WEST FARGO, N.D. (AP) — Police have arrested a man they say tried to shoot his ex-girlfriend at an apartment building in West Fargo.

Officers were called to the apartment building about 10:30 p.m. Monday. The woman ran from the apartment and told police shots were fired outside and inside the building.

KFGO reports one of the bullets struck a house east of the apartment building and shattered a photo on a dresser. No one was hurt.

Police set up a perimeter and attempted to make contact with the suspect inside the building. Officials say the suspect fought with police before he was taken into custody. A handgun was recovered at the scene.

BISMARCK, N.D. (AP) — The North Dakota Petroleum Council has reconvened a task force to look at flaring, as infrastructure has been unable to keep the pace with rising natural gas production.

Oil companies produced 2.08 billion cubic feet of natural gas per day in December. About 273 million cubic feet of natural gas was flared per day.

Council president Ron Ness says buildout of pipelines and processing plants were inhibited by low oil prices starting in 2015. But now the industry is behind as production rises, the Bismarck Tribune reported.

Wayde Schafer of the Sierra Club Dacotah Chapter says his group predicted some companies wouldn’t meet flaring targets. He hopes rules can be made stronger, including sanctions if gas capture can’t keep up.

Task force members are gathering data about anticipated production in the Bakken regions.

MINOT, N.D. (AP) — Surveys of North Dakota high school students shows the use of electronic cigarettes is surging among young people.

The North Dakota Department of Health’s Youth Tobacco Survey shows the number of teens using e-cigarettes at least once in the past 30 days increased from 1.6 percent in 2011 to about 19 percent last year. The number of young people who’ve tried vaping increased from 4.5 percent in 2011 to about 39 percent in 2017.

The Minot Daily News reports the Centers for Disease Control and Prevention’s Youth Risk Behavior Survey found 20.6 percent of North Dakota high school students use e-cigarettes.

State Tobacco Prevention and Control director Neil Charvat says kids who will never touch a regular cigarette will try vaping.

BISMARCK, N.D. (AP) — Former Vice President Joe Biden will headline the North Dakota Democratic-NPL Convention next month.

Biden is also appearing on behalf of Sen. Heidi Heitkamp, as she seeks re-election to a second six-year term. In a news release, Biden said Heitkamp has been a strong leader who gets the job done for the people she serves.

The convention in Grand Forks is scheduled for March 15-18. Biden will speak on March 17. The former vice president has said he’ll keep his options open as he considers a run for president in 2020.

A presidential candidate twice before, Biden would be 78 on Inauguration Day if elected in 2020, a concerning prospect for some Democrats, even though he’s only a few years older than Trump.

FORT YATES, N.D. (AP) — The former director of an elder abuse prevention program on the Standing Rock Indian Reservation is accused of embezzling more than $100,000.

Federal prosecutors in North Dakota have charged Kenneth Red Bear with embezzlement and theft from an Indian tribal organization and theft in Indian Country.

Assistant U.S. Attorney Brandi Russell tells KFGO radio that the money was stolen from the tribe’s federally funded Elderly Protection Team, which is responsible for investigating reports of elder abuse.

Russell says the thefts allegedly occurred between June, 2009 and February, 2017. She says additional charges are possible.

Court documents do not list an attorney for Red Bear.

The Standing Rock Reservation straddles the North Dakota and South Dakota border.

WOMEN’S COLLEGE BASKETBALL POLL

LSU enters poll for the first time in 4 years

NEW YORK (AP) — LSU is back in the women’s AP Top 25 for the first time in four years while UConn and Mississippi State continue to lead the poll.

The Tigers came back into poll today at No. 24. LSU has won six of its past seven games to move into third in a very competitive SEC. That includes wins over Tennessee, Georgia and Texas A&M, who are all ranked.

While LSU returned to the poll, UConn remains the unanimous No. 1 team. The Huskies (26-0) received all 32 first-place votes from a national media panel. They were followed by Mississippi State, Baylor, Louisville and Notre Dame. The Cardinals lost to UConn by 11 points last Monday night.

NEW YORK (AP) — Matt Cullen and Tyler Ennis scored in Minnesota’s three-goal second period, and the Wild beat the New York Islanders 5-3. Jason Zucker added two goals and Joel Eriksson Ek also scored for the Wild

OLYMPICS…

GANGNEUNG, South Korea (AP) — The Korean women’s hockey team has ended its historic Olympic run with a fifth straight loss, with thousands of fans shouting “We are one” and waving a “unification flag.”

Team Korea, which included players from both North and South Korea, was defeated by Sweden 6-1 to cap a 0-5 run in the Pyeongchang Games on Tuesday.

South Korean player Kim Heewon wiped away tears as she and teammates waved to cheering fans. Canadian coach Sarah Murray also shed tears when she hugged players. Some spectators also wept.

The team was formed about two weeks before the Pyeongchang Games began during an eleventh-hour push by the Koreas to improve ties. It was the Koreas’ first joing Olympic squad.

