Word has been received that Larry Phillips of Jamestown passed away Wednesday at Sanford Medical Center in Fargo.
The FUNERAL SERVICE for Larry Phillips will be held at the First United Methodist Church, 115 3rd St SE, Jamestown, ND 58401 at 11 AM on September 20th, with visitation at 10 AM.
Burial will be in Sunset Memorial Gardens in Fargo.
A PRAYER SERVICE will be held on Sept 19, at 7:00 PM, with visitation between 05:00 PM – 07:00 PM, at the Hanson-Runsvold Funeral Home at 215 7th St S, Fargo, ND 58103.

Jamestown (NDDOT) Construction will begin Monday, September 17 on the US 281 overpass bridge over I-94 near Jamestown. Construction will take place from 24th St. SW north to 20th St. SW on US 281. The project consists of concrete deck repairs and installation of traffic signals.
During construction:
- Speeds will be reduced
- Traffic over the US 281 overpass bridge will be reduced to one lane
- A 12 foot width restriction will be in place
- Flaggers will be present
- Oversize loads will not be permitted on US 281 over the I-94 bridge
The project is expected to be complete at the end of October.
The NDDOT would like to remind motorists to slow down and use caution throughout the work zone. LaMoure (NDHP) The North Dakota Highway Patrol reports an 89 year old Kulm man died from injuries he sustained in a one vehicle crash on September 3, at 12:10-p.m., on LaMoure County road 65, five miles northwest of Jud.
The Ford Windstar, operated by Albert Oberlander, was traveling southbound on County Road 65, when he fell asleep. The Ford left the roadway and entered the west ditch, vaulting over a field approach. The Ford landed in the west ditch and came to a stop.
Oberlander, was transported from the scene by Gackle Ambulance to Jamestown Regional Medical Center.
Oberlander died on Monday September 10, from the injuries he sustained in the crash. It is unknown if he was wearing his seat belt at the time of the crash.
Assisting the Highway Patrol were: LaMoure County Sheriif’s Office , Edgeley/Jud Ambulance, and Gackle Ambulance.
Jamestown (CSi) The Freedom Resource Center for Independent Living invites the community to a Listen Session, on Thurs Sept 13 at the James River Community Center in Jamestown, from 1-p.m., to 3-p.m.

WASHINGTON – Senator John Hoeven, a member of the Senate Energy and Water Appropriations Committee, Wednesday announced that the Senate has passed the final Fiscal Year (FY) 2019 Energy and Water Development Appropriations bill with important provisions he secured to advance comprehensive flood control projects in North Dakota.
“As a member of the Senate Energy and Water Appropriations Committee, I worked hard to ensure the FY19 Energy and Water funding bill supports important North Dakota water infrastructure priorities,” said Hoeven. “That includes strong support for Corps construction projects to help advance comprehensive flood protection for the Fargo-Moorhead region, as well as provisions to improve the financing of such projects. We also worked to provide small and rural communities with funding to make improvements to critical water infrastructure.”
Hoeven secured the following Corps priorities in the final, conferenced version of the FY19 Energy and Water funding bill:
Advancing Comprehensive Flood Protection
- Provides a $150 million increase for construction of U.S. Army Corps of Engineers flood control projects. This increase empowers the Corps to support more of its priorities, including comprehensive flood protection for the Fargo Moorhead region.
- Builds on Hoeven’s legislation to extend the Water Infrastructure Finance and Innovation Act (WIFIA) by providing up to $6 million for the Corps to complete a detailed plan for implementing WIFIA.
- Provides $77 million for water infrastructure improvements in small and rural communities, which has supported sewer upgrades for communities like LaMoure, Petersburg and Medina.
BISMARCK, N.D. (AP) — North Dakota officials say a measure to legalize marijuana would cost more than $2 million annually if it’s approved, though tax revenue and other fees generated from the sales are not yet known.
Voters in November have four initiated measures to consider. Lawmakers on Wednesday will review the estimated costs of the measures if they pass.
