Valley City (CSi)   Starting Monday, March 12th , Main Street in Valley City will be closed between Central Avenue and Fifth Avenue Northwest.

Traffic is detoured onto Second Street Northwest.

Local traffic is permitted to businesses on the inside of the road closures.

A new truck route detour will be added using  Nineth Avenue Norhtwest, 12th Street North and 5th Avenue Northeast.

The project involves removing  Main Street as work on the construction of the flood walls continues

Valley City (CSi) – U.S. Senator Heidi Heitkamp Saturday held a meeting with community leaders in Valley City to discuss her efforts to keep in place an existing floodwall in Valley City that the federal government told the city it must remove – which would reduce flood protection and cost the city a great deal.

Heitkamp met with the Valley City mayor, commissioners, and other local officials involved in flood protection efforts. After Valley City built a flood wall to provide permanent flood protection to keep residents safe, it became known that the land where part of the wall is located is deed restricted because the land was purchased through the U.S. Federal Emergency Management Agency’s (FEMA) Hazard Mitigation Grant Program. As a result, FEMA is now telling the city to remove the
floodwall at a cost of at least $150,000 — despite the fact that the entire purpose of the Hazard Mitigation Grant Program is to reduce impacts from natural disasters, including flooding — and then develop an alternative flood protection plan, which would cost hundreds of thousands of dollars more.

 

Heitkamp is pushing to include language in the upcoming federal funding bill that would allow the floodwall to remain on this property. That bill must pass in Congress by March 23. Heitkamp has been working with senators on the Senate Appropriations Committee and Senate Homeland Security Committee to press the issue, as well as with the North Dakota State Water Commission and the North Dakota Department of Emergency Services to gather their input.

Heitkamp said, “Valley City took an important and needed step to put in place permanent, comprehensive flood protection to keep area families and businesses safe from potential floods. As we saw in 2009 and 2011, the flooding in the area caused serious damage and any efforts to prevent future harm is good for Valley City.  The city should be praised for its efforts, not punished for an unintentional mistake. Additionally, FEMA’s insistence on removing this floodwall doesn’t make any sense since the entire purpose of the project is to prevent future damage from flood disasters, and help reduce costs in the long run. That’s why I’m pushing to include language in the next spending bill Congress passes to allow the floodwall to remain where it stands. Hopefully we can get this fix across the finish line as it just makes sense for Valley City, local residents and business, and the federal government.”

 

The flood fights in Valley City during the 2009 and 2011 floods – the first and second worst floods in the city’s history – cost $19 million, of which $16 million was state and federal funds and $3 million was local funds. Following those floods, the city has been working to put in place permanent flood protection to keep the city and residents protected and reduce costs.

This first phase of the project where a combination of a floodwall and levee were constructed to protect the university area, which includes 79 homes and seven businesses with a combined value of $49 million, is where the FEMA deed restricted lot in question is located. This part of the city’s comprehensive flood protection effort was completed in 2016 and the city took great care to avoid three other FEMA deed restricted lots in developing and constructing the project, however, the lot in question was identified as city-owned. Last year, it was discovered the lot had been
purchased with FEMA Hazard Mitigation Grant Program funds.

Jamestown  (CSi)  Recycling carts are being distributed in Jamestown.

On Friday’s Wayne Byers Show on CSi Cable 2, Ralph Friebel of Recycling Center of North Dakota, LLC, formerly  Renaissance Recycling in Jamestown, gave updated information, and pointed out that as of Friday nearly 700 recycling carts had been distributed in Jamestown, with all carts delivered by Friday March 16th.

He added  that the recycling containers are somewhat mis-shaped, due to the cold temperatures, saying that they will spring into shape when the weather warms up.

Recycling  collections begin on Monday April 2nd.   At that time the City of Jamestown will also start using the automated collection trucks for pick up of garbage and recycling materials.   The garbage container, and the recycling container have to be placed next to each other no closer than four feet apart, and that each cart cover must be fully closed, and no garbage bags be placed on the ground.

