional duty of overseeing the agency that administers the state’s unemployment insurance program.
Gov. Doug Burgum made the announcement Tuesday, saying Michelle Kommer will be executive director of Job Service North Dakota.
Burgum appointed Kommer as labor commissioner in November 2016. The governor called Burgum a proven leader who is capable of consolidating both state agencies.
Kommer’s appointment comes after the August resignation of Cheri Giesen.
OKLAHOMA CITY (AP) — California billionaire Henry Nicholas became a fierce advocate for the rights of crime victims after his sister was slain and his mother ran into the accused killer in a grocery store.
He donated millions from his fortune as co-founder of tech giant Broadcom to create a so-called “crime victims’ bill of rights,” dubbed Marsy’s Law. It was added to California’s constitution in 2008.
Now Nicholas is taking his crusade nationwide, with lobbyists, public relations firms and high-powered political strategists converging on state capitols for a similar push.
Montana approved it in 2016, but the state’s Supreme Court recently tossed it out. It will appear on Oklahoma’s ballot in 2018.
Standing up for crime victims is an easy sell politically, but complaints are mounting that the initiative is a testament to the danger of unintended consequences.

UNDATED (AP) — Zach Moss rushed for 150 yards and Tyler Huntley scored on a pair of two-yard keepers as Utah rolled to a 30-14 win over West Virginia in the Heart of Dallas Bowl.
Moss had a career-best 58-yard TD run to help the 7-6 Utes pick up their fifth straight bowl victory and improve to 11-1 in bowl games under Kyle Whittingham.
The Mountaineers gained just 153 total yards and suffered their third straight loss to end up 7-6.

— Alex Delton accounted for four touchdowns and finished with 158 yards rushing to lead Kansas State to a 35-17 win over UCLA in the Cactus Bowl. MINNEAPOLIS (AP) — Left-hander Zach Duke and the Minnesota Twins have finalized a one-year contract. The 34-year-old was 1-1 with a 3.93 ERA in 27 relief appearances this year for St. Louis, returning to the major leagues on July 21 after Tommy John surgery in October 2016. He is 61-85 with a 4.54 ERA in 169 starts and 299 relief appearances over 13 major league seasons.

UNDATED (AP) — The Yankees have announced that their one-year, $10 million contract with lefty CC Sabathia (sah-BATH’-ee-uh) has been finalized.
The 37-year-old left-hander is taking a pay cut from the $25 million he earned last season, when he went 14-5 with a 3.69 ERA in 27 starts for his best season since 2012. He was 9-0 with a 1.71 ERA in 10 starts following a Yankees loss.

EDEN PRAIRIE, Minn. (AP) — The Minnesota Vikings have signed long snapper Jeff Overbaugh and placed guard Nick Easton on injured reserve. Overbaugh was signed to fill in for Kevin McDermott, who injured his shoulder on Saturday night at Green Bay. Easton broke his ankle in the first quarter against the Packers, requiring surgery.

Bills owner Terry Pegula is questioning the lack of consistency in the NFL’s replay rulings after Buffalo receiver Kelvin Benjamin’s touchdown was overruled in a loss to New England last weekend. Appearing on Buffalo’s WGR-Radio on Tuesday, Pegula says he doesn’t know what’s going on but adds “we have to fix it.”

TORONTO (AP) — Hall of Fame goaltender and Toronto Maple Leafs icon Johnny Bower has died at 93.
Bower’s family said in a statement that he died following a short battle with pneumonia.
The two-time Vezina Trophy winner bounced up and down the NHL and AHL until the Leafs took him in the 1958 intraleague draft. Bower played 475 regular-season games and won four Stanley Cups for the Leafs during a five-year period in the 1960s before playing his final game as a 45-year-old in 1969.

Steven Whitt, who runs a diner in Sandy Hook, Kentucky, says many residents like Trump’s bluntness, and in coal country, they appreciate Trump’s efforts to curb carbon emissions, which they condemn for leading to the decline of coal mining.
CHICAGO (AP) — A white Christmas for much of the Northeast and Midwest has given way to bitter cold until the New Year. National Weather Service meteorologist Amy Seeley says to expect colder-than-normal temperatures the rest of the week. A Christmas storm also dumped a record amount of snow on the Erie, Pennsylvania, area. The weather service said 34 inches of snow fell on Monday, an all-time daily snowfall record for Erie.
WASHINGTON (AP) — A former campaign manager for President Donald Trump is being hit by a sexual complaint from a singer who alleges that the aide struck her twice on the buttocks during a Washington gathering in November. Joy Villa, a Trump backer who wore a “Make America Great Again” dress at the Grammys this year, says she plans to meet with detectives in Washington next week to discuss the complaint against Corey Lewandowski.
LONDON (AP) — Former President Barack Obama has told Prince Harry in an interview that people in leadership roles must be careful in their use of social media. He did not, however, directly mention his successor, President Donald Trump, who has made the use of Twitter a centerpiece of his presidency.
DUBAI, United Arab Emirates (AP) — Saudi Arabia and the United Arab Emirates, which have long lured foreign workers with the promise of a tax-free lifestyle, plan to impose a 5 percent tax next year on most goods and services to boost revenue after oil prices collapsed three years ago. The value-added tax, or VAT, has raised concerns among some residents, who say the cost of living is already high, and the Jan. 1 rollout may spark an end-of-year shopping spree.
