Jamestown   (CSi)  Jamestown Mayor Katie Andersen has taken out petitions to run for re-election in the June 12th City Elections.

Those running for office in Jamestown and Valley City  elections  have until April 9th at  4 p.m. to submit petitions with 230 signatures to the city auditor’s office.

In Jamestown the City Council seat of Ramone Gumke is up for election.  Gumke has previously said he will not seek re-election.

277 signatures need to be received by April 9th at 4-p.m. at City Hall.

The Jamestown City Park Board has three seats up for election this year, with 240 petition signatures needed to be turned in by April 9th.

In Valley City, Auditor Avis Richter says petitions to run for city offices in June this year may be picked up now at City Hall, and must be turned in by no later than April 9th.

She said guidelines are also available at City Hall.

Up for election this year, are the City Commission President (Mayor) two City Commission seats, and three City Parkboard seats.

The City of Jamestown has proposed changes to 1st Ave. The proposal would reduce the number of traffic lanes on 1st Avenue and portions of 5th Street Northwest from four to three. RESOLUTION

The City Commission disapproved a Resolution to amend a fee for parking tickets.  City Attorney Mertins said the fee is now $10 and will be increased to $20 in compliance with the North Dakota Century Code. Police Chief Philp Hatcher commented that the $10 parking ticket fee is sufficient.

Mertins added that changing the city code could keep the fee at $10.

City Administrator Schelkoph said winter illegal parking on Emergency Snow Routes has been an issue, and a higher fee would be a deterrent.

Mertins said an Ordinance will be drafted to amend the City Code to approve it’s own fee structure.

 

Approved a Resolution determining sufficiency of protest for Paving Improvement District No. 117. City Auditor Richter said the protests amounted to 2.25 percent…and .046 percent, below the 50 percent needed to officially protest.

 

Approved a Resolution accepting Final Plans and Specifications for Paving Improvement District No. 117 and authorizing Engineer to advertise for bid.

 

NEW BUSINESS

Approved the sale of Lot 6, Riverside Drive Third Addition for $7,013. City Administrator Schelkoph said the process was restarted due to not advertising the sale in a timely fashion in the newspaper the first time.

He said the proper policy has now been followed, and the Commission voted unanimously to approve.

 

Approved the application for Property Tax Exemption for Improvement to 240 13th St NE. City Assessor Sandy Hansen explained the procedure and policy to allow the exemptions, and improvements planned.

 

Approved the Application for Property Tax Exemption for Improvement to 426 3rd St NW.City Assessor Hansen also said the project is a complete remodeling of the interior and she recommends approval.

 

Approved a Memorandum of Understanding between State of ND ITD and City of Valley City for statewide interoperable radio network. City Attorney Mertins said in 2017 the state legislature passed a law implementing the network.  Chief Hatcher said the network is managed by state radio, and is used in a case like the DAPL pipeline protests response with several agencies around the state.

 

The City Commission awarded the bid for demolition of Elevators & Steel Bins located at Mill Dam to Swanberg Construction in the amount of $164,500.00. City Administrator Schelkoph six contractors bid on the project, with Swanberg the low bidder.

MINOT, N.D. (AP) — Minot police say a shooting in the city is an isolated incident and the public is not in danger.

Authorities say a 26-year-old man was taken to a hospital with a gunshot wound about 5 p.m. Tuesday. His name and condition weren’t immediately released.

Police are still searching for the shooter. They’re also looking for a pickup truck that was seen in the area about the time of the shooting.

 

TOWNER, N.D. (AP) — A Minnesota man has been charged with attacking a priest in Fargo.

Authorities say 42-year-old Chad Legare is accused of assaulting Rev. Robert Wapenski at St. Francis Xavier Catholic Church in Anamoose on Jan. 30.

The Alexandria, Minnesota man is charged with attempted murder, aggravated assault and burglary. Police arrested Legare in Alexandria Monday. He’s being held in Minnesota. It was not immediately clear if Legare has an attorney.

The McHenry County sheriff’s and state’s attorney’s offices investigated, along with the North Dakota Bureau of Criminal Investigation.

 

BISMARCK, N.D. (AP) — An environmental activist from Seattle has been sentenced to serve one year in prison for targeting an oil pipeline in North Dakota.

