BISMARCK, N.D. (AP) — Supporters of amending the North Dakota constitution to include a sweeping government ethics overhaul have turned in a proposed initiative to put the issue on the November ballot.
With voters’ approval, the initiative billed as an “anti-corruption amendment” would ban foreign money from elections, restrict lobbying and create an independent ethics commission, among other provisions.
Democratic lawmakers have been unsuccessfully pushing for years to establish an ethics commission in North Dakota. It’s one of only a handful of states without such a panel.
Supporters need almost 27,000 signatures by July 9 to get it on the November ballot.
The sponsoring committee is headed by Bismarck Republican Dina Butcher and Ellen Chaffee, a Democrat and former president of Mayville and Valley City State universities.
MINOT, N.D. (AP) — Trial is underway in a yearslong dispute over whether a pioneer village museum can be evicted from the North Dakota State Fairgrounds in Minot.
The Minot Daily News reports the civil trial began Tuesday at the Ward County Courthouse and is expected to last the rest of the week.
The State Fair Association wants to use the Pioneer Village Museum property for another purpose. The Ward County Historical Society defends the museum’s right to stay under a 1966 agreement.
The dispute began more than four years ago. Judge Rhonda Ehlis has called it complex and emotionally charged. The state Legislature earlier declined to intervene.
MINOT, N.D. (AP) — A commission is recommending that Minot reject a proposed expansion of the city’s landfill, which some landowners oppose out of concern it may devalue their property.
The Minot Planning Commission voted Monday against the Public Works Department’s landfill expansion proposal.
The Minot Daily News reports that City Council will consider the commission’s recommendation to deny next week. Minot’s garbage disposal plans will have to start over if the council follows the commission’s guidance.
Commission Chairman Tyler Neether says he needs more information about buffering and landscaping before he can approve an expansion.
Some residents suggested opening a landfill farther away from town and called for cost analysis of expansion versus a new site.
City Council President Mark Jantzer says the council will want cost analysis information before making a decision.
