SEATAC, Wash. (AP) — The man who stole an empty Horizon Air turboprop plane from Sea-Tac International Airport was Richard Russell, a U.S. official briefed on the matter told The Associated Press.
(WDAY TV Saturday evening reported that Russell may have had ties to VCSU, as a one time athlete there.)
WDAY has since learned Russell, committed to playing football for Valley City State University.
Archives on the college’s website show Russell was recruited to play in 2008, but WDAY is still working to confirm if he actually played on the team.
Authorities on Saturday said Russell used a machine called a pushback tractor to first maneuver the aircraft so he could board and then take off Friday evening. He was presumably killed about an hour later when the aircraft crashed into a small island southwest of Seattle.

BISMARCK, N.D. (AP) — North Dakota’s Health Department has lifted public health advisories for three lakes where blue-green algae blooms were present.
The Bismarck Tribune reports advisories have been lifted for Camels Hump Dam in Golden Valley County, Pheasant Lake in Dickey County and Braddock Dam in Emmons County.
Advisories remain in place for several lakes across the state.
Blue-green algae blooms when the water is warm, slow-moving and abundant with nutrients. The algae can produce toxins that can cause severe diarrhea, vomiting, numbness, rashes and even death.
The algae blooms can discolor the water and cause foam, scum or mats to appear on the surface.
The advisories don’t prohibit the use of the lakes, but people are advised to avoid the algae. Pets and livestock shouldn’t drink affected water.
WEST FARGO, N.D. (AP) — More child sex crime charges have been filed against a former West Fargo teacher.
Thirty-seven-year-old Shannon Moser was charged last month for alleged sex-related crimes involving two male students. WDAY-TV reports that court documents allege Moser could have had as many as six underage victims.
She now faces eight felony charges, including sexual assault, luring minors by computer, gross sexual imposition and use of a minor in a sexual performance. The most serious charge carries a potential life prison sentence.
Her attorney did not immediately comment. Moser could enter charges during an Aug. 23 hearing.
She has resigned from Liberty Middle School.
BISMARCK, N.D. (AP) — North Dakota will choose medical marijuana dispensaries in Bismarck and Fargo.
Medical Marijuana Division Director Jason Wahl says 11 applications were received for the Fargo area and eight for the Bismarck area.
Wahl says one applicant from each region will be chosen sometime next month. Applicants had to submit a $5,000 nonrefundable fee.
The North Dakota Department of Health says it’s part of a phased-in approach to allowing dispensaries in eight regions throughout the state. In addition to Bismarck and Fargo, Devils Lake, Dickinson, Grand Forks, Jamestown, Minot and Williston will be allowed a dispensary.
Wahl say all regions are expected to be allowed to have a dispensary by June.
Voters approved marijuana for medical purposes in 2016.
BISMARCK, N.D. (AP) — North Dakota’s Health Department is holding hearings next month on a proposed hog operation in Ramsey County.
The agency says Grand Prairie Agriculture wants to build a 2,500-hog and pig operation about 10 miles west of Devils Lake.
Some people in the area have expressed concerns about property values and environmental problems, while others see a potential boost to the economy.
The hearings are on Sept. 12, at 1 p.m. at the Spirit Lake Casino near St. Michael and at 5:30 p.m. at Lake Region State College in Devils Lake.
The department is accepting comments on the proposed hog farm through Sept. 8.
BISMARCK, N.D. (AP) — Consultants assessing Bismarck’s fee system say the city could face a $58 million funding shortfall in the next decade if utility rates aren’t raised.
The Bismarck Tribune reports that Stantec’s analysis indicates that the city could cover costs through gradual rate increases.
City officials say the infrastructure needed to serve the city has increased but the revenue it collects for those services hasn’t kept up.
Stantec proposed increasing water rates by 8 percent next year and then by 3.75 percent annually afterward. Sewer service rates could be raised 5 percent annually.
The consultant also says the city could reduce the amount it holds in reserve to cut back on rate increases.
Stantec will next analyze how to fairly allocate increases based on how much each user contributes to costs. Final recommendations are expected in November.
MINOT, N.D. (AP) — The North Dakota State Fair’s general manager is happy with a judge’s ruling that means the State Fair Association can remove a museum from the fairgrounds.
Renae Korslien tells The Minot Daily News that she’s willing to help the Ward County Historical Society relocate the Pioneer Village Museum in Minot.
Southwest District Court Judge Rhonda Ehlis ruled earlier this month that the State Fair Association owns the land under the museum. Ehlis ruled that the Butler Building and the Ward County Courthouse could remain on the property due to a 1966 agreement.
Historical Society President David Leite says relocating is costly and could mean the destruction of historical buildings and artifacts. He says the historical society will likely discuss legal options at its meeting next month.
BISMARCK, N.D. (AP) — Attorneys for North Dakota and the federal government are asking an appeals court to reject the state of Missouri’s challenge to a massive upstream Missouri River water project.
The $244 million Northwest Area Water Supply project aims to bring river water to 82,000 people in northwestern North Dakota. Missouri worries the project will diminish the river water it needs for drinking, farming and shipping.
Missouri is appealing a federal judge’s decision last year that it doesn’t have standing to sue. But the underlying dispute centers on how much water NAWS will actually use.
Missouri maintains it will deplete the river by 3.5 billion gallons each year. An attorney for North Dakota says that’s misleading because the river system has the capacity for more than 23 trillion gallons of water.