Officials estimate a measure that would provide license plates free of charge to volunteer emergency workers would cost more than $17 million over the next decade through lost fees.
Officials say a measure that would explicitly bar non-U.S. citizens from voting in North Dakota would have no fiscal impact.
The cost of a sweeping government ethics overhaul can’t be determined yet, although officials say a whistleblower hotline would only be about $28 a month.
FARGO, N.D. (AP) — Prosecutors are dropping a murder charge against an 85-year-old Fargo man accused of fatally shooting his wife in an alleged suicide pact.
The prosecutor and the attorney for 85-year-old Louis Averson don’t believe he can understand the legal proceedings against him. KFGO-AM reports Averson has been committed to the State Hospital in Jamestown.
Authorities say Averson fatally shot his 85-year-old wife, Ila Averson, in the garage of the couple’s south Fargo apartment in early June, and then shot himself in the chest in what was believed to be a suicide pact.
Police found a note on the couple’s dining room table detailing their plans.
Both were in poor health.
BISMARCK, N.D. (AP) — Some North Dakota volunteers are on their way to the Carolinas to provide help as Hurricane Florence makes its way toward land.
The American Red Cross Dakota Region says 17 people left Bismarck Wednesday in three disaster response vehicles to help those in North and South Carolina impacted by the hurricane. Florence has now reached North Carolina’s barrier islands as the massive storm bears down on the Southeastern coastline.
KXMB-TV reports Western North Dakota Red Cross disaster program manager Rob Stotz says with extensive flooding those that have evacuated may not have a home to return to, so volunteers will be staffing shelters.
The Red Cross is estimating that as many as 100,000 people may need emergency shelter once the storm passes.
BISMARCK, N.D. (AP) — The North Dakota Department of Health is accepting applications for medical marijuana dispensaries in the Grand Forks and Williston regions.
Applications will be accepted through Oct. 10 at 3 p.m. Central time.
Medical Marijuana Division Director Jason Wahl says the Grand Forks and Williston regions represent the second open application period for dispensaries. The first round was for the Bismarck-Mandan and Fargo regions.
Wahl says the department expected to select dispensaries for the Grand Forks and Williston regions near the end of November.
In January, applications will open for the four remaining regions — Devils Lake, Dickinson, Jamestown and Minot.
Applicants have to submit a $5,000 nonrefundable fee. Forms are available at www.ndhealth.gov/MM/ .
North Dakota voters approved marijuana for medical purposes in 2016.
FARGO, N.D. (AP) — Work is officially underway on a downtown Fargo high-rise that will include condominiums, a hotel and office space.
KFGO radio reports that groundbreaking ceremonies were held Wednesday for the $117 million Block 9 tower. It will be the tallest building in the state’s biggest city.
The 18-story building will have an adjoining 380-stall parking ramp connected by a skyway and a public plaza.
City commissioners last year approved $15.5 million in tax breaks for the project. Mayor Tim Mahoney says the project shows Fargo has become an “urban city.”
The Kilbourne Group is one of the project’s partners. It’s owned by Gov. Doug Burgum, though he is not involved in day-to-day operations. Other Block 9 partners are R.D. Offutt Co. and the Aparium Hotel Group.
BISMARCK, N.D. (AP) — Former President George W. Bush is raising money for Republican Kevin Cramer’s Senate bid in North Dakota.
Cramer says Bush will headline Cramer’s Sept. 19 fundraising event in Fort Worth, Texas.
Cramer says it’s being hosted by executives at Texas-based oilfield service companies that do business in North Dakota.
Cramer is challenging Sen. Heidi Heitkamp, one of the most vulnerable Democrats seeking re-election.
The Texas event also will feature Republican Dick Armey, a former U.S. House majority leader from Texas, and former Bush political adviser Karl Rove.
Cramer says former longtime LSU basketball coach Dale Brown also is scheduled to attend.
FARGO, N.D. (AP) — North Dakota’s corn and soybean crops are expected to slip in 2018.
Based on Sept. 1 conditions, the U.S. Department of Agriculture says North Dakota’s soybean harvest is forecast at 236 million bushels, down 2 percent from last year.
