Jamestown  (CSi)  The Jamestown City budget committee meeting was held Wednesday morning at City Hall, to further discuss the 2019 city budget.

At the last budget meeting, the committee left the preliminary budget with an mill levy increase of 24 mills, in order to have nearly $2 million dollars in the reserve fund, and offset the projected deficit.

On a recent Wayne Byers Show on CSi Cable 2, Mayor Heinrich said the city budget process takes in to account that the city’s share of General Fund budget dollars was insufficient to fund both the Jamestown Police and Fire Department budgets.  He pointed out that with cuts in state funding, Jamestown will have a total of $886,000 less in available funding from the state compared to the past few years.  That includes $386,000 no longer coming from the North Dakota’s property tax subsidy,  in addition to $500,000 less in state funding for the 2019 city budget, stemming from a sharp downturn in the gas and oil extraction tax.

At Wednesday’s meeting of the budget committee, City Administrator Sarah Helleckson reviewed various budgets with income an expenditures.

She said the mill level increase is reduced to 19 mills, which would raise, $4,840,000.

The reduction stems from transferring $1.4 million from utility funds, including $676,000 out of the water utility, along with the sanitary sewer, and vector control funds.

The 2019 General Fund budget is $8.5 million, with expenditures of $8.25 million.

That leaves the 2019 General Fund budget with $2-million, in reserves, which was the goal.

Mayor Dwaine Heinrich said with the income side of utility fee collections, the dollars needed with a rate increase will need to be determined.

The option of utilizing a portion of  the 7-percent city sales tax, being transferred, to the General Fund was discussed, but was not seriously considered at Wednesday’s meeting.  That could be accomplished by City Council vote, or a public vote, including any increase in the tax.

Mayor Heinrich pointed out that the North Dakota legislature meets in 2019, and constituents should talk with their representatives about possibly allotting more budget dollars for cities.

At Wednesday’s meeting the Council decided, that before making a decision on accepting the preliminary budge,t to review the revised the figures, and determine how much the utility rates need to be increased, to raise the appropriate number of dollars.

The next budget meeting is set for Monday September 10th, at 2-p.m., at City Hall.

The committee has until October 10th  to approve a final budget.

BISMARCK, N.D. (AP) — Bond has been set at $300,000 for a Bismarck man charged with killing his infant daughter.

Twenty-two-year-old Jose Rivera-Rieffel is charged with murder, child abuse and disobedience of a judicial order and appeared in South Central District Court Tuesday.

A court document says Rivera-Rieffel was the sole caretaker of his two baby daughters before the injured child was brought to the hospital in April. The Bismarck Tribune reports an affidavit says the child died of blunt force trauma to the head about a week after being admitted.

Last year, Rivera-Rieffel pleaded guilty to child abuse involving the other baby and was ordered to have no contact with the child. The babies’ mother, Jennyfer Lopez pleaded guilty earlier this month to contributing to the deprivation of a minor for leaving the children in Rivera-Rieffel’s care.

 

 

BISMARCK, N.D. (AP) — A state legislator wants to change how wind energy tax revenue is distributed in North Dakota.

Rep. Mike Brandenburg says a portion of the money should be directed to the state rather than sending it all to local counties. Branenburg floated his idea this week at the Legislature’s Energy Development and Transmission Committee.

The Bismarck Tribune reports the Republican lawmaker is a strong advocate for wind energy. Brandenburg says he wants to address criticism that the wind industry doesn’t contribute to the state budget as coal and oil do.

He plans to introduce a bill in January that would send one-third of wind energy tax revenue to the state’s general fund with counties that produce the energy keeping two-thirds.

 

BISMARCK, N.D. (AP) — Sen. Heidi Heitkamp says she had a thorough discussion with Supreme Court nominee Brett Kavanaugh as she considered how she’ll vote on his nomination.The North Dakota Democrat is seen as a key vote on Kavanaugh, a District of Columbia appellate judge nominated by President Donald Trump.Heitkamp says she met privately with Kavanaugh on Wednesday for about 75 minutes.She says she stressed the importance of the rule of law and precedent in the court, as well as making sure it’s shielded from politics.Heitkamp says she’ll “closely study” his answers at a Senate hearing in determining how she’ll vote.She was one of only three Democrats who supported Neil Gorsuch’s nomination to the Supreme Court last year.

