With the 2018 State Transportation Improvement Program State Transportation Improvement Project List.

Mayor Andersen said the city receives $850,000 per year in federal funds, through the NDDOT,at an 80 federal 20 city, split in costs.

She said the city currently has $4.3 million not spent in federal dollars.

In 2019 the 17th Street Southwest project will not be included, instead be put into the city’s mill and overlay project.

In 2020 the projects of the bridges on 5th Street and 4th Avenue Northwest will be the responsibility of Stutsman County.

 

The priority discussed was for 2020 for  the 12th Avenue and 3rd Street Southeast railroad grade separation project, with the majority of the project in 2020.

Council Member Gumke said he favors that project being number one on the priority list.

Council Member Phillips also agreed.

Mayor Andersen moved to list the 12th Avenue and 3rd Street project for as the priority for 2020, the 17th Avenue Southwest, I-94 overpass project to 2025, and eliminate other projects.

 

The priority list needs to be submitted by the city.

The Council voted 3-2 in favor of the priority, with Council Members Brubakken, and Buchanan voting in opposition.

 

With the I-94 Exit 257 – Draft Decision Document:

The City Council voted to approve the alternate plan to keep open I-94 Exit 257 open, and install traffic signals and perform bridge work on Highway 281 over I-94, and mill and overlay of the frontage road.

The vote was unanimous.

 

With bids for the Water Treatment Plant Roofing Project, the City Council approved the bid of Lindfoot  in the amount of $195, 674.

Bismarck   (CSi)   The North Dakota Attorney General’s Office  reports that Jamestown High School Team #1 won the state LifeSmarts championship and will be representing North Dakota in the national competition. Tioga High School took second place.

Students in ten teams competed in several rounds before the top two teams advanced to the final round.

The Jamestown Team #1 will represent North Dakota at the LifeSmarts National Championships in California in April. The State Champion team members are: Julia Shirley (Captain), Cris Dupre, Jessica Schmitz, Courtnay Kieker and Kalen Christensen. Christensen is new to the team this year. The other four team members were part of the Jamestown team last year that won the state competition and went on to take 4th place at the National competition.

Julia Shirley, the team captain, spoke for the team, saying “it’s always fun to come back to the state competition to compete against other people across the state, but going to Nationals we compete against others with the same interests we have.”

Marchel Krieger, the Jamestown High School coach, said “it’s even more fun to see the students rewarded for the hard work they put into preparing for these events.”

Jamestown (CSi)  The 2018 Annual Polar Pig, Walk the Plank to raise donations for the JRMC Hospice program  raised a total of $14,000.

Organizer Don Wegner says the figure represents donations, plus a $4,000 matching grant, with Giving Hearts Day.

He pointed out the number of plungers this year was down from last year when a total of $19,000 was raised for the JRMC Hospice Program.

He says on the day of the event, February 3rd, the cold temperature of two above Zero, and the wind chill of 21 below contributed to the decrease in the numbers.

 

Jamestown (CSi)  The University of Jamestown will host a Retirement Celebration for President Robert Badal on Monday Feburary 19th from 5-p.m., to 7-p.m., at UJ’s Harold Newman Arena lobby.

The program starts at 5:30-p.m.

Jamestown  (CSi)  Victory Lutheran Church will host a Sheepdog Seminar on Saturday February 17, from 8 a.m. to 5 p.m. The seminar will address the issue of violence which has been occurring more and more in churches, schools and public places. A new record of 108 was set for violent deaths on faith-based property in 2017.

The seminar is for church staff personnel, ushers, teachers, principals, police, first responders, pastors, youth leaders and all who are concerned about the rapid increase of violence in communities. Texas police officer Gregory Stevens will also be present. Stevens stopped two terrorists in the Dallas area in May of 2015. For his heroics, he was awarded the Medal of Valor.

BISMARCK, N.D. (AP) — The head of North Dakota’s Republican Party says U.S. Rep. Kevin Cramer is the GOP’s “best hope” of defeating Democratic Sen. Heidi Heitkamp in November.

Kelly Armstrong says Cramer is popular in North Dakota and has a proven conservative record. Armstrong says that if Cramer runs, he would have far better name recognition than state Sen. Tom Campbell, who is currently the only Republican challenging Heitkamp.

Cramer says he’s reconsidering a Senate bid in North Dakota because people from his party don’t think Heitkamp can be defeated without him.

Armstrong says the GOP would still have a shot at defeating Heitkamp if Cramer does not run because she is a Democrat in a heavily Republican state.

 

 

BISMARCK, N.D. (AP) — A judge has refused to lower bond for a man accused of trying to hit a police officer with his vehicle in North Dakota.

Twenty-two-year-old Ulises Villalobos-Alvarado is jailed in Bismarck in lieu of $500,000 cash bond on felony charges of attempted murder and fleeing a peace officer.

