A strong storm is taking aim on the Northern Plains Sunday into
early next week. There remains a lot of uncertainty with respect
to the track and impacts of this system, but rain, snow and strong
winds are all possible.

 

 

Jamestown  (CSi)  The Jamestown City Fire Department was called to 1321 5th Street, Northeast at 2:47-p.m., Wednesday.

The caller indicated smoke in the lower level apartment unit, residence stemming from a fire in the microwave oven.

City Fire Chief Jim Reuther says, Jamestown Police evacuated residents who wished to leave the building because of smoke in the hall, while the fire department  checked for any spread of the fire and extracted smoke.  Other residents sheltered in place.

No additional fire reported, with a smoke smell in the apartment, and fire damage confined to the microwave.

No injuries reported.

Six City Fire Units and 20 firefighers were on the scene for  about 45  minutes.

 

Jamestown (CSi)  Jamestown Police is warning Jamestown Resident of a convicted sex offender living in Jamestown.

Patrick Lee Leno lives at 2308 Circle Drive, ND State Hospital, Jamestown, ND

He presently has no vehicle.

Leno is a 36 year old white male 5 feet 7 inches tall, weighing 165 pounds with hazel eyes and brown hair.

He has been assigned a high risk assessment by the North Dakota risk level committee of the North Dakota Attorney General’s Office.

 

He was convicted of child abuse involving a six year old and a three year old girl.

Conviction date, March 2008 in Burleigh County, North Dakota District Court.

Disposition, 5 years three and a half years suspended.

 

He was convicted of gross sexual imposition involving a three year old girl.

He was convicted in March 2008 in Burleigh, North Dakota District Court.

Disposition, 20 years, 12 years suspended, 5 years supervised probation.

 

He was convicted of indecent exposure, involving a 4 year old girl.

Conviction date, February 12, 2002 in Cass County District Court.

Dispostion, 1 year with 335 days suspended for 2 days.

 

Leno is not wanted by police at this time and has served the sentence imposed by the court.

He is currently on GPS monitoring.

This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.

Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.

Craig pointed out that the funds raised go to support the services of the Shrine Hospitals, including transportation for parents, along with health screenings.

He added that funds raised locally support food pantries, SAFE Shelter, and the Christmas Shop with a Cop Program for children.

Craig said the Gun Raffle tickets are available at $100 each with the proceeds benefit those Shrine causes.

He said there are 400 tickets available, with good odds of winning, plus ticket winners go back for other drawings.

The guns from Gun-n-Reel Sports Shop in Jamestown, where guns won in the drawing can be exchanged for cash or other non-gun items in the store, of equal value, or pay a cash difference.

There will also be a cash drawing.

BISMARCK, N.D. (AP) — North Dakota’s Health Department is accepting proposals from laboratory companies that want to test medical marijuana in the state.
It’s the next step in efforts to establish a system for the drug approved by voters in November 2016.Last summer, seven laboratory companies with experience in other states expressed interest in being a part of North Dakota’s program.
Now they can formally apply, through April 19.North Dakota law allows the use of medical marijuana for 17 medical conditions, along with terminal illnesses.
The drug is expected to be available to patients late this year.The Health Department is finishing administrative rules covering such things as testing, security requirements and transportation regulations.
The agency two weeks ago selected a Florida-based company to implement a monitoring system for North Dakota’s program.

 

 

WATFORD CITY, N.D. (AP) — More charges have been filed against a Watford City woman accused of embezzlement.

Thirty-eight-year-old Hannah Lloyd previously was accused of embezzling more than $57,000 from the Watford City Park District while working for an accounting firm. She’s now alleged to have stolen about $50,000 from the city’s golf course and about $56,600 from Rink Construction.

The Bismarck Tribune reports that Lloyd faces six felony theft and forgery charges. She could enter pleas at a March 15 hearing.

Lloyd’s former employer reported her to police in December after the park district approached her with payroll issues.

Park Board President Justin Johnsrud says an audit is ongoing to determine the total amount of money missing from the park district.

 

FARGO, N.D. (AP) — Soil moisture supplies in North Dakota are low as spring planting season gets closer.

