BISMARCK, N.D. (AP) — Staff members at North Dakota’s first syringe exchange program say it’s going to take time to build trust with the people they hope to serve.
The Bismarck Tribune reports that Custer Health in Mandan has enrolled four people during the first month of the Good Neighbor Project, which aims to reduce rates of HIV and Hepatitis C by providing access to sterile syringes and education.
Custer Health nursing director Jodie Fetsch says about 10 people have stopped by the program but left after spending a few minutes in the waiting room. Fetsch says many of them are worried about a police presence.
Custer Health is the first North Dakota program to offer syringe exchange since state lawmakers endorsed the program in 2017. Fargo city leaders recently approved a similar program.
MANDAN, N.D. (AP) — One of four men charged with poaching deer during the Dakota Access pipeline protests has reached a deal with prosecutors to dismiss his case.
Danny LeClaire of Pocatello, Idaho, was charged last year with a misdemeanor count of unlawful taking of a big game animal. The Bismarck Tribune reports that a judge last week approved a pretrial diversion agreement.
Under the deal, Morton County State’s Attorney Al Koppy will dismiss the case after six months if LeClaire commits no other crimes in North Dakota and pays $350 to the state’s Report All Poachers program. LeClaire will also forfeit his $150 bond to help pay $710 in court fees.
Three other men have been charged in poaching cases related to the pipeline protests.
FARMINGTON, N.M. (AP) — An Oklahoma independent oil and gas company has moved out of northwest New Mexico.
The Daily Times of Farmington reports the Tulsa, Oklahoma-based WPX Energy Inc. recently announced the sale of the last of its Four Corners assets to the tune of $700 million.
The company says WPX sold its holdings in the Gallup oil play to an undisclosed third party in a transaction that is expected to close by the end of March.
WPX spokesman Kelly Swan says the sale involves some 150 oil wells on about 100,000 acres.
Swan says WPX has been shifting its focus and funneling its resources to its operations in the Permian Basin of southeast New Mexico and west Texas and in the Williston Basin of North Dakota over the past few years.
BISMARCK, N.D. (AP) — The North Dakota Attorney General’s Office has extended an agreement with Dakota Access LLC, which still owns about 7,000 acres of ranchland along the Dakota Access Pipeline.
One year after most protesters left the Morton County area, the office says it will continue to review whether the company’s ranch ownership complies with North Dakota’s anti-corporate farming law. Corporations and limited liability companies are banned from owning or leasing farmland and ranchland, with some exceptions.
The Bismarck Tribune reports that Dakota Access LLC purchased land in the Cannonball Ranch north of the Standing Rock Sioux Reservation when demonstrations were ongoing in 2016 to provide safety to workers. The company planned to transfer ownership after the pipeline’s construction completed.
The pipeline from the Bakken to Illinois has been in service since June.

Bismarck (CSi) North Dakota Game & Fish reminds Anglers they have until midnight, March 15 to remove permanent fish houses from North Dakota waters, and from any state wildlife management area or federal refuge land.
Fish houses may be used after March 15 if they are removed daily.
Anglers are advised to use caution while accessing area lakes because mild weather conditions can quickly result in unstable ice conditions that can make removing a fish house with a vehicle difficult or dangerous.
Even on lakes where ice remains solid away from shore, anglers should watch the weather and adjust activities accordingly. Ice conditions can vary from region to region, between lakes in the same region, and even on the same lake.

FORT MYERS, Fla. (AP) — J.D. Martinez is finally a member of the Boston Red Sox.
The five-year, $110 million contract that Martinez agreed to with the club a week ago was finalized on Monday, when he was introduced at a news conference at JetBlue Park. After hitting 45 home runs in 119 combined games last season for the Detroit Tigers and Arizona Diamondbacks, Martinez became the most prominent position player on the free agent market.
The Red Sox took extra time with the medical evaluation, with particular attention paid to a right foot injury that Martinez suffered last year. That led to some language changes to protect the Red Sox over the life of the deal, but the 30-year-old Martinez was deemed fully healthy for 2018.

So they plan to spend their day in the city with local children Tuesday.
— The courtship of LeBron James has taken an Oscar-worthy turn — toward Philadelphia.
Three billboards urging James to leave the Cavaliers and sign with the Philadelphia 76ers this summer as a free agent have been installed along Interstate-480 south of Cleveland. In world and national news…
WASHINGTON (AP) — President Donald Trump says political leaders sometimes need to buck the National Rifle Association.
Republicans controlling Congress are less sure of that approach, keeping largely quiet amid public calls for stricter gun laws.
In the Senate, a bipartisan bill seeks to strengthen the National Instant Criminal Background Check System.
Trump’s ideas to arm many teachers, lift the minimum age for purchasing assault rifles to 21 and impose stricter background checks have fallen flat so far. The White House is inviting lawmakers from both parties for meetings this week.
The Senate’s No. 2 Republican, John Cornyn of Texas, questions Trump’s proposal to raise the age limit for assault weapons, calling it an arbitrary age increase.
PARKLAND, Fla. (AP) — The Florida Senate Rules Committee has voted 9-4 for a bill that would raise the age to purchase rifles from 18 to 21 and create a three-day waiting period to buy the weapons. Those rules are already in place for handguns. The bill also would make it easier to block gun sales or confiscate weapons from people who show violent tendencies or signs of mental illness.
The bill approved Monday also would let Florida counties authorize teachers to carry concealed weapons in school if they undergo law enforcement training and are deputized by the local sheriff’s office.
DENVER (AP) — Two survivors of the Columbine High School shooting nearly 20 years ago are lauding the cry for action by students who survived the mass shooting at a Florida high school.
Thirteen people died when two student gunmen attacked the suburban Denver school in 1999.
The horror changed the lives of Patrick Neville and Samantha Haviland in different ways. It also inspired both to take action and serve others.
It’s a calling they sadly share with survivors of the mass shooting at the Marjory Stoneman Douglas High School in Parkland, Florida, where students are demanding the nation take action on school violence.
Both concede that solution is far from reach.
BEIRUT (AP) — A Russia-ordered “humanitarian pause” has gone into effect to allow civilians to leave a rebel-held enclave near Damascus but there were no immediate signs of any corridors set up for people to use.
Rami Aburrahman of the Syrian Observatory for Human Rights says that no violence was reported on Tuesday in the enclave, known as eastern Ghouta — a collection of suburbs just east of the Syrian capital.
Aburrahman says only a few artillery shells hit Douma, one of the suburbs.
Civilians caught in the violence have mocked Russian President Vladimir Putin’s order of a five-hour open corridor.
Ingy Sedky with the international Red Cross says that for a humanitarian corridor to work, it needs to be well planned and implemented with the consent of all parties in the conflict.
ALBUQUERQUE, N.M. (AP) — A new study examining the nation 50 years after the release of the landmark 1968 Kerner Report says barriers to equality are posing threats to democracy in the U.S. as the country remains segregated along racial lines and child poverty worsens.
The report released Tuesday blames U.S. policymakers and elected officials. It says they’re not doing enough to heed the warning on deepening poverty and inequality as highlighted by the Kerner Commission a half-century ago.
The new report says the percentage of people living in deep poverty — less than half of the federal poverty level — has increased since 1975. The report says the homeownership gap has widened for African-Americans and gains to end school segregation were reversed because of a lack of court oversight and housing discrimination.