Michael Foster in October 2016 cut through a chain link fence and turned a shut-off valve on the Keystone Pipeline as part of a four-state protest to draw attention to climate change and support demonstrations against the Dakota Access pipeline.

He was convicted last October of conspiracy, criminal mischief and trespass but acquitted of reckless endangerment. He was sentenced in Cavalier Tuesday.

Samuel Jessup of Vermont, who filmed Foster’s protest, was sentenced Tuesday to two years of probation for conspiracy.

Foster and Jessup were among 11 activists with the group Climate Direct Action who were arrested in North Dakota, Minnesota, Montana and Washington state the day of the protest.

 

 

BISMARCK, N.D. (AP) — A New York City woman who suffered a serious arm injury while protesting the Dakota Access oil pipeline in North Dakota is suing the federal government to obtain evidence.

Sophia Wilansky’s lawsuit seeks either the return of shrapnel and clothing taken from her while she was hospitalized following her November 2016 injury, or an opportunity to have it analyzed by a forensic scientist she hired.

Wilansky’s father, Wayne Wilansky, has told The Associated Press that his daughter plans to sue law enforcement for money damages, and that the evidence could bolster the case.

Sophia Wilansky suffered a left arm injury in an explosion and has had several surgeries. Protesters allege the blast was caused by a police concussion grenade. Police maintain it was caused by a propane canister protesters rigged to explode.

 

FARGO, N.D. (AP) — Fargo police are investigating after a man’s body was discovered under a dump truck.

Police say the body of 52-year-old Abdelwahab Ashor was found about 5 p.m. Monday under the truck parked in a lot.

Police Sgt. Jim VanLith says it doesn’t appear the truck was related to the man’s death and that foul play is not suspected. An autopsy will be done later this week.

Ashor lived in Fargo.

 

BISMARCK, N.D. (AP) — The Burleigh County Water Resource District is obtaining easements and preparing for final design of a $3.9 million flood protection project.

The project driven by Missouri River flooding in 2011 will guard against a 20-foot flood in southwest Bismarck’s Fox Island subdivision. It was approved in 2016 by 80 percent of the 91 property owners who voted.

Some property owners whose homes will be outside of a levee objected to the project earlier.

The state is paying $2.8 million of the cost, with the rest funded by the county and subdivision residents inside the levee.

The Bismarck Tribune reports the project will be reviewed by the U.S. Army Corps of Engineers and North Dakota’s state engineer before being finalized and bid. It’s to be completed later this year.

 

 

BISMARCK, N.D. (AP) — North Dakota regulators have scheduled a public hearing on a proposed natural gas processing plant in McKenzie County.

The Public Service Commission says Arrow Field Services wants to build a plant to produce a variety of natural gas liquids, including propane and butane.

The proposed Arrow Bear Den Gas Processing Plant II project about 7.5 miles southeast of Watford City would cost $136 million. It would be built near an existing gas plant but would operate independently.

The public hearing is at 9 a.m. Central time on Thursday, Feb. 15, at Teddy’s Residential Suites in Watford City.

 

 

BISMARCK, N.D. (AP) — A Republican appointed by GOP Gov. Doug Burgum to North Dakota’s Public Service Commission says he will seek election to the post in November.

Brian Kroshus was appointed to the three-member panel last year to replace Brian Kalk, a Republican who resigned.

Kroshus announced Tuesday he would run for the remaining two years left on Kalk’s six-year term. Kroshus is a former publisher of the Bismarck Tribune. He unsuccessfully ran for state auditor in 2016.

Casey Buchmann, of Washburn, announced last year he is seeking the Democratic endorsement for the unexpired term.

Randy Christmann, a Republican, was elected to the commission in 2012 and announced last week he is seeking a second six-year term.

The PSC regulates everything from auctioneers to pipelines in North Dakota.

 

 

BISMARCK, N.D. (AP) — Campaign disclosure reports show Republican U.S. Rep. Kevin Cramer has a more than $900,000 financial advantage over Democratic challenger Ben Hanson.

Cramer’s most recent Federal Election Commission disclosure filing says he has raised more than $1 million thus far in his re-election bid. Filings show he still has almost $952,000 in his campaign treasury, after expenses.