The Agriculture Department’s monthly crop report shows both topsoil and subsoil moisture supplies rated at 53 percent short or very short.

Farmers in western and central North Dakota dealt with crippling drought last year. The most recent U.S. Drought Monitor map shows two-thirds of the state still in moderate to severe drought.

The Agriculture Department report shows that the state’s winter wheat crop is still in relatively good shape as February ends, with only 18 percent rated in poor or very poor condition.

Cattle and calf conditions in the state are mostly good to excellent. Stockwater supplies are rated mostly adequate.

 

FARGO, N.D. (AP) — Legislative leaders say school security will likely be on the agenda again during next year’s session in North Dakota.

House Majority Leader Al Carlson says it’s unfortunate that proposals to add more security to schools failed in the past two sessions. He says other states are taking action. Carlson says larger districts, such as Fargo, have done a good job in improving security in school buildings, but smaller districts don’t have the money to make those improvements.

KFGO reports state Superintendent Kirsten Baesler says she’s been in talks with the Highway Patrol about offering office space in rural district schools where troopers could do their routine paperwork and interact with students and staff.

 

BISMARCK, N.D. (AP) — Two nonprofits have partnered to help the Bismarck community acquire a building for a permanent homeless shelter.

Bismarck officials and groups have been working toward a long-term plan since Ruth Meier’s Hospitality House closed the area’s lone emergency men’s shelter in October. The Missouri Slope Areawide United Way recently secured space in downtown apartments for a temporary housing solution until July.

The Bismarck Tribune reports that the nonprofits Lewis & Clark Development Group and Lutheran Social Services have agreed to find a building and lease it to a shelter operator.

City Commissioner Nancy Guy says the goal is to develop a plan to finance and operate the shelter by June, in order to present it to commissions for approval by July 1. The plan’s steering committee will host stakeholder meetings in April.

The Minnesota Twins and designated hitter Logan Morrison have finalized a $6.5 million, one-year contract that includes a 2019 club option that can become guaranteed. The deal was announced Wednesday, three days after the two sides agreed to terms. Morrison, who has spent the majority of his major league career as a first baseman and also played the corner outfield positions, hit 38 home runs in 2017 for Tampa Bay.

WASHINGTON (AP) — White House Communications Director Hope Hicks, one of President Donald Trump’s most loyal aides, is resigning.

The departure of one of the president’s longest-serving advisers, who worked as a one-woman communications shop during his winning campaign, came as a surprise to most in the White House — and cast a pall over the West Wing at a tumultuous time. The news comes a day after Hicks was interviewed for nine hours by the House panel investigating Russia interference in the 2016 election and contact between Trump’s campaign and Russia.

In a statement, Trump praised Hicks for her work over the last three years, saying he “will miss having her by my side.”

Hicks, who occupied to the desk closest to the Oval Office in the West Wing, has been a central participant in or witness to nearly every milestone and controversy of the Trump campaign and White House. She began her White House tenure as director of strategic communications — a title that only partly captured her more expansive role as the president’s gatekeeper to the press.

PARKLAND, Fla. (AP) — Students and teachers hugged and cried Wednesday as they returned under heavy police guard to Marjory Stoneman Douglas High School for the first time since a teenager with an assault rifle killed 17 people and thrust the huge Florida school into the center of a renewed national gun debate.

The half-day schedule began with fourth period so that the nearly 3,300 students could first be with the people they were with during the shooting.

“In the beginning, everyone was super serious, but then everyone cheered up and it started being the same vibes we had before the shooting. People started laughing and joking around,” said Kyle Kashuv, a junior who said he hugged every single teacher.

On the way in, teens were guarded by hundreds of police officers. The police were accompanied by comfort animals, including dogs, horses and a donkey. One of the horses had “eagle pride” painted on its side. A nearby woman held a sign offering “free kisses.”

After school dismissed, members of the Guardian Angels wearing their trademark red berets lined the streets at a crosswalk.

ATLANTA (AP) — A social studies teacher barricaded himself inside a classroom at a Georgia high school on Wednesday and fired a handgun in what may have been a warning shot, authorities said.