Soybean acres for harvest are pegged at 6.55 million, 7 percent below 2017. Average yield is forecast at 36 bushels per acre, up 2 bushels from last year.
North Dakota farmers are expected to harvest 440 million bushels of corn, down 2 percent from last year. Area harvested for grain is estimated at 3.1 million acres, down 4 perc4ent from 2017. Average yield is forecast at 142 bushels per acre, up 3 bushels from last year.
Sugar beet production is forecast at 6.46 million tons, up slightly from last year’s crop.
BILLINGS, Mont. (AP) — The U.S. House has passed a bill that would give federal recognition to Montana’s Little Shell Tribe of Chippewa Indians following a decades-long effort.
The House approved the measure Wednesday, said U.S. Rep. Greg Gianforte.
The first-term Republican lawmaker says it became clear to him after his election that the Little Shell had suffered an injustice in being denied recognition.
Federal recognition would validate the Little Shell’s identity and make it’s roughly 6,000 members eligible for government benefits ranging from education to health care.
The tribe was recognized by the state of Montana in 2000.
A companion bill was endorsed by the U.S. Senate Committee on Indian Affairs in May 2017 but has yet to receive a vote from the full Senate.

College Volleyball…
VALLEY CITY (VCSU.edu_ – The fans showed up, and the Vikings sent them home happy.
Playing in front of their home crowd for the first time this season, the Valley City State volleyball team rode the energy in Graichen Gym to a 3-1 conference victory Wednesday night against Dickinson State: 25-21, 25-19, 14-25, 25-16.
The win is the sixth in a row for VCSU, which is now 7-6 overall and 1-0 in the North Star Athletic Association. It is the program’s longest win streak since winning six matches in a row during the 2008 season. Dickinson State drops to 1-9 overall and 0-1 in the NSAA.
The cozy confines of Graichen Gym were packed to standing room only from the first serve on, creating a raucous atmosphere for the conference opener.
“We couldn’t have asked for a better crowd,” said VCSU head coach Adam Longmore. “They were awesome all night. I think especially when our team started to sag a little bit, the crowd got us right back in it. It’s a great way to start the conference season.”
Tied at 20-20 late in the first set, the Vikings came out of a timeout and scored five of the next six points to take set one and the momentum. Senior Clarissa Olson started the rally with a big kill, and freshman Katie Juarez finished it with a kill on set point.
“There were a lot of jitters for most of the first set,” said VCSU head coach Adam Longmore. “We called a timeout near the end of set one and a lot of us, including myself, still had some butterflies because we were excited to be home in front of our crowd.”
The Vikings opened set two with four straight points, including two of Leah Ruter’s eight service aces on the night. The Blue Hawks would rally back and led by as many as three points at 14-11 before Ruter went on another serving run. The Viking senior setter helped VCSU score seven straight points, including four straight on aces. The run put VCSU up 18-14 en route to a 25-19 victory.
Set three was all Blue Hawks. Dickinson built a 13-4 lead and never looked back as they won 25-14. The Blue Hawks hit .375 in the set, while holding VCSU to negative hitting. The Vikings committed 12 attack errors in the third set.
“Hats off to Dickinson,” said Longmore. “I thought for most of the match they played really well. After scouting them on paper and on film, they played much better than their record and stats show.”
The Vikings regained their momentum quickly in the fourth set as they built a 17-7 lead and never trailed en route to the clinching 25-16 victory. VCSU had its best hitting set of the night, racking up 14 kills and just four errors as part of a .385 hitting performance in the fourth set.
For the match, Valley City State hit .140 while Dickinson State hit .179. The Vikings held a big advantage in serving with 12 aces compared to two for Dickinson. Each team totaled eight block points and 38 digs.
VCSU used a balanced attack most of the night. Paige Benson topped the stat sheet with nine kills and three blocks, while Clarissa Olson and Autumn Johnson each had eight kills and combined for 4.5 blocks. McKinley Putnam totaled seven kills. Ruter had a big match with 24 assists and eight aces. Freshman setter Reagan Ingstad also had 20 assists and an ace. Charlotte Huschka led the defense with 17 digs.
