Jamestown (CSi)  The Jamestown City Council held a Special Meeting Thursday evening at City Hall at 4-pm.  All members were present.

The Council awarded the bid for Phase One of the James River Tree Snagging & Cleaning, Project to Scherbenske in the amount of $233,910.  There is a matching grant included into the overall costs.  There is a matching grant included into the overall costs.  The area includes from Jamestown Dam to the railroad bridge near the Anne Carlsen Center.

The tentative start date in August 21 this year.

 

The City Council approved the request from Buffalo Lanes, Inc., for an alley closure from between 9th Street and 10th Street, Southeast from 6-p.m., August 10, 2018 to 1-a.m. August 11, 2018 for a Cornhole Tournament and music.  Assistant Police Chief Justin Blinsky says the music will have to stop at midnight.

 

The Council then approved the request from Buffalo Lanes, Inc., for the sale and consumption of alcoholic beverages in the rear (east) parking lot and alley on those dates and times.

 

ORDINANCES:

The Council approved the Second Reading of an Ordinance to re-enact a Section of the City Code pertaining to security personnel requirements for special event alcohol permits issued for public buildings, as recommended by the City Attorney.

 

Approved was  the Second Reading  of an Ordinance to amend and re-enact a Section of the City Code pertaining to entities permitted to obtain a temporary special alcohol permit and special catering permit.

Jamestown (CSi)  The Jamestown City Council’s Police & Fire, and  Public Works committees met Thursday evening at City Hall.

 

POLICE & FIRE COMMITTEE BUSINESS:

Informational: Jamestown Police Department will begin the Jamestown Citizen’s Police Academy in the fall.

Assistant Police Chief Justin Blinsky the Academy is geared as a recruitment tool, and police public education.

He said this is not a sanctioned program, and will run 10 weeks, once a week, for three hours each evening, for those 18 and older.

Applications will be available at the August 7th National Night Out and the program will start in October this year.

 

The committee considered approving 6th Street SE as a one-way from west to east between 2nd Ave SE and 3rd Ave SE, and approving diagonal parking on both sides of 6th Street SE on that same block, and approving bump-outs on the east side of that block on the north and south corners to establish the one-way. (Directly south of the LEC).

Blinsky said the plan would increase parking spaces by 10 spaces, for the LEC and the courthouse, and an improved traffic flow with one-way traffic.

The committee recommends, approval of the one-way traffic flow.

 

PUBLIC WORKS COMMITTEE BUSINESS:

The committee recommends approved a bid award for One (1) New Tandem Axle Truck (Cab & Chassis)

The committee recommends approving the estimate for the liner on the New Tandem Axle Truck to Dan Poland.

Recommended was approval of Change Order No. 3, Final Balancing, to Border States Paving, Inc., for construction on 20th St SW roadway from Menards to Jamestown Regional Medical Center, District #16-43, for a net decrease in the contract price of $182,787.62.

Recommended was approval of plans and specifications and authorize the advertisement for bids for the Inert Landfill dirt work.

Informational: Request from Sprint to place three (3) additional antennas on the City water tower at the University of Jamestown will be reviewed.

Considered was request from Cory Kunerth, XLT Taxi, LLC, to install signage for a dedication of approximately 50’ of parking in front of 218 1st Ave S. He is requesting no parking other than bus parking between 11:00 PM to 4:00 AM.   He says plans are for a bus depot at that location. The committee recommends approval.  12:20 a.m. and 3:20 a.m. are the bus stop times.  His office at the location will be staffed during those hours to accommodate travelers including ticket purchases.  The committee recommends approval.

Informational:  A Recycling Program and Facility Update from Ralph Friebel, Recycle North Dakota.  He said the sorting facility at the former Coca-Cola building will be started in 3-4 weeks. Participation is estimated at 70 percent, with the tonnage picking up each month. The material is being stock piled at the present recycling center. Walk-ins will continue to be accepted at the location.

Discussed was approval of curbside collection of solid waste in residential areas except in locations where approved by the City Administrator or designee for safety reasons. City sanitation foreman, Roger Mayhew discussed alley access issues for the larger automated garbage trucks, including accidents involving alley buildings.