No students were in the classroom at the time, and the only injury was a student who hurt her ankle running when Dalton High School was evacuated. It wasn’t immediately clear why the teacher had the gun and school and fired it.

The shooting happened with a nation on edge two weeks after a Florida school shooting left 17 students and faculty dead and ignited a new debate over gun control in America. Within minutes of the shooting, students hunkered down at Dalton High took to social media to call for restricting gun rights.

The teacher, 53-year-old Jesse Randal Davidson, was taken into custody without incident after a 30- to 45-minute standoff with officers, Dalton police spokesman Bruce Frazier said. Davidson, a teacher since 2004, also serves as the play-by-play announcer for the high school’s football team, police said in a tweet .

Police noted that Davidson didn’t appear to want to hurt the students or faculty. He fired the gun at an exterior window when the principal tried to enter the classroom.

“I don’t know whether he was just firing the gun off to let people know to back off or what,” Frazier said.

The shooting happened about 11:30 a.m. during Davidson’s planning period. At first, students tried to get into the classroom, but they couldn’t. The students told the principal, who tried to open the door with a key. That’s when Davidson fired the gun and the school was placed on lockdown, authorities said.

WASHINGTON (AP) — President Donald Trump’s former campaign chairman was reprimanded by a federal judge Wednesday for speaking publicly in violation of her gag order in his criminal case.

The rebuke of Paul Manafort came as he pleaded not guilty to the latest charges brought by special counsel Robert Mueller’s Russia investigators.

Manafort appeared at the federal courthouse to enter a formal plea to a second indictment accusing him of acting as an unregistered foreign agent and directing an international money-laundering conspiracy stemming from his political work in Ukraine.

It was his first court appearance since his co-defendant and longtime business associate, Rick Gates, pleaded guilty and agreed to cooperate with prosecutors.

Manafort had previously pleaded not guilty in the case, but the latest indictment, which mirrored the charges filed against him last October, required him to formally enter a second plea. Manafort also faces charges in Virginia accusing him of tax evasion and bank fraud.

During the hearing, Judge Amy Berman Jackson set a Sept. 17 trial date for Manafort and reprimanded him for making a public statement last week about Gates’ plea. She said his statement violated an order she put in place early in the case, which bars Manafort, the prosecution and witnesses from making public statements that pose a “substantial likelihood” of prejudicing potential jurors.

 

NEW YORK (AP) — Dick’s Sporting Goods will immediately end sales of assault-style rifles in its stores and won’t sell guns to anyone under 21 years old following the school massacre in Parkland, Florida.

Dick’s Chairman and CEO Edward Stack said on “Good Morning America” Wednesday that after the shooting the company “felt it needed to do something.”

Stack says that the gunman, Nickolas Cruz, had purchased a gun at a Dick’s store, but not the one used at the school shooting, even though all existing rules were followed. Stack says that the system that’s in place won’t stop sales to dangerous people and said lawmakers must do something.

Stack said Dick’s is prepared for any potential backlash, but will not change its policies on gun sales.

 

WASHINGTON (AP) — President Donald Trump says Rev. Billy Graham “changed our country” — paying tribute to the late evangelical preacher as he lies in honor at the U.S. Capitol.

Trump calls the rare tribute afforded Graham “very fitting,” saying Graham was a “legendary” American figure who deserved to be recognized in the place “where the memory of the American people is enshrined.”

Graham was known as the pastor to presidents, for his personal ties with nearly every American leader over more than a half-century. Trump recalls his father taking him as a child to see Graham preach at Yankee Stadium in 1957, saying his father was a “big fan” of Grahams.

 

LONDON (AP) — British police say they have arrested three men in connection with an explosion over the weekend in the English city of Leicester that killed five people.

Sunday’s blast caused the collapse of a building which housed a shop and a two-story apartment.

Leicestershire Police said Wednesday that “police investigating the cause of the explosion and fire in Leicester … have arrested three men on suspicion of manslaughter.”

Police said the suspects are all in their 30s. The cause of the explosion hasn’t been disclosed, but police said “we stress that there remains no evidence that the events of Sunday night are in any way terrorist related.”

Leicester is 110 miles (180 kilometers) north of London.