There will be alley pick up of recycled materials, if that’s where the garbage is collected.

No glass is to be put in the recycling carts, but is still being collected at the recycling center.

He said the recycling carts will come with an information packet.

That will include a welcome letter, cart maintenance,  a map showing the pick up days and dates, with the city divided so the recycling truck comes by every other week to the residence, on the garbage collection day of the week.

Also included will be a calendar showing a one year recycling pick up schedule.

Also included in the packet will be a magnetic list that shows what items can and cannot be recycled.

He added that the recycling center will continue to have the current days and hours of operation until April 2nd:  Tuesday and Thursday 9-a.m. to 6-p.m. and Saturday from 9-a.m., to 2-p.m.

On April 2nd the plan is to have the recycling center open everyday, but open shorter hours.

The center accommodates those out of town residents who recycle.

He says the recycling center’s move to the former Coke plant is expected in about two months.

Friebel thanks the Jamestown Recycling Task Force, and Marketing students from the University of Jamestown in their efforts in implementing residential recycling in Jamestown.

Also on our show were University of Jamestown Senior Marketing Class students, Brad Stahlhut, and Nathan Kapaun, explaining what they have learned through assisting Ralph Friebel with the recycling center, in implementing Jamestown’s residential recycling program.

Jamestown  (CSi)  Another name has been added to those to taking out petitions for three open seats on the Stutsman County Commission in this year’s elections.

Steve Cichos has announced his intentions to file a petition to run for a seat on the county commission.  The 62 year old Cichos, is recently retired having spent 42 years as a banker in Jamestown. He continues serving as a consultant with Bank Forward in Jamestown, after holding the position of Market President.

Jamestown City Council Member Ramone Gumke, who has announced he will not seek re-election this year to the Council, is also seeking a spot on the county commission. County Commissioners Craig Neys and Denny Ova also have taken out petitions to run for re-election to another term.

County Commissioner Dale Marks has indicated he will not seek re-election while Neys has returned his petitions to the courthouse.

Nominations to the three open county commission seats will be placed on the June 12th primary, for a vote to be placed on the November General Election ballot.

 

Valley City  (CSi/Chamber)  The Valley City Area Chamber of Commerce is organizing The Bunny Hop & Shop event, to encourage chamber member businesses to shop their stories during the Easter shopping season.

BISMARCK, N.D. (AP) — Three North Dakota Democratic hopefuls for Congress are all touting an independent image as a centerpiece of their campaigns.

Jamestown state Sen. John Grabinger, along with former state lawmakers Mac Schneider of Grand Forks and Ben Hanson of Fargo, will seek the Democratic endorsement for U.S. House at the party convention next weekend in Grand Forks.

The Democrats are taking a page from Sen. Heidi Heitkamp by pledging to buck their own party leaders if they veer too far from the state’s right-leaning electorate. And they are treading a thin line when it comes to criticizing President Donald Trump, who remains popular in North Dakota.

University of North Dakota political science professor Mark Jendrysik (jehn-DREE’-sihk) says campaigning against Trump “is not going to work in North Dakota.”

 

GRAND FORKS, N.D. (AP) — Grand Forks police are looking for a suspect in an armed robbery of a restaurant.Authorities say a male wearing a ski mask walked into a KFC shortly before 10 p.m. Sunday, showed a handgun and demanded money.The suspect fled with an undisclosed amount of cash. No one was hurt.

 

WATFORD CITY, N.D. (AP) — Several people were treated for breathing problems after a weekend incident at a Watford City hotel pool.The incident happened Saturday morning at the Little Missouri Inn and Suites. Children in the pool began complaining of breathing problems, and the hotel alerted authorities.It wasn’t immediately clear if the fumes were carbon monoxide or carbon dioxide. The hotel in a statement to the Minot Daily News said the incident was caused by a malfunction in the pool mechanic room ventilation system.

 

 

PARSHALL, N.D. (AP) — The North Dakota Highway patrol says a 40-year-old New Town woman has died in a two-vehicle collision near Parshall.