City Fire Chief Jim Reuther says alley snow removal will need to continue for access for fire and other emergency services.

The committee recommends moving the issue to the August 6th City Council meeting without recommendation.

Considered was approval of request to place a memorial monument to family members,  on the city right-of-way in the center of the cul-de-sac at the end of 17th Street SE, not to be maintained nor insured by the City of Jamestown, nor to become the responsibility nor placed in the inventory of the City of Jamestown.  Harold Sad with the street department said there is no problem concerning snow removal.

The committee recommends approval.

Considered was accepting the Urban Grant Program Award for FY 2020 as described in the July 10, 2018 letter from the ND DOT, approving the 10% project matching funds up to $275,978, and remaining project completion costs to be paid from bonds and appropriate funds, and directing staff to proceed on the project planning.

The North Dakota Department of Transportation named Jamestown as one of six cities receiving money under the Urban Grant Program, awarded $2.4 million for downtown projects including the lane diet to reduce the number of traffic lanes on 1st Avenue from four to three including a center turning lane. Other Jamestown projects could include traffic signals, changes in the sidewalks, bike racks, benches and landscaping.

Jamestown Downtown Association board member and business owner, Jim Boyd recommends the plan be put into place, siting improved safety.

Connie Ova, as a private citizen said, Jamestown received the highest grant award from the NDDOT, adding if turned down the grant will go to another city.

Jamestown Arts Center Director, Larry Kopp spoke in favor of the plan, concerning improved  pedestrian safety issues, and bring more people downtown.

Mayor Heinrich said he does not support the plan, unless a “test” is made with stripe painting.

He also sited moving sewers if the plan is implemented.

He said he favors moving the acceptance of the grant forward.

The committee unanimously recommends accepting the Urban Grant Program Award.

The committee recommends approving the request from the homeowner at 1538 5th Avenue, Northeast, for permission to plant grass, after removal of the sidewalk in the front of the home.

Jamestown (CSi)  The groundbreaking for the Jamestown Airport Business Park was held  Thursday July 26.

The staging area was at  Hwy 20 and 17th   Street.

The park will include 92 acres of  lots with 30 acres are dedicated to aviation-related businesses.

Infrastructure costs  are anticipated to be $2.8 million  paid by the JSDC., with the construction of roads, along with water, sewer and street lights possibly  starting next week an finished  this fall.

Jamestown  (CSi) The Annual White Cloud Festival is set for Saturday July 28th, a city-wide event.

Downtown, Jamestown, along with McElroy Park, and Frontier Village will provide the venues for activities and events

From 7 a.m. to noon, the annual  pancake breakfast, will be served at the Jamestown City Fire Hall.  The event raises funds for additional fire fighting equipment.

At 8 a.m., it’s the TRAC 5K Race with registration at 7 a.m.

9 a.m., The White Cloud  Parade starting at 9-a.m. from McElroy Park, moving  down First Avenue. 8 a.m. line up at McElroy Park.

The parade returns down 3rd Avenue, a new feature this year, returning to McElroy Park.

11 a.m. to 4 p.m.,  The Jamestown Classic Car Club show, is at McElroy, where there will be food and merchant venders.

The Frontier Village Craft Sale runs 9 a.m. to 2 p.m., Frontier Village with 11 a.m. to 2 p.m. pony rides, ice cream, and buffalo burgers.

10 a.m., Arts Center Mini-Art Hunt begins.

 

Jamestown  (CSi)  The Jamestown City Fire Department’s ninth annual pancake breakfast is July 28th, from 7-a.m., to noon at the city fire hall.

Proceeds will help fund the purchase of fire fighting equipment.

Tickets are $7 or $20 for families at the door.

Fire Chief Jim Reuther says, the kids can spray a fire hose at a model house.  Adults can look over equipment that was acquired with pancake breakfast funds, and maybe some people will be inspired to join the department.

 

Jamestown  (CSi)  The Jamestown Arts Center’s sixth annual Mini Art Hunt will be held as part of the White Cloud Festival, starting at 10-a.m., July 28th.