Trailing 3-0 in the bottom of the ninth with two out, pinch hitter David Bote smashed a grand slam against reliever Ryan Madson. Bote’s long drive to center field came after Washington’s Max Scherzer and Chicago’s Cole Hamels delivered simply dominant starts. The Cubs are 4 games up on the Brewers.
— Freddy Galvis hit a grand slam, Travis Jankowski stole four bases and scored three times, and the San Diego Padres beat the Philadelphia Phillies 9-3 on Sunday. Galvis connected against Jake Arrieta in the third inning, hitting a two-out drive to center for his first career slam. It was his third homer in his last seven games and No. 8 on the season. — Yadier Molina broke a tie with a two-run single in the seventh inning, Tyson Ross won his St. Louis debut and the Cardinals defeated the Kansas City Royals 8-2 on Sunday to win their fifth straight, matching a season high. The Cardinals moved eight games above .500, equaling their season high set on June 11, and are a National League-best 12-4 since July 27. Manager Mike Matheny was fired on July 14 in an attempt to jump-start the disappointing team.

No cutter: Cards’ Weaver slices finger on tray, misses start
KANSAS CITY, Mo. (AP) — St. Louis Cardinals pitcher Luke Weaver cut his finger while opening a food tray in the clubhouse at Kansas City and was scratched from his start against the Royals.
Weaver had been scheduled to pitch Sunday.
The accident occurred Saturday night when the righty sliced the index finger on his pitching hand on the aluminum foil covering a tray. Super glue was applied, but it did not hold sufficiently for Weaver to pitch deep into a game.
Tyson Ross, claimed by the Cardinals last week off waivers from San Diego, pitched in place of Weaver.
In other baseball news:
— The Colorado Rockies held All-Star third baseman Nolan Arenado (ahr-eh-NAH’-doh) out of the starting lineup for a second straight game because of a sore right shoulder. Pat Valaika (vuh-LAY’-kuh) filled in at third Sunday as the Rockies closed out a four-game series against the Los Angeles Dodgers. Arenado was removed from Friday’s game in the fifth inning when he tweaked his shoulder on a throw. The five-time Gold Glove winner has been bothered by the shoulder for about a week. Arenado is hitting .307 with 29 home runs and 82 RBIs this season.
— The Los Angeles Dodgers are sending right-handers Kenta Maeda and Ross Stripling to the bullpen to make room for two starters about to return from the disabled list. Left-hander Alex Wood is scheduled to come off the disabled list and pitch Tuesday against San Francisco. He went on the DL on Aug. 4 with adductor tendinitis. Lefty Hyun-Jin Ryu is healed from a strained groin that has sidelined him since early May. Ryu is expected to be activated and start on Wednesday. Stripling will be ready for bullpen action on Tuesday and Maeda on Wednesday. The Dodgers are using a closer-by-committee approach in the bullpen with Kenley Jansen sidelined because of an irregular heartbeat.
— The Cleveland Indians have put slugger Edwin Encarnacion (ehn-kar-nah-see-OHN’) on the disabled list because of swelling in his left biceps. Manager Terry Francona made the announcement after the AL Central leaders beat the Chicago White Sox 3-1 on Saturday night. Encarnacion left Friday night’s game and had an MRI in Cleveland on Saturday. Encarnacion has struggled since being hit on the right hand by Yankees reliever Chad Green before the All-Star break. Encarnacion is third on the team with 25 homers and second with 81 RBIs.
— The Texas Rangers activated outfielder Delino DeShields from the seven-day concussion disabled list before their series finale against the New York Yankees. DeShields was placed on the disabled list on Aug. 4 with concussion symptoms.