Authorities say the woman was driving west on North Dakota Highway 23 on Saturday when she lost control of her Toyota Echo and spun into the eastbound lane. A Ford Ranger pickup was unable to avoid the car and struck it head-on.

The woman died at the scene. Her name has not been released. The 61-year-old man who was driving the pickup was injured and taken to a Minot hospital.

 

FARGO, N.D. (AP) — Funeral services are scheduled for former North Dakota Gov. George Sinner.

Sinner died Friday at age 89. The Democrat served as governor from 1985 through 1992.

A funeral Mass will be held Friday at 10 a.m. at Nativity Church of Fargo. A prayer service will be held Thursday from 7-9 p.m., also at the church.

Sinner served in the Legislature in the 1960s and early ’80s before defeating Republican incumbent Allen Olson for governor in 1984. His administration spanned one of the roughest periods in North Dakota’s economy.

The Fargo native grew up in nearby Casselton and graduated from St. John’s University in Collegeville, Minnesota, with a bachelor’s degree in philosophy. A private burial is planned in Casselton.

 

MANDAN, N.D. (AP) — Enrollment projections indicate student numbers could overwhelm classroom capacity in a central North Dakota school district in the next five years.

Mandan Public Schools Superintendent Mike Bitz calls it “a big concern.”

The Bismarck Tribune that enrollment in Mandan Public Schools is anticipated to increase by more than 500 students over five years. The high school is expected to be over capacity by 150 students. Elementary schools may not have enough classroom space.

The school board is deciding what to do.

Bitz says building an addition onto the high school might not be an option since it’s an older building.

Another elementary school could be built land the district has in south Mandan. But school board President Tim Rector says officials want to be careful to avoid overbuilding.

 

 

OMAHA, Neb. (AP) — More snowfall over the past month prompted officials to increase the forecast for runoff in the Missouri River this spring.

The U.S. Army Corps of Engineers is now predicting the amount of water that will flow into the river will be about 115 percent of normal this year.

But nearly all the space reserved for floodwaters in the seven reservoirs along the river is free at this point of the year.

The river forecast could still change this spring. The mountain snowpack in the region usually peaks in mid-April.

The navigation season is expected to open in mid-March, and there should be enough water in the river to allow full service navigation through at least the first half of the year.

The Illini took a lead just 14 seconds into the game on a goal from Grant Stueve. Stueve took a rebound and found an opening past Jimmie goaltender Tyson Brouwer (SO/Lethbridge, Alberta) for the early advantage.

FARGO, N.D. (AP) — Senior Anna Holen from LaMoure-Litchville-Marion is this year’s North Dakota Miss Basketball.

The North Dakota Associated Press Sportscasters and Sportswriters Association gives the award annually to the top senior player in the state.

Holen scored 2,001 career points as a four-year starter for the Loboes. She received 19 of 21 first-places votes and was honored over the weekend at the Class A girls state basketball tournament in Fargo.

Other finalists for the award were North Star’s Stephanie Miller and Raegan Linster of Fargo Davies.

 

 

TEAM BUS CRASH-MINNESOTA

ST. MICHAEL, Minn. (AP) — Authorities say several people were hurt when a charter bus transporting a college basketball team from Illinois crashed in Minnesota.

State Patrol spokeswoman Lt. Tiffani Nielson says the bus was on Interstate 94 when the driver had an “unknown medical episode” Saturday evening. The bus crashed Saturday near the city of St. Michael.

The Star Tribune reports the bus had left North Dakota State College of Science in Wahpeton and was headed back to Highland Community College in Freeport, Illinois.

The bus driver was taken to a hospital with non-life-threatening injuries. Five others on the bus were taken to another hospital. The patrol says four others were hurt but not taken to hospitals.

Traffic was disrupted for two hours.