Ten pieces of artwork will be hidden in the Jamestown park system that includes designated parks, centennial and memorial parks.

Four photos are taken of each art piece and posted on the Arts Center’s  blog and Facebook pages.

A Silver Alert is being issued at the request of Bismarck Police Department.  Kathleen Richards is a 66 year old white
female.

She is five feet one inch tall, weighs 165 pounds and has brown hair and blue eyes. Her last known whereabouts were on Thursday, July 26 at 2:00 p.m. at Gateway Mall in Bismarck, North Dakota.

Additional information:  Kathleen Richards has been deemed a vulnerable adult and was last seen at the Bismarck Gateway Mall VA Clinic. It is unknown as to the time she last took her medications.

Bismarck (NDHP)   On July 24, 2018, a NDHP Trooper stopped a vehicle on Interstate #94 east of Bismarck for failing to maintain the lane of travel. During a probable cause search of the vehicle, 82 grams of heroin, marijuana, drug paraphernalia, and a weapon were discovered. The driver, James Ross Smith, Jr., Bismarck, ND, was arrested and charged with multiple criminal offenses: possession with intent to manufacture or deliver a controlled substance; unlawful possession of drug paraphernalia; providing false information to law enforcement; driving a motor vehicle with a suspended driver’s license; and unlawful possession of a controlled substance.

 

BISMARCK, N.D. (AP) — A federal judge has ruled the developer of the Dakota Access oil pipeline has no claim under federal racketeering law for damages against a Dutch environmental group that urged banks not to finance the $3.8 billion project.

Judge Billy Roy Wilson dismissed Netherlands-based BankTrack from a lawsuit Texas-based Energy Transfer Partners filed in August against that group, Greenpeace and Earth First. It seeks damages up to $1 billion.

Wilson says BankTrack’s conduct amounted to “writing a few letters” and didn’t lead to violent criminal conduct.

ETP didn’t immediately comment. BankTrack says the judge’s ruling confirms the work’s legitimacy.

Wilson also cast doubt in separate rulings on whether the lawsuit will succeed against the other two groups, calling it vague and ordering ETP to file a more detailed complaint.

 

BISMARCK, N.D. (AP) — The North Dakota Legislature’s Republican majority has unveiled $280 million plan aimed at rebuilding infrastructure projects outside of the state’s oil patch.

The proposal would reconfigure oil tax distributions to set aside $115 million for counties and an equal amount for cities. It also would set aside $50 million for airport projects.

The draft legislation assumes that that oil production will hold at the current level of 1.2 million barrels daily, and at a price of $52.50. North Dakota oil was fetching about $12 more than that on Thursday.

Senate Majority Leader Rich Warder says the bill will be a priority for the Legislature when it reconvenes in January.

The plan does not tap interest from the state’s oil tax savings account but GOP leaders left open that possibility.

 

BISMARCK, N.D. (AP) — Agriculture Commissioner Doug Goehring has activated the North Dakota Harvest Hotline.

The service that was first implemented in 1992 helps hook up farmers who need custom combiners with commercial harvesters looking for work.

State Agriculture Department employees will answer calls to 701-425-8454 weekdays from 8 a.m. to 5 p.m. Callers can leave a message on evenings and weekends. The service is free.

A self-service Harvest Hotline map is also available again this year.

 

BISMARCK, N.D. (AP) — North Dakota’s Agriculture Department is accepting applications from people in the organic industry who want help paying their certification costs.State Agriculture Commissioner Doug Goehring says the federal Organic Cost Share Program is providing $125,000 to the state.Organic farmers, ranchers, processors and handlers can apply for reimbursement of up to $750 of the certification costs they paid between October 2017 and September of this year.The money is doled out on a first-come, first-served basis. Applications are due by the end of October.Certification enables producers to label and sell their organic products with a federal seal assuring they were produced with recognized organic methods. 

Tolna  –   The American Pickers T.V. Show on The History Channel, CSi Cable 23 stopped to ‘pick’ the Tolna location of Brian Nelson.

WDAZ-T.V. reports, that several times a week  Nelson is on his couch watching Mike Wolfe and Frank Fritz travel across America in search of rare artifacts on his favorite show, History’s “American Pickers.”