Defense attorney Bobbi Weiler on Wednesday asked for a reduction to $10,000. Prosecutors objected, and Judge James Hill refused, citing a perceived risk to the community and law enforcement.

Villalobos-Alvarado is accused of trying to run over a Bismarck officer who subsequently shot him in the arm during a probation search on Jan. 18. He later turned himself in at a gas station in Brookings, South Dakota.

 

 

BISMARCK, N.D. (AP) — A Brazilian woman has been sentenced to serve more than three years in prison for a drunken driving accident in North Dakota that killed a passenger in her vehicle.

Twenty-four-year-old Bruna De Paula Cardoso pleaded guilty in federal court to involuntary manslaughter for the September 2016 incident in Parshall.

Authorities say Cardoso was driving about 40 mph in a 25 mph zone. Her blood-alcohol content was .130 percent, above the legal limit of .08 percent.

U.S. District Judge Daniel Hovland ordered Cardoso to serve three years and one month in prison, to be followed by three years of supervised probation.

 

 

BISMARCK, N.D. (AP) — An American Indian activist accused of inciting a riot during protests in North Dakota against the Dakota Access oil pipeline wants a judge to force prosecutors to obtain and turn over evidence from private security firms.

The request from Chase Iron Eyes contends private security workers acted as agents of the state, making the government obligated to turn over evidence from them.

Prosecutors say the defense is basing its claim largely on unreliable media reports about the interaction of public law enforcement and private security, and is trying to avoid having to subpoena information at its own expense.

Iron Eyes could face five years in prison if convicted in the February 2017 incident in which 74 people were arrested after erecting teepees on disputed land. His trial is in August.

 

 

COLFAX, N.D. (AP) — A small North Dakota school where alleged student misbehavior is the subject of a criminal probe has decided to have an independent investigation conducted.

The board of the Richland 44 School in Colfax approved the move Tuesday night.

School district Superintendent Tim Godfrey has said the alleged misbehavior happened in the boys’ locker room. Neither the school nor the sheriff’s department will comment on rumors that younger students were sexually violated in a darkened locker room by older students.

Some students were suspended last month after a school investigation. The county sheriff’s office and state crime bureau are continuing their investigation.

The grade 7-12 school has about 160 students. About 150 people live in the town 30 miles south of Fargo.

 

 

BISMARCK, N.D. (AP) — Officials are studying a potential route for vehicles including trucks on U.S. Highway 83 to bypass the commercial area in Bismarck north of Interstate 94.

The Bismarck-Mandan Metropolitan Planning Organization says the study will look at potential routes and identify possible improvements for the State Street corridor in north Bismarck.

The group is seeking public input and will hold three public meetings with the help of Bismarck, Burleigh County, the state Transportation Department and a consultant.

The Bismarck Tribune reports the federal government is paying most of the study’s $285,000 cost.

MINNEAPOLIS (AP) — Carlie Wagner scored 26 points and Minnesota outscored No. 23 Michigan 11-4 in the final three minutes for a 93-87 win. Katelynn Flaherty’s 3 pointer gave the Wolverines an 83-82 lead with five minutes left but they missed their next three shots while Gadiva Hubbard sandwich two baskets around a Kehinde Bello bucket for the Gophers.

 

SAUNDERS TO BE HONORED

MINNEAPOLIS (AP) — Flip Saunders is dearly missed by his family and the Minnesota Timberwolves, who will honor the former executive and coach with a banner unveiling before the next game against the Los Angeles Lakers. More than two years after Saunders died of complications from cancer, his wife and his former players are determined to keep his memory alive and well.

 

PYEONGCHANG OLYMPICS

PYEONGCHANG, South Korea (AP) — American Mikaela Shiffrin has won gold in the women’s giant slalom in her Pyeongchang Olympic debut.

She used a hard-charging final run to win her second career Olympic gold medal.

The 22-year-old American standout trailed by 0.20 seconds heading into the last run, but made up ground in no time by powering through ruts that had developed on the course.

Shiffrin finished 0.39 seconds ahead of Norway’s Ragnhild Mowinckel at Yongpyong Alpine Center. Federica Brignone of Italy captured bronze, 0.46 behind Shiffrin’s combined time of 2 minutes, 20.02 seconds. First-run leader Manuela Moelgg of Italy wound up eighth.

At the 2014 Sochi Games, Shiffrin won the slalom crown at age 18. She will defend that title Friday.

— Sweden has opened the Pyeongchang Olympic men’s hockey tournament with a 4-0 win over neighbor Norway, even without playing highly rated young defenseman Rasmus Dahlin. Linus Omark finished Thursday with three assists, including a backhand no-look pass to set up Par Lindholm’s opening goal. Anton Lander then made it 2-0 as Sweden dominated the first period.

— Michelle Karvinen scored two power-play goals and Finland beat the Olympic athletes from Russia 5-1 to finish third in the top group of women’s hockey behind Canada and the United States. Finland will play Sweden in the quarterfinals Saturday for a slot in the semifinal against Canada, the defending gold medalist. Still winless, the Russians will play Switzerland, with the winner advancing to a semifinal against the U.S.

