Light snow is expected to continue today before tapering off this

evening. An additional inch or so of accumulation will be

possible. With colder temperatures overnight, the snow and slush

on roads has frozen and made things slippery this morning, but

March sun angle should help bring a quick melt by mid-day.

 

Friday and Saturday will see rain and snow moving into the area.

Liquid amounts could be up to half an inch to an inch across

eastern North Dakota, but it is still very uncertain how much of

this will fall as rain and how much as snow. Stay tuned for more

details on what looks to be a wet, sloppy start to the weekend.

 

 

Jamestown  (CSi) Jamestown Police Chief Edinger reports that  Officer Logan Hord of the Jamestown Police Department, assigned to the Stutsman County Narcotics Task Force, and Deputies Daniel White and Casey Yunck of the Stutsman County Sheriff’s Office have returned to duty.

No charge is warranted for any law enforcement officer involved.

The individuals were involved the shooting on Wednesday February 21st

He says the Jamestown Police Department and the Stutsman County Sheriff’s Office conducts its own internal investigation into the incident.

The items covered include: if policies and procedures were followed, and if appropriated use of force was applied.

He adds that the North Dakota Bureau of Criminal Investigation is handling the criminal investigation.

Chief Edinger pointed out that each of the officers and deputies involved in such a shooting are typically placed on paid administrative leave while the investigation is on-going and pending the results.

Stutsman County Sheriff Chad Kaiser released the name of a Jamestown man, who died following a high speed pursuit on Wednesday this week, in a gun confrontation with law enforcement north of Medina.

He reports that 27 year old Michael Andrew Schieffer,  last known to be from Jamestown, died following the incident.

Kaiser says the City of Bismarck issued a warrant for Schieffer  for driving under suspension.  A Jamestown police officer attempted to pull him over while driving his vehicle, around 11:38 a.m. in the 1900 block of 12th Avenue Northeast, and the pursuit followed.

Jamestown  (CSi)  A late night Saturday traffic pursuit has led to the arrest of a 26 year old man.

The the Stutsman County Sheriff’s Office report says, a Dodge pickup truck operated by Derek Rohlic of Jamestown was signaled to stop by a deputy, for a speeding violation about 10:46-p.m.

The truck, then fled and a pursuit ensued on County Road 40, and the driver was stopped north of Eldridge at around 11:06 -p.m.

Sheriff Chad Kaiser reported that Rohlik was remanded to the in the Stutsman County Correctional Center, charged with driving under the influence, driving under suspension, fleeing a police officer and reckless driving, and is being held on $500 bond.

 

Update:

Jamestown  (CSi )  A power outage  Sunday afternoon in Northeast Jamestown, left about 100 customers without power.

Otter Tail Power Company Area Engineer, Richie Wolf said the power was off about and hour and a half, and included the area of 10th Street Northeast to 13th Street Northeast and 8th Avenue Northeast 10 12th Avenue Northeast.  A resident reports  the power was back on about 3:25 -p.m.

A portion of the University of Jamestown campus was affected including Wilson Arena, where the Ice Show was being held.

He says an overhead line fault was located and cleared, and the line was closed.

Jamestown (CSi) Runnin O’ The Green organizer, Larry Knoblich says 1,776 participants registered for the annual fundraising event on Saturday, compared to 1,725 who registered last year. The were 926 pre-registered participants and 850 registered on Saturday.

On Monday afternoon, Larry reported with more businesses reporting in he estimates that $30,000 was raised in total, with gaming dollars yet to added to the total.

Dollars raised go to support Camp Grassick, serving both mentally and physically challenged individuals and selected local cancer patients with a total of $25,000 going to those individuals in 2017.

$10,000 is set aside for people affected by cancer.

Jamestown   (CSi)  Jamestown Police on Monday reported that during the run law enforcement made 29 arrests for unlawful possession of alcoholic beverage…. three arrests for DUI.

Other arrests included…four warrant arrests, three open receptacle in vehicle, two for  disorderly conduct, and one each for urinating in public, false information to law enforcement and a drug arrest.

The agenda item is a Building Code Variance for 316 Second Avenue, Southeast.

The home owner is requesting a variance to build a detached garage using combustible materials. The property is zoned R2A and is located within the fire district. City Ordinance Section 9-9 does not allow buildings to be built using combustible materials.

Jamestown  (Cassie Dubray)   The Homeless Coalition is collecting items to be used in blessing bags and given to people experiencing homelessness and hardships. The collection began February 14 and runs through April 2, 2018.

In January 2017, there were 1,089 persons documented as experiencing homelessness in North Dakota, with 178 being under the age of 18.

FARGO, N.D. (AP) — Firefighters responded to the Fargodome and contained a fire in a lower level storage area before it could spread. Officials say the fire about 11 p.m. Monday started in a dryer. The fire activated a sprinkler head which suppressed the fire until firefighters arrived to put it out. The fire is believed to be accidental.

 

 

FARGO, N.D. (AP) — The state is suing a former Fargo home remodeling contractor for failing to complete projects for which customers had paid.

Studs to Rugs owner Tim Rosene suddenly closed the business last fall. KFGO says a lawsuit filed in district court in Fargo accuses Rosene of 43 violations of consumer protection laws.