MINNEAPOLIS (AP) — Karl-Anthony Towns helped Minnesota stop a season-high three-game losing streak with 31 points and 16 rebounds, and the Timberwolves powered their way past Golden State down the stretch for a 109-103 victory. The Warriors took their second straight defeat without star Stephen Curry. Kevin Durant had 39 points and 12 rebounds for the Warriors, who left Curry at home from this road trip to rest an injured right ankle. The defending NBA champions lost 125-108 to Portland on Friday.

The Raptors won their eighth in a row as Jonas Valanciunas (YOH’-nuhs val-ehn-CHOO’-nuhs) scored 17 points and Kyle Lowry had 16 in a 132-106 rout of the Knicks. Toronto picked up its 15th victory in 16 games despite just nine points from All-Star DeMar DeRozan on 4 of 16 shooting.

— The Pacers’ 99-97 win at Boston puts the Celtics 3 ½ games behind the Raptors for first place in the Eastern Conference and Atlantic Division races. Victor Oladipo scored 27 points and Myles Turner added 19 with a team-high 10 rebounds in Indiana’s fifth win in six games. Boston led by 10 at halftime before point guard Kyrie Irving left the game with a sore left knee.

— The Pacers are a half-game ahead of Cleveland for the Central Division lead after Julius Randle hit for 36 points and grabbed 14 rebounds in the Lakers’ 127-113 downing of the sputtering Cavaliers. Brook Lopez finished with 22 points and Kentavious Caldwell-Pope had 20 as Los Angeles sent the Cavs to their fourth loss in six games.

— Ricky Rubio’s 30 points, 10 rebounds and seven assists keyed Utah’s 116-99 win against the Pelicans. Donovan Mitchell scored 27 points as the Jazz won their sixth in a row. Anthony Davis had 25 points, 11 rebounds and a career-high 10 blocks in his return from a sprained left ankle that sidelined him for one game.

— Nikola Jokic recorded his seventh triple-double of the season by providing 20 points, 11 rebounds and 10 assists in the Nuggets’ 130-104 laugher over the Kings. — Zach LaVine (lah-VEEN’) nailed four free throws in the final 17 seconds to help the Bulls secure a 129-122 win over the Hawks. LaVine and Bobby Portis scored 21 points apiece as Chicago overcame a career-high 38-point performance by Taurean Prince.

MILWAUKEE (AP) — Brandon Jennings is back with the Milwaukee Bucks, nine years after being selected by the team with the 10th overall pick in the NBA draft. The Bucks have signed him to a 10-day contract.

Jennings just finished a seven-game stint with the Bucks’ G League team at Wisconsin, where he averaged 21.4 points, 7.6 assists, 4.7 rebounds and 1.6 steals.

The 6-foot-1 Jennings appeared in 291 games with Milwaukee over four seasons, providing 17 points, 3.4 rebounds, 5.7 assists and 1.5 steals per game.

 

NHL…

Patrick Kane scored a tiebreaking, power-play goal with 3:16 left and had an assist in sending the Blackhawks past Boston, 3-1. Artem Anisimov (ahr-TEHM ah-NEE’-see-mahv) also had a power-play goal against the Bruins, who went 4-for-6 with the man advantage in Saturday’s 7-4 dismantling of Chicago.

B’s defenseman Zdeno Chara (zuh-DAY’-noh CHAH’-rah) tied it in the third period, but his double-minor contributed to Kane’s game-winner.

The Bruins ended a six-game winning streak to stay six points behind the division-leading Lightning.

— The Penguins regained the Metropolitan Division lead as Evgeni Malkin scored his 39th goal and had an assist in a 3-1 decision over the Stars. Patric Hornqvist and Jamie Olesiak also tallied for the Pens, who won for the fourth time in five games to slide one point ahead of the Capitals. Dallas remains three points behind third-place Minnesota in the Central Division, and two ahead of Colorado for the first wild-card berth in the West.

— The Islanders’ eight-game losing streak is over after defensemen Nick Leddy and Johnny Boychuk scored 18 seconds apart to give New York a 2-0 lead just 2 ½ minutes into a 5-2 victory at Calgary. Boychuk also had two assists and Anders Lee netted his 32nd and 33rd goals as the Isles prevented the Flames from pulling into a third-place tie with Anaheim in the Pacific Division.

