BISMARCK, N.D. (AP) — A man accused of trying to hit a police officer with his vehicle in North Dakota has a gunshot wound to his arm.

Bismarck police say 22-year-old Ulises Villalobos was taken into custody Thursday in at a gas station in Brookings, South Dakota.

Villalobos was reportedly found with no weapons and was arrested without incident, wanted by Bismarck Police and for active warrants

He was behind a counter with blood on his body, arms and clothing when a Brookings police officer arrived around 9:15 p.m. Thursday.

Police Sgt. Mark Buschena said one officer at the gas station had fashioned a temporary tourniquet above the suspect’s elbow, while a gas station employee applied pressure with towels.

Police say the suspect was taken to a hospital and is in custody in South Dakota.

Police had said that the officer shot at the suspect during the incident earlier Thursday and that he likely was struck by a bullet. The officer wasn’t injured.

Earlier in the day, the officer Villalobos allegedly attempted to run over had subsequently fired his weapon at the suspect’s vehicle.

Buschena said police were assisting parole or probation agents checking on a person when Villalobos fled in a vehicle and tried to hit the officer. It’s unclear if Villalobos is the person agents were checking on.

Police didn’t provide details of Villalobos’ condition Thursday night. The officer wasn’t injured.

A Blue Alert was issued by law enforcement with information  available to the public by calling 511 and at nd.gov/publicalert

A blue alert is activated when a suspect is at large after killing or seriously injuring a law enforcement officer, or when an officer has been abducted or is missing.

The shooting prompted several Bismarck schools to issue shelter-in-place orders for students.

The order was lifted later in the day, and the schools resumed normal activities and after school activities.

Thursday evening, Police said Ulises Villalobos the man who  tried to run over an officer in Bismarck Thursday afternoon could be in the Red River Valley, in the Thompson ND area.  In a post to the Bismarck Police Department Facebook page, authorities say around 5:30 p.m. an officer saw a vehicle matching the description of the one they believe Ulises Villalobos was in at the Argusville exit on I-29.

They believe Villalobos is looking to steal a vehicle, and may have been struck by a bullet in the incident that triggered the manhunt.

Bismarck  (Bismarck, PD)  The Bismarck Police are seeking a suspect,  22 year old Ulises Villalobos.  On Thursday January 18 at 10:55 am, officers were assisting Parole and Probation in the 3200 block of Montreal Street.

As one male was fleeing in his vehicle, he attempted to run over a Bismarck Police officer.  The officer fired at the suspect vehicle.

Thursday afternoon police were still at the scene, and actively searching for the suspect.

The suspect is 22 year old Ulises Villalobos, a Hispanic male, five feet nine inches tall, weighing 170 pounds with brown eyes, brown hair, last seen wearing a black t-shirt and blue jeans.

The vehicle he fled in has been located, as police were seeking  a 2013 black Chevrolet Equinox, with a broken driver side window and had damage to one side in the rear.

Anyone seeing Villalobos, is asked to contact law enforcement immediately.

The Bismarck Tribune reports, Bismarck Public Schools spokeswoman Renae Walker said Century High School was in shelter in place starting at about 11 a.m. Horizon Middle School and Liberty, Northridge and Centennial elementary schools were given a similar designation shortly after. The shelter in place was lifted for all schools at about 12:40 p.m.

Schools dismissed as normal Thursday, according to Renae Hoffmann Walker, director of community relations for Bismarck Public Schools. Busing and after-school program will take place as usual.

Bismarck Police Officer Pat Renz said the shooting will be turned over to the North Dakota Bureau of Criminal Investigation.
