A Pacific weather system will be  progressing over the northern Rockies

Saturday night and through the northern Plains Sunday, with

accumulating snow possible across western and central ND.

Road conditions are still icy Tuesday morning after the slushy snow
from Monday quickly froze Monday evening along and south of the
I-94 and Highway 10 corridors.  Some roadways may remain very slick
through the morning commute, even if they do not receive
additional snowfall. Use extra caution if traveling this morning.

Fargo  (CSi)  The North Dakota Highway Patrol has released the report with details on the I-94 crash in the westbound lane, about 2:30p.m., Monday in the area of the 45th Street bridge in Fargo.

Sgt. Hendrickson reports, the crash involved a 2008 Dodge Caravan, and a Jeep Liberty.

The report says, the Jeep Liberty was entering I-94 eastbound from 45th St South, when the driver lost control, went through the median and entered the westbound lanes of I-94 facing north and was struck by a westbound Dodge Caravan. The female driver of the Jeep was ejected from her vehicle and came to rest on I-94. She was transported to Essentia Health with life threatening injuries.

The Dodge Caravan, driven by 41 year old Liqaa Marrooki, of Moorhead, Minnesota, was traveling west on I-94 in the left lane at approximately 55 mph. Marrooki stated he saw the jeep loose control and attempted to slow his vehicle to avoid a crash but was unsuccessful. The front of the Caravan struck the passenger side of the Jeep.

Marrooki was transported to the Sanford Medical Center with serious but non-life threatening injuries. The name of the female driver is being withheld until her immediate family has been notified. Speed and icy road conditions are a factor in this crash.
The crash remains under investigation by the NDHP.

The Highway Patrol was assisted at the scene by Fargo Police, Cass County Sheriff’s Office, the Fargo Fire Department and theNDDOT.

A section of I-94 was that was closed following the crash reopened to traffic about 4-p.m.

Traffic was at a standstill for two miles from University Drive South to Exit 349B, where traffic was being rerouted while crews worked on the scene.

Snowplows helped block lanes along with squad cars, and traffic in the eastbound lanes were met with reduced speeds near the scene of the crash.

BISMARCK, N.D. (AP) — A man accused four years ago of trying to burn down a Dickinson high school while working there as principal is appealing the loss of a federal lawsuit he filed after the criminal case against him was dismissed.Thomas Sander was accused of setting a March 2014 fire that forced the closure of Trinity High. Court documents say school officials had informed Sander in the weeks before the fire that his contract wasn’t being renewed. The case was later dropped when a judge ruled police improperly obtained some statements from Sander.Sander in May 2015 sued the city, law officers and others for unspecified money damages. But Judge Daniel Hovland ruled in favor of the defendants in March.Sander has now appealed to the 8th U.S. Circuit Court of Appeals.
BISMARCK, N.D. (AP) — Newspaper industry officials say a bill draft that would allow North Dakota county governments to publish meeting minutes on their websites rather than in official local newspapers raises concerns about government transparency. The Bismarck Tribune reports that the officials spoke out Monday at a meeting of the Legislature’s interim Judiciary Committee.Media attorney Jack McDonald said publishing minutes exclusively on websites could make it harder for the public to keep tabs on what’s happening.Republican state Sen. Diane Larson of Bismarck says publishing on websites might save governments millions of dollars. The committee ultimately will decide whether the proposal moves forward to the 2019 Legislature.

FARGO, N.D. (AP) — Spring calving in North Dakota is slightly ahead of the long-term average, at 39 percent complete.

About half of the subsoil and topsoil moisture supplies statewide are rated adequate to surplus.

MINOT, N.D. (AP) — Minot will spend an estimated $600,000 to move a 119-year-old house across a street, but some City Council members lament that there are better ways to use the city’s funds.

The Minot Daily News reports that the state historic preservation officer has ordered the city to move the building rather than tear it down to make way for a flood protection project. Funding will come from the city’s National Disaster Resilience grant.

But some council members disapprove of the cost to move the building. Council member Shannon Straight called the project “an incredible absurdity and waste of dollars.”

City Manager Tom Barry says Minot intends to sell the house once it’s been moved.

The building has been used as a gift shop since it was purchased by the city.

In world and national news…

WASHINGTON (AP) — Trump administration officials say they’re crafting a new legislative package aimed at closing immigration “loopholes” following the president’s calls for Republican lawmakers to immediately pass a border bill.

In one of his many tweets Monday, Trump wrote, “Honduras, Mexico and many other countries that the U.S. is very generous to, sends many of their people to our country through our WEAK IMMIGRATION POLICIES.” In another, he wrote in all caps, “ACT CONGRESS!”

Trump has been seething over immigration since realizing the major spending bill he signed last month barely funds the “big, beautiful” border wall he has promised his supporters.

Among the measures the administration is pursuing is ending special safeguards that prevent the immediate deportation of children arrested at the border and traveling alone.

WASHINGTON (AP) — The Trump administration says it is amenable to a White House meeting between President Donald Trump and Russian President Vladimir Putin, raising the prospect of the Russian president’s first Washington visit in more than a decade even as relations between the two powers have eroded.

White House press secretary Sarah Huckabee Sanders said the White House was among “a number of potential venues” discussed in Trump’s telephone call last month with Putin. The Kremlin said earlier Monday that Trump invited Putin during the call.

Both sides said they hadn’t started preparations for such a visit.

SACRAMENTO, Calif. (AP) — Sacramento’s first black police chief is struggling to find the right balance of reforms after his officers fatally shot an unarmed African-American man.

Chief Daniel Hahn is an unlikely officer, growing up in a tough neighborhood of California’s capital city and having his own early run-ins with police.

He told The Associated Press in an interview last week that the city could rethink its policy on pursuing suspects after the death of 22-year-old Stephon Clark last month. But he warns every change brings consequences.

The department says two officers responding to reports of a man breaking windows shot Clark because they thought he was moving toward them with a gun. They found only a cellphone.

A prominent pathologist hired by Clark’s family says the autopsy shows the officers shot Clark from behind.

MEXICO CITY (AP) — A big caravan of Central American migrants that has stirred up concerns in the U.S., including drawing tweets from President Donald Trump, has halted its march for a rest at a sports field in southern Mexico.

The U.S. leader warned about “caravans” of migrants heading to the U.S., and others questioned whether the caravan of approximately 1,100 people was moving across Mexico toward its northern border with the intent of crossing into the United States.

A group of a few hundred men did break off from the march Sunday, hopping a freight train north probably with hopes of trying to enter the U.S. But the rest seemed unlikely to move again until Wednesday or Thursday, and they probably would take buses to the last scheduled stop in central Puebla state.