 

BISMARCK, N.D. (AP) — A former North Dakota lieutenant governor candidate is vying for a spot on the November ballot as an independent candidate for secretary of state.Secretary of State Al Jaeger says Michael Coachman of Larimore turned in signatures Tuesday. He needs 1,000 valid signatures to be placed on the ballot.Coachman ran as a GOP candidate for lieutenant governor in 2016 and as an independent for the same office in 2012.The secretary of state race has been full of twists. Jaeger last week turned in signatures to his own office to run as an independent.Will Gardner beat Jaeger for the GOP endorsement for the seat but withdrew after news surfaced of a disorderly conduct conviction for peeping.Fargo Rep. Josh Boschee is the Democrats’ endorsed candidate for the seat. 

BISMARCK, N.D. (AP) — U.S. Commerce Secretary Wilbur Ross is scheduled to visit North Dakota next week to talk about President Donald Trump’s trade policies that have led to tariffs on steel, aluminum and soybeans.

Republican U.S. Rep. Kevin Cramer says in a statement Ross and Deputy Secretary Stephen Censky intend to meet with North Dakota farmers and business leaders on Aug. 23 in Fargo.

Cramer says agriculture and trade top issues in the state.

The three-term congressman is facing Sen. Heidi Heitkamp in a Senate race expected to be one of the nation’s toughest. Cramer has backed Trump’s trade policies.

Heitkamp says they threaten North Dakota’s economy.

 

 

BISMARCK, N.D. (AP) — A longtime family-friendly tradition is on the auction block in Bismarck.

The Bismarck Tribune reports that the Super Slide Amusement Park was put on the market Aug. 4 after providing entertainment to local residents for 51 years.

The attraction features a giant slide, Ferris wheel, roller coaster, go-carts and mini golf. David Fleckenstein, his wife Angie and his brother Richard have owned and operated the amusement park for decades. The family says the sale is due to their upcoming retirement.

Richard Fleckenstein declined to disclose the asking price, adding that it’s “negotiable.”

The park will continue to operate as normal in the meantime, with Sept. 9 marking the end of the season. Super Slide is closed during the fall and winter, and is expected to reopen in May.

Oliver Drake, Gabriel Moya, Tyler Duffey and Taylor Rogers scattered five hits and struck out three before Trevor Hildenberger picked up his third save in four chances. Josh Harrison had three hits in Pittsburgh’s third consecutive loss.— Wilson Ramos and the Philadelphia Phillies’ bullpen prevented the ballclub from losing any more ground in the NL East.Ramos drove in three runs in his Phillies debut and the pen allowed no earned runs over 6 2/3 innings of a 7-4 win over Boston Red Sox. Ramos came within a home run of the cycle and scored three times for the Phillies, who remain two games behind the division-leading Braves.Philadelphia relievers took charge after Vince Velasquez was pulled during Boston’s three-run third. Seranthony Dominguez pitched out of a bases-loaded jam in the eighth before gaining his 13th save.Mitch Moreland hit a three-run double for the Red Sox, who ended a five-game winning streak and kept their 10-game lead in the AL East.The Braves picked up their fifth straight win and completed a four-game sweep as Dansby Swanson smacked a go-ahead, two-run homer in their 5-2 win against Miami.Kevin Gausman made his second consecutive straight start by limiting Miami to a pair of runs and four hits over six innings.

The Rays provided the Yankees from gaining ground in the AL East. Mallex Smith was 3-for-5 with a two-run homer and Ryan Yarbrough worked four scoreless innings of two-hit relief as Tampa Bay earned a 6-1 win in the Bronx.

Brandon Lowe added a pair of RBI singles and Yarbrough improved to 11-5 for Tampa Bay, which is 7-7 versus New York this season. Miguel Andujar (an-DOO’-hahr) homered for the Yanks.

— The Astros’ five-game losing streak is over after Gerrit Cole and Tyler White highlighted a 12-1 dismantling of the Rockies. Cole struck out 12 over six innings and blanked Colorado until Trevor Story’s RBI single in the fourth. White homered twice and had four RBIs for Houston, who also received homers from Yuli Gurriel (YOO’-lee gur-ee-EHL’) and Evan Gattis (GA’-tihs) while stretching its lead in the AL West to two games over Oakland.

— Dee Gordon slammed a two-run homer in the 12th inning and six Mariners combined to scatter six hits in a 2-0 shutout of the Athletics in Oakland. Jean Segura went 4-for-5 and Mike Leake limited the A’s to two hits and a walk while fanning six over eight innings. The M’s bounced back from Tuesday’s loss to the Athletics and moved back within 2 ½ games of Oakland for the second AL wild-card spot.