Nelson is a collector himself. He still remembers that first purchase at a Saturday morning rummage sale: some marbles.

But there is one rule: he stays within 100 miles of his home in Tolna, located approximately 80 miles west of Grand Forks.

While this 49-year-old antique junkie collects anything and everything, his favorite finds are Great Northern Railroad signs and soda signs.

Nelson says, “Everything has a great story to it and why it was used back in the day and why it’s fun to save its life.”

Valley City –  The Sixth Annual Wiffle Ball World Series is set for this Saturday, July 28th at Shane Roberts Field in Valley City, located at 3578 Sheyenne Circle in Valley City.

Be on hand by 8:30-a.m., as the Wiffle Ball World Series starts at 9am on Saturday with opening ceremonies.

At that time there will be a special guest singer for the National Anthem, and dancers, with a large flag provided by the North Dakota National Guard.

 

MLB…UNDATED (AP) — The New York Yankees inched closer to first place in the American League East last night, but they lost one of their slugging outfielders in the process.Aaron Judge suffered a chipped fracture in his right wrist when he was hit by a fastball in the first inning of the Yankees’ 7-2 win over the Royals. Surgery won’t be necessary, but the slugging outfielder is expected to miss three weeks.The injury took some fun out of the Yankees’ ability to get within 4 ½ games of the first-place Boston Red Sox. Didi Gregorius (DEE’-dee greh-GOHR’-ee-uhs) went 2-for-5 with a three-run homer that put New York ahead 6-0 in the fourth. That was more than enough offense for Sonny Gray, who tossed three-hit ball over five scoreless innings.Meanwhile, the Red Sox were silenced by Kyle Gibson as the right-hander struck out seven while tossing four-hit ball over eight innings of the Twins’ 2-1 victory at Fenway Park. His 13th home run of the season came two pitches after David Bote tied the game with a two-run blast. Rizzo had three hits and two RBIs for the NL Central leaders, who trailed 6-1 following Nick Ahmed’s grand slam in the fifth.

— The Brewers stayed 2 ½ games off the NL Central lead by scoring five times over their last two at-bats to beat the Giants, 7-5. The game was tied 2-2 in the eighth until Ryan Braun and Erik Kratz provided RBI singles. Christian Yelich and Travis Shaw homered for the Brewers, who dropped San Francisco 5 1/2 games behind the NL West-leading Dodgers.

— The Athletics finished up a four-game sweep as Matt Chapman homered, tripled twice and scored three times to lead Oakland’s offense in a 7-6 victory at Texas. Trevor Cahill was reached for five runs in as many innings but managed to end a nine-start winless skid. The A’s have won six straight and are within one game of Seattle for the second AL wild-card berth.

— Trea (tray) Turner was 3-for-6 with a solo blast and three RBIs to help the Nationals clobber the Marlins, 10-3. Turner’s two-run triple broke a 3-3 tie in the Nats’ four-run seventh. Juan Soto also homered and Wilmer Difo tripled home a run for Washington.

— Asdrubal (as-DROO’-bul) Cabrera was 3-for-5 with a two-run homer and four RBIs as the Mets won their third in a row, 12-6 at Pittsburgh. Wilmer Flores also homered and had three RBIs to back Steven Matz, who struck out nine over six innings. David Freese (freez) and Josh Harrison hit two-run homers off Matz, but the Pirates dropped their second straight since an 11-game winning streak.

— Adeiny Hechavarria (ah-day’-nee eh-cheh-vah-REE’-uh) singled home the tiebreaking run in the seventh inning of the Rays’ 4-3 win at Baltimore. Ryan Yarbrough worked 4 1/3 innings of relief and improved to 9-5 despite allowing Jonathan Schoop’s (skohps) game-tying, two-run homer in the fifth. Former Tampa Bay hurler Alex Cobb fell to 2-14.

— Francisco Arcia belted a three-run homer and drove in for as the Angels outslugged the White Sox, 12-8. Ian Kinsler hit a solo shot and was 3-for-4 with two RBIs and three runs scored to help Los Angeles win for the third time in eight games. Kole Calhoun also homered and Justin Upton was 4-for-5 with two RBIs.