Ten customers have filed complaints claiming losses of about $324,000 for projects that were never completed. Asst. Attorney General Parrell Grossman says he doesn’t know whether those seeking restitution will see any money.

A phone listing for Rosene was not available.

 

 

BISMARCK, N.D. (AP) — Lawmakers say a proposed policy establishing procedures for handling sexual harassment complaints in North Dakota’s Capitol is a good start but needs more work.

Lawmakers, legislative employees, lobbyists and reporters could bring complaints to designated officials including legislative majority leaders and Legislative Council leaders, who would then look into the matter or hire an independent investigator. All of them also would designate a person of the opposite sex who could take complaints.

Members of the Legislative Procedure and Arrangements Committee say they want more clarification on potential punishments for lawmakers, and more thought given to how a complaint would be resolved. Some also question whether the list of people who handle complaints should be expanded, possibly to include minority leaders and neutral third parties.

The committee will continue work on the proposal in June.

 

 

 

BISMARCK, N.D. (AP) — The North Dakota Supreme Court is hearing arguments in a lawsuit filed by the Republican-led Legislature challenging the veto powers of Gov. Doug Burgum.

Lawmakers allege the Republican governor violated his line-item veto power last spring by deleting words or phrases on several spending bills in a way that changed intent.

Burgum issued a statement Monday which said he looks forward to resolving a lawsuit “initiated by a small group of legislators at significant cost to taxpayers.”

While the high court hears arguments Monday, it will not immediately make a ruling.

 

 

 

WILLISTON, N.D. (AP) — Williston residents will decide whether to pay higher taxes to fund school construction projects.

The $77.2 million bond issue that goes before voters Tuesday would pay for two elementary schools and an addition to Williston High School.

The bond issue would raise taxes about $215 per year for every $100,000 of taxable evaluation.

District officials say enrollment has nearly doubled in the past decade, to about 4,100 students in grades K-12. The construction projects would be completed by fall 2019 and would raise capacity to 5,100.

 

 

 

 

 

BISMARCK, N.D. (AP) — A $3 million construction project aimed at stopping erosion that was threatening hundreds of burial sites at a historic Native American village in central North Dakota is mostly complete.

The Bismarck Tribune reports that crews erected pylons within the banks of the Missouri River to help protect the Double Ditch Indian Village Historic Site.

Double Ditch is an earth lodge village that housed thousands of Mandan people from 1490 to 1785. It began seriously eroding following floods in 2011.

The Mandan, Hidatsa and Arikara Nation Tribal Historic Preservation Office and archaeologists from State Historical Society of North Dakota’s Archaeology and Historic Preservation Division oversaw the construction process.

Burials exposed during construction will be reburied at the site in private ceremonies conducted by the MHA Nation this spring.

FORT MYERS, Fla. (AP) — The news of shortstop Jorge Polanco’s 80-game suspension for a performance-enhancing drug hit the Minnesota Twins hard. Polanco will also be ineligible for postseason play, if the Twins make it. In the meantime, Eduardo Escobar takes over as the regular shortstop. Ehire Adrianza and Erick Aybar are also options, and 2014 first-round draft pick Nick Gordon is waiting in the wings. Polanco says he’s sorry for what happened, but he says he didn’t realize he’d taken the banned substance Stanozolol.

MINNEAPOLIS (AP) — The Minnesota Vikings have finalized their trade with the Denver Broncos to acquire quarterback Trevor Siemian, to be their backup to free agent prize Kirk Cousins. The Vikings sent a 2019 fifth-round draft pick to the Broncos for Siemian and a 2018 seventh-round draft choice. Siemian started 24 games for the Broncos over the past two seasons, going 13-11.

ST. PAUL, Minn. (AP) — Jeff Carter scored his second goal of the game with 33.8 seconds left on the clock in overtime and the Los Angeles Kings recovered after giving up a two-goal lead to beat the Minnesota Wild 4-3. Tanner Pearson and Dustin Brown also scored for Los Angeles, which has alternated wins and losses over its past nine games. The Kings pulled into a tie with Anaheim for third place in the Pacific Division with 86 points, and hold the tiebreaker over the Ducks.

 

BUFFALO, N.Y. (AP) — Pekka Rinne stopped 35 shots for his eighth shutout of the season and the Nashville Predators set a franchise record by earning a point in their 15th consecutive game with a 4-0 win over the Buffalo Sabres.

Mike Fisher and Ryan Johansen scored goals 4:34 apart in the second period, and Filip Forsberg and Ryan Hartman sealed the victory by scoring in the final four minutes.

The NHL-leading Predators improved to 14-0-1 in their past 15, and also extended their team-best road winning streak to nine straight.

— Cam Atkinson scored 2:55 into overtime to lift the Columbus Blue Jackets to a 5-4 victory over Boston for their eighth straight victory, spoiling a splendid NHL debut for Bruins forward Ryan Donato. CLEVELAND (AP) — LeBron James scored 40 points as part of his third triple-double in four games and the Cleveland Cavaliers beat the Milwaukee Bucks 124-117 as coach Tyronn Lue began his leave of absence to address health issues.