— The Indians rallied for a 4-3 win at Cincinnati on Melky Cabrera’s go-ahead, two-run blast in the sixth. Greg Allen ignited Cleveland’s rally with an RBI single in the second after Preston Tucker’s two-run homer put Cincinnati ahead 3-0. Brad Hand loaded the bases in the ninth before retiring Curt Casali to complete the Indians’ fifth consecutive victory.

— Anthony Rizzo belted a two-run homer, drove in three and stole two bases in his return to the cleanup spot to help the Cubs double up the Brewers, 8-4. Rizzo went deep in the first inning and added an RBI single in a three-run fourth that gave Chicago a 7-2 lead. Jason Heyward added three hits and two RBIs as Chicago regained a three-game lead over second-place Milwaukee in the NL Central.

— The Cardinals ran their winning streak to a season-high eight games as Marcell Ozuna (oh-ZOO’-nuh) homered for the first time since July 30 to help St. Louis double up the Nationals, 4-2. Austin Gomber scattered three hits over six scoreless innings to come away with a victory in his fourth straight of the season. Daniel Murphy homered in the ninth for Washington, which has lost four straight and seven of nine to fall below .500 and nine games behind the NL East-leading Braves.

— The Dodgers blew a 3-0 lead before Brian Dozier’s sacrifice fly in the 12th inning gave them a 4-3 win over the Giants. Hyun-Jin Ryu held San Francisco to three hits over six scoreless innings, but the Giants erased a 3-0 deficit on Andrew McCutchen’s three-run homer in the eighth. Los Angeles moved into a second-place tie with Colorado in the NL West, 1 ½ games behind the Diamondbacks.

— The White Sox topped the Tigers, 6-5 as Jose Abreu (ah-BRAY’-oo) and Matt Davidson each hit two-run home runs. Abreu and Davidson combined for six hits and five RBIs in helping Chicago win their second straight since a 1-6 skid. The Tigers have lost nine of 12.

 

— Rene Rivera hit a go-ahead homer in the ninth inning and the Angels completed a three-game sweep of the Padres with a 3-2 victory. Rivera’s blast came hours after he was reinstated from the 60-day disabled list. The former Padres catcher had missed 76 games with right knee inflammation.

— Curtis Granderson hit a grand slam and Marco Estrada pitched effectively into the seventh inning of the Blue Jays’ 6-5 win at Kansas City. It was Granderson’s 10th career grand slam and his second this year, both against the Royals. The Royals have served up a major league-leading 10 grand slams this year.

— Kevin Plawecki (plah-WEH’-kee) launched a grand slam and Todd Frazier added a solo homer and four RBIs as the Mets ripped the Orioles, 16-5 to avoid a four-game season sweep. Brandon Nimmo was 5-for-5 with three ribbies and three runs scored to back Zack Wheeler, who allowed one run over five frames in winning his sixth consecutive start. Wilmer Flores added a two-run blast and three RBIs to the rout.

 

MLB…

UNDATED (AP) —The Mariners have placed ace James Paxton on the disabled list with a forearm bruise, one day after the left-hander was struck by a line drive off the bat of Oakland’s Jed Lowrie.

Paxton was replaced by Felix Hernandez, who is likely to take Paxton’s turn in the rotation after being pulled last weekend.

Paxton is 10-5 with a no-hitter against the Blue Jays and a 3.68 ERA.

Right-hander Christian Bergman was recalled from Triple-A Tacoma to fill Paxton’s roster spot.

— Brewers manager Craig Counsell says it’s “unlikely” starting pitcher Jimmy Nelson will play at all this season. Nelson was having a breakout season last year, going 12-6 with a 3.49 ERA before suffering a season-ending shoulder injury that required surgery last September.

UNDATED (AP)— The Broncos have claimed wide receiver DeAndrew White off waivers from Houston and signed defensive lineman DeQuinton Osborne. Denver also waived/injured wide receiver Corey “Philly” Brown, who sustained a head injury in the weight room shortly after his recent arrival, and defensive lineman Paul Boyette.

— Jacksonville Jaguars All-Pro cornerback Jalen Ramsey is criticizing several NFL quarterbacks, three days after receiving a one-week suspension from the team for screaming obscenities at reporters.

In an interview with GQ magazine , Ramsey called Buffalo Bills rookie Josh Allen “trash” and said Atlanta Falcons quarterback Matt Ryan was “overrated” and a product of Kyle Shanahan’s offensive system. Baltimore’s Joe Flacco, Indianapolis’ Andrew Luck and Eli Manning of the New York Giants also got less-than-stellar reviews, while Ramsey called Pittsburgh’s Ben Roethlisberger “decent at best.”