Dickinson State was led by nine kills and 2.5 blocks from Alyssa Wisher and six kills each by Cassie North and Kylie Hadley. Keera Stookey and Karlie Clevland each had 10 assists. Makenzie Digesualdo had nine digs for the defense.
Up next: Valley City State hosts University of Jamestown on Tuesday, Sept. 18. Junior varsity starts at 5 p.m. and varsity plays at 7 p.m. Dickinson State hosts Briercrest College on Sept. 14.
WNBA…
FAIRFAX, Va. (AP) — Sue Bird and Breanna Stewart fretted following the regular-season opener after the Seattle Storm lost at home to the Phoenix Mercury.
“We thought, ‘Oh, crap, what kind of year is this going to be?'” Bird reminisced.
The answer came nearly four months later with a championship.
Stewart led the Storm to their third WNBA title Wednesday night, scoring 30 points in a 98-82 victory over the Washington Mystics in Game 3 of the best-of-five series.
Natasha Howard added career-high 29 points and 14 rebounds for the Storm. Seattle won 26 games during the regular season — 11 more than the 2017 campaign — entered the playoffs as the No. 1 seed, and swept the finals.
Stewart was the league MVP and was selected the Finals MVP after averaging 25.6 points in the three games. She scored 17 points in the first half as the Storm raced to a 47-30 lead.
UNDATED (AP) Boston’s magic number to clinch the AL East dropped to seven with the Yankees’ 3-1 loss at Minnesota. Jake Odorizzi no-hit New York until Greg Bird’s RBI double ended his night.
Luis Severino was the victim of non-support, allowing just one run and four hits over 5 2/3 innings but falling to 17-8.
New York is just one game ahead of Oakland for the first AL wild card.
— The Cubs’ lead in the NL Central is down to one game after Curtis Granderson homered, tripled and scored three runs to lead the second-place Brewers to a 5-1 win at Wrigley Field. Granderson also got three hits and Mike Moustakas had a two-run single for Milwaukee, which took two of three in the series. Six Brewers pitchers combined to hold Chicago to six hits, with Josh Hader stricking out three in the eighth to improve to 6-1.
The Boston Red Sox have their first 100-win season since their 1946 American League pennant run.
David Price combined with two relievers on a four-hitter as the Red Sox picked up their third straight win, 1-0 over the Blue Jays. Price is 15-6 with a 3.42 after limiting Toronto to three hits and no walks with seven strikeouts over seven innings.
Aaron Sanchez was almost as effective, but he also uncorked a wild pitch that scored Rafael Devers (DEH’-vurs) in the fifth inning.
Craig Kimbrel worked the ninth for his 39th save, helping Boston improve to a major league-best 100-46.
The Red Sox need to win just six of their final 16 games to break a club record for victories set in 1912, the year Fenway Park opened.

— Cleveland’s magic number to clinch the AL Central remains three after Blake Snell picked up his major league-leading 19th victory in the Rays’ 3-1 win over the Indians. Snell had a no-hitter until Jose Ramirez led off the seventh with his 38th home run of the season. Ji-Man Choi hit a two-run homer in the first off Carlos Carrasco to help Snell improve to 19-5.
— George Springer made a run-saving diving catch in the eighth inning and the Astros completed their first-ever three-game sweep at Comerica Park by holding off the Tigers, 5-4. Alex Bregman doubled home a pair in a four-run fifth that put the Astros ahead, 5-2. The hit allowed Bregman to become the first third baseman in major league history to have 50 doubles and 30 homers in a season.
— Houston’s lead in the AL West remains three games over Oakland after the Athletics blasted the Orioles, 10-0 in Baltimore. All the runs came in the third inning as Matt Chapman began the eruption with a two-run double and ended it with an RBI single. Matt Olson crushed a three-run homer and Daniel Mengden worked five hitless innings of relief as the A’s coasted to their sixth consecutive victory.