 

MLB-TRADES

UNDATED (AP) — The New York Yankees have bolstered their starting rotation just a day after the Boston Red Sox did the same.

The Yankees have acquired left-hander J.A. Happ from Toronto for infielder Brandon Drury and minor league outfielder Bill McKinney. The 35-year-old Happ is 10-6 with a 4.18 ERA in 20 starts and was a first-time All-Star.

He joins a rotation that includes Luis Severino, Masahiro Tanaka (mah-sah-HEE’-roh tah-NAH’-kah), CC Sabathia (sah-BATH’-ee-uh) and Sonny Gray.

The trade follows the Red Sox’s acquisition of Nathan Eovaldi (eh-VAHL’-dee) from Tampa Bay.

The Bosox have a 4 ½-game lead over the Yankees in the AL East.

Elsewhere around the majors:

— Joakim Soria will be coming out of the Milwaukee Brewers’ bullpen after being acquired from the Chicago White Sox for pitching prospects Kodi Medeiros and Wilber Perez. The two-time All-Star closer is 0-3 with a 2.56 ERA and 16 saves this season, striking out 49 in 38 2/3 innings. Chicago will also send Milwaukee just over $1 million to cover part of Soria’s salary.

— The Astros have acquired catcher Martin Maldonado from the Angels to shore up their defense behind the plate. Maldonado was a Gold Glove winner last season and is hitting .223 with 32 RBIs in 78 games this year. The Angels receive left-hander Patrick Sandoval and $250,000 in international signing bonus pool allocation.

— The Braves have reacquired left-hander Jonny Venters for an international roster slot. The 33-year-old Venters came up with the Braves and was a key member of the bullpen from three seasons, making the All-Star Game in 2011 before persistent elbow problems stifled his career.

—The Rockies added another reliever by acquiring right-hander Seunghwan Oh from Toronto for minor league prospects. Oh was 4-3 with a 2.68 ERA in 48 appearances for the Blue Jays this season.

— Nationals pitcher Stephen Strasburg is back on the disabled list, this time with a nerve problem in his neck. Strasburg did not pitch for the Nats between June 8 and July 20 because of an inflamed right shoulder. The right-hander allowed six runs and eight hits in 4 2/3 innings last Friday against Atlanta, leaving him 6-7 with a 3.90 ERA in 14 starts this year.

 

NFL NEWS

UNDATED (AP) — Jameis (JAY’-mihs) Winston is appealing for continued support from unhappy fans who think he no longer deserves to be the quarterback of the Tampa Bay Buccaneers.

The fourth-year signal-caller spoke publicly Thursday for the first time since the NFL suspended him three games for violating the league’s personal conduct policy by groping a female Uber driver more than two years ago.

He declined to discuss specifics about the March 2016 incident in Scottsdale, Arizona, repeatedly saying he’s focused on being a good teammate and moving forward.

In other NFL news:

— Aaron Donald did not report for the Rams’ first practice. The NFL defensive player of the year is seeking an enormous new contract from the Rams, who are in active discussions with Donald’s agents.

— Colts fans welcomed back Andrew Luck with a loud roar as he started throwing during the team’s first training camp workout. It was the first time anyone outside the team or media has seen Luck throw a pass since he had surgery on his right shoulder in January 2017.

— Giants co-owner John Mara says contract talks with wide receiver Odell Beckham Jr. and his representatives will take place sooner rather than later. Mara refused to say how much the Giants were willing to pay, but noted the franchise wants Beckham to stay for a long time.

— The Seahawks released defensive lineman Malik McDowell at the start of training camp Thursday. The 2017 second-round pick never played a down for the team following an ATV accident and was released with a non-football injury designation.

— The Cardinals have signed defensive ends Arthur Moats and Jacquies Smith to one-year contracts. The 6-foot, 246-pound Moats has played eight seasons with Buffalo and Pittsburgh. Smith has played with Tampa Bay and Detroit.