Ramsey also predicted that Houston’s Deshaun Watson and Philadelphia’s Carson Wentz would be NFL MVPs down the road.

In other NFL news:

— Seahawks first-round pick Rashaad Penny has undergone surgery today to repair a broken finger. Head coach Pete Carroll said the surgery went well and the running back isn’t expected to miss more than a couple of weeks. The rookie running back out of San Diego State was injured during pass-blocking drills Monday and left the field with trainers.

— Saints defensive end Alex Okafor is dealing with another lower leg injury as he tries to come back from an Achilles tear that sidelined him much of last season. He was able to walk off the field as he left Wednesday’s practice. But coach Sean Payton has not provided specific information about Okafor’s condition. First-round draft choice Marcus Davenport returned to practice and has resumed his work at defensive end after missing about two weeks.

— The Bills have claimed defensive lineman Albert Havili off waivers, and also signed fullback Sam Rogers. Havili was claimed a day after he was waived by the Chargers. The Bills freed room on their roster by designating defensive tackle Marquavius Lewis and fullback Zach Olstad as waived/injured.

— Falcons kicker Matt Bryant may return this week after missing last week’s preseason opener with an undisclosed injury. Coach Dan Quinn says the 43-year-old Bryant kicked ‘about 15 times’ but remained limited in his return to practice.

 

— Prosecutors in Atlanta are dismissing a rape case against Broncos defensive end Adam Gotsis over an alleged assault more than five years ago while he was at Georgia Tech. Fulton County District Attorney Paul L. Howard Jr. said in a statement that “after a careful and thorough investigation” his office had decided not to proceed with the case.

 

COLLEGE FOOTBALL

 

COLLEGE PARK, Md. (AP) — Maryland interim football coach Matt Canada has taken steps to ensure that the Terrapins are poised to deal with the heat of summer during his practices following the death of offensive lineman Jordan McNair.

In the first workout since Maryland publicly accepted responsibility for mistakes that contributed to McNair’s death, two tents were in place at the practice field Wednesday to provide shade. Underneath the awnings were several fans, along with liquids and ice.

Practice sessions have been shortened to less than two hours, with time for breaks.

 

NHL-DUCKS-KASE

ANAHEIM, Calif. (AP) — The Anaheim Ducks have re-signed right wing Ondrej Kase (AHN’-dray KAH’-shah) to a three-year, $7.8 million contract.

The 22-year-old Czech forward was productive last season, providing 18 goals, five game-winners and 38 points while recording a plus-18 in 66 games.

The deal makes Nick Ritchie the Ducks’ lone restricted free agent as training camp approaches.

 

In world and national news…

HARRISBURG, Pa. (AP) — A report on a grand jury’s investigation of sexual abuse in Pennsylvania’s dioceses says that “predator priests” would use children’s own religious faith and trust to abuse them. The report says one priest used a crucifix to sexually assault a child and another beat a child with a metal cross. The report also says that four priests at a parish rectory made a boy strip and pose as Jesus on the cross while they took photos.

 

 

UNDATED (AP) — A Massachusetts man who says he was sexually abused by a priest in 1960s, says he hopes a grand jury report in Pennsylvania will prompt attorneys general in other states to conduct similar investigations. But Phil Saviano says he said he doubts dioceses will release names of predators unless forced to do so. A non-profit group that tracks clergy sexual abuse cases says only about 40 of the nearly 200 dioceses in the U.S. have released lists of priests accused of abusing children.

 

 

WASHINGTON (AP) — Former CIA Director John Brennan says he believes President Donald Trump’s campaign colluded with the Russians and that the president revoked his security clearance to “silence others who might dare to challenge him.” Brennan made his comments in an opinion piece published in The New York Times on Thursday. Trump has revoked Brennan’s security clearance and defended the move by saying he believes Brennan is responsible for special counsel Robert Mueller’s investigation.

 

 

MILAN (AP) — The European Union is hitting back at an Italian claim that the collapse of a highway bridge in Genoa was somehow linked to budget restraints imposed from outside Italy. EU spokesman Christian Spahr reacted Thursday after Italian Interior Minister Matteo Salvini criticized rules that limit budgetary spending, and linked them to the safety of infrastructure.

 

 

KABUL, Afghanistan (AP) — The Islamic State group has claimed responsibility for the horrific suicide bombing the previous day that targeted a Shiite area of the Afghan capital, Kabul, killing 34 students. The claim of responsibility was posted on Thursday on the IS-affiliated Aamaq news agency.