— Oliver Ekman-Larsson’s power-play tally in the second period was the only scoring in the Coyotes’ 1-0 win over the Canucks. Darcy Kuemper (KEHM’-pur) turned back 26 shots in his fourth shutout of the season and 11th of his career.

AVONDALE, Ariz. (AP) — Kevin Harvick is looking like the early favorite to win NASCAR Monster Energy Cup driving championship.

He earned his third consecutive Cup Series victory by holding off Kyle Busch for his record-extending ninth win at ISM Raceway near Phoenix. Harvick is the first driver to win three straight Cup races since Joey Logano in 2015.

Harvick took the lead with 22 laps left and got in front of Busch on the last series of pit stops on the mile oval.

Chase Elliott was third, followed by Denny Hamlin and pole-sitter Martin Truex Jr.

 

NCAA TOURNAMENT

Virginia, Villanova, Kansas, Xavier are No. 1 seeds

UNDATED (AP) — Top-ranked Virginia has received the first overall seed in the NCAA men’s basketball tournament, which begins with first-round games Tuesday in Dayton, Ohio.

The Cavaliers has the No. 1 seed in the South Region after going 31-2 while winning the ACC regular-season and tournament championships. Virginia will open against UMBC on Friday.

Cincinnati is the No. 2 team in the South, followed by Tennessee and Arizona. The Volunteers are the only top-4 seed in the South to lose in the conference tournaments.

The East is led by Villanova, the Big East champions and 2016 national champs. Second seed Purdue, third seed Texas Tech and No. 4 Wichita State failed to win their conference tourneys.

Conversely, the Midwest Region looks like the bracket of death with No. 1 seed Kansas opening up in Wichita. The No. 2 seed is Duke, with Michigan State at No. 3 and Auburn fourth. The Jayhawks, Blue Devils and Spartans have combined for 39 Final Four appearances.

Xavier’s loss in the Big East semifinals didn’t stop the Musketeers from landing the top seed in the West. ACC tournament finalist North Carolina is No. 2, Big Ten champion Michigan is third and West Coast Conference winner Gonzaga is fourth.

Providence received a No 10 seed in the West after its stunning run to the Big East finals. Other bubble teams to make the NCAA Tournament are Arizona State, Oklahoma, Syracuse.

Notre Dame and Louisville were left out of 68-team field, as were Southern California, Baylor and Saint Mary’s.

 

MEN’S COLLEGE BASKETBALL-TOURNAMENT FINALS

UNDATED (AP) — Cincinnati and a pair of unranked Wildcats were able to grab the last three automatic berths in the NCAA men’s basketball tournament by capturing their conference tourneys.

Gary Clark’s free throw with 4.3 seconds remaining allowed the eighth-ranked Bearcats to escape with a 56-55 triumph over No. 25 Houston in the American Athletic Conference title game. Clark finished with 20 points for Cincinnati, which rallied by holding the Cougars to 20 percent shooting and 18 points in the second half.

The Bearcats hadn’t won a conference tournament championship since gaining the Conference USA crown in 2004.

The other automatic bids went to Kentucky and Davidson.

Shai Gilgeous-Alexander scored 29 points to lead Kentucky to its fourth straight SEC tournament crown, 77-72 over No. 13 Tennessee. Gilgeous-Alexander was 10 of 16 from the field and added seven rebounds to help the Wildcats claim their 31st conference tournament title.

Kevin Knox added 18 points and Quade Green had 10 for Kentucky.

Davidson is the Atlantic 10 tournament champion after beating 25th-ranked Rhode Island, 58-57 behind Kellan Grady’s 17 points. Conference co-player of the year Peyton Aldridge added 13 points and seven rebounds for the Wildcats, who were in serious danger of missing the tournament before improving to 21-11.

E.C. Matthews led the way with 20 points and eight rebounds for Rhode Island, which was trying to win a second consecutive conference tournament title.