— Sweden’s Hanna Oeberg has pulled off a major upset in the women’s 15-kilometer biathlon at the Pyeongchang Olympics, beating out two-time gold medalist Laura Dahlmeier to capture the gold medal. Oeberg entered the race ranked 42nd in the World Cup standings in the individual event. Slovakia’s Anastasiya Kuzmina took home silver, and Germany’s Dahlmeier captured the bronze.

— Ragnhild Haga of Norway has won her first gold medal in the women’s 10-kilometer freestyle at the Pyeongchang Olympics, dusting the field by more than 20 seconds. She finished in just over 25 minutes. Sweden’s Charlotte Kalla won her second medal of the Olympic Games by finishing in second, while Norway’s Mart Bjoergen and Finland’s Krista Parmakoski finished tied for third with identical times of 25 minutes, 32.4 seconds.

— Aksel Lund Svindal has won the men’s downhill in Pyeongchang, making the 35-year-old Norwegian the oldest-ever Olympic gold medalist in Alpine skiing. Svindal was 0.12 seconds faster than Norwegian teammate Kjetil Jansrud down the 1 4/5-mile (2.9-kilometer) course at Jeongseon. Beat Feuz of Switzerland took bronze, 0.18 behind Svindal’s time of 1 minute, 40.25 seconds.

— Aliona Savchenko and Bruno Massot of Germany have won Olympic pairs figure skating gold with a flawless, record-setting free skate. Savchenko and Massot scored 159.31 points in their program set to music by Armand Amar on the final day of pairs skating at the Pyeongchang Games. That gave them 235.90 points, catapulting them from fourth place after a shaky short program. It’s Germany’s first pairs gold since 1952.

— China’s Sui Wenjing and Han Cong, who led after the short program, recovered from a slow start to their free skate to score 153.08 points. But their early bobbles proved costly — they finished with 235.47 points, less than half a point off the top step of the podium.

— Meagan Duhamel and Eric Radford added a bronze medal after winning team gold with Canada.

UNDATED (AP) — Former Heisman Trophy-winning quarterback Johnny Manziel (man-ZEHL’) says he’s making a football comeback. Manziel tweeted Wednesday morning that he has signed with the developmental Spring League in Austin, Texas, which will play from March 28 to April 15. The league is designed for players hoping to impress NFL scouts.

— 49ers quarterback Jimmy Garoppolo has his man to snap the ball for the next several seasons after center Daniel Kilgore received a three-year contract extension. The deal takes Kilgore through the 2020 season. Last week, Garoppolo signed a $137.5 million, five-year contract.

Former major leaguer John “Tito” Francona, the father of Cleveland Indians manager Terry Francona, has died. He was 84. The Indians said the elder Francona died unexpectedly at his home in New Brighton, Pennsylvania on Tuesday night.

PARKLAND, Fla. (AP) — Grief counselors are being made available to students and staff after a mass shooting at their Florida high school killed 17 people and left 14 others hospitalized with wounds and injuries. The Broward County school district says counseling will be offered at five locations for anyone affected by Wednesday afternoon’s shooting.

PARKLAND, Fla. (AP) — A law enforcement official and former schoolmates say the suspect in a deadly rampage at a Florida high school is a troubled teenager who posted disturbing material on social media before the shooting spree that killed at least 17 people. Broward County Sheriff Scott Israel says 19-year-old suspect Nikolas Cruz was expelled from Marjory Stoneman Douglas High School for “disciplinary reasons.” A student says Cruz was expelled last school year after a fight with his ex-girlfriend’s new boyfriend.

PYEONGCHANG, South Korea (AP) — Mikaela Shiffrin won the giant slalom with two solid runs for her second career Olympic gold medal. No American Alpine skier has earned more. Shiffrin now will try to add another in the slalom, which is her best event. She has decided not to contest the super-G but still plans to enter two other individual races later in the Pyeongchang Games.

JOHANNESBURG (AP) — Members of a South African opposition party have walked out of parliament, saying a ruling ANC party plan to elect a new president is “illegitimate.” Julius Malema, leader of the Economic Freedom Fighters party, said Thursday that lawmakers from the African National Congress had failed to hold former leader Jacob Zuma to account for alleged corruption and had therefore violated the constitution.

NEW YORK (AP) — Stormy Daniels, the porn star who alleges she had a sexual encounter with Donald Trump in 2006, may soon be ready to discuss her past with the man who would become president. Trump’s personal attorney has acknowledged paying her $130,000 just before Election Day. The manager for Daniels, whose real name is Stephanie Clifford, tells The Associated Press that Clifford believes that Trump’s lawyer has invalidated a nondisclosure pact. At issue is what happened inside a Nevada, hotel room in 2006.
