Jamestown  (CSi) Jamestown Police informs residents of a High Risk sex offender living in Jamestown.

Ronald Scott Thompson now resides at 403 1st Avenue North #11 Jamestown, ND

He is a 55 year old white male, 5 feet 7 inches tall, weighting 235 pounds with Blue eyes and gray hair.

Offense: Gross Sexual Imposition, entering the home of a 42 year old female he did not know, using physical force and pressing a knife against her throat, and forcing her into a sexual act.  The victim was cut with the knife and suffered other physical injuries.

Conviction:  October 1995 in Burleigh County, ND District Court.

Disposition: 10 years, 3-years suspended, 125 days credit; consecutive.

Thompson is currently on probation with North Dakota Probation and Parole.

He is not wanted by police at this time and has served the sentence imposed by the court.

This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.

Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.

Update

BISMARCK, N.D. (AP) — A man accused of trying to hit a police officer with his vehicle in North Dakota has a gunshot wound to his arm.

Bismarck police say 22-year-old Ulises Villalobos was taken into custody Thursday in at a gas station in Brookings, South Dakota.

Villalobos was reportedly found with no weapons and was arrested without incident, wanted by Bismarck Police and for active warrants

He was behind a counter with blood on his body, arms and clothing when a Brookings police officer arrived around 9:15 p.m. Thursday.

Police Sgt. Mark Buschena said one officer at the gas station had fashioned a temporary tourniquet above the suspect’s elbow, while a gas station employee applied pressure with towels.

Police say the suspect was taken to a hospital and is in custody in South Dakota.

Police had said that the officer shot at the suspect during the incident earlier Thursday and that he likely was struck by a bullet. The officer wasn’t injured.

Earlier in the day, the officer Villalobos allegedly attempted to run over had subsequently fired his weapon at the suspect’s vehicle.

Buschena said police were assisting parole or probation agents checking on a person when Villalobos fled in a vehicle and tried to hit the officer. It’s unclear if Villalobos is the person agents were checking on.

MINOT, N.D. (AP) — Petitions are circulating for a ballot measure to end a North Dakota city’s law banning pit bulls after the City Council rejected a repeal of the breed-specific legislation.

The Minot Daily News reports that Minot resident Lianne Zeltinger is collecting signatures to put a measure on the June 12 ballot that recommends a dangerous dog ordinance instead of banning breeds. Zeltinger needs about 2,800 signatures to put the issue on the ballot.

Minot City Council voted 1-6 Wednesday against repealing the pit bull ban. Council members also unanimously approved drafting a dangerous dog ordinance.

Shannon Straight is the only council member who voted to repeal the ban. Straight says current law is too subjective because it requires identifying pit bulls by appearance. He says pet licensing compliance and dangerous animal ordinances are better options.

 

BISMARCK, N.D. (AP) — Funeral services are scheduled Saturday for longtime former North Dakota lawmaker Byron Langley.

Langley died Jan. 13 in a Carrington hospital, at age 91. Gilbertson Funeral Home in Devils Lake says his funeral is 11 a.m. Saturday at the high school gym in Warwick.

Langley was a farmer and rancher who spent parts of three decades in the Legislature. The conservative Democrat served in the House from 1973-1980 and in the Senate from 1985-1996, when he retired from politics.

U.S. Sen. Heidi Heitkamp says Langley “was a dedicated public servant and a larger-than-life figure.”

 

 

Update…

BISMARCK, N.D. (AP) — A Denver woman accused of shooting at law enforcement officers during protests in North Dakota against the Dakota Access oil pipeline has been arrested for violating conditions of her pretrial release.

The U.S. Marshals Service says Red Fawn Fallis signed out of a halfway house in Fargo Thursday morning to attend adult learning classes but never showed up.

Authorities say Fallis also was half an hour late returning to the halfway house. She was arrested upon her return and jailed.

Fallis is accused of firing a handgun three times at officers during her October 2016 arrest. No one was hurt.

She was to stand trial beginning Jan. 29. Her attorneys announced earlier this week that they’ve reached a deal with prosecutors to avoid trial and a potential life sentence.

 

 

BISMARCK, N.D. (AP) — North Dakota Supreme Court Justice Lisa Fair McEvers says she will seek re-election.

McEvers took office Jan. 1, 2014, after being appointed by then-Gov. Jack Dalrymple to fill two of the four remaining years of retiring Justice Mary Maring’s unexpired term. She won election in 2016 to fill out the final two years of Maring’s term.

The Bismarck Tribune reports she is now running for a full 10-year term on the state Supreme Court.

 

 

BISMARCK, N.D. (AP) — The Burleigh County Commission has designated $6,000 to help the United Way connect Bismarck-Mandan’s homeless with emergency housing through the end of June.

The agency has been providing hotel vouchers and other forms of assistance since Ruth Meiers Hospitality House closed its men’s emergency shelter last October.

Bismarck’s City Commission earlier this month dedicated $10,000 toward the cause.

The Bismarck Tribune reports the United Way has raised $292,000 of the estimated $325,000 needed to meet emergency housing needs through June.

County and city officials are working with local agencies and others on a long-term solution.

WASHINGTON (AP) — Top Senate Democrat Chuck Schumer says he and President Donald Trump “made some progress” at a White House meeting, “but we still have a good number of disagreements.” The New York Democrat said “discussions will continue.” Trump asked Schumer to the White House for a meeting that lasted more than an hour. The Oval Office session came with hours to go before a partial government shutdown at midnight.

WASHINGTON (AP) — The Supreme Court has agreed to decide the legality of the latest version of President Donald Trump’s ban on travel to the United States by residents of six majority-Muslim countries The justices plan to hear argument in April and issue a final ruling by late June. The action follows last month’s ruling by the federal appeals court in San Francisco that struck down the travel ban.

WASHINGTON (AP) — President Donald Trump says he’s committed to building “a society where life is celebrated, protected and cherished.” Trump spoke via video from the White House Rose Garden to thousands of anti-abortion activists gathered for the annual March for Life.

LAS VEGAS (AP) — Authorities say Las Vegas gunman Stephen Paddock conducted online searches for police and SWAT tactics and other potential targets before he carried out the deadliest mass shooting in modern U.S. history. Clark County Sheriff Joseph Lombardo said Friday that investigators believe Paddock had searched for several other public venues and took photographs of other potential sites. A preliminary report says Paddock searched for outdoor concert venues and the beach in Santa Monica, California.

PUERTO MALDONADO, Peru (AP) — Pope Francis is criticizing sterilization campaigns that have targeted indigenous people in a speech to Amazonian communities in Peru. It’s likely to strike a chord in a country where more than 300,000 women were sterilized during the 1990-2000 government of President Alberto Fujimori. Officials said then the aim was to reduce poverty. Francis decried groups promoting “reproductive policies favoring infertility” and said some continue to advocate for sterilization even without women’s consent.