FORT MYERS, Fla. (AP) — The Minnesota Twins have unconditionally released right-hander Anibal Sanchez, after a three-week stint with the club. The move cleared a space on the 40-man roster, amid reports that the team has agreed to terms on a $12 million, one-year contract with right-hander Lance Lynn. Sanchez signed a non-guaranteed contract with the Twins in attempt to revitalize his career. He gave up six runs in four innings this spring.

 

UNDATED (AP) — Two people familiar with the deal tell The Associated Press that free agent ace Jake Arrieta and the Philadelphia Phillies have agreed to a three-year deal. The package is worth a reported $75 million.

The 32-year-old righty was among several top free agents didn’t get a deal for six or seven years in a changing free-agent market. Arrieta won the 2015 NL Cy Young Award with the Cubs and helped them win the World Series the next season. He was 14-10 with a 3.53 ERA last year.

 

 

PGA-VALSPAR CHAMPIONSHIP

PALM HARBOR, Fla. (AP) — Paul Casey got between Tiger Woods and his first PGA victory in five years.

Casey fired a 6-under 65 to close out a one-stroke win over Woods and Patrick Reed in the Valspar Championship at Innisbrook. Casey ran off three straight birdies early on the back nine to take the lead before closing with tough pars for a 10-under total. It’s his first PGA victory since the 2009 Houston Open.

Woods charged up the record crowd with a birdie putt from just inside 45 feet on the 17th hole to get within one shot, but his long birdie attempt on 18 was 2 feet short.

Patrick Reed squandered a chance to force a playoff when a long birdie putt rolled 45 feet back to his feet and he three-putted for bogey.

 

 

PGA TOUR CHAMPIONS

NEWPORT BEACH, Calif. (AP) — Vijay Singh has earned his first PGA Tour Champions victory by taking the Toshiba Classic in California. Singh birdied the final hole for a 5-under 66 and an 11-under total, one shot ahead of Tommy Tolles, Tom Pernice Jr. and Scott McCarron.

The 55-year-old Hall of Famer has played a limited schedule on the 50-and-over tour while continuing to compete on the PGA Tour, where he has 34 career victories.

WASHINGTON (AP) — Gun control advocates are panning a new Trump administration plan to prevent school shootings. The plan would back off President Donald Trump’s support for increasing the minimum age for buying assault weapons, and instead would establish a federal commission to examine the issue. The Brady Campaign to Prevent Gun Violence says “Americans expecting real leadership to prevent gun violence will be disappointed and troubled by President Trump’s dangerous retreat from his promise.”
KATHMANDU, Nepal (AP) — A police official says at least 38 people were killed and 23 injured when a plane crashed as it landed at the Kathmandu airport in Nepal. The official said 10 people remained unaccounted for in Monday’s crash. The plane, a twin-propeller Bombardier Dash 8 flying from Bangladesh, swerved repeatedly before it crashed, landing near the runway.
NEW YORK (AP) — Donald Trump Jr. and Texas hedge fund manager Gentry Beach have long claimed they’re just friends, but records obtained by The Associated Press show the president’s eldest son and the Republican donor have a previously undisclosed business relationship. Scrutiny of the business ties comes as Beach has gained access to top government officials since President Trump took office.
NEW YORK (AP) — All five passengers have been killed in a helicopter crash into New York City’s East River. A spokesman for the New York City Police Department confirmed the deaths to The Associated Press early Monday morning. Police say a sixth person, the pilot, freed himself and was rescued by a passing tugboat on Sunday night
.CALEXICO, Calif. (AP) — Donald Trump is headed to the U.S.-Mexico border on Tuesday to inspect eight prototypes for a future 30-foot border wall. He’ll be in the same area where, for decades, cross-border commuters have picked the vegetables that make California’s Imperial Valley “America’s Salad Bowl” from December through March. That harvest is a reminder of how little has changed despite heated rhetoric in Washington as Trump made “a big, beautiful wall” a centerpiece of his campaign.
