BISMARCK, N.D. (AP) — North Dakota’s attorney general is applauding a U.S. Supreme Court ruling that recognizes federal district courts as the forum to hear legal challenges to an Obama administration rule aimed at protecting small streams and wetlands from development and pollution.

Attorney General Wayne Stenehjem led a coalition of 12 states that obtained the first preliminary injunction against the “Waters of the U.S. Rule” in 2015 in North Dakota, arguing it would greatly and unlawfully expand the federal government’s authority over states’ land and water and the ability to control pollution.

The rule has never taken effect because of lawsuits and is now under review by President Donald Trump’s administration.

Stenehjem says he’ll ask the federal district court to resume North Dakota’s case as soon as possible now that the jurisdiction issue has been resolved.

In sports…

Bismarck  (CSi)  The North Dakota Game and Fish Department reminds ice anglers that caution is always advised when traveling on frozen waters, even though recent ice conditions may appear safe.

Education coordinator Brian Schaffer says extreme cold temperatures have created much better ice conditions in most of the state, but driving or fishing near pressure ridges should be avoided.

“Pressure ridges are a way of life when it comes to ice fishing, but this year there appears to be more of them, especially in south central North Dakota,” Schaffer said.

Pressure ridges, cracks, and slushy or dark areas signal thinner ice.

Schaffer says, “The same goes for ice that forms around partially submerged trees, brush and embankments, especially under bridges.”.

In addition, Schaffer said snow hides blemishes, such as cracked, weak and open water areas.

Schaffer adds, “Simply put, anglers need to be aware of the current conditions, and continue to monitor ice conditions as winter moves along.”

UNDATED (AP) — A couple of NFL teams have filled their coaching vacancy.

Pat Shurmur is the new head coach of the Giants after two seasons as the Vikings’ offensive coordinator.

Shurmur inherits a team that went 3-13 under Ben McAdoo and interim coach Steve Spagnuolo (spag-NOH’-loh). He returns to the head coaching ranks for the first time since leading the Browns in 2011-12.

Steve Wilks has agreed to a four-year deal to serve as the Cardinals’ head coach, a contract that includes a fifth-year option.

Wilks served as the Panthers’ defensive coordinator this season after five years as the team’s secondary coach. He replaces Bruce Arians, who retired after five seasons and a franchise-record 50 victories.

COLLEGE BASKETBALL POLLS

UNDATED (AP) — Villanova maintained its hold on No. 1 in the AP Top 25 college basketball poll, while another bunch of Wildcats found themselves sliding out of the rankings for the first time in nearly four years.

Kentucky is out of the poll following losses to South Carolina and Florida. Kentucky had been 18th before falling out for the first time since March 2014.

Villanova claimed 63 of 65 first-place votes, while second-ranked Virginia and No. 3 Purdue received one apiece.

Duke and Kansas round out the top five and are followed by Michigan State, West Virginia, Xavier, Cincinnati and North Carolina.

St. Mary’s beat Gonzaga last week to move back into the poll at No. 16.

UConn remains the unanimous No. 1 team in the AP women’s poll after continuing their triple-digit winning streak. Mississippi State is second, ahead of Baylor, Louisville and Notre Dame.

The 31-year-old Jackson batted .318 with seven homers and 35 RBIs in 85 games for the Indians last year.

TENNIS-AUSTRALIAN OPEN

MELBOURNE, Australia (AP) — There’ll be a British man in the Australian Open semifinals for the seventh time in nine years. It’ll be Kyle Edmund this time, though, not Andy Murray. Edmund upset No. 3-ranked Grigor Dimitrov 6-4, 3-6, 6-3, 6-4 on Tuesday to reach a Grand Slam semifinal for the first time. Edmund had never played in a major quarterfinal, had never won five consecutive matches at tour level, had lost both of his previous matches against Dimitrov and had never beaten a top five player.

Unseeded Elise Mertens is the center of attention in Belgium after reaching the semifinals in her debut at the Australian Open. Mertens upset fourth-seeded Elina Svitolina 6-4, 6-0 to extend her winning streak to 10 matches, and became the first Belgian since Kim Clijsters in 2012 to reach the semifinals here.

Next up for Mertens is the winner of Tuesday’s other quarterfinal match between second-seeded Caroline Wozniacki or Carla Suarez Navarro.

In other quarterfinals, top seed Rafael Nadal will take on No. 6 Marin Cilic (CHEE’-leech).

Organizers announced a $45,000 fine for No 32-seeded Mischa Zverev for a poor performance in his first-round match against Hyeon Chung.

Zverev was punished under a new rule implemented by the Grand Slam Board in the off-season intended to deter players with pre-existing injuries from starting tournaments and retiring from first-round matches.

Her former crew chief, Tony Eury Jr., will return to Patrick’s pit box for her finale.