The team’s formation raised hopes that Olympics-related warming gestures might help nuclear tensions.

OLYMPICS-TOURISM FLOP?

Forget tourism: Pyeongchang’s legacy probably debt and anger

PYEONGCHANG, South Korea (AP) — The equation was supposed to be simple. To build a world-class ski destination, simply add the Olympics and wait.

But even as South Korea basks in the glow of global attention, hope is fading that Pyeongchang will do what was promised — turn an impoverished backwater into a premier Asian ski hub.

The close of the games are approaching. Some worry the Olympics will saddle the region with a legacy of massive debt and the perpetual maintenance of a handful of hugely expensive venues that no one knows what to do with.

The things that had always isolated the area — heavy snows, long winters and mountains — were a blessing in securing the games. But when the visitors leave, many of the province’s problems will remain.

NHL

UNDATED (AP) — The Washington Capitals are back atop the NHL’s Metropolitan Division. The Nashville Predators have grabbed a share of first place in the Central Division, and the Boston Bruins are a little closer to first place in the Atlantic Division.

Alex Ovechkin notched his league-high 35th goal and the Caps moved one point ahead of Pittsburgh by downing the Sabres, 3-2 in Buffalo. John Carlson had a goal and an assist to support backup netminder Philipp Grubauer, who stopped 32 shots and blanked the Sabres until early in the third period.

Washington concluded a 2-1-1 road trip and dropped Buffalo to 2-7-1 in its last 10 home games.

The Predators pulled even with Winnipeg in the Central as Viktor Arvidsson scored twice and Pekka Rinne (PEH’-kuh REE’-nay) stopped 36 saves in a 5-2 win against the Senators. Roman Josi (YOH’-see) scored the first goal and set up Ryan Ellis, both coming on power plays. Filip Forsberg and Kevin Fiala each had two assists for the Predators, who ended a two-game skid.

The Bruins are within a point of the Atlantic-leading Lightning after Brad Marchand scored at 3:36 of overtime to give Boston a 2-1 victory at Calgary. David Pastrnak (PAS’-tur-nak) also scored and Tuukka (TOO’-kuh) Rask turned back 28 shots in the Bruins’ 12th victory in their last 15 games.

Matthew Tkachuk (kah-CHUHK’) scored for the Flames, who are 1-3-4 in their last eight home games.

Elsewhere on NHL ice:

— John Gibson and Ryan Miller combined to stop 33 shots and Jakob Silfverberg (SIHL’-vur-burg) scored the winner as the Ducks handed the Golden Knights their second shutout home loss of the season, 2-0. Miller entered the game at the start of the third period after Gibson suffered a lower body injury late in the second. Anaheim improved to 5-1-1 in its last seven games and prevented Vegas from stretching its 10-point lead in the Pacific Division.

— Jason Zucker scored twice and Devan Dubnyk (DOOB’-nihk) stopped 32 shots as the Wild beat the Islanders, 5-3 in Brooklyn. The Isles had a 2-1 lead until Matt Cullen, Zucker and Tyler Ennis scored during a 4:12 span to give Minnesota a two-goal edge. The Wild pulled within one point of third place in the Central Division and dropped the Islanders into ninth in the Eastern Conference.

— The Kings are 3-3-0 so far on their seven-game road trip after Jonathan Quick made 13 of his 27 saves in the third period of a 3-1 win at Chicago. Torrey Mitchell, Andy Andreoff and Dion Phaneuf (fah-NOOF’) did the scoring to back Quick, who shut out the Blackhawks until Patrick Sharp scored 1:42 into the third period. The Hawks have dropped nine of 10.

NHL-NEWS

Mrazek goes to Flyers

UNDATED (AP) — The Flyers have picked up much-needed goaltending depth following injuries to Brian Elliott and Michael Neuvirth (NOY’-vurth), getting Petr Mrazek (muh-RA’-zehk) from the Red Wings for a pair of conditional draft picks.

Mrazek was 8-7-3 with a 2.89 goals-against average and a .910 save percentage for Detroit this season. He’s 72-58-20 with a 2.60 GAA and a .912 save percentage in 166 appearances in six seasons with Detroit.

— The Capitals have added depth to their blueline by acquiring Michal Hempny from the Blackhawks for a conditional third-round pick in this year’s NHL draft. The 27-year-old Kempny has a goal and six assists in 31 games this season. He can become an unrestricted free agent this summer.

— The Blackhawks have banned the four fans who were ejected from Saturday’s 6-1 win over the Capitals for directing racial taunts at Washington forward Devante Smith-Pelly. The ban covers all Chicago home games. Smith-Pelly was sitting in the penalty box in the third period of Saturday night’s 7-1 loss to Chicago when the fans yelled “basketball, basketball, basketball” toward the winger.

COLLEGE BASKETBALL-KANSAS/OKLAHOMA

The rout puts Kansas in sole possession of the Big 12 lead at 11-4, a half-game ahead of Texas Tech.