Chiefs lose pair of starters to injuries in practice
UNDATED (AP) — Kansas City Chiefs right guard Laurent Duvernay-Tardif left practice Sunday to be evaluated for a concussion, while defensive tackle Xavier Williams and running back Damien Williams also left early. The Chiefs said Xavier Williams had a stinger and Damien Williams hurt his shoulder.
Eric Berry did not participate in practice after skipping the Chiefs’ preseason opener against Houston on Thursday night. Their star safety is dealing with a sore heel.
In other NFL news:
— San Francisco 49ers running back Jerick McKinnon will miss at least one week with a strained right calf. McKinnon injured himself in practice on Sunday and the team says he will be re-evaluated in a week. McKinnon signed a $30 million, four-year contract in March. He lost four yards on three carries during his preseason debut, when he played one possession against Dallas on Thursday. The 49ers already are without backup running back Matt Breida, who is out until the start of the regular season with a shoulder injury. Joe Williams also missed practice because of a death in the family.
— The Cleveland Browns are sticking with Tyrod Taylor as their starting quarterback, despite Baker Mayfield’s impressive preseason debut. The No. 1 overall draft pick threw two touchdown passes in Thursday’s win over the New York Giants. Quarterbacks coach Ken Zampese says they liked what they saw from Mayfield but “he has a long way to go.” The Browns want him to spend his rookie season watching and learning behind Taylor.
— The Buffalo Bills have shuffled defensive tackles by signing Tyrunn Walker and reaching an injury settlement to release John Hughes. Walker joins his third team in three years. He spent last season with the Los Angeles Rams, three seasons with New Orleans and two with Detroit. Hughes was signed when the Bills opened training camp last month, and was injured during Buffalo’s first preseason game Thursday.
— Jacksonville Jaguars defensive ends Yannick Ngakoue and Dante Fowler had to be separated repeatedly following practice Sunday. They had to be pulled apart by teammates, coaches and security personnel outside the practice-field gates.
— The Philadelphia Eagles have signed quarterback Christian Hackenberg and waived rookie offensive lineman Ian Park. Hackenberg was selected in the second round of the NFL draft by the New York Jets in 2016 but didn’t play in a game. He was traded to Oakland in May for a conditional 2019 draft pick and was released two weeks later. The Eagles already have plenty of quarterback but Hackenberg gives them another arm in camp while Carson Wentz continues his recovery following surgery to repair two torn knee ligaments.

Billy Murphy Jr. says the team failed to properly react after offensive lineman Jordan McNair fell ill on the practice field. The 19-year-old was hospitalized May 29 and died June 13. The attorney said Sunday that the preliminary death certificate showed “symptoms of heatstroke are present.”
Durkin was placed on administrative leave Saturday in the wake of reports that he and his staff mistreated players since his arrival at the campus two years ago.