Filings show Hanson has raised about $115,000 and had about $47,000 cash on hand.

Hanson is a commercial real estate broker from Fargo and served in the state House from 2013 to 2016.

Cramer is a former state Republican director and party chairman. He ran twice for the U.S. House in the 1990s, losing to incumbent Democrat Earl Pomeroy in 1996 and 1998, before winning it in 2012.

Jamestown  (CSi)  Jamestown Parks & Recreation Department announces that  A and B spring coed volleyball teams are now forming.

Rosters and registration fees must be turned into the Parks & Rec. office by 4:30 p.m. on Feb. 21. The team fee for the eight-week league is $200. A $50 late fee will be added if the deadline is not met.

INDIANAPOLIS (AP) — Josh McDaniels has backed out of a deal to become the Indianapolis’ Colts new coach, a decision that shocked the franchise hours after it announced his hiring.

The Colts confirmed McDaniels’ decision in a statement Tuesday night after reports emerged that the Patriots’ offensive coordinator had opted to stay in New England with coach Bill Belichick.

McDaniels had agreed to contract terms with the Colts to replace the fired Chuck Pagano, and a news conference had been scheduled for Wednesday at Lucas Oil Stadium.

 

— The Super Bowl champion Philadelphia Eagles will choose last, following the New England Patriots in this spring’s NFL draft. The order was set after the Eagles beat the defending champion Patriots 41-33 on Sunday. Cleveland had the worst record in the league at 0-16 and will pick first in the opening round April 26 in Arlington, Texas. The Browns, New York Giants (3-13), Indianapolis (4-12), and Houston (4-12) hold the first four choices. Cleveland owns Houston’s top pick. Denver will pick fifth and the New York Jets sixth after finishing with 5-11 records.

 

TWINS…

MINNEAPOLIS (AP) — Minnesota Twins right-hander Ervin Santana will miss the start of the regular season after unexpected surgery on his right middle finger. The Twins say the 35-year-old right-hander will need 10 to 12 weeks of rehabilitation before he can pitch in a major league game. Santana experienced discomfort in the digit during a bullpen session last week. He was an All-Star in 2017.

 

In world and national news…

WASHINGTON (AP) — An Associated Press investigation has found that Russian cyberspies pursuing sensitive U.S. defense technology tricked key contract workers into exposing their email to theft. The hackers known as Fancy Bear went after at least 87 people working on militarized drones, missiles, rockets, stealth fighter jets, cloud-computing platforms or other sensitive activities. The AP analysis indicates as many as 40 percent of them clicked on the hackers’ phishing links.

WASHINGTON (AP) — Text messages between two FBI officials that have been reviewed by The Associated Press show they spoke admiringly of the FBI director at the time, James Comey. The text messages were provided by the Justice Department to Congress. The discovery of anti-Trump text messages between the FBI officials led to the reassignment of one of them from special counsel Robert Mueller’s team. The messages are part of an inspector general investigation into the handling of the Hillary Clinton email inquiry.

SEOUL, South Korea (AP) — South Korea says the sister of North Korean leader Kim Jong Un will be part of the high-level delegation coming to the South for the Pyeongchang Winter Olympics. South Korea’s Unification Ministry said North Korea informed it that Kim Yo Jong will be part of the delegation led by the country’s nominal head of state, Kim Yong Nam. Seoul previously said the delegation would arrive Friday.

HUALIEN, Taiwan (AP) — The confirmed death toll has climbed to six in a strong earthquake that hit near Taiwan’s east coast. Taiwan’s National Fire Agency said Wednesday that in addition to the six deaths, 256 people were injured in the quake and 88 were unaccounted for. Taiwan’s official Central News Agency reported that seven people had been killed. The shallow, magnitude 6.4 quake that hit late Tuesday night caused at least four buildings in worst-hit Hualien county to cave in and tilt dangerously.

WASHINGTON (AP) — President Donald Trump is waging a pressure campaign to try to get Democrats to sign onto a sweeping immigration plan. He’s threatening another government shutdown over a package he says would help keep gang members out of the country. During a gathering of law enforcement officials at the White House on Tuesday, Trump said, “If we don’t get rid of these loopholes where killers are allowed to come into our country and continue to kill … if we don’t change it, let’s have a shutdown.”
