BISMARCK, N.D. (AP) — A Denver woman accused of shooting at law officers while being arrested for protesting the Dakota Access oil pipeline in North Dakota has pleaded guilty to two charges in a deal with prosecutors.
It means Red Fawn Fallis won’t stand trial, where she could have faced up to life in prison if convicted. Prosecutors will recommend a sentence of no more than seven years.
Fallis was accused of firing a handgun three times during her October 2016 arrest. No one was hurt.
Fallis pleaded guilty Monday to civil disorder and gun possession by a convicted felon. Prosecutors will drop a more serious count — discharge of a firearm during a felony crime of violence.
Sentencing wasn’t immediately scheduled.
About two dozen supporters of Fallis packed the courtroom under heavy security.
BISMARCK, N.D. (AP) — North Dakota’s attorney general is applauding a U.S. Supreme Court ruling that recognizes federal district courts as the forum to hear legal challenges to an Obama administration rule aimed at protecting small streams and wetlands from development and pollution.
Attorney General Wayne Stenehjem led a coalition of 12 states that obtained the first preliminary injunction against the “Waters of the U.S. Rule” in 2015 in North Dakota, arguing it would greatly and unlawfully expand the federal government’s authority over states’ land and water and the ability to control pollution.
The rule has never taken effect because of lawsuits and is now under review by President Donald Trump’s administration.
Stenehjem says he’ll ask the federal district court to resume North Dakota’s case as soon as possible now that the jurisdiction issue has been resolved.
FARGO, N.D. (AP) — Police say an underage drinker had a blood alcohol content three times the legal limit when she hit a police vehicle in Fargo.

Bismarck (CSi) The North Dakota Game and Fish Department reminds ice anglers that caution is always advised when traveling on frozen waters, even though recent ice conditions may appear safe.
Education coordinator Brian Schaffer says extreme cold temperatures have created much better ice conditions in most of the state, but driving or fishing near pressure ridges should be avoided.
“Pressure ridges are a way of life when it comes to ice fishing, but this year there appears to be more of them, especially in south central North Dakota,” Schaffer said.
Pressure ridges, cracks, and slushy or dark areas signal thinner ice.
Schaffer says, “The same goes for ice that forms around partially submerged trees, brush and embankments, especially under bridges.”.
In addition, Schaffer said snow hides blemishes, such as cracked, weak and open water areas.
Schaffer adds, “Simply put, anglers need to be aware of the current conditions, and continue to monitor ice conditions as winter moves along.”
In world and national news…
WASHINGTON (AP) — President Donald Trump says he is pleased that congressional Democrats “have come to their senses” and abandoned the filibuster that shut down the government. Trump says his administration will make a long-term immigration deal “if and only if it’s good for our country.” Trump issued a statement Monday afternoon after roughly 25 senators from both parties helped negotiate an end to the federal government shutdown.
WASHINGTON (AP) — Republicans tried to make Senate Minority Leader Chuck Schumer the face of the government shutdown. Now, he’s becoming the face of the Democratic retreat. For two days, Schumer succeeded in keeping his party unified, but as the shutdown moved into its third day, the New York Democrat and his party buckled as several Democrats backed a deal to end the shutdown. Schumer quickly became a punching bag for the right and left.
LANSING, Mich. (AP) — A 15-year-old girl says Michigan State University is still billing her for medical appointments during which a sports doctor sexually assaulted her. Emma Ann Miller made the allegation in her statement to a Michigan judge Monday. She says she is possibly Larry Nassar’s last victim, because he was let go by the university a week after her last “treatment” in August 2016. A Michigan State spokesman says Miller’s comments are being looked into, and patients of Nassar’s “will not be billed.”
ABOARD THE PAPAL PLANE (AP) — Pope Francis is apologizing for insisting that victims of pedophile priests show “proof,” saying he realizes now it was a “slap in the face” to victims that he never intended. But he doubled down in defending Chilean bishop Juan Barros, who is accused by victims of covering up for the country’s most notorious pedophile priest. He also repeated that anyone who makes such accusations without providing evidence is guilty of slander.