MLB-RED SOX-MARTINEZ

UNDATED (AP) — The Boston Red Sox have decided to add a powerful bat after hitting an American League-low 168 home runs last season.

A person familiar with the negotiations tells The Associated Press that the Red Sox and slugger J.D. Martinez have agreed to a five-year, $110 million contract, pending a physical.

The 30-year-old Martinez has become one of the top home-run threats in the majors by changing his swing to improve his launch angle. He had a breakthrough season last year, hitting .303 and setting career highs with 45 home runs and 104 RBIs for the Tigers and Diamondbacks. Martinez slammed 29 homers and drove in 65 runs in 62 games with Arizona, including a record-tying four home runs at Los Angeles on Sept. 4.

Boston is expected to use Martinez as its primary designated hitter, turning Hanley Ramirez into a platoon player at first with Mitch Moreland.

In other MLB news:

— The Padres and Eric Hosmer finalized their eight-year, $144 contract when the first baseman passed his physical. His salary is $20 million each year from 2018-22 and would be $13 million annually from 2023-25 if he doesn’t terminate the deal.

— A person familiar with the negotiations tells The Associated Press that pitcher Chris Tillman and the Orioles have agreed to a $3 million package for this season. Tillman was 1-7 with a 7.84 ERA in 19 starts and five relief appearances last year. He was one of Baltimore’s top pitchers the previous five years, going 65-33 with a 3.81 earned run average in 143 starts.

— Baltimore has worked out a minor league contract with Alex Presley, who batted .314 in 71 games for the 2017 Tigers. The 32-year-old outfielder has a .263 average in eight seasons with Pittsburgh, Minnesota, Houston, Milwaukee and Detroit.

— The Associated Press has learned from a person with knowledge of the deal that 40-year-old reliever Joaquin Benoit and the Nationals have agreed in principle to a one-year, $1 million major league contract, pending a physical. Benoit broke into the majors in 2001 and has gone 58-49 with a 3.83 ERA and 53 saves in 764 appearances, including 709 relief outings.

— The Giants and former All-Star reliever Tony Watson have finalized a two-year package that includes a player option for 2020, a deal with a guaranteed $9 million. The 31-year-old left-hander was 7-4 with a 3.38 ERA in 71 appearances for the Pirates and Dodgers last year.

— The Diamondbacks have worked out a two-year, $7.5 million deal with outfielder Jarrod Dyson, who hit .251 and stole 28 bases for the Mariners last season. Dyson is a lifetime .258 hitter with 12 home runs, 131 RBIs and 204 steals in eight big league seasons, the first seven with the Royals.

— Major League Baseball is imposing stricter limits on mound visits in an effort to speed games but decided against 20-second pitch clocks for 2018. After more than a year of negotiations, the Major League Baseball Players Association refused to agree to the changes but also signed an agreement that it will not oppose the new rules. The new rules include a general limit of six mound visits per nine-inning game without a pitching change, whether by a manager, coach or player.

— Anthony Rizzo is back with the Cubs after spending time at home in Florida to support victims of the deadly shooting at his former high school. The first baseman had been an early arrival before leaving Thursday for Parkland, Florida, where he spoke at a vigil for victims of the attack at Marjory Stoneman Douglas High School. He is a 2007 graduate of the school and had donated $150,000 to his alma mater in November to help build lights for the baseball and softball fields.

In world and national news…

BEIRUT (AP) — A top Syrian opposition figure says government forces along with Iran and Russia are committing a new “Holocaust” in rebel-held suburbs of the capital Damascus. Mohammed Alloush of the Army of Islam told The Associated Press Tuesday that the United Nations is also to blame “because of its bankruptcy and lies about protecting security and peace in the world.”PARKLAND, Fla. (AP) — Florida high school student Chris Grady is heading to Tallahassee to push lawmakers to do something to stop gun violence. He’ll be joining some 100 other students from Marjory Stoneman Douglas High School who survived last week’s shooting that left 17 people dead. Grady says he felt a deep anger when he learned that the FBI had failed to follow up on a tip about the former student who’s accused of going on the shooting rampage.WEST PALM BEACH, Fla. (AP) — President Donald Trump is offering support for a limited strengthening of federal background checks on gun purchases while staying largely mum in the last few days about the victims of the Florida school massacre. John Cornyn, a Texas Republican, about a bipartisan bill designed to strengthen the FBI database of prohibited gun buyers.GANGNEUNG, South Korea (AP) — They cheered. They cried. They hugged. They watched as fans by the thousands shouted, “We are one.” Unification flags for the two Koreas, longtime rivals and sometimes bitter enemies, flapped across the Olympic arena. And now they go back home, quite possibly never to see each other again. The Korean women’s hockey team, which included players from both North and South, ended its historic Olympic run on Tuesday with a fifth straight loss but a host of unforgettable feel-good sparks.UNDATED (AP) — The privately held owner of Safeway, Vons and other grocery brands is plunging deeper into the pharmacy business with a deal to buy Rite Aid, the nation’s third-largest drugstore chain.