— Austin Hedges and Hunter Renfroe belted two-run homers while the Padres were building a 5-0 lead in a 5-4 victory over the sputtering Mariners. San Diego scored three unearned runs and sent Seattle to its fourth loss in five games. Nelson Cruz and Kyle Seager hit solo homers for the M’s, who are 9 ½ games out of a playoff berth.
— Jameson Taillon (TY’-ahn) won his fourth straight start and Jacob Stallings drove in three runs in the Pirates’ 4-3 win at St. Louis. Taillon allowed two runs and four hits in seven innings as the Bucs ended the Cardinals’ three-game winning streak. The Redbirds’ lead for the second NL wild card was cut to two games over the Dodgers.
— The Rockies won a thriller against the Diamondbacks as DJ LeMahieu unloaded a two-run, walk-off homer in the bottom of the ninth to complete Colorado’s 5-4 comeback over Arizona. Nolan Arenado (ar-eh-NAH’-doh) was 3-for-4 with a solo blast and two RBIs for the Rockies, whose lead in the NL West remains 1 ½ games over Los Angeles. The Diamondbacks fell 3 ½ games behind Colorado despite homers from Eduardo Escobar and Alex Avila.
— The Dodgers avoided a seven-game season sweep of the Reds by getting three RBIs apiece from Yasmani Grandal (yahs-MAH’-nee grahn-DAHL’) and Justin Turner in an 8-1 rout at Cincinnati. Joc Pederson homered and Grandal had three hits for the Dodgers. Turner hit a two-run single in a four-run fifth that put Los Angeles ahead, 6-1.
— Tyler Flowers beat out an infield single with two out in the ninth to score Charlie Culberson with the tiebreaking run in the Braves’ fifth consecutive win, 2-1 at San Francisco. The Giants took a 1-0 lead on Evan Longoria’s RBI single in the third, but Freddie Freeman’s run-scoring single tied it three innings later. The Giants have dropped 11 straight, their longest losing streak since 1951 and two off the franchise record.
— The Phillies’ 5-1 loss at Washington gives the Braves a 7 ½-game lead in the NL East. Bryce Harper smacked a two-run homer before Juan Soto and Ryan Zimmerman added solo shots, sending Philadelphia to its fifth consecutive loss. Aaron Nola surrendered two round-trippers and was reached for four runs over five innings, leaving the Cy Young candidate 16-5 with a 2.42 ERA.
— Francisco Arcia hit a pair of solo homers and a two-run double as the Angels whipped the Rangers, 8-1. Jose Fernandez hit a two-run shot and Felix Pena worked six shutout innings of six-hit ball to help Los Angeles get back to .500.
— The Mets scored nine runs off three home runs in a 13-0 dismantling of the Marlins. Jay Bruce launched a grand slam, Amed Rosario hit a three-run shot and Dominic Smith added a two-run blast to back Zack Wheeler’s eight shutout innings of four-hit ball. The start of the game was held up 5 1/2 by rain, causing Game 2 of the scheduled doubleheader to be postponed and pushed back to Thursday.
— The White Sox knocked off the Royals, 4-2 on Tim Anderson’s two-run homer in the 12th inning. Jose Rondon also hit a two-run shot for the White Sox, who ended a seven-game skid and avoided becoming the third big league club with at least 90 losses.

Goodrum banged up
UNDATED (AP) — Tigers shortstop Niko Goodrum left Wednesday’s game against the Astros in the second inning with a bruised quad following a collision with teammate Christin Stewart on a shallow fly ball to left field in the second inning. Goodrum tried to avoid Stewart as the left fielder grabbed a shallow fly ball, but the shortstop tripped over his teammate.
Elsewhere in the majors:
— Yankees All-Star closer Aroldis Chapman could return next week from nearly a month on the disabled list. Chapman has not pitched since Aug. 21 because of left knee tendinitis, which has bothered him throughout the season.