— The Broncos have signed wide receiver Mark Chapman after Carlos Henderson failed to report to the team this week. Chapman was the top draft pick in the Canadian Football League but he’s taking a shot at the NFL instead. Henderson’s agent said his client is dealing with a family situation.

— Former Bengals cornerback Adam “Pacman” Jones will get a tryout with the Browns on Friday. Jones became a free agent in March when the Bengals declined to pick up his contract option.

 

NBA NEWS

UNDATED (AP) — The Minnesota Timberwolves say shooting guard Jimmy Butler has undergone minor surgery on his right hand this week and has already returned to offseason activities.

Butler averaged 22.2 points per game for the Timberwolves after arriving in a trade with Chicago. He helped lead the Wolves to their first postseason appearance since 2004 despite missing 21 games with a right knee injury.

Butler can opt out of his contract and become a free agent after the upcoming season.

Also in the NBA:

— A person familiar with the negotiations tells The Associated Press the Hawks have signed 41-year-old Vince Carter to a one-year, $2.4 million contract. The NBA’s oldest player averaged 5.4 points and only 17.7 minutes per game while starting five times for the Kings last season.

HELENA, Mont. (AP) — Longtime Carroll College football coach Bob Petrino Sr., the father of Louisville football coach Bobby Petrino and Idaho coach Paul Petrino, has died at his home in Montana. He was 81.

The Carroll athletic department says Petrino died Thursday in Helena. A cause of death was not immediately released.

Petrino was the head coach at Carroll from 1971 until 1998, a 28-year run that saw the Saints post a 163-90-2 record

 

PGA-CANADIAN OPEN

Garrigus leads when play is halted

OAKVILLE, Ont. (AP) — Robert Garrigus was the leader when the first round of the RBC Canadian Open was suspended due to high wind and potential lightning.

Garrigus fired a 9-under 63 that included a birdie after a rock saved his ball from water. He made five straight birdies on Nos. 2-6, then birdied four of the last six holes.

PGA Tour rookie Adam Schenk was second. He birdied the first five holes and the last three.

 

PGA-SENIOR BRITISH OPEN

Co-leaders at St. Andrews

ST ANDREWS, Scotland (AP) — American Kirk Triplett and Thaworn Wiratchant of Thailand shot 7-under 65s to lead the Senior British Open by one stroke over Paul Mcginley and Stephen Ames through one round.

Bernhard Langer is in the mix at 5 under, tying him for fifth with David Toms and Scott McCarron.

As many as 16 players shot 68 or less, a group that almost included 68-year old Tom Watson, on a bright and breezy day. Watson was minus-3.

 

LPGA-LADIES SCOTTISH OPEN

Joh leads Ladies Scottish Open

GULLANE, Scotland (AP) — Tiffany Joh shot a career-best 9-under 62 at the Ladies Scottish Open to take a four-shot lead after Thursday’s first round.

In-Kyung Kim, Amy Yang and Jenny Shin all shot 66 to share a three-way South Korean tie for second place at Gullane Golf Club.

SAN DIEGO (AP) — It could be a long wait for some parents and children separated at the U.S.-Mexico border to be reunited. The Trump administration said Thursday that more than 1,800 children are either back with their families or sponsors, but that hundreds still remain apart. The federal government was under a Thursday deadline to reunify more than 2,500 children separated from their parents under a new immigration policy designed to deter immigrants from coming here illegally.

 

WASHINGTON (AP) — Brett Kavanaugh’s role as White House staff secretary is at the center of a debate that could interfere with Republicans’ goal of swiftly confirming President Donald Trump’s pick for the Supreme Court. Democrats say documents from Kavanaugh’s time as staff secretary to President George W. Bush could help lawmakers understand his legal mind. Republicans say Democratic demands are “an obvious attempt to obstruct.”

 

REDDING, Calif. (AP) — The explosive wildfire ripping through parts of Northern California has claimed the life of a man helping fight the blaze. A fire official says the wildfire burned over a bulldozer operator and his equipment in the city of Redding. His body was found late Thursday. Three firefighters were burned and dozens of homes were destroyed. The fire had reached Redding after sweeping through the communities of Shasta and Keswick and jumping the Sacramento River.