Lue said in a statement that he been dealing with chest pains and loss of sleep, and that tests have offered no conclusion about what the issue is. Associate head coach Larry Drew will run the team in Lue’s absence.

James scored 17 points in the third quarter and finished with 12 rebounds and 10 assists for his 16th triple-double this season and 71st of his career.

Cavaliers All-Star forward Kevin Love returned after missing six weeks because of a broken left hand and scored 18 points in 25 minutes. He sparked a 10-0 run in the second quarter with two 3-pointers.

— Joel Embiid (joh-EHL’ ehm-BEED’) had 25 points and 19 rebounds and Ben Simmons had a triple-double to lead the Philadelphia 76ers to a 108-94 win over the Charlotte Hornets. — James Johnson scored 31 points, Kelly Olynyk added 30 off the bench and the Miami Heat set a franchise single-game scoring record by beating the Denver Nuggets 149-141 in double overtime. — The New Orleans Pelicans say rookie guard Frank Jackson won’t make his NBA debut this season after having follow-up surgery to remove residual scar tissue from earlier right foot operations. The Pelicans acquired the 6-foot-4 Jackson through a draft-night trade with the Charlotte Hornets, who selected the former Duke player with the first pick of the second round last summer.

WEST PALM BEACH, Fla. (AP) – AL MVP Jose Altuve (al-TOO’-vay) and the World Series champion Houston Astros have finalized a $163.5 million, seven-year contract that guarantees an additional $151 million over five seasons.

The 27-year-old second baseman had been among baseball’s best bargains. He agreed in 2013 to a deal that originally guaranteed $12.5 million from 2014-17 and included club options for 2018 at $6 million and 2019 at $6.5 million.

His new deal, announced today, keeps those salaries and adds a $21 million signing bonus, of which $1 million is payable upon the deal’s approval by the commissioner’s office and $10 million each on July 1 in 2018 and 2019. He gets annual salaries of $26.2 million from 2020-24.

Altuve would have been eligible for free agency after the 2019 season.

AUSTIN, Texas (AP) — Federal agents tell The Washington Post that a package bomb exploded shortly after midnight Tuesday inside a FedEx distribution center in Schertz, Texas.

Spokeswomen for the FBI and the ATF say both agencies are at the scene.

The explosion happened at the facility just northeast of San Antonio sometime around 1 a.m., said FBI Special Agent Michelle Lee. ATF spokeswoman Nicole Strong said that early indications are that no one was injured.

 

TEMPE, Ariz. (AP) — The death of a woman who was struck by a self-driving Uber SUV as she crossed a street in suburban Phoenix is the event that many in the auto and technology industries had been dreading.

The crash on Sunday night in Tempe marked the first death involving a fully autonomous test vehicle and could have far-reaching consequences for the new technology.

The crash led Uber to immediately suspend all road-testing of such autos in the Phoenix area, Pittsburgh, San Francisco and Toronto.

The Volvo was in self-driving mode with a human backup driver at the wheel when it hit 49-year-old Elaine Herzberg.

Sgt. Ronald Elcock, a Tempe police spokesman, said it’s too early to draw conclusions on blame.

 

NEW YORK (AP) — The Weinstein Co. has filed for bankruptcy protection with a buyout offer in hand from a private equity firm, the latest twist in its efforts to survive the sexual misconduct scandal that brought down co-founder Harvey Weinstein.

The company also announced on Monday that it was releasing any victims of or witnesses to Weinstein’s alleged misconduct from any non-disclosure agreement that would prevent them from speaking out.

In a statement, the company says it “expressly releases any confidentiality provision” to the extent that it has prevented anyone who “suffered or witnessed” any form of misconduct by Weinstein from telling their stories.

The Weinstein Co. says it has entered into a sale agreement with Lantern Capital Partners, subject to approval by the U.S. Bankruptcy Court in Delaware.

 

 

WASHINGTON (AP) — With the 2018 primary season already underway, leaders of the Senate intelligence committee are launching an effort to protect U.S. elections from a repeat episode of foreign interference.

Senate Intelligence Committee Chairman Richard Burr of North Carolina and the committee’s top Democrat, Virginia’s Mark Warner, will preview some of the committee’s recommendations for improving the nation’s election infrastructure at a news conference Tuesday.

On Wednesday, the committee will hold a hearing examining attempted hacks on state elections systems in 2016.

 

 

JACKSON, Miss. (AP) — A federal judge in Mississippi will hear arguments Tuesday over whether he should block the nation’s most restrictive abortion law less than 24 hours after it took effect.

Republican Gov. Phil Bryant signed House Bill 1510 on Monday, immediately banning most abortions after 15 weeks of gestation. He says Mississippi is “saving more of the unborn than any state in America.”

A physician at Mississippi’s only abortion clinic states in court papers that a woman 15 weeks or more pregnant is scheduled for a Tuesday abortion.

The law’s only exceptions are if fetal health problems make it “incompatible with life” outside the womb at full term, or if a pregnant woman’s life or a “major bodily function” is threatened by pregnancy. Pregnancies resulting from rape and incest aren’t exempted.