— Cubs right-hander Yu Darvish has undergone arthroscopic surgery on his right elbow to clean out loose debris. Darvish was declared out for the season last month after an MRI revealed a stress reaction in the elbow.
— The Yankees are set to achieve their goal of coming under baseball’s luxury tax threshold for the first time since the penalty started in 2003. Red Sox and Nationals remain the only teams on track to pay the tax his year, according to Aug. 31 figures compiled by the commissioner’s office for clubs and obtained by The Associated Press.

Rodgers has a week to get ready
UNDATED (AP) — Green Bay coach Mike McCarthy says Aaron Rodgers will be given the whole week to get ready for the Packers’ game on Sunday against the NFC North rival Minnesota Vikings.
Rodgers threw three touchdown passes in the fourth quarter in last week’s come-from-behind 24-23 win over the Chicago Bears after returning in the second half from a knee injury.
He reached for the back of his left leg after a Bears lineman landed on him during a sack.
Rodgers said after the game he would undergo more tests, though he planned to play against Minnesota.

— Nick Foles will start for the Eagles against the Tampa Buccaneers on Sunday. The Super Bowl MVP has filled in since Carson Wentz tore two knee ligaments in Week 14 last year.
— Steelers quarterback Ben Roethlisberger hopes his balky right elbow will be good to go Sunday against Kansas City. The 36-year-old says he banged his elbow on Pittsburgh’s next-to-last offensive snap during last week’s ugly tie in Cleveland.
— Bills coach Sean McDermott says rookie quarterback Josh Allen will make his first career start on Sunday against the Chargers. Allen replaces second-year pro Nathan Peterman, who threw for just 24 yards and two interceptions before he was pulled in favor of Allen in the second half of last weekend’s 47-3 loss at Baltimore.
— Wide receiver Martavis Bryant is back with the Raiders less than two weeks after being released. His return comes after Oakland’s passing game went flat in the second half of Monday’s 33-13 loss to the Rams.
— The Texans placed cornerback Kevin Johnson and right tackle Seantrel Henderson on injured reserve. Henderson is out for the season after sustaining an ankle injury in the first quarter on Sunday which required surgery. Johnson got his second concussion this season and is designated to return, which means he could come back in eight weeks.
— Jaguars running back Leonard Fournette missed practice Wednesday because of a strained right hamstring suffered in their season-opening win over the Giants. The fourth overall pick in the 2017 NFL draft ran nine times for 41 yards before leaving the game in the second quarter.
— Carolina officially placed starting right tackle Daryl Williams on injured reserve Wednesday with a knee injury and signed free-agent tackle Chris Clark.

Westbrook has knee surgery
OKLAHOMA CITY (AP) — Thunder All-Star guard Russell Westbrook underwent an arthroscopic procedure on his right knee. That puts his availability for the season opener on Oct. 16 against the Golden State Warriors in doubt.
The team says Westbrook decided after suffering inflammation in the knee this past weekend that he’d have the procedure.
He averaged 25.4 points, a league-leading 10.3 assists and 10.1 rebounds last season.
NHL-BLUE JACKETS-TORTORELLA
Torts extended
UNDATED (AP) — The Columbus Blue Jackets have given coach John Tortorella a two-year contract extension through the 2020-21 season.
The 60-year-old Tortorella has led the Blue Jackets to the playoffs in his first two full seasons and is the franchise’s all-time leader in wins. Columbus is 129-87-23 record since being named coach in October 2015.
Elsewhere around the league:
— Blues starting goaltender Jake Allen is expected to miss the first week or more of training camp because of back spasms. Allen is out at least 10 to 14 days, which would put him in position to return for the end of the preseason. St. Louis signed veteran Chad Johnson during the offseason to replace Carter Hutton as Allen’s backup.
— Predators forward Austin Watson has been suspended without pay for the entire preseason and first 27 games of the regular season for domestic abuse. Commissioner Gary Bettman handed down the suspension of Watson, who pleaded no contest in July to a charge of domestic assault stemming from an incident in June. A league investigation determined Watson engaged in unacceptable off-ice conduct.
